INTRODUCTION

For managing the various kind of construction projects requires a know-how with organizations
and a thorough body of knowledge. The project Management consultancy has characteristic of
Knowledge, Performance & Inter-personal Skills. The purpose of this paper is to provide the
analysis or breakdown of various services &Role of Project Management Consultancy and
study the Problems faced by PMC for executing the project. Project Management Consultancy
have versatile role in various construction projects and provides the various services from
Initiation to Handing over of projects. The customer / client’s requirements is very essential
during the project life cycle and all is looking after by Project Management consultancy during
their services Project Management Consultancy (PMC) provides one of the helpful
management solution to enhance and growth the efficiency and outcome of a project in
construction. A research is carried out to study the Role, Services and Operating Processes
provided by the Project Management Consultancy (PMC) in construction projects, identify the
methods of selection of the Project Management Consultancy by the clients, to identify the
problems faced by Project Management Consultancy’s in project implementation, and to
determine the level of Importance & satisfaction regarding the services provided by the Project
Management Consultancy with respective all stakeholders from Client, Consultant,
contractors, etc.

Project Management Consultancy (PMC) is part of the management-oriented procurement


method in which a sole consultant is hired by the client to deal with the contactors in place of
the client. Appointing contractors in this method or approach looks to be interesting as client
could play a pivotal role in evaluating and selecting the supplier/contractor for the work
package. In some cases, client gives the authority for the PMC to hire the supplier/contractor
of their choice while in some cases the client is the one who made the decision. Therefore, the
need for project management consultants who bring their specialized skills and knowledge to
a project will also grow. Many companies hire project management consultants to provide
guidance, process support, PM tools and solutions and strategic advice. These can be large or
small companies, and a wide variety of organizations with different levels of PM maturity.

Besides, Project Management Consultancies also provide design engineer, construction


engineer, project architect along with project and construction manager. Project Management
Consultancy is the best option to improve and increase the efficiency of the project in
construction. The use of these consultancies have increased construction industry around the
world. Efficiency in construction is needed to achieve the higher heights of standard. Project
Management Consultancy plan, monitor, and schedule to manage the different activities which
are involved in the construction process. Project Management Consultancy deals with various
factors such as Scheduling, Cost Budgeting, Risk Identifying, Monitoring & Controlling. In all
they make sure that everything is being done according to the planning which will help to finish
the project in time and in the given budget. Management in the project work is essential for the
economic growth as well as prosperity of society and to have best management skill we need
to hire engineers, managers from Project Management Consultancy.

LICENSING AND REGISTRATION

Registration with Companies Commission of Malaysia


The setting up of a company providing management consultancy services requires the intended
party to register with the Companies Commissions of Malaysia (CCM) under the Registration
of Businesses Act, 1956 or incorporate a company under the Companies Act, 1965. A foreign
company cannot carry on business in Malaysia unless it incorporates a local company or
registers a branch in Malaysia.

A ‘Foreign Company’ is defined under the Companies Act, 1965 as:


 A company, corporation, society, association or other body incorporated outside
Malaysia,
Or
 An unincorporated society, association, or other body which under the law of its place
of
Origin may sue or be sued, or hold property in the name of the secretary or other officer of the
body or association duly appointed for that purpose and which does not have its head office or
principal place of business in Malaysia.
Registration with Ministry of Finance (MOF)
Any consulting firm wishing to tender for Government contracts shall register with MOF using
the codes specified by MOF.
Conditions that must be fulfilled for registration with MOF:
 Firm with accumulated/paid-up capital as follows:
i. Sole proprietorship - minimum of RM50,000
ii. Partnership - minimum of RM50,000
iii. Sdn. Bhd. - minimum of RM50,000

Procedure Registered By SSM


 Business may be registered using personal name or using a trade name.
 Complete the business registration form (form A):
Business name, Commencement date of business, Principal place of business, the
address of the branch of business (if any), Information of owner and partners, Type of
business carried out and Provide a copy of the Partnership Agreement (if any).
 Every business owner and partners must sign the completed Form.
 Owner / all partners to be present at the counter for registration.
 Documents: Permit or licence for the type of business.
 Approval or Supporting Letter from relevant agency if required by the Registrar of
Business.
Advantages and Disadvantages of Project Management Consultant

Advantages of hiring a project manager consultant:

1. Capability

A qualified project management consultant firm will have the direct experience needed in the
client’s project. Project Management Consultant had their own expertise for requirement
activities such procurement, cost control, designer that make a construction become more
efficiency.

can assist or guide the clients for acting and also in making a decision

organization and work alongside the client as a partner. This way the client can leverage the
PM’s experience, understanding, and knowledge for a successful project.

A qualified PM will act as the client business partner who will assist, guide, and keep the client
informed through the duration of client’s project. The PM will free up client’s time to focus on
their core business while the PM focuses on the project.

Disadvantages of hiring Project Management Consultant:

1. High Costs

If a client hiring a project manager, expect to invest in specialty software. These programs can
be costly and difficult to implement. Since the client’s team will use them too, they may need
training.

2. Increased Complexity

Project management is a complex process with multiple stages. Some experts have a tendency
to complicate everything, which may confuse client and cause delays in project delivery. They
can also become too rigid or precise in their plans, creating a stressful environment within the
organization.

3. Communication Overhead

When hiring a project management team, new employees join in the company. This adds an
extra layer of communication and may not always match the organizational culture. That's why
experts recommend keeping client’s team as small as possible. The larger a team is, the higher
the communication overhead.

4. Lack of Creativity

Sometimes, project management leaves little or no room for creativity. Team leaders either
focus excessively on the management processes or set tight deadlines, forcing their staff to
work within strict parameters. This can discourage creative thinking and hamper innovation.
An organization can grow and achieve success without a project management team in place.
However, hiring a skilled professional to handle these aspects can open up new opportunities
and help a company reach its goals faster.
