1 SCOPE

1.1 This procedure covers the preparation and implementation of the HSE Front End Loading
on the Project.

2 PURPOSE

2.1 The purpose of this procedure is to define and identify the steps to be implemented during
the process of the HSE Front End Loading on the project.

periodic risk assessment meeting conducted to identify, analyze and


Look-ahead Risk provide control and mitigation measures for hazards and risks of the
Assessment activities (Work, Material, Supplies, Equipment, Personnel, Location,
etc…) and tasks planned for the scope of work for that period

5 RESPONSIBILITIES

5.1 The Project Manager / HSE Manager are responsible for the implementation of this
procedure on the project.

5.2 The Construction Manager and the Engineer, supervisor of the activity with the assistance
of the HSE Manager or his designee are responsible for the implementation of the Look-
ahead Risk Assessment.

5.3 THE HSE Manager/his designee shall:

5.3.1 Coordinate the Look-ahead Risk Assessment for the planned activities and
tasks.

5.3.2 Follow up and monitor the implementation of the procedure.

6 PROCEDURE

6.1 Objectives

6.1.1 HSE-FEL is a process of identifying and preparing the HSE requirements to


ensure that a certain activity takes place as scheduled and in a safe manner.

6.1.2 It is a periodic process (every 3 weeks…)

6.1.3 HSE-FEL consists of the following steps:

6.1.3.1 Identifying the scope of work, tasks and activities to be carried out for a
specified period (minimum 3-week look-ahead),

6.1.3.2 Identifying the required HSE plans, procedures, and defining the logistics
(i.e., Work, Material, Supplies, Equipment, Personnel, Location, etc),

6.1.3.3 Conducting Look-ahead Risk Assessment to identify and analyze hazards


and risks of the activities and tasks planned for the scope of work,

6.1.3.4 Developing control and mitigation measures for potential hazards and
risks associated with the scope of work,

6.1.3.5 Scheduling identified requirements in a manner that ensures planned


activities coincide with the scheduled work activities.

6.1.4 Procedure

6.1.4.1 The HSE Front End Loading (Look-ahead Activities) process shall take
place through regular coordination between the Project Construction
Department and the Project HSE Department. (Attachment 2)

6.1.4.2 The HSE Front End Loading (Look-ahead Activities) process is divided
into two stages:

6.1.4.2.1 Stage one: under the responsibility of the Project Construction


Department.

6.1.4.2.2 Stage two: under the responsibility of the Project HSE Department.

6.1.4.3 The Project Construction Department responsibilities include:

6.1.4.3.1 Providing look-ahead activities for a specific period of time (every 3


weeks) since it is a periodic process.

6.1.4.3.2 Determining the tentative period of each activity.

6.1.4.3.3 Determining the number of work-force needed to perform the activity.

6.1.4.3.4 Determining the responsible party that will be supervising the activity
(the person in charge).

6.1.4.3.5 The Construction Manager responsible for the activity, the Engineer
responsible for the activity and the supervisor of the activity, together
with the help of the Project HSE in charge (HSE Manager/his designee)
will conduct the risk assessment/management for each activity/task.

6.1.4.3.5.1 The risk assessment/management process shall


include:

6.1.4.3.5.1.1 Hazard Identification: what hazards the work-force


may encounter during the activity and what could
go wrong.

6.1.4.3.5.1.2 Hazard Classification: is the Hazard related to (H)-

6.1.4.3.5.1.3 Risk Identification: What would the risk be

6.1.4.3.5.1.4 Impact: the impact is on (P)-People, (E)-

6.1.4.3.5.1.5 Control Measures: precautions to be taken to


prevent hazards

6.1.4.3.5.1.6 Mitigation Measures: actions to be taken in case


failure of control measures
6.1.4.4 The Project HSE Department Responsibilities:

6.1.4.4.1 The Project HSE Manager or his designee shall review the Risk
Assessment carried out by the construction team.

6.1.4.4.2 The Project HSE Manager or his designee shall add his comments to the
Risk Assessment if any.

6.1.4.4.3 The Project HSE Manager or his designee shall approve the prepared
Risk Assessment.

6.1.4.4.4 The Project HSE Manager or his designee shall assign, in line with the
activities, scope of work, hazards, risks, control and mitigation
measures, the specific position, title and number of HSE Staff that will
cover the activity during the execution phase.

6.1.4.4.5 The Project HSE Manager or his designee shall make sure that all HSE
requirements identified are fully implemented.

6.1.4.4.6 The Project HSE Manager or his designee shall make sure that all
recommended / required control measures can then be integrated into
a Job Hazard Analysis or a Task Risk Assessment and presented to the
crew as a Tool Box Meeting

6.1.5 Review and Re-Assess

6.1.5.1 The HSE Front End Loading – Look Ahead Activities process shall be
reviewed if, but not limited to:

6.1.5.1.1 Change in weather conditions/working conditions.

6.1.5.1.2 Occurrence of serious Near Miss or serious accidents while


implementing the activity.
