REGULATION ORDINANCE NO. 2017-162

AN ORDINANCE . AMENDING REGULATION ORDINANCE NO. 2017-059,


OTHERWISE KNOWN AS "AN ORDINANCE INSTITUTIONALIZING THE
INFORMATION SYSTEM DEPARTMENT OF THE CITY OF ILOILO, THEREBY
ESTABLISHING THE INFORMATION SYSTEMS OFFICE (ISO) OF ILOILO CITY"

WHEREAS, in compliance with the Civil Service Act and the guidelines, directives, and
orders issued by the Civil Service Commission;

WHEREAS. in conjunction with the system of the Iloilo City Goverrnnent on its
procedures and organization of its employees;

WHEREAS, there is a need to amend the ordinance so that it may fairly apprise the
constituents of the City of Iloilo;

NOW, THEREFORE,, be it ordained by the Sanggwiiang Panlwigsod of the City of

) Jloilo that:

Section 1. The title is hereby amended to read as:

"AN ORDINANCE INSTITUTIONALIZING THE INFORMATION


SYSTEMS DEPARTMENT OF THE CITY OF ILOILO, THEREBY

ESTABLISHING THE INFORMATION SYSTEMS OFFICE (ISO) OFV


ILOILO CITY AND CREATING THE FOLLOWING POSITIONS: CITY
GOVERNMENT ASSISTANT DEPARTMENT HEAD II-SG24 AND 2
ADMINISTRATIVE AIDES 11-SG 2."

Section 2. Section 1. Creation is hereby amended to read as:/

"Section 1. Creation- There shall be a new department called Information Systems v


Office."

Section 3. Section 4. Scope is hereby amended to read as:

..This Ordinance provides for the institutionalization and creation of the Information
Systems Office, provides additional positions, and defines the functions of its officers as well as
their responsibilities. The ordinance incorporates the existing positions under Regulation
Ordinance No.2014-448: Information Technology Officer II (SG-22), Information Systemsv
Analyst II (SG-16), and Computer Programmer I (SG-11), to the said office as well as the
following positions under the office of the City Mayor which was created under the 2010
Appropriation Ordinance: Computer Programmer III, Computer Programmer II, and Information ~
Technology Officer I

Section 4. Section 5. Organization of Officers and their divisions is hereby amended to read;/
as follows:

"Section 5. Organization of Officers and their divisions:

'There shall be an Information Systems Office headed by the City Government Assistant v
Department Head II.

"Under the City Government Assistant Department Head II shall be the Information
Technology Officer II which shall head the Systems Development Section and Operations
Section.
«The Systems Development Section shall be headed by the Information Technology Officer I
and under him shall be the Information Systems Analyst j)(Computer Programmer II, Computer
Programmer T, and Administrative Aide TT.

"The Operations Section shall be headed by the Computer Programmer Ill and under him
shall be an Administrative Aide II."

Section 5. Section 6. Officers and their functions is hereby amended to include a Systems ·i-
Analyst and shall be read as:

"Section 6. Officers and their functions-

a. City Govermnent Assistant Department Head II (CGADH II)- SG24

Implements effective personnel development program of the City;

a.11. Helps create an atmosphere conducive to good supervisor-employee relations and
improvement of employee culture and morale;
a.Ill. Establishes Suggestion and Incentives and Awards System for the improvement
of employees perfonnance and productivity;

f a.iv. Supervises in the maintenance of a complete and up-to-date infonnation systems;

a. v. Shall manage the City's Office Automation and Information Technology Systems
and exercise general supervision and directs the overall operation of the (ISO);
a. v1. Shall conduct studies, interviews and gather data from City Department end-users
on priority areas for business process re-engineering, automation and systems
development;
a.vii. Identify and recommend to top management priority areas to implement office
automation and process re-engineering;
a. viii. May issue orders or directives in pursuant to its purpose and functions;
a.ix. Performs other duties and functions as may be assigned by the Head of Agency

b. 2 Administrative Aide II- SG2

b.i. Shall prepare and process procurement documents;


b.ii. Shall prepare and process procurement documents of the supplies and equipment
of the office, reimbursement, and other documents of the office;
b.iii. Shall receive, coordinate, and file conununication letters;
b.iv. Shall maintain cleanliness and orderliness of the office;
b. v. Shall perform other related functions as may be assigned by the head of office
from time to time.

