THIS OCTOBER
If there was a Red October, it was
speedily aborted, so claimed the
country’s defense chief.
In Bicol, if October became bloody
red, it came from the ambush of a police
convoy in Lupi, Camarines Sur; then in a
clash between government troopers and
Communist insurgents in Bato.
Certainly, there was no reddening on the
President’s face when his people at the
Bureau of Customs and PDEA disagreed
whether there was indeed a cache of
shabu hidden in a magnetic lifter.. He
merely reassigned, nay, promoted one
of them to a Cabinet position; then he
ordered the arrest of a whistleblower;
while another was dismissed from
service.
October in the country is often marked
as United Nations month.
And yet in Congress, there are calls
for the country’s withdrawal from the
Inter-Parliamentarian Union(IPU), an
international organization of legislators
formed in 1889 “to safeguard peace
and drive positive democratic change
through political dialogue and concrete
action.”
The immediate reason is the IPUs
resolution which claimed that detained
Senator Laila de Lima was "subjected to
widespread intimidation and denigration,
including by President [Rodrigo] Duterte
directly."
Understandably, legislators supporting
the administration cried foul, saying,
it is an unnecessary incursion and
intervention in the country’s internal
affairs.
There are doubts, however, whether
members of Congress are unanimous and
firm in this belief as some quarters are
linking this call for withdrawal to Speaker
Gloria M. Arroyo, an arch nemesis of De
Lima.
Parliamentarians are supposed to
engage in dialogue; and Congress should
not be an exception. It should deal with
the IPU matter in a spirit of openness and
not defensiveness.

STOCK MARKET RETREATS: The
local stock barometer slid below the criti-
cal 7,000 support level this week as for-
eigners dumped local equities for 31st
straight trading day amid global bloodbath
widely described as “Red October”. The
main-share PSE index tumbled by 116.76
points or 1.67% to close at 6,884.38. The
index hit as low as 6790.58 but recouped
some losses, marking PSEi’s lowest fin-
ish since Jan. 2, 2018.
A risk-off tone gripped financial mar-
kets, with the rise in [US] treasury yields
and fresh concerns over the trade war
with China sending US stocks tumbling
by the most since June. Sentiment was
gloomy as the closely-tracked Dow Jones
Industrial Index fell by 831 points or 3.2%
overnight. Net foreign selling for the day
amounted to P861.13M with value turn-
over of P5.42B. Some $1.7B in foreign
funds have exited the local stock market
in 2018.
“HOT MONEY” PULLOUT: A surge
in hot money outflows in September re-
versed the economy’s gains of attract-
ing more portfolio investments into local
financial markets over the two previous
months, data from BSP showed. Last
month’s transactions yielded net outflows
of $440M in contrast to the net inflows of
$226M in August and $113M recorded a
year ago. This may be attributed to in-
vestors’ continuing concerns on trade

WEAKENING PESO: Given the
country’s widening trade gap, the peso
may continue to weaken against the US
dollar over the medium term. But not

bounce to P52.95$ against the US Dollar

mittances from our OFWs. The peso’s
short-term appreciation bias in the fourth

interest rates by at least .25% more next
month. BSP has so far raised interest

saster Risk Reduction Manage-
ment Committee, were taught
the basic concept of the Disas-
ter Risk Reduction and Climate
Change Adaption, Incident
Command System, Communi-
ty-Based Early Warning Sys-
tem and the overview of the
massive effect of typhoon and
other natural and man-made di-
sasters. All barangays were also
tasked to create their own spot
and hazard map.
Further, DILG highlighted
a system called the “Operation
Listo” which was designed to
enhance the Listong Pamayan-
an as well as to prevent and mit-
igate the effect of calamities to
people, community, and nature.

gay Kagawad Napoleon Igana
of San Buenaventura, Buhi.

its "Makilahok" project

Under the project -- to
be undertaken through the
"Kapit-Bisig Laban saKahi-
rapan–Comprehensive and
Integrated Delivery of Social
Services" or Kalahi-CIDSS
program -- DSWD will con-
duct trainings in 15 local gov-
ernment units in Bicol.
In an interview on Mon-
day, DSWD Regional Direc-
tor Arnel Garcia said after
the trainings that are set to
start next month, each par-
ticipating village is expected
to come up with a Barangay
Development Plan with ac-
tivities, techniques and other
implementation arrangements
that can be adopted in their
planning and budgeting pro-
cess.

