Overall Purpose of Job


To ensure that children, young people and families in Newham receive a first class
service that fulfils their potential, and when they need additional support, provide
services that are local and easily accessible.

Support the managers in management of the ESFA Grant Fund Contract.

To maintain the financial health of the service by:


- ensuring adherence to the ESFA & Council’s financial regulations and policies,
professional standards and the law
- The provision of high-quality financial advice to managers, financial research and
investigations.

To effectively deliver financial support services by:


- delivering an excellent support service to all relevant direct services in the areas of
procurement, payments, accounting and financial management
- managing the preparation of annual budgets and advising throughout the budget
process
- Managing the resolution of disputed transactions
- Managing a portfolio of budgets including the ESFA and Newham Foundation
budgets
- contributing positively to the overall wellbeing of the Council and the service.

Job Context
1. The post holder reports to Data & Logistics Manager
2. The post holder has no budget responsibility
3. The post holder will have no direct line management responsibility
4. The post holder may be required to work occasional evenings, weekends and
bank holidays in order to meet service requirements

Key tasks and accountabilities are intended to be a guide to the range and level of

Financial advice and support
1. To act as a ‘Critical Friend’ to senior management, challenging service and
financial assumptions
2. Be responsible for providing management actions plans to overcome budget
variances
3. Providing financial advice and guidance to managers
4. To find innovative solutions to problems and issues and carry out investigations
in a pro-active fashion by acting independently.
5. To act as the key point of contact providing high-quality financial advice to the
service
6. To advise colleagues throughout the budget preparation process.
7. To advise managers across the service on budget monitoring and financial
management
8. To collect data on finance-related developments and proposals both internally
and externally.
9. To manage investigations and problem-solving, with minimal supervision

Systems and procedures


1. To be responsible for creating and independently managing internal Financial
management Systems; to manage, monitor and control income and expenditure
in the service.
2. Finding innovative solutions to enhance or improve current financial systems.
3. Responsible for the reconciliation of agreed systems and accounts, including
extracting systems data where necessary
4. Proactively undertaking systems checks, budget monitoring, ad-hoc
investigations and responding to weaknesses in financial controls and to
highlight any matter that undermines the integrity of financial management or
systems.
5. Advise senior management of any matter that undermines the integrity of
financial management or systems:
6. To maintain budgetary control procedures and systems, ensuring best use of
resources and compliance to avoid improper or inefficient practices.
7. To carry out reconciliations of systems and accounts, extracting systems data
where necessary;
8. To investigate payment process queries and provide a resolution, liaising with
colleagues and other Council officers in the Council as necessary.
9. To assist with internal and external audit and both the ESFA and oneSource
finance queries and to ensure these are responded to in a timely way.
10. Proactively undertaking systems checks, budget monitoring, ad-hoc
investigations and responding to weaknesses in financial controls and to
highlight any matter that undermines the integrity of financial management or
systems.

Financial management
1. To manage both the Financial and Academic year end process and the closure
of accounts, including overseeing the management of the closure of a portfolio
of accounts and contributing towards the closure of all relevant service accounts
within the corporate timetable and to a high professional standard

2. To collect financial information and report to managers on finance-related
developments and proposals from finance sources external to the council
3. To prepare monthly budget returns for managers, brief managers on their
contents and ensure their timely return
4. To be responsible for managing systems ensuring accurate financial records
are in place e.g. using finance spreadsheets relevant budgets
5. To assist in the management of payment processes and ensure that efficient
processes are put in place through liaison with staff who complete orders
6. To put effective systems in place to support liaison with oneSource finance
teams.

Organisational management
1. To support NBS Administration staff
2. To manage specific finance related projects.
3. To follow the principles of performance management to ensure personal and
team objectives are met or exceeded
4. To adhere to the Council’s behavioural standards and equal opportunities policy;

Corporate/service responsibilities
1. To keep abreast of current legislature and finance regulations affecting the
service and ensuring this information is disseminated to senior managers
across service.
2. to provide a service that is of the highest quality, incorporating best practice and

by delivering, upholding and encouraging the highest standards of behaviour;
4. to undertake other duties and responsibilities of a similar nature which reflect the
level of those described above that may be required by senior management.
