INSTRUCTIONS TO SECURITY GUARDS


1. Guards on duty must always wear their uniform.
2. Allow direct entry of only those vehicles affixed with Society S�cker.
3. Vehicles that do not have society s�cker are to be treated as visitors’ and entry to be permited
only a�er comple�ng register entry. Security guard will have to ensure that details of visitors are
properly entered in Visitors Register before permi�ng entry.
4. No unauthorized person should be allowed to enter the Society or guard room. Unsolicited
salesperson, NGOs, hawkers, vegetable seller, pas�wala, beggars, etc. are not to be allowed
without prior in�ma�on from individual house.
5. Prior to gran�ng entry to any visitors respec�ve house should be contacted through intercom
for permission. Only a�er obtaining permission entry should be granted to a visitor. In case of
unavailability of intercom, the guard on duty should accompany the visitor(s) to the house.
6. Verify the ID cards issued by the society to approved service providers and record their entry and
exit details in the log.
7. Not to undertake/perform personal work of anyone while on duty.
8. Not to smoke / chew pan, etc. or read newspaper while on duty.
9. Not to accept keys or belongings of any house from the Members/Residents/ Tenants. If they do
so, it will be deemed to be derelic�on of du�es.
10. Not to allow exit of vehicles or outside personnel carrying house-hold goods without
Members/Residents/Tenants accompanying or in�ma�on to on-duty guard.
11. Not to allow service providers to loiter unnecessarily within the Society premises.
12. To keep a watch on children and not allow children of below 12 years of age to exit Society
premises without adult escort.
13. To take frequent rounds to ensure safety of Society’s proper�es and of vehicles.
14. To check and deposit IDs of incoming service provider(s). Also, to check the bags and belongings
of domes�c help/ service providers.
15. To ensure that workmen entering a house for repair/ new work to stop work at s�pulated �me
and leave the Society. No circumstances night stays to be allowed.
16. To contact the Managing Commitee, Police, Fire dept., etc. in case of emergency.

REQUEST TO MEMBERS

Members/ residents should cooperate in execu�ng instruc�ons given to security. Following points to be
noted:
1. Security guards work for our safety and security and o�en get frustrated due to various reasons. Deal
with them gently
2. Do not unnecessarily scold them or speak disrespec�ully in front of others. Rather bring up mater
to no�ce of Area Officer-in-charge or Managing Commitee
3. If you want to reprimand them for any mistake(s) then talk to them firmly but do not abuse them or
use foul language.
4. Co-operate with Society/guards in obtaining Photograph, Iden�fica�on proof and address proof of
service providers appointed by you.

VEHICLE STICKER & PARKING OF VEHICLES


This policy is for segrega�ng and restric�ng the movement of unauthorised vehicles inside our Society.
Members/ Residents are to submit the applica�on for issuance of vehicle s�cker. Duly filled up
applica�on is to be submited to managing commitee for review and approval. Only a�er the approval
of the commitee, s�ckers will be issued.
1. All four/ two wheelers in Society must have current s�cker affixed on vehicle.
2. One four-wheeler s�cker shall be affixed per house a�er receiving duly verified documents.
3. Tenants four-wheeler shall be affixed with one s�cker per house a�er receiving duly verified
documents and an amount levied as men�oned in Term Sheet (refer document end for Term
Sheet).
4. For more than one four-wheeler s�cker affixing per house, the Member/Resident/Tenants shall
seek in wri�ng and amount levied as men�oned in Term Sheet (refer document end for Term
Sheet).
5. Two-wheeler of Member/Resident/Tenant shall be affixed with s�cker free of cost a�er receiving
duly verified documents.
6. The vehicle s�ckers are for Member/Resident/Tenants vehicles and under no circumstances
Rela�ves/Guests/Third party vehicles shall be affixed/issued s�cker.
7. Vehicle s�cker is non-transferable and must be surrendered/ destroyed on transfer from Society.
8. Replacement or lost vehicle s�cker shall be provided a�er proper verifica�on on receiving
amount for two & four-wheeler respec�vely per s�cker as processing fees. The amount levied is
men�oned in Term Sheet (refer document end).
9. Vehicles are STRICTLY NOT to be parked in front club house and garden gate since it blocks the
approach path to these areas.
10. Kindly park your vehicle so as not to cause inconvenience to others. Parking of 1st car and all
two wheelers be done within house compound. 2nd car & more parking along your house
compound wall.
11. In a week if three complaints are received for viola�on of vehicle parking rules, thus causing
avoidable inconvenience to others, penalty amount will be levied for each default as men�oned
in Term Sheet.
12. Do not park your vehicle in Society common areas or turnings/ curve, as it may cause accidents.
13. All vehicles parked inside the Society will be at the owner’s risk and the Nilamber Oriens Owners
and Residents Associa�on (NORA) will not be responsible for loss of any ar�cle in the vehicle or
for the the� of vehicle itself.
14. No honking is permited within the premises. The speed limit within the premises is 15 kmph.
15. Members/Residents note that despite requests/ levying of penalty; if he/ she con�nues to
violate instruc�ons, Managing Commitee vests with the power to take necessary ac�on as per
situa�on.

