Seminar/Workshop on the Revised Implementing Rules

and Regulations (IRR) of Republic Act (R.A.) 9184

I. RATIONALE

Republic Act No. 9184 (R.A. 9184) entitled “An Act providing for the
Modernization, Standardization and Regulation of the Procurement Activities of the
Government and for Other Purposes” took effect on 26 January 2003, while its
Implementing Rules and Regulations Part A (IRR-A) took effect on 08 October 2003.
IRR-A covered all fully domestically-funded procurement activities.

The formulation of an IRR-B governing procurement of foreign-funded projects


began sometime on April 2008. However, the GPPB Board approved a move towards
the issuance of one implementing set of rules and regulations for both locally-funded
and foreign-assisted projects inasmuch as several issues concerning foreign-assisted
projects also apply to locally funded projects.

In view of the approval of the 2016 Revised Implementing Rules and


Regulations of R.A. 9184 on 09 August 2016, published on 30 August 2016 at the
Official Gazette, which took effect on 29 October 2016, there is a need to update the
members of the Bids and Awards Committee (BAC), Technical Working Group (TWG),
BAC Secretariat and other procurement personnel with the necessary information and
highlights of the major changes relative to the 2016 Revised IRR of R.A. 9184

This seminar/workshop will equip and train the BAC, the Secretariat, and the
TWG on the relevant provisions of the Revised IRR.

II. OBJECTIVES

At the end of the seminar-workshop, participants are expected to be able to:

1. Explain the rationale and objectives of the Revised IRR;

2. Apply the relevant provisions and guidelines of the Revised IRR with respect to
the obligations as procurement practitioners;

3. Define the duties and responsibilities of the BAC members, Secretariat and
TWG.

IV. METHODOLOGIES

Lectures, workshops and group discussions will be the main method of training
in the seminar-workshop to be supplemented by an open forum.

V. PARTICIPANTS

Participants in this seminar-workshop will be the Bids and Awards Committee


(BAC), the Secretariat, the Technical Working Group (TWG), prospective BAC Team
members, one (1) representative from Accounting, Supply Officer and other interested
individuals. Likewise, participants are required to bring the 2016 Revised IRR of RA
9184 handbook.

VI. DURATION/VENUE

This seminar-workshop will be conducted for two (2) days at the PPA
Corporate Building, Bonifacio Drive, South Harbor, Port Area, Manila.

VII. RESOURCE PERSONS

Resource persons will come from the Department of Public Works and
Highways (as accredited GPPB resource speakers).

VIII. EVALUATION

Written examination will be given before and after of the seminar-workshop to


gauge the participants’ effectiveness.
