1.0 Request for PreQualification and brief scope of work
Expression of Interest (EOI) are invited on behalf of Airports Authority of India
(AAI), Rajiv Gandhi Bhawan, Safdarjung Airport, New Delhi from reputed
Construction Project Management and Monitoring Agency (CPMMA) referred to as
Consultants or Applicants for prequalification for the following works:
Construction of Rajiv Gandhi National Aviation University (RGNAU) at
Fursatganj, Raebareli.
Approximate cost of the Project: Rs 145.00 Crores
The CPMMA shall provide project management services as detailed out in the EOI
documents. The eligibility criterion is defined separately in the EOI document.
The project is expected to have a total plinth area of Approx 38640 sq mtr The
area is to include: Academic block, Hostel Block, Residential Block and tutorials
rooms which may also be used for small conventions and offices and housing for
about 32 No. Sr. faculty, 54 No. Jr. Faculty, 03 Nos. Sr. Executive Housing and
hostels for 576 students, and other buildings/areas to support the Institute’s
activities. The external development will include an Amphitheatre and other areas
for interaction.
The selection of the Consultants is through a two step selection criteria:
i. Prequalification of CPMMA’s,
ii. Technical proposal and Presentation for CPMMA.
Short listed applicants will be required to submit a Technical Proposal and will
have to make a presentation to an expert cum user committee. Based on the
evaluation by the Committee, selection will be done.
Total time for the project is 36 months including planning and approvals,
construction, and project closure.
2.0 Background and Introduction
2.1 Govt. of India enacted the “Rajiv Gandhi National Aviation University” as per
international standard under Ministry of Civil Aviation (MoCA) to bridge the
demand and supply gap of management professional’s in the field of aviation.
Ministry of Finance has approved Rs. 145.00 crores on account of creation of
infrastructure i.e. Construction of Rajiv Gandhi National Aviation
University at Fursatganj, Raebareli. Airports Authority of India (AAI) is entrusted
with this Infrastructure development project by Ministry of Civil Aviation (MOCA).
2.2 AAI desires to appoint a “Construction Project Management and Monitoring
Agency (CPMMA)” at Fursatganj / Delhi for three years (from the date of
appointment) to assist AAI with following term of reference:

i) To ensure that the infrastructure being created is as per the Plan and
design.
ii) To ensure that time over runs are avoided.
iii) To ensure that the quality of the infrastructure that will be created is
assured.
iv) To avoid wastages and thus to save unnecessary expenditure.
v) To ensure seamless execution of works.
vi) To ensure co‐ordination amongst various agencies to achieve the best
results.
2.3 CPMMA will assist AAI for following:
i) Supervision of work during execution.
ii) Quality assurance as per agreement provisions.
iii) Follow up of NOCs related to the project for Environmental Clearance /
Pollution control / fire clearance / Occupancy certificate etc.
iv) To assist AAI in execution of work as per contract agreement with respect
to GRIHA Certification, Energy conservation etc.
v) Monitoring progress of project and Assuring Quality of work during the
execution including performance monitoring of various associated
agencies involved in execution of the project.
vi) Apprising Ministry of Civil Aviation (MoCA) about the progress of the
construction work on monthly basis / pre‐ decided interval/ requirement
basis to fast track the execution activity for completion of project on time.
vii) Overall co‐ordination between various agencies involved at/for project.
viii) To assist in interior designing (internal partitions & sitting arrangements,
Layouts, Paraphernalia, signages, pictographs, Colour scheme, lighting for
general ambiance, artifacts/ sculpture, furnishing, selection of finishing
materials, including selection of material for sanitary & Plumbing fittings,
hardware, acoustics and audio visual system etc.
ix) Value inputs related to Post construction operations and maintenance of
the infrastructure.
x) Co‐ordinate with NAU for commissioning / inauguration and the similar
works related to official protocol.
2.4 Man power requirement
CPMMA shall ensure that minimum following dedicated professionals are
available at site for this work. They will be stationed at IGRUA, Fursatganj, (U.P.).
However, they may be asked to perform their duty/ services at AAI CHQ, Delhi
depending on the requirement & progress of work, commensurate / nature of job
to be performed:
i) Professional Civil Engineer
ii) Professional Electrical / Electronics Engineer
iii) Professional Interior designer ( Preferable )/ Architect