RULES WHILE LETTING OUT HOUSES ON RENT/ VACATING OF HOUSES BY


TENANTS
1. Member desirous of le�ng out their house should ensure that they rent / leave & license only to
those individuals, who are eligible to become Tenants of our Society. Commented [AK1]: Eligibility to be defined. Currently it is
family. Need to have a majority for this rule to be applied.
2. Member should submit the “Tenant Informa�on Sheet” to Management Commitee before
finalizing with the Tenant.
3. The rent / leave & license agreement copy should be submited prior to Tenant shi�ing into the
society. The probable date & �me of shi�ing into society should be informed to so that guard can
facilitate entry of their vehicle and record it in the register.
4. Police Verifica�on at the J P Road Police Sta�on should be made within seven (07) days of the
tenant shi�ing in and hand over a copy of the same to Managing Commitee [Police authori�es
have in�mated that this is a mandatory requirement and failure to do so will be at the risk of
Member / Tenant].
5. As mutually decided in the General Body Mee�ng, Members intending to rent out their house
should give their houses on rent, only to families.
6. Strictly no bachelors / students as tenants are allowed. The upkeep of houses by most of them
has been found to be very poor and their living-style not in consonance with that of families. Commented [AK2]: No company guesthouse as well. In
case of ren�ng to company, should ensure it is for family.
7. No house in the society can be rented out to companies to use as their guesthouse. In case a
house is rented out to a company, the owner need to ensure it is going to be occupied by a family
only.
8. Members are strictly advised not to rent their house to any Foreign Na�onals. In case they do so,
they should again on their own in�mate the police and give a copy of such in�ma�on, before
shi�ing of the Tenant, due to prevailing security reasons (any devia�on to this will be viewed
seriously and unless there is writen police clearance such tenant will be evicted by the
Management Commitee). Commented [AK3]: Odd hours is 8 pm to 8 am IST.
9. Members are requested to adequately advise Tenants, rules & regula�ons of the Society and
request them to maintain cordial rela�ons with everyone.
10. In case of vaca�ng by any tenant, concerned Member or his tenant should give at least SEVEN
WORKING days’ no�ce to the Society in wri�ng.
11. Vaca�ng tenant or the Member should clear all dues and obtain a No-Dues-Cer�ficate from the
Society office. Payment of dues while vaca�ng will be accepted only by CASH/ online transfer and
not by cheque. In case of online transfer, no-dues cer�ficate will be issued only a�er the amount
has been added.
12. Members are to advise their tenants that they should not vacate or move in at odd hours (8 pm
to 8 am is termed as odd hours).

