Proposal Highlights
This section defines the basis of GE Oil & Gas technical offer for the supply of Power Generation train(s)
complete with relevant auxiliaries to be installed in MEXICO for PEMEX EXPLORACIÓN Y PRODUCCIÓN.
During the development of this technical offer we have made the greatest effort to comply with your
requirement, exploiting the experience that GE Oil & Gas has gained in the Gas Turbine Power Generation
market studying the best technical solutions in order to:
The Gas Turbine package is engineered, manufactured and tested at GE workshops, under the supervision and
the responsibility of one Project Manager who will act as single contact for the Client.
GE engineers and QC specialists will carefully monitor the whole production cycle of these items with
scheduled audits, to ensure that all the design, manufacturing, procedures specified, NDT controls and any
other requirement of ISO 9001-2000 are fully met.
All testing activities supplied will be carried out in Florence or Massa workshops and in Electric Generator sub-
suppliers workshop.

CHAPTER A
Scope of Supply
MS5001 model GE Oil & Gas Heavy Duty Gas Turbine single shaft, simple cycle, ISO rated at 26060 kW.
On-base fuel gas system for natural gas, at the gas turbine inlet flange, in accordance with the GEI41040
specification and complete with the following equipment:
• Single "Y" inlet gas strainer.
Dry flexible type auxiliary coupling located between the gas turbine/axial compressor shaft and the accessory
gear.
Heavy duty, multi-shaft accessory gearbox located between the starting system and the gas turbine/axial
compressor shaft.
Turning device for axial compressor and gas turbine rotor (hydraulic ratchet).
Cooling and sealing air system (complete with porous filter and piping) with air extracted through a slot
between the stator blade platforms in the axial compressor.
Axial air compressor antisurge system.
Header and nozzles for compressor cleaning (on-line and off-line operation).
Bearing instrumentation:
• Velocity type vibration detectors (four seismic probes) to alarm and trip the unit -- installed on the
bearing #1 casing (two probes) and the bearing #2 casing (two probes).
• Non-contacting vibration probes and proximitors (four Bently Nevada radial probes) for vibration
monitoring system.
• Non-contacting axial displacement probes and proximitors (two Bently Nevada axial probes) on thrust
bearing #1.
• Key phasor probe on gas turbine shaft (one probe).
• Bearing temperature detectors (Thermocouples) on journal bearing and thrust bearing oil drain lines.
• Two bearing metal temperature detectors (four TCs) on journal bearings #1 and #2.
All necessary wiring and cabling within the gas turbine skid limits and up to the junction boxes installed on
baseplates.
Electrical system suitable for ZONE 2, Gas Group II B, Temperature T3. DC motors will be Eexd.
Instrumentation devices suitable for ZONE 2, Gas Group II B, Temperature T3.
Acoustical Enclosure
The proposed acoustical enclosure, suitable for Onshore outdoor covering the gas turbine and associated
auxiliaries, with removable panels manufactured in painted carbon steel material (according to class 0 per
DMG 26/6/84 – ISO/DIS 1182.2).
Mounted and anchored on the gas turbine baseplate, to assure acoustical abatement and thermal separation
from the outside environment.
The overall expected max sound emission level of the GT train enclosure is 85 dB(A) pressure level at 1.5
meter(s) from the unit enclosure, at 1.5 meter(s) height from ground level at free field over a reflecting plan.
The following equipments and systems are provided inside the enclosure:
Fire Detection System with 10 heat rise detectors (1ooN voting philosophy).
Catalytic gas detectors.
Fire resistant instrument cables in accordance with IEC 331 for firefighting system.
Ventilation exhaust ducting of carbon steel (aisi 304l lagging) material, up to the turbine enclosure.
Two centrifugal fans (main and stand-by) of painted carbon steel material driven by EEx-n A.C. electric
motor.
A DC electric motor-driven emergency fan is not necessary.
Manual bridge crane for gas turbine auxiliaries removal and maintenance (excluding gas turbine
starting system and complete auxiliary gear box).
NOTE Lifting device installed inside gas turbine enclosure for the maintenance / removal of gas turbine
engine is not provided.
Disassembly and removal of the gas generator components and power turbine components will be carried out
by an external lifting facilities (By Others), removing enclosure panels.
Gas turbine air inlet system with In-Line configuration (above arrangement) in accordance with the preliminary
general arrangement included in our technical proposal. (The option for pre-assembly at the supplier's shop is
available to the Customer. Pre-assembly reduces the on-site filter house installation time by up to 70%. This
option will be quoted on request).
The inlet air system is made of aisi 316l and includes the following equipment:
• Multi-stage inlet filter with weather hood, complete with:
- First stage: rain hood + droplet separators of carbon steel material.
