TRAINING DESIGN OF THE LAND SECTOR POLICY FORUM

I. Background and Rationale

Pursuant to Executive Order 192, the primary mandate of the Land Management
Bureau (LMB) is to recommend policies and programs for purposes of having an
efficient and effective administration, surveys, management and disposition of
alienable and disposable lands of the public domain and other lands outside the
responsibilities of other agencies. Through the years, major policies were issued such
as DAO 2012-12 or the “Rules and Regulations for the Issuance of Free Patents to
Residential Lands under Republic Act No. 10023” and DAO 2004-24 or the “Revised
Rules and Regulations Governing the Administration and Management of Foreshore
Lands”. These policies are being implemented on the ground

However, issues and concerns are arising on the implementation of major policies.
Being a policy-making arm of the Department of Environment and Natural Resources
(DENR) demands responsive policy issuances to existing land policy and programs
issues and gaps.

The purpose of this policy forum is to identify and anticipate the loopholes of
major policies which is being implemented on the ground and recommend future
policies or activities that would address all the issues and concerns for purposes of
strengthening said policies.

II. Objectives

By the end of this forum, participants/LMB will be able to:

1. Use effective analysis tools in anticipating the gaps on major policies;


2. Provide insights in addressing the issues on major policies; and
3. Recommend future policies/activities interconnected with major policies

III. Expected Participants

A total of (number of days) participants are expected to attend this policy forum.
The participants will be consist of:

A. DENR Central Office


1. One (1) representative from Policy Studies Division
B. Land Management Bureau
1. The Acting Director
2. The Assistant Director
3. All Division Chiefs
4. LPPD Secretariat

C. Regional Office
1. Representatives from each divisions

IV. Scope and Work

The scope and work of policy forum are the following:

1. Preparation of modules and kits


2. Conduct of the actual policy forum with expected participants
3. Identification and recommendation on the policy gaps on major policies
4. Submission of report on the result of the policy forum.

V. Schedule and Venue

The Land Sector Policy Forum will be conducted on January 15-18, 2019 at
(Name of Hotel), Siargao, Surigao Del Norte

VI. Budget for the Policy Forum

The estimated budget for the Land Sector Policy Forum is (Amount) exclusive of
accommodation and meals.
