Dear Sir,

This has reference to the ongoing works of canal lining between Ch. 0+000 to Ch.4+500
which is in full swing.

1. The thermoplastic road marking has also faded away and even missing at many locations
which has been repeatedly intimated earlier by Independent Engineer (IE) through various
correspondences. As per IRC:SP:55-2014, pavement marking shall be maintained along paved
streets and highways in all long-and intermediates term stationary work zones. All pavement
marking shall be in accordance with IRC:35.
2. Maintenance of Diversion and Traffic Control Devices shall be ensured as per section 112.5 of
MoRTH Specifications signs, lights, barriers and other traffic control devices, adequate lighting
and other arrangement, as well as the riding surface of diversion and treated shoulders shall be
maintained in a satisfactory condition.

3. The potholes that have been developed on the existing highway especially between Ch. 0+000
– Ch. 4+500 must be rectified immediately.

4. On the onset of winter season, foggy conditions may prevail soon, thus in order to counter with
such situation LED blinkers and other lighting arrangements as per Clause 5.4 of IRC: SP-2014
such as floodlights, flashing warning beacons, warning lights and steady burn electric lamps
etc. must be installed. Lighting devices may be used to supplement retro-reflectorized signs,
barriers and channelizing devices.

5. It has been noticed that in wake of dumping earth on the banks of canal for banking purpose,
the existing parapet walls which was supposed to be the only protection between a water body
(canal) and the existing road has been broken at most of the locations, few locations are given
below (photographs enclosed for your ready reference) -

LHS: Ch. 0+000, 0+010, 0+160, 0+200, 0+310, 0+370, 0+420, 0+510, 0+530, 0+650, 0+760,
0+880, 1+000, 1+080, 1+300, 1+440, 1+470, 1+500, 1+530, 1+680, 1+750, 1+780, 1+900.

RHS: Ch. 0+250, 0+320, 0+340, 0+720, 0+810, 0+830, 1+100, 1+200, 1+310, 1+340, 1+460,
1+670, 1+740, 2+000, 2+060, 2+440, 2+740.

This is a serious threat to the traffic plying on either side of the canal, making the road users
vulnerable to accidents.

6. In addition to the above, the diversion at Ch. 9+640 (PUP) is still un-metalled. As per Section
112.3 of MoRTH Standards & Specifications 25mm thick Premix carpet with seal Coat/Mix
seal surfacing must be adopted at diversion 9+640 (PUP). Safety of road users should be kept
on top priority during construction activities thus fulfilling the obligations of the Concession
Agreement by the Concessionaire.