• Air inlet silencer of aisi 316l material (Internal parallel baffle type Aisi 316l material).
• Air inlet ducts of aisi 316l material from silencer up to gas turbine intake plenum including 90° elbow.
The exhaust gas system is made of carbon steel material, internally lined with 409 stainless steel sheets, and
includes the following equipment:
Closed, forced-fed mineral lube oil system, in accordance with GE Oil & Gas standard design criteria, to supply
oil to the gas turbine and associated auxiliaries, the gearbox and the electric generator.
The mineral lube oil system is integrated into the gas turbine baseplate, and consists of the following main
equipment:
• Painted carbon steel lube oil reservoir integrated into the gas turbine structural steel baseplate. The
interior surfaces have a corrosion protection treatment (a coat of inorganic paint followed by a finish
coat of epoxy paint).
• Main lube oil pump shaft-driven by axial compressor through the accessory gearbox, suitable for
supplying lube oil to the gas turbine, gearbox and electric generator.
• Auxiliary lube oil pump driven by an AC electric motor. The pump is capable of meeting the total
requirements of the unit at full speed. In normal operation, this pump supplies lubricating oil during
the starting and stopping sequences.
• Emergency lube oil pump driven by a DC electric motor, which serves for cooling the gas turbine
bearings in the event of an AC power failure during the post-lubrication period.
• Lube oil electric heater.
• Twin β 12 μ c>1000 (as per ISO 16889) full flow oil filters complete with transfer valve.
• Stainless steel AISI 316L lube oil piping for downstream filters. The lube oil piping for upstream filters,
oil filters and drain lines are of carbon steel, in accordance with GE Oil & Gas standard design.
Lube oil vapor separator with side channel blower (single fan operated type) complete with its own support
structure (fan of aluminum; filter casing, drain box, valves and piping of carbon steel). The lube oil vapor
separator will be installed outside the gas turbine/auxiliary skids.
Hydraulic oil system (high pressure oil system) for gas turbine hydraulic oil actuator devices, complete with:
• Shaft-driven main hydraulic oil pump.
• Stainless steel piping within the gas turbine and auxiliary skids.
• Control valve, instrumentation and all protection devices.
Cooling System
Double oil-to-air fin fan cooler mounted outside the gas turbine enclosure for lube oil and hydraulic
cooling system with the following features:
Gearbox
Speed reduction gear horizontal off-set coupled to the gas turbine through a dry flexible type coupling, and
directly coupled to the generator through a quill shaft, is installed on generator skid and provided with the
following auxiliary facilities:
Electric Generator
The electric generator is a synchronous machine with the following characteristics (please also refer to the
generator manufacturer proposals):
• CACA type.
• Nominal voltage: 13.8 kV.
• No. of phases: 3.
• No. of poles: 4.
• Frequency: 60 Hz.
• Insulation class: F.
• Temperature rise class: B.
• Fabricated structural multiple-point basement supporting the generator and the speed reduction
gear.
• Cooling air and stator winding RTDs and associated terminal junction boxes.
• RTD’s Duplex (White Metal on Bearing) for bearing temperature control.
• Section with current and potential transformers (CTs & PTs) for metering and protection.
• Pressure Transmitter on NDE Bearing for Mineral Oil Pressure Control.
• Neutral earthing resistor.
Please note that above description is preliminary and is subject to modification in accordance with the
detailed generator spec.
Control System
GE Oil & Gas will furnish a Unit Control Panel (UCP) suitable for the control and protection of the turbo-
generator unit and auxiliaries. The UCP and all other panels provided by GE Oil & Gas shall be installed (by
others) in a non-hazardous, air conditioned area.
The maximum acceptable cable length between the GTG and UCP is 300m.
The unit control panel will include the following primary equipment:
• Turbine control panel Speedtronics MARK VIe TMR suitable to manage:
• Generator control and protection panel, including metering and synchronizing devices.
• Generator excitation board complete with Automatic Voltage Regulator (A.V.R.).
Panels are certified for seismic zone 2 as per UBC. In case the seismic zone is higher than Zone 2, the proposed
panels are to be installed in a building acting as damper to meet Zone 2 seismic classification for equipment
installed inside.
Electrical System
• Fuel gas skid with 2 x 100[%] scrubbers installed on separate skid and complete with the following
items:
- Solid particle filter (100% for Dp > 3µ -- 99.5% for 0.5µ < Dp < 3µ).
- Liquid particle filter (100% for Dp > 8µ -- 99.5% for 3µ < Dp < 8µ).
- Necessary instruments and control devices.
- Stainless steel piping within the unit skid of AISI316/316L dual stamped material.
