Instructions relating to Integrity of correct CDR Generation in various call scenario

A sample revenue assurance audit was carried out to ensure CDR generation integrity at switch level in
two of the BSNL Circles.Based on the technical audit findings and subsequent comments/feedback from
the concerned field units,following instructions are being issued for immediate adherence .

i)An updated list of all MSC Code levels allotted to different DoT licensees along with their correct
destination routing should be clearly defined in the switches.In this regard,CFA Cell will publish a latest
updated list of all such codes over intranet.The list would be constantly updated ,as and when a new
code level is defined.

Ii An updated list of all STD/ISD levels along with their correct destination routing should clearly defined
in the switches .In this regard ,CFA cell will publish a latest updated list of all such codes over intranet .

iv.MCC+MNC, CC+NDC for all foreign operators,with whome BSNL has direct bilateral agreement should
be defined in the switches.Latest updated list of operators along with their respective IR.21, with whom
BSNL has direct Bilateral agreements ,is available at www.ir.bsnl.co.in The site is regularly updated,as
and when a new bilateral is put in place

v.All dialing patterns defined in the MSC Should have a proper and valid charging category parameter
attached to it.Missing/Incorrect charging category will result in non-generation/Incorrect generation of
the CDR.

VI.For all destinations a secondary /fall back/overflow route should invariably be defined.An updated list
of all STD/ISD levels along with their correct destination routing should be clearly defined in the
switches.In this regard,CFA Cell will publish a latest updated list of all such codes over intranet . The list
would be constantly updated ,as and when a new code level is defined.

vii.For any particular destination,it be ensured that a unique routing is defined ,De-duplication of
destinations in B-table be ensured .

VIII.A proper mapping of the call events and corresponding announcement played be reviewed and
reconciled .

ix.D-parameter (Barring) data be properly defined for each of the B-party destinations.

x.All B-party charging cases should be reviewed and ensured for their correctness.
Verify that CDRs Generated and transferred to Server without any loss.

Verify the link between MSC and B&CCS is redundant.

Check the harddisk usage in billing system

Check the SCTP links.

Check the clock synchronization.

Make sure that the time of the OMP module is synchronous with the SNTP server
(generally, the OMM server).

Check the MscServer load.

Make sure that the MscServer load is proper without obvious fluctuation.
