Technical Conception
1. Introduction
The landfill Vinca was founded in 1978. In the mid-1990s, it was decided to close the locations of all city landfill,
with the exception of Vinča landfill, which, since 1998, is the only landfill in the city of Belgrade, which at this time
receives about 2,000 tons of waste per day.
The Vinča landfill is located directly outside the city of Belgrade, about 11 km east of the city center and about
1.5 km from the Danube River.

The landfill Vinca contains about 11 million m3 of waste and covers an area of 40 ha. The weight of the
landfilled waste does not contain an active blanket and it collapses in the direction of the Danube and represents a threat
to the environment.

2. DESCRIPTION OF CURRENT SITUATION

The landfill complex "Vinca" is surrounded on all sides by agricultural land and is completely isolated from the nearby
settlement of Vinca, Veliko selo and Slanci. It covers the immediate slopes of the Aslan stream as well as the greater
part of the stream itself. The free part of the stream receives the flowing water in the existing condition and leads to the
Osljanska bara about 4,3 km upstream of the water supply of the local waterworks in Vinca.
2.1 Morphological and hydrological features of the terrain
The waste landfill involves the area west of the Oshian spring, that is, it occupies the area of the western part of the river
valley. The direct catchment area of the creek is of a narrow shape, extending from east to west. The source of Osljan

brook is about 900 m west of the Danube alluvion. The stream flows from the spring in two branches, with the length of
about 730 m and 930 m. Terrain levels within the southern branch of the stream are around 200 m above sea level,
while the spring area of the western branch is around 180 m.
The highest parts of the terrain are located in the southern part of the site and have altitudes of 240-248 m. In the
western part of the exploration area the terrain is slightly lower and varies from 195-220 m.a.s.l. In the northern part the
terrain successively drops from 215 to 71 m.a.s.l. At the same time, these lowest levels correspond to the alluvial valley
of the Danube.
The sanitary landfill "Vinca" is located on the ridgeline of the Osljan brook watershed. It was built from embankment of
deposited material of heterogeneous composition, with steep sides in a slope of about 45 ° at the foot of the slope is a
channel for wastewater that leads to the collection pond below the location of the landfill towards the Danube.
All the waters from precipitation are rapidly infiltrated in the earth. In times of heavy precipitation, this infiltration is
somewhat slower in depression, so that surface water can occur seasonally.
2.2 Climate caracteristics
Belgrade with its wider surroundings has the characteristics of a moderate-continental climate. Data on climatic
parameters were given from the Meteorological Observatory Belgrade (44 ° 48 'NGL and 20 ° 28' EGL, 132m above sea
level in Karadjordjevo Park) and relate to the period 1992-2016.
2.2.1. Air temperature
Average monthly maximum temperatures range from 5.3 °C in January to 29.3 °C in August, while the minimum for the
same time period is -1.0 °C in January and 18.3 °C in August. During the summer months, days with temperatures
above 35 °C (summer fires), as well as tropical nights (with temperatures above 20 °C) occur. The data indicate
relatively favorable climatic conditions throughout the year, ie in the winter there are not many days with strong frost, and
the years are moderately warm.
2.2.2. Precipitation
The annual precipitation in Belgrade has predominantly continental type characteristics, with a maximum in June as a
result of the penetration of wet Atlantic air. The smallest rainfall was observed in February. The greatest number of
precipitation days is in the winter months, a total of 19. The amount of precipitation in Belgrade changes with an increase
of 35mm / 100m above sea level, as well as in the direction of SW-NE. An increase in precipitation in the city, on
average, by 17% in relation to the environment, is a consequence of pollution and warming, with an increased number of
condensation nuclei in the atmosphere above the city, and consequently to the formation of clouds and precipitation.
Snow cover occurs from October to April, with the highest likelihood of occurrence in January, February and December.
The average annual rainfall is 711 mm, with a mean maximum in June 92 mm and a minimum in February 45 mm.

2.4 Legislation
The project was made in accordance with the following legal regulations:

• Rulebook on the content, method and procedure of preparation and the manner of performing technical
control of technical documentation according to the class and purpose of the facilities ("Official Gazette of

2.5 Quantities and quality of wastewater
The quantity of water from the landfill has been estimated on the basis of hydrological, morphological, geological and
hydrogeological characteristics, as well as conditions in the complex. In the dimensioning of leachate retention basins
and other objects, continuous rainfall of 20 days was used with a return period of 25 years. The quantities of process
waters to be received and refined are given in Table 2:

In accordance with the production of the process waters and its requirements for the production of biogas in the
incinerator, the leachate treatment plant is dimensioned to 90 000 m3/year, or the capacity of the plant is 13 m3/h.
The process water treatment plant will only work for five years, after which all the process water will be transported to the
incinerator, in order to increase the production of biogas.

