WHEREAS, there are several task forces within the City Government of lloilo that
needs to be institutionalized, considering that their functions are vital in the maintenance
of peaoe and order in the City of lloilo;

f WHEREAS, among these task forces/offices, whose functions are considered


vital in the City of lloilo, are as follows: Transportation Management and Traffic
Regulation Office, Task Force Anti-Squatting and Illegal Structure (TF ASIS), Special
Services Office, and Police Auxiliaries;

WHEREAS, Section 76 of R.A. 7160 bf me Local Government Code of 1991


provides that every LGU shall design and implement its own structure and staffing
pattern taking into consideration its service requirements and financial capability,
subject to the minimum standards and guidelines prescribed by the Civil Service
Commission;

WHEREAS, it is me recommendation of the Human Resource Management


Office to consolidate and institutionalize the aforesaid task forces into one general
department;

WHEREAS, the recommendation of the executive department of the City


Government of lloilo is given considerable weight in the creation of offices under the
executive department.

NOW, THEREFORE, let it be ordained by the Sangguniang Panlungsod of the


City of lloilo, in session assembled, that an ordinance be passed creating the Public
Safety aftd TraAs~0flatiem Maftagemerlt O#iee (PSTMO), as fellews;

Section 1. - The Public Safety and Transportation Management Office (PSTMO),


is hereby created as a department to exercise supervision over the following existing
task forces/offices; Task Force Anti-Squatting and Illegal Structure (TF ASIS), Special
Services Office, and Police Auxiliaries;

section 2 - Tne PSTMO shall nave Ifie folloWing composition as follows:


Administrative Division, Special Services Division, Transportation Management Division,
Public Safety Unit and Anti-Squatting and Illegal Structure Unit. A copy of the
organizational chart of the PSTMO is herein attached as an integral part of this
ordinance;

section 3. - The flll'ictions of the divisions under the PSTMO are hereby
described, as follows;

3.a. Administrative Division

• Shall manage, supervise, coordinate and direct <111 administr<1tive functions of


the said department;
Shall also take charge of the department's personnel relationship and
discipline;
Shall assist in the policy making related to public safety and transportation.

3.b. Special services Division

Is in charge of sidewalk and ambulant vendors in all city streets which


includes sidewalks in the main thoroughfares of the City as well as district

I plazas with exclusion of public markets and talipapas within one hundred
(100) meters r1;1nge of its surrounding <1reas which is under control of the
Local Economic Enterprise Office (LEEO); those who sell inside the
parameters of the barangay which is under the jurisdiction of its Barangay
Officials; and those who sell in and outside the school area which is under its
School Administrator and other related offices and/or departments;
Shall be in charge of jaywalking and any related concerns in lloilo City
pursuant to the Jaywalking Ordinance.

3.c. Transportation Management Division

- Shall supervise and manage transportation related concerns of the city;


- Shall assist in the transportation policy concerns.

3.d. Public Safety Unit

- Security and safety of the general public.

3.e. Anti-Squatting and Illegal Structure Unit

Investigate and prevent the proliferation of prbfessional squatters and


squatting syndicates in lloilo City;
Investigate and prevent the establishment and construction of illegal
structures, stalls and kiosks in all city streets, plazas, sidewalks and every/all
other public places under the city's jurisdiction;
Remove and/or d.emolish <'.Ii illegal structures, signs, stalls a.nd kiosl<.s in all
city streets, plazas, sidewalks and every/all other public places under the
city's jurisdiction without discrimination;
File the necessary complaint/information against said professional squatters
and squatting syndicates under the direction of Task Force Asis;
Submit a monthly accomplishment report relative to the unit's offiGial action or
as often as required. · ·

Section 4. - The Chief Transportation and Regulation Officer- SG 24, Item No. 1
which currently vacant, is deemed abolished.

Section 5. - The tollcwing positions with its corresponding functions shall oe


created as follows:

5.a City Government Department Head II - SG 26

" Supervise and control all services and activities of the office;
Enforce and exercise supervisory authority over the implementation of all ctty
ordinances on public safety and transportation management;
Shall lead the planning, formulation and implementation of safety and security
ordinances of the city;
Shall institute a system that will regulate road users and lead monitoring of
existing transport operations and thoroughfares; .

/ Shall give advice to the City Mayor or the Sangguniang Panlungsod on all
matters relative to transportation and public safety;
Shall perform other duty assigned by the chief executive from time to time;
Shall study and implement an incentive scheme for the performing personnel.

5.b Assistant City Government Department Head II - SG 24

Shall assist the Department Head in planning, executions, coordination and


regulating the implementation of all programs and projects concerning
transport and traffic management in the City of lloilo:
Shall supervise the operation of the office and signs communications and
other documents in the absence of the Department Head;
Shall assist the Department Head in the discharge of his/her functions.

5.c Administrative Officer IV - SG 15

Shall assist the supervising administrative officer in planning, directing and


coordinating all administrative functions;
Shall take charge of the records and communication work of the office;
Shall supervise the administrative staff in carrying out their tasks;
Shall help in the budget preparation and control, property utilization and
personnel relationship and discipline;

- Shall perform other related functions as may be assigned by the head of


offiee from time to time.

5.d Two (2) Administrative Aide 11 -SG 2

Shall prepare documents for the procurement of supplies and equipment of


the office;
Shall prepare and process procurement documents of the supplies and
equipment of the office. reimburoement and other documents of the office;
Shall receive, coordinate and flle communication letters;
Shall maintain cleanliness and orderliness of the office;
Shall perform other related functions as may be assigned by the supervisor
from time to time.

Section s. - The supervising Transportation RegU/ation Officer - SG 22 step 2


Item No. 2 will be RENAMED into Supervising Administrative Officer - SG 22 step 2.
The said position has the following functions, to wit:

Shall manage the administrative division of the proposed department;


" Shall supervise and coordinate the administrative functions such as budget
preparation/control and general services functions;
Shall supervise the planning and directing of all administrative functions;
Shall take charge of the department's personnel relationship and discipline;
Shall perform other related functions as may be assigned by the head of
office from time to time.

Section 7. - Special Services Unit under the City Mayor's Office will be
TRANSFERRED to the proposed department including its existing organization
structure with following twelve (12) positions.

Section 8. - That the Public Safety Unit shall be composed of a Police Auxiliary
and Security.

SeGtion 9, - The Task Force ASIS (TF ASIS) under the OffiGe of the City Mayor
shall be TRANSFERRED to the proposed department under the Anti Squatting and
Illegal Structure Unit.

Section 10. - The Traffic Enforcers/Auxiliaries are under the Transportation


Management Elivision of the proposed department.

Section 11. Separability Clause. - If any part of provision of this ordinance is held
invalid or unconstitutional, the other sections or provision there which are not affected
shall continue to be force full and effect

Sedion 12. - That the City Government shall allocate fUnds tor the
implementation of these ordinance.

Section 13. Effectivity Clause. - 'fhis ordinance shall take effect within ten (10)
days from its approval and compliance with publication and posting requirements under
the Local Government Code.
