5. The studies that comprise this dissertation aim to analyze the effects that educational
policies have on special education identification and subsequent enrollment. Specifically,
the studies cover the special education finance, school accountability, and school choice
policies.
6. Millions of dollars go into supporting special education programs. For these reasons, it is
important that educational policies do not create perverse incentives to identify or
mislabel students as needing special education services when they do not or vice versa.
7. This study is important in the field of special education because as a special education
teacher, it is one’s job to identify students’ disabilities and needs. In doing this, there are
a lot of government and educational policies that interfere or influence certain outcomes.
8. If I was conducting this study I would have primarily focused on policies of special
education finance formulas and its involvement within the identification of students into
special education. I think this is an area of special education that is a lot more difficult
and blurred than people might think. However, I would not have focused as much on
private school choice because I think that is less pertinent of an issue as government
funding. I also would have collected data from more than just Arkansas schools. Since
finance varies from state to state, I think it is important to retrieve data from a variety of
states rather than just the 1,000 Arkansas schools. In my mind, this would create better
supporting evidence.

Significant Developmental Disabilities

5. The results of this study indicate that, for these participants, families and family support
played a significant role in eventual employment outcomes. Family support may be one
of the most critical factors in successful employment outcomes for women with
disabilities, and family involvement in the educational and rehabilitation process may
possibly be the deciding factor in the type and intensity of family support they receive.
