Public & media response to From planning to implementation, Project Tender SURE was in
the project the limelight. The media was eager on the new design, project
status, cost details etc. and the updates were well covered in all
the newspapers. Though there was criticisms in the beginning
from various quarters for shrinking the size of roads, financial
aspects, the final picture of Tender SURE road has changed the
perception of media as well as public. The media publicity
details are presented in Annexure.
Why you should be Tender SURE has brought in unique design guidelines and
considered for award in this specifications for Urban street design based on the concept of
category equity in space. Tender SURE showcases how pedestrians, their
facilities and safety can integrate well in street design. Project
Tender SURE uplifted the roads in Bengaluru and made the city
walkable. The design guidelines are now added as part of the
smart city guidelines.
PROJECT TENDER S.U.R.E BENGALURU
Project Tender S.U.R.E (Specifications for Urban Road Execution) is the new initiative taken by
Govt. of Karnataka to fix the urban road in Benguluru with a whole and sustainable approach.
Tender S.U.R.E. adopts unique urban street design guidelines where the pedestrians & cyclists
are given prime preference.
Objectives/key features
 Redesign of urban streets with hierarchy of pedestrians and cyclists at foremost followed
by public transport and motorized vehicles.
 Wide sidewalks and segregated/shared cycle tracks to ensure the safety of pedestrians
and bicyclists.
 Reform the roads with consistent travel lanes to improve the travel time and to avoid
choke points at intersections
 Formalize road space with bus stops and on-street parking bays and make the street more
user friendly
 Aligning all street furniture’s in single line even considering street vendors as part of
design
 Integrate and streamline all sub-terrain utility lines to avoid the repeated road cuttings
Administrative Agencies
BBMP is the project implementing agency and all the assets related to the Tender S.U.R.E project
is owned by BBMP. The project also involves active collaboration of other stakeholders like DULT,
Traffic Police, BMTC, BMRCL, BESCOM, KPTCL, BWSSB etc. The state government has funded the
entire project in different phases.
Phases of Implementation
The project is executed in phase wise. Phase 1 with seven roads over 9.7 km is under operation
since 2015. Phase 2 which covers 8.5 km is under implementation. Phase 3 and 4 aims for 50
roads which are under construction.
Confronts from Public and Media
From planning to implementation, Project Tender SURE was in the limelight. The implementation
was faced with collective sigh of dismay and criticism from various corners. The reduction in
space for vehicles, wider sidewalk, time lag in utility repair works and related traffic congestion
created a negative space for execution. However, the completed outlook of Tender S.U.R.E has
changed the perception of public and media.
Performance of Tender S.U.R.E
To quantify the impact of Tender SURE exclusive studies were carried out by city researchers and
academicians. Key findings are as follows:

 The pedestrian usage on sidewalk: 400±100 pedestrians per hour at peak hours
 Estimation of Pedestrian level of Service (PLoS): Tender SURE sidewalks are identified with
good operating conditions (PLoS A & B) at present.
 Walkability Index (Quantifying the Pedestrian Comfort): Tender S.U.R.E sidewalks have
rated well and the comfort level has quantified with WI value greater than 170.
 The improved safety of pedestrians: A research paper is published in Australian Journal
"Transport and Vehicle Engineering" describing on Tender S.U.R.E roads and how it
improved pedestrian facilities in Bengaluru.

Tender S.U.R.E Achievements


Completion of Tender S.U.R.E phase one has uplifted the urban streets. The change in
infrastructure has won the heart of Bangalorean’s and encourage more users to walk/cycle.
Pedestrian safety is one major achievement that Tender S.U.R.E has brought in. The roads
developed under Tender S.U.R.E is now catching the attention of all other cities in India. The
unique design and specification of Tender SURE is popularized as Smart Roads and has been
added to Smart city guidelines. Several cities, including Nagpur, Chennai, Hyderabad, Bhopal,
Indore and Vadodara, which have been chosen for the Smart City project, had visited Bengaluru
several times to learn more about Tender SURE roads.
The biggest achievement for Tender SURE is changing the mind-set of the people, by shifting
priority from vehicles to people. A walkable city is a more livable city, and Tender S.U.R.E aims to
achieve this by example. The strong pedestrian network created in the central business district
will bring in more people and businesses, create better living conditions and allow Bengaluru to
be the world class city it can be.
