ACKNOWLEDGEMENT
I would like to express my deepest appreciation to all those who provided me the possibility
to complete this report. A special gratitude I give to my supportive advisor, Mr. XXX, whose
contribution in stimulating suggestions and encouragement, helped in writing this report.

Furthermore I would also like to acknowledge with much appreciation the crucial role of my
peers who also provided me some support in the completion of this report with their advice
when requested for. Last but not least, many thanks go to NIM for providing me with the
opportunity to work on this report. I have to appreciate the guidance given by other
supervisor as well as the panels especially in our project presentation that has improved our
presentation skills thanks to their comment and advice.

EXECUTIVE SUMMARY:
The paper discusses the genesis and implications of challenges for Pakistan in the coming
decade hindering its way to development and how to deal with these challenges with feasible
solutions and policy making. The major challenges in retrospect which have caused the slow
development in the country as compared to region and other countries which gained
independence at the same time as Pakistan did. Some of the challenges are Terrorism and
Internal and external Security, Foreign Policy Challenges, Education, Energy Crisis, Climate
Change, Water Issues and Reservoirs, Over Population, Health Care Especially Mother Care
Child Unit, and unemployment, Human Resource Development, Economic Problems and
Economic Security. The implications of these challenges and how have they led to problems
of modern day Pakistan which will be the major upcoming challenges which will be faced by
Pakistan in the way of its future development. The implications of these challenges includes
slow economic development, under development of population, increasing law and order
problems and hence instability in the country. The solutions includes effective measure to be
taken for each particular problem addressing the root cause and ensuring improving policy
making procedure. Hence these problem can be addressed with a better and a comprehensive
approach.

INTRODUCTION:
Having a look at the topic we understand that the study aims at to provide an insight to the
Pakistan Development Challenges for the coming decade, which will better help us
understand the impediments to the growth of Pakistan which has rendered Pakistan
uncompetitive despite of its important strategic location, huge population and mineral
resources, central role in world political affairs and many other positive aspects and
discussing all those reasons due to which it has been lagging behind in its economic growth
and national stability. We will be discussing all those important factors in the retrospect
which are being faced by Pakistan in its way to progress and prosperity and it building upon
it the problems and difficulties which will be faced in the coming decade. This will help us in
having a more structured approach to all these factors responsible and deriving solutions for
those impediments to enhance Pakistan’s growth and prosperity.

STATEMENT OF PROBLEM
The statement of Problem is “Pakistan Development Challenges for the coming
decade”, which underlines the core issues which will be faced by Pakistan in the coming
decade in its way to progress and development. It ponders over the need to dig down the
underlying root causes of the challenges discuss their implications and present feasible and
best possible solutions to deal with these challenges.

LITERATURE REVIEW:
Pakistan with its important strategic location at the cross roads of Central, South and West
Asia has been a center stage for world politics. Being the only new Islamic nuclear power in
the world brings about its central importance in the Islamic world and international politics
but despite of all these factors Pakistan can be perceived to be LDC (Less Developed Country)
with its low HDI, weak economy, looming energy crisis, weak economy, adverse condition of
Internal and External security, low literacy rate , slow economic growth as compared to the
region, animosity with some of its neighbors deriving a continuous and imminent threat of
war making its borders bloodier deriving a threat of nuclear war in the region, seasonal
floods, water shortages and climate problem are some of the challenges for the development
of Pakistan. This study critically evaluates all these factors discussing the reasons and
impacts of all the problems and giving a detailed study and discussing some of the possible
solutions for these problems which can help Pakistan in its way to progress and prosperity
overcoming these challenges. The study is based on the account of various factors which help
us understand the dynamics of Pakistan’s problem in the light of various studies, indicator by
International organizations and opinions of eminent policy makers. Some of the most
important challenges discussed revolves around the security situation in the country which
has been and will be the primary challenge to Pakistan in its way to development and has
been the cause of huge loss economic loss and loss of life. It has been the root cause and a
back drop of all the problems amplifying all the other smaller problems. A clearer policy
making under NAP and establishment of NACTA has also helped in fighting the scourge of
terrorism and dealing with internal security situation. This has been discussed in detail in the
paper to establish the upcoming challenges to continue with this progress in the
improvement of internal and internal security. Another important impediment to Pakistan’s
progress has been its energy crisis which has hard hit the industry of Pakistan playing a great
role in weak economy, slow economic growth, un-employment and low GDP growth. With
the initiation CPEC and establishment of an energy corridor has help Pakistan fight its worst
energy crisis and is bringing the economic turnaround. One of the most important challenge
to the Pakistan is huge undeveloped population. Climate change, floods, water shortages and
pollution are some of the important factors which will be upcoming challenges to Pakistan in
the coming decade. This paper also discusses in detail the economic outlook of Pakistan and
the challenges posed to it in the coming decade.

SCOPE AND LIMITATION:


The study aims at to provide an insight to the Pakistan Development Challenges for the
coming decade, mostly limited to the national level with some reference to the global as well
as regional scenarios. The study encompasses major challenges posed in this regard which
also puts a limitation on discussing other small issues which sometimes are very important to
understand the graveness and the real root cause of the problems. The limitation of the
number of challenges is a very important factor. Second limitation is that of time in

conducting the study in depth of the details of the root caused and the way in which they will
pose challenges and their implications. The third limitation is that the research is a
qualitative one which bars us from quantitatively evaluating the issue under discussion and
usage of quantitative data based on numbers which helps in understanding the perspective,
challenges and issues quantitatively and evaluate them based on these number after
comparison in time domain as well as regional and global level to determine the outcomes.

METHDOLOGY STATEMENT
The instant study is qualitative research which is based on the secondary sources. The
research held with respect to this dissertation was an applied one, but not new. Rather,
numerous pieces of previous academic research exist regarding the upcoming challenges to
Pakistan. In order to satisfy the objectives of the dissertation, a qualitative research was held.
Its basic advantage, which also constitutes its basic difference with quantitative research,
is that it offers a complete description and analysis of a research subject, without limiting
the scope of the research and the nature of participant’s responses (Collis & Hussey,
2003). This approach has helped us in having a multi-pronged in depth approach to the real
underlying problems which will be faced by the country in its future endeavors.

ORGANIZATION OF PAPER:
SECTION-I: Background, historical perspective and current challenges in way of
development of Pakistan.
1.1 Background of challenges to Pakistan in the way of its development.
1.2 Historical Challenges after Independence and their changing forms until present
era including economic, water, security and some other issues.
1.3 The role of these challenges in impeding Pakistan’s development.
SECTION-II: The second segment is the most important section which discusses each current
and possible future major challenge in detail to develop an insight in to the challenges with
its background, impacts discussing the changing dynamics of each challenge in the coming
decade.

Conclusion
In the conclusion we take a relook at the different challenges in the light of the solutions
proposed to these challenge posed in the different areas of development to Pakistan.

Recommendations
The recommendation include a thorough evaluation of the root cause and reliable solutions
to deal with the challenges present effectively in the decision and policy making at the
government level. It present practical solution for each problem discussed. The approach and
methodologies presented are very refined. The paper derives concrete results.