• Anchor bolts, sole plates and leveling screws for supporting structures of gas turbine and auxiliaries.
• Stairs, ladders and walkways to access gas turbine and accessory skids.
• Painting in accordance with GE Oil & Gas and sub-supplier painting specifications.
• 2 paper copy(ies) and 1 cd-rom copy(ies) (total common to all packages) of operation and
maintenance manuals in accordance with GE Oil & Gas standard in Spanish language.
• Basic and detailed engineering for all Items included in GE Oil & Gas scope of supply.
• Job customer drawings and job documentation in Spanish language as per Vendor Document List.
• 1 combined water washing trolley(ies) suitable for on-line and off-line washing of gas turbine axial
compressor, common to all gas turbines.
• 1 special tools for gas turbine package maintenance, common to all gas turbines.
• 1 Set of Lifting beam and shackles for the entire supply (GT and driven equipment).
• Site container for installation.
• Commissioning & start-up spare parts for gas turbine. (see separate list)
• Packing for the entire supply in accordance with GE Oil & Gas standard packing specification, suitable
for six months outdoor storage.
• Tests and inspections in accordance with GE Oil & Gas Quality Control Plan.
• Functional test of control panel in accordance with GE Oil & Gas standard procedure.
Exclusions
Equipment and services not listed under the above Scope of Supply are on Purchaser's responsibility.
The main exclusions from the GE Oil & Gas "Scope of Supply" include but are not limited to the following major
components:
• Lifting facilities installed inside/outside the gas turbine/auxiliary enclosure for disassembly/removal of
the gas turbine rotor and auxiliaries.
• Any gas turbine wet NOx abatement system (steam or water injection).
• Fuel gas heater.
• Fuel gas booster.
• Step up transformer.
• Auxiliaries transformer.
• Circuit breaker.
• Bus duct /H.V. cables.
• Power management system.
Gas Turbine site performance test in accordance with ASME PTC22/ISO2314 is excluded by the
standard GE O&G scope of supply.
In case the site performance test is required, Customer and GE O&G will hold dedicated discussion in
order to make sure full power delivered by the Gas Turbine can be absorbed by driven equipment and
associated process plant.
Purchaser Connections
• Inlet air system: suction side of inlet filter house (front of filter inlet).
• Exhaust gas system: flange at top of vertical stack of gas turbine.
• Exhaust ventilation air: flange on ventilation duct at the limit of the gas turbine enclosure.
• Base frame: machined foundation plates under gas turbine/auxiliaries/generator base plate frame.
• Fuel gas: inlet flange of fuel gas system at gas turbine skid edge limit and inlet/outlet flange fuel gas
treatment skid.
- Lighting.
The scope of supply is based on the GE Oil & Gas standard procedures/specifications listed below:
Instruction Manual in accordance with GE Oil & Gas Standard (ITN 00400).
Inspection and testing in accordance with GE Oil & Gas Standard Quality Control Plan.
• Dispatching of documentation in accordance with GE Oil & Gas standard procedure (ITN 00105).
• Specification for lines in accordance with GE Oil & Gas Standard (SOM 6612993).
Mineral Lube Oil in accordance with SOM17366, grade ISO VG32 ISO3448.
Fuel gas quality in accordance with GE Oil & Gas Document GEI41040.
• Gas turbine mechanical running test in accordance with GE Oil & Gas Standard (SOM 27553).
• Test certification in accordance with GE Oil & Gas Standard (ITN 07771).
In the event of any inconsistency among any of the technical documents listed in the Letter of Intent or
Purchase Order, the following order of precedence shall apply:
6) International Codes and Standards (API, ASME, ISA etc) specifically recalled in the contract (with GE Oil
& Gas comments and exceptions).
Notwithstanding anything to the contrary, GE Oil & Gas shall comply only with the specifications listed in the
Material Requisition as amended by GE's exceptions. It is understood and agreed between the parties that GE
Oil & Gas shall not be responsible to accomplish with the embedded specifications, unless such embedded
specifications are clearly mentioned & listed in the Material Requisition as applicable specifications.
CHAPTER B
Driver
GT Technical Description
The MS5001 (single-shaft - generator drive) is a compact and reliable prime mover,
designed for long life and ease of maintenance. It consists of a 17-stage, high efficiency,
axial-flow compressor coupled to a two-stage turbine and a combustion system with 10
chambers, able to burn a wide range of fuels, from liquid distillates to all gaseous fuels,
including low BTU gas and residuals. It also has a mixed fuel capability.
The design electric output is 26,300 kW base load and 27,830 kW peak load with a heat
rate of 12,650 kJ/kWh at ISO conditions (15°C, 60% Relative Humidity, at Sea Level) with
88.9 mm H2O inlet loss and 63.5 mm H2O exhaust loss.