Note: The above man power requirement is only indicative. However, the CPMMA
is fully responsible for deployment of additional man power if any required for
successful delivery of scope of services as mentioned in respective paras (2.3 & 2.4
above). Nothing extra shall be payable on this account.
2.5 This EOI is for the project which is expected to add around total plinth area of
Approx 38640 sqm. The area is to include: Academic block, Hostel Block,
Residential Block and tutorials rooms which may also be used for small
conventions and offices and housing for about 32 No. Sr. faculty, 54 No. Jr. Faculty,
03 Nos. Sr. Executive Housing and hostels for 576 students, and other
buildings/areas to support the Institute’s activities. The external development will
include an Amphitheatre and other areas for interaction.
2.6 The campus is expected to be highly efficient in use of energy and water, have
smart buildings with proper use of modern sensing and building management
technologies, provide nicely designed spaces to facilitate teaching‐learning and
generally be well optimized for Institute operations.
3.0 General Instructions
3.1 Selection of the Consultant shall be as per the selection process described later in
this document. The decision of AAI regarding the selection is final.
3.2 Applicants must acquaint themselves fully about the project/assignment and the
local conditions various organizations involved in development of this project and
its usage before submitting the proposal. They may also visit the campus with
prior approval of AAI for which arrangements will be made and attend the pre‐
submission conference as per schedule.
3.3 All the information and clarifications to the query sought will be posted on AAI e‐
tendering portal. Applicants are advised to visit the e‐tendering portal regularly
and update.
3.4 AAI reserves the right to reject any Proposal, if at any time, a material
misrepresentation is made or discovered, or the Applicant does not provide the
responses sought by AAI within the stipulated period.
3.5 The proposals must reach before the stipulated date and time of submission.
3.6 References and certificates issued by the respective Institutes / Organization with
respect to experience proof of professional / firm submitted should be signed by
an officer not below the rank of Executive Engineer or equivalent in case of Govt.
Dept, and Owner / not below the rank of General Manager in case of non‐ Govt.
firms.
4.0 Minimum Eligibility Criteria
4.1 To be eligible for prequalification for CPMMA, the Applicant should be an CPMMA.
The CPMMA firm, must have a branch office in Delhi /NCR, and must have

rendered project management at least the following in the past seven years:
i) One Academic/R&D/Semi residential IT campus or a multipurpose campus
or similar works with multiple buildings cost of Rs. 116 Crores (or more).
OR
ii) Two or more similar projects cost of Rs. 72.5 Crores (or more) each;
OR
Iii) Three or more similar projects of Rs. 58 Crores (or more) each.
EOI could also be submitted by CPMMA firms / team of professionals/
professionals in individual capacity with similar experience.
For CPMMA, experience means having executed scope of work, similar to the
scope of this project i.e. the total project management services for
Academic/R&D/Semi residential IT campus or a multipurpose academic campus
with multiple buildings.
4.2 This being a Govt. funded project, the CPMMA should have dealt with projects
based on CPWD Standards and Conditions of Contract and be fully conversant
with PAR/DSR /DAR norms for civil/electrical works.
4.3 The applicant is ineligible to submit a proposal, if it or any of its constituents has
been barred by any Central and/or State Govt. in India. He should have, during the
last three years, neither failed to perform on any agreement, nor been expelled
from any project or agreement nor have any agreement terminated for breach by
the Applicant.
4.4 For Submission details refer to Section 7.0.
5.0 Selection Process
5.1 Each Applicant will submit an EOI, structure of which is given later in the Section 7
along with a suitable covering letter.
5.2 There will be a technical screening of the EOI based on which applicants for
CPMMA services shall be short‐listed. The technical screening criterion is given in
the Section 7.2 for CPMMA Consultants.
5.3 The CPMMA would be required to submit the project management approach they
propose for the project (e.g. manpower organization for the project, key persons
and their responsibilities etc.)
5.4 The Applicants will be invited for final presentation incorporating suggestions/
concerns of the committee.
5.5 The expert cum user committee will evaluate the proposals and applicants will be
shortlisted for CPMMA services.