RULES REGARDING SALE OF HOUSE / TRANSFER OF MEMBERSHIP


1. Member desirous of selling their house should ensure that they nego�ate only with those
individuals, who are eligible to become Members of our Society as per our Bye-laws.
2. The Owner\ Prospec�ve purchaser shall have to pay the development fee as per society bye laws
without which membership will not be transferred. The development fee will be levied per
transfer. Amount is men�oned in Term Sheet at end of document. Commented [AK4]: Pending decision. Needs discussion.

PAYMENT OF MAINTENANCE CHARGES


1. Savings account is opened with State Bank of India, Sun Pharma road branch. Account Number
& IFSC code is as men�oned in atached Term Sheet (refer document end).
2. Members shall get receipt of all the payments made by them subject to realisa�on of cheques
or in�ma�on of UTR number for RTGS/ NEFT/ UPI payments.
3. Monthly maintenance amount per month shall be recovered from all houses from MM/DD/YYYY
or Sale Deed registra�on date, whichever is later up to the period of MM/DD/YYYY. During this
period the houses that were rented out to Tenants and those houses that were vacant and
houses occupied by owner the amount recovered shall be recovered. The maintenance amount
is men�oned in Term Sheet.
4. From DD/MM/YYYY the quarterly maintenance amount shall be recovered in advance from
Members, Tenants and vacant houses, which to be paid by 10th of Jan, Apr, Jul & Oct for each
quarter. For amount refer Term Sheet. Maintenance can also be payed annually on or before 10th
January of every year.
5. Penalty will be levied for delayed payment of maintenance amount per month basis, effec�ve
from DD/MM/YYYY. For %age penalty refer Term Sheet.
6. All payments to the Society can be made preferably either by Cheque in favour of “Nilamber
Oriens Owners and Residents Associa�on” or through RTGS / NEFT/ UPI.
7. Members may note that the monthly maintenance charge can only be changed with the approval
of the General Body through a general body mee�ng.
8. Members/ Residents/ Tenants may note that a penalty will be levied in case his/her cheque
bounces/ returned unpaid by the bank, for any reason atributable to him/ her. Refer Term Sheet
for amount of penalty levied (refer document end).
9. Members/ Residents/ Tenants may note that since the Bank levies addi�onal charges on
presenta�on of any out-sta�on cheque for any payment made by him/ her to the Society, the
same charge shall be levied from such Member / Resident / Tenant. Any such charge should be
included in the amount writen on the cheque.
10. Members could seek clarifica�on about their payments/ account on Sundays from 11:00 to 1:00
PM.
11. A list of Member due/default for payment by them will be displayed on monthly basis on the
no�ce board/website for their perusal & necessary ac�on.
12. The total deposit in the bank will be maintained as in saving account & fixed deposit as decided
by Managing Commitee to generate interest income & to keep usable amount as the need arises,
from �me to �me.
13. Society shall pay the Mehsul charges, on behalf of individual houses of Society, from the usable
amount deposit in the bank. Commented [AK5]: To be discussed with builder.

