INTRODUCTION

Barangay Governance Performance Management System (BGPMS) is a mechanism which


seeks to determine and establish the level of performance of the barangay government in the
areas of Administration, Social Services, Economic Development, and Environmental
Management (ASEE) in relation to the mandates of the 1991 Local Government Code and other
related laws.

Respectively, BGPMS employs a self-assessment tool to yield the status quo of the barangay
in regard to the following: (a) compliance to laws and presidential directives; (b) presence of
facilities and equipments; (c) managerial and administrative capacities of barangay officials; and
(d) programs and project being implemented.

As such, the implementation of BGPMS akin to LGPMS, is grounded to the Local


Government Code of 1991 under the provisions of Section 3 (h) which states, ”There shall be a
continuing mechanism to enhance local autonomy not only by legislative enabling acts but also
by administrative and organizational reforms”.

In view thereof, the leverage of this project captures not only as complementary to LGPMS
but more importantly serves as guide for the higher local government units, the national
government and other service providers to determine the kind of policy and program
intervention the barangay needs.

Finally, BGPMS induces awareness leading to barangays’ stimulation to improve its current
performance and productivity. Put together, BGPMS therefore contributes to the vision of the
Department to nurture self-reliant, progressive, orderly, safe and globally-competitive
communities.

OBJECTIVES

1. Serve as the basis for the national government and policymakers in formulating policy
that would rationalize assistance to barangays;

2. Apprise the city or municipal government of the present state or level of performance of
its component barangays and thus be guided in the formulation of integrated policies,
plans and programs that would lead to the barangay’s efficient delivery of basic services
and effective discharge of its functions and responsibilities;

3. Provide the city and municipal government with vital data/inputs in the
accomplishments of the data requirements of their own LGPMS;

4. Raise awareness of the barangay government and barangay officials on their state or
level of performance viz-a viz the following:

4.1. Benchmark information/data generated necessary for the preparation of plans and
budget as well as crucial in the assessment of their skills and training needs; and

4.2. Identified presence or absence of services and facilities which serve as guide in
enhancing the delivery of services to their constituents

4.3. Promote transparency and accountability in barangay governance through


compliance to laws and other issuances.

The Data Capture Form is divided into two parts:

PART I
A. General Information
 Barangay – name of barangay under review
 Year Under Review – the immediately preceding (previous) year
 Region – the region where the province is located
 Province – name of the province where the city/municipality is located
 Congressional District – (write NA if not applicable)
 City/Municipality – name of the city/municipality where the barangay is located
B. Political Information
 Legal Basis of Creation: Law that created the barangay under review, to include its number and date ratified.
(Example: Sangguniang Panlalawigan Ordinance No. 091, s. 2007, dated September 21, 2007)
 Total number of registered voters should indicate the total number of male and female combined
 Indicate the total number of Precincts during the last election. (Note: Data can be sourced from COMELEC)
C. Physical Information
 The land area should be in hectares. A base map of the barangay showing the boundaries is a requirement to
be included in the submission of DCF
 The barangay category should reflect whether the barangay is urban or rural and indicate its characteristics

1. ADMINISTRATION
The administrative function refers to the functions and duties and related services, and activities performed by
each barangay. It covers the following nine (9) service areas: Barangay Legislation, Transparency, Citizen’s
Participation, Development Planning, Revenue Generation, Revenue Allocation and Utilization, Financial
Accountability, Facilities and Customer Service, and Human Resource Management and Development.

Enacting ordinances is among the principal duties, powers and functions of the sangguniang
barangay with the end view of facilitating the discharge of its responsibilities, as well as, the
promotion of the general welfare of barangay residents. Barangay ordinances may range from one of

RA 7160 carries specific provisions on the conduct of public hearings, particularly in connection
with the enactment or approval of tax ordinances and revenue measures.

ordinances set the scope and the limits of implementation as well as compliance structure by

Sec. 106 of RA 7160 calls upon each local government unit, including the barangay, to come up with
a comprehensive development plan to be initiated by its development council. Its main function is to
assist the sanggunian in setting the direction of economic and social development, and to coordinate
development efforts within its territorial jurisdiction.
The barangay development council (BDC) shall consist of all members of the sangguniang barangay,
representatives of NGOs operating in the barangay, and shall constitute not less than ¼ of the
members of the fully organized BDC, and a representative of the congressman [Sec. 107 (a) (1), (2),
(3)].
More specifically, the BDC shall exercise such functions as mobilizing people’s participation in
development efforts, preparation of barangay development plans based on local requirements,
monitoring and evaluation of the implementation of national or local programs and projects, and
Description other functions as provided by law or competent authority [Sec. 109 (b) (1), (2), (3), (4)].
The BDC shall meet at least once every six months or as often as may be necessary (Sec. 110).
The BDC is also mandated to create an executive committee to represent and act in its behalf when it
is not in session. [Sec. 111 (a)]. The BDC’s executive committee members include the punong
barangay as chairman, a representative of the sangguniang barangay chosen from among its
members, and a representative of NGOs that are represented in the council, as members. [Sec. 111 (a)
(3)].
The powers and functions of the BDC’s executive committee are to: (1) ensure that the decision of
the BDC are faithfully carried out and implemented; (2) act on matters requiring immediate
attention or action by the council; (3) formulate policies, plans, and programs based on the general
principles laid down by the council; and (4) act on other matters that may be authorized by the
council.[Sec. 111 (b) (1), (2), (3), (4)]