6.1 Structure of the Technical Proposals, contract conditions, payment terms and
schedule will be provided to the short listed applicants in the next stage.

similar to the proposed project. Only those projects will be considered which are
satisfying the minimum eligibility criteria (as prescribed in Section 4 above)

7.2 Criteria for Prequalification for Construction Project Management and
Monitoring Agency

For those applicants who satisfy the minimum eligibility criteria, for technical
screening the following additional criteria will be used:

I. Campus construction management experience and capability‐Any
three Similar projects of your choice (10 acres and above) Provide
information about up to three projects that the CPMMA has managed
in the last 7 years, which are similar in scope to the current project.
Only these projects will be considered that are satisfying the
minimum eligibility criteria. For each project, the summary table
given at 7.1 to be filled.
II. Construction management with Value Engineering services
experience and capability.
III. Experience and background of the key personnel involved. This part
should include (i) background of the firm,
(ii) background and experience of key members in the firm’s team,
Average turnover in last three years, ‐in terms professional fees
IV. attach certificate of CA to this effect
Recognitions, appreciation letters, attach copy of certificates.
V.
VI. Experience in managing execution of Green Technologies with

VIII. Proposal for manpower deployment for this project to ensure timely
completion of the project.
Following 3 envelopes shall be submitted through online at e‐portal
by the bidder.
8.0 MODE OF SUBMISSION OF EOI:
The tendering process is online at e‐portal URL address
https://etender.aai.aero/irj/portal or www.aai.aero. Aspiring bidders may go
through the tender document by “Guest User” login.
Prospective Tenderers are advised to get themselves acquainted for e‐tendering
participation requirements at “Guidelines for bidders”, register themselves at AAI
e‐tendering portal, obtain ‘User ID’ & ‘Password’ and go through the ‘Self Help
Files’ available in the Home Page after log in to the portal
https://etender.aai.aero/irj/portal or www.aai.aero. They should also obtain
Digital Signature Certificate (DSC) in parallel which is essentially required for
submission of their application. The process normally takes 03 days time. The
tenderer may also take guidance from AAI Help Desk Support.

The CPMMA Firm shall submit their application with required information and
upload the digitally signed file of scanned documents and firm’s bio‐data in
support of their meeting each criteria mentioned above in the “Tech_Bid folder”
in Technical Bid/ Attachments Section in the portal. Uploading of application in
location other than specified above shall not be considered. Hard copy of
application shall not be entertained.
If any clarification is needed from the bidder about the deficiency in his uploaded
documents, he will be asked to provide it through collaboration folder in e‐
tendering portal. The bidder shall upload the requisite clarification/documents
within time specified by AAI, failing which application will be liable for rejection.
9.0 Disclaimer
1. Notwithstanding anything contained in this document, with Airports
Authority of India (AAI) the right to amend/accept and/or reject any/all
proposals and to annul the selection process at any time without assigning
any reason and without any liability and/or obligation.
2. Preparation of submission of EOI and attending pre submission conference
etc will be borne by the Applicant only at their cost and AAI is not liable in
any way for such costs, regardless of the outcome of the selection process.
3. It is entirely the responsibility of the applicant to provide complete /
sufficient information. (incomplete / insufficient information can adversely
affect technical evaluation).