RULES FOR LETTING OUT CLUB HOUSE/ GARDER LAWN


1. Residents/Tenants intending to conduct individual func�ons in Club house/ garden area shall
make a writen request to the Society. Such request shall be examined by the Managing
Commitee and will accord writen permission.
2. Mere applying does not vest the right to hold such social func�on and gran�ng permission is the
sole discre�on of Managing Commitee. Permission could be denied by Managing Commitee
and the decision of the Society shall be final and binding.
3. The request of ONLY ONE Resident/Tenant shall be entertained by the Managing Commitee on
any single day. In case there are more than one request, then Managing Commitee shall honor
the request of member who submited the applica�on first. However, if requests are received
from more than one member simultaneously on same day, then Managing Commitee shall
decide by draw-of-lots of name and only the chosen one shall be permited.
4. The rent for such individual func�on in club house/ garden area shall be levied per 08 hours
(including electricity & water), which will be paid by users while ge�ng permission from
Managing Commitee in advance. Refer Term Sheet for amount.
5. The cleaning of club house lawn area a�er the func�on shall be the sole responsibility of the
users. In case of failure of the cleaning, same shall be carried out by the Society @ the member’s
cost. The necessary charges along with penalty as decided by society shall be recovered from
the member.
6. Only house owners / Tenants residing in the premises shall be permited to rent the club house
/ garden area for their individual func�on.
7. Commercial use of club house/ garden area is STRICTLY not permited.
8. In case of any damage to Society’s property, such cost of damage will be recovered from the
Member/ Tenant at actual & on immediate basis.
9. Ligh�ng arrangement in addi�on to exis�ng one available in club house/ garden, if needed, shall
be arranged by the Members @ their own cost and also power supply towards this addi�onal
ligh�ng arrangement shall be charged extra.
10. Music / sound system shall be kept to the minimum possible extent so as not to cause
inconvenience to fellow Members / Residents. Use of sound / music system a�er 11:00 PM is
strictly prohibited.
11. Members/Residents/Tenants intending to take society chairs can take so a�er paying per day
charges per chair (24 hours basis). It is responsibility of Members/Residents to count and take
as well as return chairs at clubhouse. All taken chairs be properly cleaned from any food material
before returning at clubhouse (Refer Term Sheet).

RULES RELATED TO GYMNASIUM


1. The general �ming of Gymnasium shall be 05:00 to 10:00 am and 5:30 to 9:30 pm on weekdays
and 6 am to 11 am and 4:00 to 9:30 pm during weekends. Time discipline is to be observed at
the gym.
2. Key is kept with guard, which can be taken & returned a�er every use of the Gymnasium at
Security cabin.
3. Those guests intending to use the Gym shall have to pay per person per hour towards use of
Gymnasium (Charges may change in future. Refer Term Sheet).
4. No person will be allowed to use a single machine in the club house for more than 15 minutes if
someone else is wai�ng to use the same.
5. No outsiders shall be permited to use the Gymnasium. Guests may use the gym subjected they
are accompanied by Society host Member.
6. Children below 12 years are not permited to enter into the Gymnasium.
7. The Members are requested to use the equipments in the Gymnasium with due care & in case
of damage due to misuse, Management Commitee reserves the right to recover cost at actual.
8. The Gymnasium shall be kept in opera�on all the days except breakdown days.

SUPPLY OF WATER IN CASE OF FAILURE OF PUMPS


1. One bore well is provided in the premises and water shall be provided from same.
2. Using of external pump / motor in their tank / hose is strictly not permited to pull corpora�on
water for addi�onal water requirements.
3. Random checks can be done by Managing Commitee in the society and if one found using
Corpora�on barred means then deemed fit ac�on shall be ini�ated by society including
complaining to Corpora�on for needful ac�on.

RULES RELATED TO GARDEN/ LAWN


1. Please do not throw waste of the house in flower pots, etc. to act as manure for plants.
2. Please do not (and also educate children not) to pluck leaves & flowers or damage any plant.
3. Please discourage any ac�vity that damages the garden/lawn in any mater.
4. If possible, kindly donate some good plants to the Society.
5. Plant a flowering shrub in memory of a loved one.

HANDLING OF PETS
In order to maintain a clean and safe society, we ask our Residents and visitors to comply with
following rules:
1. Please ensure the pets are vaccinated in accordance with their medical schedule.
2. When out of house, pets must always be on a leash. Pet owners are requested to control the
pets from ge�ng too close to other residents unless the other residents desire to pat or play
with the animal. Kindly keep Pets away from unaccompanied small children and very senior
ci�zens.
3. Pet owners are requested to ensure that their Pets always wear an iden�fica�on collar with
contact address/phone number of the owner prominently men�oned on the collar.
4. The Pet owners should ensure that Society premises are not litered in any manner by their Pets.
For poo and pee the Pets may be taken out of the Gate.
5. The stray dogs entering the society shall be proac�vely arranged to be caught through
municipality or commercial vendor for early disposal out from the Society. All Members
/Residents / Tenants are requested to refrain from feeding such stray dogs, as this encourages
them to residing inside the Society.