As the recipient of the Osljanski potok, the content of the undesirable substances in the effluent must be within the limit
of the allowed quantities that must not be exceeded and defined by the Regulation on Limit Values of Emissions of
Pollutants and Deadlines for their reach ("Official Gazette of RS No. 67/11 , 48/12 and 1/16) The required water quality
at the exit from the plant is shown in Table 3:

3. CONCEPT OF PURIFICATION PROCESSING PLANT

According to the strategy, the recipient of clean rain water and all other treated waters (rain, leachate, sanitary and
technological) is the Danube River, through the Oshljanska bara to the arrangement of the coastal belt. For the needs of
evacuation of water from and under the landfill, a drainage system is foreseen that all water pollution leads to the lagoon
that transports water further to the purification plant below the planned dam. After treatment this water can be taken to
the Osljanska bara.

The flow chart collection scheme is shown in Figure 2:

Drainage channels along the periphery of the landfill collect drainage water and take it to the lagoons. There are two
lagoons, upper-level lagoon that collects water from the old landfill, and the lower-level lagoon - which collects the water
from the new landfill.
From the upper lagoon, the collected water is conducted through the gravity pipeline to the lower lagoon. From the lower
lagoon, after mixing the water from the old and new landfill, the floating pumps transport the water to the treatment plant.
The pump station at the lower lagoon is expected to transport the collected water to the plant for the energy use of
municipal waste TE-TO Vinca (Efw) after the closure of the leachate treatment plant (LTP).
The leachate treatment plant (LTP) is dimensioned to satisfy:
• purification system
• ensures guaranteed performance of the plant
• conditions for discharge into the recipient
Depending on the input quality of the water and the water parameter, the technological procedures defined by the project
guarantee the quality of the water at the exit from the water treatment plant that is discharged into the recipient (river
Danube) that is in compliance with the current domestic regulations.
The wastewater treatment plant from the Vinča landfill consists of the following phases:
• Pre-treatment
• Acidification
• Reverse osmosis (RO)
• Evaporation - Concentrate from reversible osmosis is sent to a vacuum evaorator
• Final reversible osmosis

LTP feed and pretreatment


The leachate feeding the LTP is pumping from a pond located next to the LTP. Leachate pumping starts as soon as the
pond level is sufficient and the LTP is available.
Raw leachate is transferred to the plant by a submersible pump, fitted with a strainer of 2 mm to avoid pumping coarse
solids. After that, water will be sent to a pretreatment to reduce pollutants load (eliminate suspended solids) and limit RO
membranes fouling. Pretreatment allows to remove sand, clay and big particles from raw leachate. It consists of a series
of filters:
• 2 rotary sieves
• Sand filters to eliminate particles > 30µm. Sand filters will be included in RO packages.
Acidification
It is necessary to remove ammonia which is one of the components of the leachate water. Free ammonia can pass
through the membrane of the RO system and will be found in permeate (purified water). Therefore, the filtered treatment
water is acidified with sulfuric acid and the ammonia is converted into ammonium sulphate which remains in the
concentrate during purification on the membrane.
Reverse osmosis
Reverse osmosis (RO) is a water treatment technology that uses a semi-permeable membrane. At reverse osmosis,
pressure is applied that is sufficient to overcome osmotic pressure. Reverse osmosis can remove many types of
molecules and ions from the solution, and is used in industrial processes and for the production of drinking water. The
result is that concentrated impurities remain on the side of the pressurized membrane and the purified water is passed to
the other side of the membrane. In order to be "selective", the membrane should not allow the passage of large
molecules or ions through the pores (openings), but should permit the free passage of the minor components of the
solution (such as a solvent). Depending on the quality of the process waters (mainly organic matter), the percentage of
the obtained permeate will be about 50% to 70%. Permeate goes to the pool of clean water, from where it is transported
to the recipient, the river Danube, with the previous flow measurement. Concentrate from the RO membrane is
transported further to treat on a vacuum evaporator.
Vacuum evaporator
Vacuum evaporators make thermal treatment of the process waters. The heat comes from a heating circuit (from a
boiler, a cogeneration plant or an electric heater). The evaporator operates under vacuum, which allows the boiling point
of the water to be lowered and the steam out of the salt at a lower temperature. Nitrogen (ammonia) contained in the
process waters must be treated beforehand. Otherwise, ammonia will remain in the steam phase and not in the liquid
phase. This project foresees, as previously described, that ammonia pre-treatment is carried out by acidification.
The evaporator has two stages of operation:
• First phase: evaporator with a drop film with mechanical compression of the vapor,
• Second phase - forced circulation.
The first phase allows evaporation of the flowing water under vacuum. In the first stage, the energy required for
evaporation comes from a mechanical steam compressor. To start the process, a heating circuit (from a boiler or an
electric heater) is used. Then the energy brought from the compressor is sufficient to cover the whole process. A vapor
compressor will provide compression of the produced steam. By increasing the steam pressure, the blower raises the
condensation temperature. Compressed steam is used to maintain the first evaporation phase. The excess vapor
condenses with dry coolers. In the second phase, the energy from the heating body is used to evaporate the water from
the concentrated water flowing from the first phase. The concentration of the dry matter of the superconcentrate
reaches a maximum of 30% (between 20 and 30%) at the second phase outlet and consists of salts, nitrogen, organic
matter, and methane from the process waters. Superconcentrate can be deposited at the landfill. The produced
condensate is a good quality water, free from most salts and organic compounds, and easily achieves values below the
effluent limit values. The resulting condensate is further transported to the final reverse osmosis.
Final reverse osmosis
The reverse osmosis system will be installed after vacuum evaporators to treat evaporator condensate. The evaporator
coding is fairly clean water. However, the RO system will remove ammonia, salts, traces of heavy metals and ensure

