Re: Leghorn Avenue Improvement Project – Schedule Update

As a follow-up to our October 10, 2018 notice, the Township wanted to provide residents on
Leghorn Avenue with an update on the status of on-going work. As you know, work has
commenced on the final phase of the project which includes roadway reconstruction and pavement
resurfacing along the length of the road.

The roadway is being reconstructed using a Full-Depth Reclamation process involving Portland
Cement. This process involves pulverizing the existing pavement surface, re-grading the roadway,
mixing in portland cement and compacting the road surface. This new roadway cures in place for
3-4 days and then a final wearing course of new asphalt is applied to the road.

Last week, the pre-existing road surface between Sycamore Avenue and Ardmaer Drive was
pulverized by the contractor to a depth of 13”. Pillari Brothers Construction Corp. then worked to
rough grade the road and adjacent driveway aprons. Starting this past Friday (Oct. 26), the
contractor commenced soil cementing the road by adding portland cement. This process extended
from the intersection of Sycamore Ave. up Leghorn Ave. about 500 ft. While the soil cement
process was being commenced, the contractor had another crew continuing on the road grading
efforts further down the road towards Pine Street and Ardmaer Drive.

The purpose of this follow-up memorandum is to provide you with a more specific update on the
remaining schedule as relayed to the Township from the contractor, Pillari Brothers Construction
Corp:

 Today, Monday (Oct. 29), the contractor is continuing with the soil cementing process
towards the Pine Street intersection.
 Tomorrow, Tuesday (Oct. 30), the contractor anticipates reaching somewhere between
Pine Street and Ardmaer Drive with the soil cement.
 The soil cementing process should conclude on Wednesday, (Oct. 31) at the intersection
with Ardmaer Drive.

 Later this week (Nov. 1 & 2), Pillari will then be working to grade the road edges, swales
and driveway aprons in anticipation of final paving next week.
 Starting around Monday, Nov. 5, final roadway resurfacing is scheduled to take place –
weather permitting. The roadway resurfacing will include the entire length of Leghorn
Avenue from Sycamore Avenue to Old York Road. This process should last 2 days.
 Later next week, after the final road resurfacing is complete, the contractor will be paving
all driveway aprons within the project limits. This includes any concrete driveway aprons
as well. This effort is expected to last 3-4 days.
 The week of November 12th will include the contractor finishing any remaining driveway
aprons, addressing all remaining punchlist issues, and final clean-up items, etc.

As previously mentioned, Leghorn Avenue will continue to be generally closed to thru-traffic


and a detour will be provided for the duration of construction. Please note that some of the work
may not require a full road closure and may not be visible to all residents at once.

We understand the frustration of living within an active “work-zone” for an extended period of
time and appreciate everyone’s patience as the contractor works to complete this important
project. Unfortunately, due to various unforeseen issues that were encountered during
construction and unpredictable weather that we have been experiencing, roadway conditions
have been less than ideal and construction has extended longer than originally anticipated. We
are aware of the current roadway conditions and are working with the contractor to get this
project completed as quickly as possible.

The construction oversight is being performed by Maser Consulting, P.A., Engineering