COMMITTEE AND MEETINGS


1. There are Eleven (11) Commitee Members from which Seven (07) Members shall be nominated
to represent society lane, apart from their por�olio work.
2. The Commitee Members shall strive to finish required society work immediately. The MC
Member shall discuss reasons for unfinished work taking more than 07 days.
3. The Members of the Managing Commitee shall meet every 2nd and 4th Saturday of the month
from 09:30 to 10:30 PM. The MC Members shall meet as o�en as possible and at least once in a
month.
4. The General Body Mee�ng (GBM) shall be held once every month towards no�ce agenda. The
GBM shall be held on last Sunday of every month at pre-defined �me.
5. In case of emergency, a mee�ng of the commitee may be called on short no�ce. Request all
members try to be present in such mee�ngs.

MISCELLANEOUS
1. Club house is to be by Management Commitee for holding its mee�ngs and other official
ac�vi�es.
2. Society will contribute amount each year towards illumina�on of Club house & Garden and
opera�onal gate(s) during fes�vals. Refer Term Sheet.
3. Members / Residents may note that, if they collec�vely wish to celebrate any func�on like
Holi, Navratri, Diwali, Ganesh, Christmas, etc., than Managing Commitee be informed at
least 05 days in advance to facilitate such gatherings. No contribu�on from the Society will
be made, however, as a token of good-will the Managing Commitee will permit use of
electricity / water for conduc�ng such community gatherings.
4. Members / Residents may please note that though Managing Commitee encourages such
social gatherings, they shall be STRICTLY confined ONLY to the Members / Residents / Tenants
of our Society.
5. Members / Residents / Tenants SHOULD NOT use the services of Society staff for any personal
work. They have been strictly advised to refrain from performing personal work of any
Member / Resident / Tenant; if any of them are found performing such personal chores during
office hours, it shall be treated as derelic�on of duty, and such staff may be removed from
service.
6. Members / Residents / Tenants are requested not to liter the Society premises or throw
anything on the road / garden.
7. Members / Residents / Tenants are STRICTLY INSTRUCTED not to throw any household debris
outside of Society gate the compound wall.
8. Members / Residents / Tenants are STRICTLY PROHIBITED from smoking/ drinking in the
common area of the Society or doing any such act(s) which are obscene, unsocial or
uncivilized. Managing Commitee will view viola�on of this instruc�on very seriously and will
ini�ate stringent ac�on, as complaining to Police authori�es and ge�ng the erring tenant
evicted, etc.
9. Members / Residents / Tenants are requested NOT to play musical instruments at high
volume in their house, since it would disturb other fellows [PLEASE UNDERSTAND THERE
COULD BE ELDERLY PEOPLE OR SICK PEOPLE OR CHILDRENS OR STUDENTS PREPARING FOR
EXAMINATIONS IN OTHER HOUSES. YOUR PLEASURE SHOULD NOT BECOME A DISPLEASURE
NOR UISANCE TO OTHERS].
10. Members / Residents / Tenants are advised STRICTLY NOT to encroach upon the common
area of the Society. Such encroachment will be viewed seriously and Managing Commitee
will take all steps for evic�on of the same in addi�on to levy of penalty to be decided by it.
11. Members / Residents / Tenants are required not to drive rashly within the Society premises,
which could cause accidents.
12. Members / Residents / Tenants are requested to immediately inform the Security guards, if
they find anyone moving in suspicious circumstances or no�ce anything alarming /
objec�onable.
13. With a view of checking undesirable elements entering the society premises at night, the
main entrance gates shall be closed between the hours 22:00 PM to 06:00 AM. However,