c. Information Technology Officer II- SG 22

c.1. Manage and directs the operations of the ISO (Information Services Office);
c.i1. Identify and recommend to the head of office priority areas for automation;
c.iii. Coordinate with Department End Users for the efficient utilization of information
technology and information systems resources;
c.1v. Perform other related functions as may be assigned by the head of office.

d. Information Technology Officer 1-SG 19

d.i. Assist in the management of city's office Automation and Technology Systems;
d.ii. Coordinates with the systems analysts and developers for strategic planning and
project implementation;
d.iii. Manages systems development projects by identifying requisite steps to complete
the project, assigning the resources, communicating with users or sponsors of the
project;
d.iv. Performs other related functions as may be assigned by the head of office.

e. Computer Programmer III-SG 18

e.1. Performs computer programming, particularly coding, entry and debugging


complex programs both micro and minicomputer environment;
e.ii. Perfonns maintenance of programs developed~
e.iii. Prepares programs, documentation and computer operation own guide for
operations and educate program users;
e.1v. Consolidate all programs developed both micro and minicomputer environment
and classify their area of use;
e. v. Performs other related function assigned by the head of office.

f. Information Systems Analyst II-SG 16 i/'

f.i. Supervises the gathering of infonnation from end user for system and design
analysis;

f. ii. Develop methodology for implementing the system, procedures and operating
instructions;
fiii. Coordinate and collaborate with the programmer/s to develop and write codes for
software;
f.iv. Performs other related functions as may be assigned by the head office.

g. Computer Programmer 11-SG 15

g.l. Prepare all elements of program documentation and maintain programs


developed;
g.11. Prepares test data and organize proper testing schedules, analyzes program
performance during testing;
g.iii. Designs conversion procedures, trains/prepares training materials for operators
and other users;
g.1v. Performs other related function assigned by the head of office.
h. Computer Programmer I-SG 11
h.i Confirm project requirements by reviewing program objective, input data, and
output requirements with systems analyst, supervisor, and client/end-user and
conduct entire system development process from requirement analysis,
codification and compilation, testing and debugging to system roll-out and
systems development and operating instructions documentation;
h.ii. Maintain historical records by documenting program development and revisions.
General maintenance, upgrade, and trouble-shooting of standard off-the-shelf
commercial (OTS) software and custom applications;
h.iii. Ensure operation of equipment by tbllowing m,anufacturer's instructions;
troubleshooting malfunctions; calling for repairs; evaluating new equipment and
techniques;
h.iv. Prepares all elements of program documentation and maintain programs
developed;
h.v. Prepares test data and organize program testing schedules;
h. vi. Designs conversion procedures and trains/prepares training materials for operators
and other uses;
h.vii Perform other related functions as may be assigned by the head office."

Section 6. A Transfer of Personnel clause is hereby added and thereby moving t h e /


Appropriations clause to the next section including the subsequent sections.

«Section 7. Transfer of Personnel. The following positions under the City Mayor's Office /
will be transferred to the newly created office:

a. Information Technology Officer II - item no. 90 (SG-22/5)


b. Information Technology Officer I- item no. 91 (SG-19/3)
c. System Analyst-item no. 92 (SG-16/1)
d. Computer Programmer III-item no. 93 (SG-18/3)
e. Computer Programmer II-item no. 94 (SG-15/3)
f Computer Programmer I-item no. 95 (SG-11/1)"

Section 7. Section 7 or the Appropriations clause is hereby moved from Section 7 to /


Section 8 and amended to read as:

"Section 8. Appropriations - The City Govermnent shall allocate and appropriate budget V
for the newly created positions and transfer the appropriations for the positions stated in Section
7 from the City Mayor's Office to the newly created office."

Section 8. Section 9. The Repealing Clause is hereby moved from Section 8 to Section 9 /
and amended to read as:

°'Section 9. Repealing Clause- All ordinances, resolutions, and other issuances that are
inconsistent with the provisions of this Ordinance are hereby repealed, amended, and modified///
accordingly."

Section 9. Separability Clause- If any provision of this ordinance is declared invalid, the r"'"
provisions hereof not affected by such declaration shall remain in full force and effect.

Section 10. Repealing ('lause- All laws, executive orders, or administrative orders, rules /
and regulations or parts thereof which are inconsistent with this Act are hereby amended,
repealed or modified accordingly.

Section 11. Ejfectivity Clause- This ordinance shall take effect within 10 days from its
approval and compliance with publication and posting requirements under the Local Government
Code.