Diwata-2, second PH microsatellite, set for launch

Diwata-2 is set to be launched on October 29, 2018
between 12:08 to 12:30 GMT+08 from the Tanegashima
Space Center in Japan via H-IIA F40 rocket. It is the Phil-
ippines’ second microsatellite developed and built under
the Development of Philippine Scientific Earth Obser-
vation Microsatellite (PHL-Microsat) Program, which
is funded by the Department of Science and Technology
(DOST), monitored by DOST-Philippine Council for In-
dustry and Emerging Technology Research and Devel-
opment (PCIEERD), and done through the collabora-
tion between the University of the Philippines Diliman,
the DOST-Advanced Science and Technology Institute
(ASTI), Hokkaido University and Tohoku University. It
is one of five small satellites that are the secondary pay-
loads which will be launched together with the satellites
IBUKI-2 or also known as GOSAT-2 (JAXA's Second
Greenhouse Gases Observing Satellite) and KhalifaSat, a
remote sensing Earth observation satellite developed by
the Mohammed bin Rashid Space Centre (MBRSC) in
the United Arab Emirates.
Maintaining the momentum in satellite development
Diwata-2 will orbit at a higher altitude (~620km) for an in-
creased lifespan and a sunsynchronous orbit, which will en-
able fixed revisit intervals that would make repeated environ-
mental monitoring of specific areas possible. Like Diwata-1,

it will also carry a Wide Field Camera (WFC), Middle Field
Camera (MFC), High Precision Telescope (HPT) and Space-
borne Multispectral Imager (SMI) with Liquid Crystal Tunable
Filter (LCTF). All these mission instruments have undergone
rigorous ground calibration and testing to ensure that they will
perform optimally at the new orbital conditions of Diwata-2.
Major features that distinguish Diwata-2 from its predecessor
include deployable solar panels for increased power generation
output and an Enhanced Resolution Camera (ERC), for increas-
ing the resolution of images taken by SMI. Furthermore, it will
feature two locally made experimental modules: an Amateur
Radio Unit for emergency communications and a Satellite
Orientation Module for increased pointing accuracy and fu-
ture satellite development initiatives.
Diwata-2 has undergone major iterations since planning
and design began in 2016, right after Diwata-1 was released
from the International Space Station (ISS). These include a
simulation model, a mechanical test model, an engineering
model, and finally, the flight model. On August 29, 2018, the
Diwata-2 Flight Model was completed and handed over to the
Japan Aerospace Exploration Agency (JAXA) the following
day. Both Diwata-1 and Diwata-2 are Earth-observing mic-
rosatellites capable of capturing images of Earth for environ-
mental assessment. The satellite control, operation, and ac-
quisition of experimental data will be done at the Philippine
Earth Data Resource Observation Center (PEDRO), which is
housed by DOST-ASTI.
More than building and launching satellites, the Philip-
pines is also committed to starting a healthy and sustainable
local ecosystem for space technology. The PHL-Microsat
Program is succeeded by the Sustained Support for Local
Space Technology and Applications Mastery, Innovation and
Advancement (STAMINA4Space) Program, which aims to
build a local industrial base and enhance local space science
and engineering expertise, which will ultimately prepare the
country in the establishment of the Philippine Space Agency.

Newton Agham Programme
and aims to help the grantees
boost their potentials for en-
trepreneurship and commer-
cialization.

the Indigenous People (IPs)
will soon be constructed in
Barangay Osmeña, Jose
Panganiban, this province

families already identified
but the NCIP will make cus-

units in the community.
The potable water was
already provided by the Phil-
ippine Health Insurance Cor-
poration (PhilHealth). Roads
going to the community were
already constructed under
the Kapit-Bisig Laban saKa-
hirapan-Comprehensive and

Services (KALAHI-CIDSS)
program of the Department
of Social Welfare and Devel-
opment (DSWD).