security guard will be posted at the gate during the said hours to open gates. Members should
prior inform the security guard of his late coming for coming in at that late hour.
14. To maintain the decorum of the Society the Members are requested that drying of clothes be
done in rear compound or terrace. Clothe lines / Channel or Disk antenna lines / Air
condi�oning lines projec�ng in front eleva�on must be avoided under all circumstances.
15. Members / Residents / Tenants are requested to deal with service providers courteously.
16. Members / Residents / Tenants are requested to immediately report to the Managing
Commitee in case they find them misbehaving or not performing their du�es / func�ons
properly.
17. Members / Residents / Tenants should take care that their children playing in the lawn / open
spaces / parking areas such that no damage is done to parked vehicles / electrical / other
u�li�es in the surrounding.
18. Open spaces / Roads / Parking areas should be kept clean. No dumping of any kind of personal
unused/ used goods, construc�on material, etc. is allowed.
19. Consump�on of alcohol is STRICTLY NOT allowed for service providers of Society. In case
found so, necessary ac�on will be taken by Managing Commitee.
20. IN THE BEST INTEREST OF EACH AND EVERY MEMBER, THEY ARE REQUESTED TO FURNISH
THEIR “MEMBER’S DATA SHEET” IN THE SPECIFIED FORMAT AVAILABLE IN THE SOCIETY’S
OFFICE AND ALSO UPDATE THE SAME IMMEDIATELY WHENEVER ANY CHANGE OCCURS TO
THE DATE FURNISHED EARLIER. MEMBER’S SHALL BE SOLEY RESPONSIBLE FOR ALL
CONSEQUENCES FOR ITS NON-COMPLIANCE.
21. Members/Residents/Tenants can communicate through the e-mail ID of the Society which is
norabaroda@gmail.com. All Managing Commitee Members shall receive copy of email,
which gets received on Society e-mail ID.

This Charter is inclusive and not exhaus�ve. Managing Commitee is empowered to amend / add / delete
any of the above clauses, if it is felt or intended to service the general / overall interest of Members /
Residents and of the Society.

from the date, I part with the possession of the house/part of the house �ll I get back possession thereof.
I further undertake that I shall be liable to pay all un-paid dues le� behind by Tenant that remain unpaid
by Tenant, who s�ll has moved away.

TERM SHEET

1. Rs. 200/- shall be levied from Tenants towards affixing of one sticker per house for their one
four wheeler.
2. Rs. 100 & Rs. 200 shall be levied per sticker for replacement or lost vehicle sticker after proper
verification for two & four wheeler respectively as processing fees.
3. Rs. 50/- will be levied for each default, if in a week three complaints are received for vehicle
parked in another Member / Residents place, or improperly parked, thus causing avoidable
inconvenience to others.
4. Rs. 50,000/- per transfer shall be levied as development fee. The Owner / Prospective
purchaser shall have to pay the development fee as per society bye laws without which
membership will not be transferred.
5. The current account no. of savings account of Nilamber Oriens Ownders and Residents
Association opened with State Bank of India, Sun Pharma road branch is XXXXXXXXXXX
& the IFSC code for making RTGS/ NEFT is SBIN0016042. Members to submit the UTR
number to Management Committee on making online payment.
6. Rs. xxx/- per month shall be charged towards Monthly maintenance for period upto
DD/MMM/YYYY.
7. Rs. yyyy/- per month shall be charged towards Quarterly maintenance for period from
DD/MM/YYYY onwards, which to be paid by 10th of Jan for yearly and 10th of Jan for 1st
Quarter, 10th Apr for 2nd Quarter, 10th of July for 3rd Quarter and 10th Oct for 4th Quarter.
8. 18% penalty shall be levied of maintenance amount per month and per annum basis, effective
from DD/MM/YYYY for delayed payment.
9. Rs. 500/- penalty will be levied from Members/Residents/Tenants in case his/her cheque
bounces back/returned unpaid by the Bank.
10. Rs. 2500/- rent per 08 hours (including electricity & water) shall be levied for individual
function in club house garden area, which will be paid by users in advance.
11. Rs. 5 per chair (24 hours basis) shall be charged from Members/Residents/Tenants intending
to take society chairs.