1.5.1 Basic report

that the values of the parameters are at any time below the allowed limits. The percentage of the obtained permeate
from the RO system for condensate treatment is 80-90%.
Concentrate from the final reverse osmosis will be recirculated into the equilibrium basin of the waters (before the RO
membrane on the line of water), while the reverse osmosis permeate goes to the pool of pure water, and from there,
together with the permeate from the RO system on the water line, is transported to the recipe (river Danube), with
previous flow measurement and regular quality control.
1. Water and sewer installation
According to the procedures defined by the SUEZ, for the functional operation of the plant there are no foreseen workers
who will be permanently in the plant.
The sanitary consumption of the plant is 15 m3 / h and requires a pressure of 4 bar.
Drainage of sewerage from safety showers, dressing rooms, washing floors returns to the lagoons.

1.6.1 Calculation

The technology with RO membranes was adopted for the purification of the process waters.
The fresh water is first pre-treated to the sieve and sandy filters, and then transported to the RO membranes. Permeate
from the RO system is transported to a clean water pool, after which it is discharged into the Danube River, with a
preliminary flow measurement.
Concentrate from the RO system goes for further treatment in a vacuum evaporator, to increase the concentration of dry
matter to a minimum of 20% dry matter (between 20-30%), after which the concentrate is transported to a new landfill.
The condensate from the evaporator is further purified in the final RO unit and transported to the clean water pool, while
the concentrate from the final RO membrane is transported to the beginning of the process (in an equalization treatment
tank in front of the RO membranes on the water line).
The quantities on the basis of which the dimensioned elements in the plant are given below:

2. Sand filters:
The project has 2 sand filters. Each filter will be multilayered (sand + anthracite) in order to have better efficiency and
reduce the consumption of water for washing.
Multilayer filters (sand / anthracite) are a combination of surface and deep filtration. Depth filtration is carried out over a
layer of anthracite with relatively large particles. Surface filtration is in contact with the sand layer in the lower part. Using
materials of different densities, there is no risk of mixing them.

3. Reverse osmosis
The RO system will produce 60% permeate (about 54,000 m3 / year of purified water) that goes to the clean water pool
and further into the recipient.
The purified water (permeate) from the RO membrane goes to the pool of pure water, while the concentrate that is
generated in the process will be treated with a vacuum evaporator.
4. Vacuum evaporator
The vacuum evaporator capacity depends on the amount of RO concentrate. The required energy for a vacuum
evaporator is provided by a mechanical steam compressor, a biogas heater and an electric heater, and it is dimensioned
in the machine part of the project.
The vacuum evaporator creates a condensate that will be treated with a finishing crescent. The quantity of the product
depends on the quality of the process waters and the concentration of the dry matter of the superconcentrate. The
higher the concentration of the dry matter of the superconcentrate, the smaller its volume.
5. Final reverse osmosis

The concentrate from the evaporator comes to the final RO. Dimensioning is based on the following data:

The purified water from the final RO membrane goes into the pool of clean water. The RO concentrate will be
recirculated into the equalization tank of the flowing water (before the RO membrane on the water line. The KOl of the
side products will depend on the selected permeate.
