Sub: Standard Request for Proposal (RFP) document along with Engineering
Procurement and Construction (EPC) agreement for construction of
ROBs/RUBs sanctioned under ‘Setu Bharatam Scheme.
Sir,
Please find enclosed the Standard RFP document along with EPC agreement for
construction of ROBs/RUBs which shall be utilized for floating tenders of ROBs/RUBs.
It is mentioned that an effort has been made to incorporate all the amendments issued
vide different Ministry’s circulars, However, the same may be verified before inviting the
tender.
2 Ministry has also decided that the ROB portion as well as viaduct portion shall be
constructed with standard spans as intimated vide Ministry letter of even no. dated Bh
June, 2016, the letier is enclosed again for compliance. Further, the schedules of RFP
document shall be finalized by CE(NH) in consultation with Regional Officers.

Sub: Decision regarding project preparation and implementation of ROBSRUBs projects
under Setu Bharatam,
Sir,
This has reference to the discussions held in the meeting under chairmanship of ADG
(Monitoring) on 24.5.2016. The following points were discussed and decided:
@ All the ROBs (Railways Portion) shall be constructed with standard RDSO spans.
The same may be varied only in cese Reilway portion span length is more than the
available standard spans of RDSO i.e. 60 Mt (centre of bearing to bearing). In case the
Railway ROW boundary is more, next higher standard spans be adopted. Composite I
section may be preferred with piers inside Railway ROW, if permitted by Railway
Authorities.
(ii) In the viaduct portion the ‘spans shall be of PSC Girder to be kept in multiple of
24m (cle of bearing). Further, it was also agreed that in case there is requirement of spans
more than 24 m in the viaduct portion (due to intersection etc.) the provision of 30m/36
m (PSC girder) shall be done.
Further, it was also decided that the decision (i}&(ii) shall be made applicable for
the construction of ROBs which are already sanctioned and are being put to tender. The
Schedule B of RFP shall be prepared accordingly.
Gii) The design of the ROB shall be made in the light of new IRC:6 guidelines,
wherein the design has to be carried out for 385 Tonne, loading. Also it was decided that
the cross section of the ROBs shall be adopted as per IRC:SP:73:2015 i.e, 16m for 2-lane
and 2x12.5m for 4-lane standards on ROB proper.
(iv) During the meeting, consultants, were instructed that they shall submit the
estimate as early as possible to the State Government and Regional Officers of state.
Thereafter, the estimate shall be got checked by the State Government officials and shall
be forwarded to Ministry Headquarters for sanction. it has been noted that Consultants
are providing the estimates for utility and land acquisition on lump sum basis, In this
regard, it was communicated that they shall obtain the dtl estimate from te UtilityDepartment and make part of the estimate: while submitting to the PWD/Regional
Officers.
2, To standardize the design and drawing of Railway spans and getting these approved by
RDSO, the consultants were allotted the work of design and preparation of standard drawings as
under as agreed by the consultants:

Target for submission of design and drawing was fixed as one month (ie. by 25.6.2016)
as agreed by the Consultants.
3. During the meeting the consultants were requested to make suggestions on construction
methodology so that the ROB could be constructed without diversion and also without blocking
the Railway movement. _ This is likely to be incorporated in the RFP of the civil contracts,
Cost implication due to such change based on the Construction Methodology may also be
suggested.
4, It is requested that above observations may be complied with for all the ROBs including
those for which GADs are already approved (as far as possible) and modified drawings/GADs
may be got approved