SCORING AND ITS APPLICATION
The BGPMS scoring system serves two purposes: first is to determine and assess the level of compliance
of the barangay in the identified service areas relative to the minimum requirements of the Local Government
Code of 1991 and second, to identify and define problems by area. The results of the BGPMS scoring system is
used to improve the quality of programs and policies and to determine the corrective measures to be installed
by area.
The 1st Part of the Data Capture Form (DCF) refers to the general information on the barangay which
includes information on the political, physical, fiscal, demographic and among others of the barangay. While
the 2nd Part of the DCF are the formal questions that will be used in assessing the compliance/performance of
the barangay. It has five (5) parts, each representing the Performance Area. The DCF provides spaces for Point
Score and Service Area Average or Index.
The Scaling System Guide uses the 1 – 0 point method. This means that zero (0) is given to an indicator
where the NO box is checked, while one (1) is given to all indicators that answered or checked the YES box.
The data on the DCF is transferred to the Score Sheet which is the summary of ratings on different
Service Areas under the Performance Areas.
Each indicator of the performance area has a corresponding scale. The corresponding scale is the
equivalent Point Score. For those indicators that have sub indicators, get the total score point and divide it by
the total number of sub indicators. The sum is the Point Score of the Indicator.
The Service Area Index is the average of the Service Area, computed by adding the point scores of its
indicators divided by the total number of indicators.

An additional feature of the rating system is the utilization of the color code (green, blue, yellow and
red) that has an equivalent remark as can be seen below. In the automated version of the DCF, results which
include the performance level, color code and the equivalent remark will be computer-generated.

Using the above rating scale, a general weighted average of 0.50 in a particular performance area would
incur a Performance Level of 3 that has an equivalent color code of Blue with a remark of “Needs minor
reinforcement(s) as to the compliance to the minimum requirements of the 1991 LGC and other Laws”.

MECHANICS OF IMPLEMENTATION
Creation of BGPMS Barangay Assessment Team
The Punong Barangay thru an Executive Order or the Sangguniang Barangay thru a Resolution shall
create the BGPMS Barangay Assessment Team with the following composition and functions:

Orientation of BGPMS Barangay Assessment Team


After the creation of the team, the DILG C/MLGOOs, in coordination with the concerned
City/Municipal Officials and other agencies, shall orient the members of their functions and requisites of the
project.

Data Gathering
The BGPMS Barangay Assessment Team shall undertake the data gathering every January of the year.
The period to be assessed shall be the immediate preceding year.

Data Processing and Analysis


Data processing and analysis shall focus on the following:
1. Level of performance by the barangay per area;
2. Identification of gaps and issues; and
3. Intervention/s to be undertaken.

Preparation of State of Barangay Governance Report (SBGR)


The BGPMS Barangay Assessment Team shall prepare the SBGR. This is a brief report that includes the
following:

and the City/Municipal Planning Development Council or their representative shall be conducted by the team
to present the SBGR and to discuss the gaps, priority concerns, interventions to address identified issues and
problems.

 Pursuant to its mandate of supervision over component barangays and considering that the SBGR are vital
inputs in their State of Local Governance Reports (SLGR) and/or Development Plans, shall ensure the
smooth implementation of BGPMS, and extend logistical support, when necessary.

MONITORING AND EVALUATION


Monitoring Forms and Reports
Form 1 - to be accomplished by the DILG City/Municipal Offices;
Form 2 – to be accomplished by the DILG Provincial Office;
Form 3 – to be accomplished by the Regional Office; and
Form 4 – to be accomplished by the NBOO.
FORM 1 shows the barangay performance level in city/municipality.

FORM 2 shows the Provincial Summary of the barangay performance level by city/municipality.
FORM 3 shows the Regional Summary of the barangay performance level by province.
FORM 4 shows the National Summary of the barangay performance level by region.

Accomplished Form 1 shall be submitted to the DILG Provincial Office; Forms 1 and 2 to the Regional Office;
and Forms 1 and 3 to NBOO at email, nboo.dilgco@gmail.com.
