PT]RPOSE
The plan is outlined below and illustrated with the accompanying"Bridgeton Levee Certification
Tree Plan" hereinaftercall the 'Tree Plan". By carrying out this mutually beneficial plan; the
safety of the levee shall be enhanced,levee certification shall be obtained,the City of Portland
urban tree canopy shall be replenishedand the livability of the community shall be protected.
TREE RBMOVAL
Sixty-eight treeshave been identified for removal as determinedby the USACE. The trees were
found to be in violation of USACE levee vegetationstandards.The trees to be removed are
shown on the Tree Plan drawings"
Pen2 shall submit for tree removal permits as required by City of Portland tree code.The trees
to be removed will be marked for notice. Once notification requirementsare satisfied and the
City of Portland issuesthe permits,Pen 2 shall deliver to the chair of the Bridgeton
Neighborhood Association copies of the issuedpermits demonstratingthat the trees are permitted
to be removed.
Levee landowners who have treesrequired to be removed shall be provided written notice by
mail, prior to any tree removal.
Bridgeton Neighborhood understandsthat the treesmay be removed at anytime once the permits
are issued.The exacttiming of the tree removal will be determinedby PenZ and is influencedby
weather and river height as well as other factors. Bridgeton NeighborhoodAssociation and the
property owners of the treesto be removed shall be notified at least one week in advanceof the
estimatedday the treeswillbe cut.
Tree Removal
The Bridgeton Levee Certification Tree Plan identifies 302 locations where new trees could be
planted in Bridgeton Neighborhood. Some of theselocations easily accommodatenew trees,
however others are more difficult becausethey require the levee to be strengthenedand widened.
Additionally, approval shall be required from thoselandownerswho will have no existing trees
removed, but on whose property tree planting locations have been identified.
Pen2, as the tree permit applicant,bearsthe ultimate responsibility to implement the Bridgeton
Levee Certification Tree Plan. Bridgeton Neighborhoodand City of Portland will assistin
implementing this plan. All parties agreeto cooperatewith each other to apply for grants to
facilitate the Tree Plan.
The Tree Plan proposesthe replanting be completedover three years.Each year one-third of the
treeswould be plantedat an estimatedcost of $35,000per year. Pen2 agreesto budget$35,000
per year for thesecosts.
The urban levee of Bridgeton Road presentsmore challenging tree planting than is typical
however. Someof the planting areaswill not be availablefor treesuntil the leveeis widened.
Widening the levee is subjectto availability of suitablesoilsfor the specificareaof the leveeto
be enhanced.Bridgeton Neighborhoodand Pen2 agreeto work cooperativelyto widen the levee
to facilitate more tree planting. Both parties agreeto cooperatein order to have any levee
strengtheningand widening be accomplishedas cost effectively as possible.
The costs of widening the levee in order to make the levee safer will be borne by Pen 2. The
costs of widening the levee beyond this, so that treesmay be planted,may be countedtowards
satisfying the tree planting requirements.
City of Portland requires that new treesthat die within the first three yearsmust be replaced.
Watering the trees shall be the responsibility of the property owner. Future maintenanceof the
replanted tree will be the responsibility of the property owner.

The tree planting timeline is approximateand may be modified with written joint
approval from
the Pen 2 board, the BNA board and the City of portland.

LEYEE VEGETATION MANAGEMENT PLAN
A certified levee requiresthe Drainage district and the property owners to each continue to
maintain the safety the levee.
Beginning in 2008 and at least once per annum,in an effort to provide ongoing educationto
current and new levee landowners,PenZ shall provide by mail consistentand clear information
on landscapestandardsto individual tax lot owners of property on the levee. This annual
communication with levee landownersshall provide information regarding current board
membersand board terms, planned improvementsor maintenanceto the levee, schedulefor
spraying weed retardantor other chemicalson the levee, website information, ORS 547
information, contact information as well as the restrictions that all levee landownersmust adhere
to.
It is the landowner's responsibility to maintain the treesand vegetationin a levee safe manner.
Landowners are encouragedto work with PEN 2 to maintain vegetationto the federal standard.