It is a very suitable unit for combined cycle and cogeneration plants and can achieve very
high fuel utilization indexes allowing considerable fuel savings.
The gas turbine package consists of two compartments, one housing the gas turbine
engine and the other the auxiliaries. Both gas turbine and auxiliaries are mounted on a
common integral base-plate and have a common ventilation system. The accessory
compartment contains the mechanical auxiliaries, including both mechanically (via a
multi-shaft accessory gear) and electrically driven, the lube oil system, the fuel systems
and the gas turbine starting means. The turbine compartment is partially separated from
the accessory compartment by the combustion air inlet plenum.
The IGV (inlet guide vanes) and the first two stages of rotor blades and stator vanes are
uncoated Custom 450. From stages 3 to 7, the blades and vanes are AISI 403 GECC1
coated for corrosion protection, while the other blades and vanes (stages 8-17) are
uncoated AISI 403. The rotor blades have dovetailed bases of a wide angle design which
fit into the matching dovetail openings in the wheels. The stator vanes also have dovetail
shaped bases that fit into dovetail shaped openings in a two-piece, semi-circular ring.

Bleed air can be extracted from the 4th and the 10th rotor stages to:
The combustion chambers are arranged concentrically around the axial flow compressor
and are bolted to the compressor discharge section bulkhead. Air for combustion is
supplied directly from the axial-flow compressor to the combustion chambers. Fuel is fed
into the chambers through fuel nozzles that extend into each chamber's liner cap.
Combustion of the fuel and air mixture is initiated by retracting electrode type spark
plugs. The chambers without spark plugs are fired with flame from the fired chambers
through interconnecting crossfire tubes. The cap and liner are Hastelloy X material (nickel
based super alloy) while the external shell is carbon steel.
The 4 flame detectors are installed in the combustion system to actuate an alarm in case
a flame failure occurs.
High pressure air coming from the axial compressor is directed around the transition
pieces cooling the transition pieces and preheating the combustion air. The transition
pieces (Hastelloy X) direct the hot gas to the first-stage nozzle.
The combustion chamber system for the MS5001 gas turbine is available in both
standard and DLN (Dry Low NOx) versions.
The DLN (Dry Low NOx) system is based on ‘premix’ combustion chambers which burn a
‘lean premixed mixture’ of fuel and air in order to achieve a lower firing temperature and
therefore lower NOx emissions. Indeed the role of premixing is to obtain a homogenous
mixture with an equivalent ratio of 0.7 (1 is the stoichiometric ratio).
In the conventional mode of combustion with a diffusion flame, fuel is injected into a
turbulent mass of burning air and there are regions of wide ranges of equivalent ratios.
The high equivalent ratio regions will lead to high local combustion temperatures, which
generates high NOx levels.
The DLN System uses staged multi-nozzle combustors with special DLN valves to regulate
the distribution of fuel delivered to the different nozzles. During normal loading and
unloading the system will progress through different stages of operation from diffusion
up to the premix steady state (full load).
Water injection affects the gas turbine performance with an increase in output, and a
decrease in efficiency (increase in heat rate).
The water injection device feeds each fuel nozzle assembly. A connecting device on the
outer face of the combustion chamber cover connects each nozzle to the water
manifold.
Steam injection affects the gas turbine performance with an increase in output, and an
increase in efficiency (decrease in heat rate).
The steam injection device feeds each fuel nozzle assembly. A connecting device on the
outer face of the combustion chamber cover connects each nozzle to the steam
manifold.
Unlike injection for NOx reduction, in the case of steam injection for power augmentation,
the steam is injected into the compressor discharge casing.
Compressor fourth-stage extraction air is piped to cool the shell and then discharged at
the aft end of the shell to cool the aft surface of the second stage turbine wheel.
The first-stage nozzle assembly (uncoated FSX 414 ) consists of airfoil-shaped partitions
between an inner and outer sidewall. The nozzle assembly is divided into segments, which
are mounted in a retaining ring assembly that is fixed in the turbine shell by a clamping
ring.
The nozzle ring and partitions are cooled to reduce metal temperature using compressor
discharge air that is bled from the combustion chamber transition space.
The second-stage nozzle (uncoated FSX 414) with diaphragm assembly is located
between the first- and second-stage turbine wheels. It is supported by a clamping
arrangement in the turbine shell. The assembly has airfoil-shaped partitions between the
inner and outer sidewalls which direct the gas flow into the second-stage turbine buckets.
The buckets are designed with long shanks to isolate the turbine wheel rim from the hot
gas path. Precision cast buckets are used for each turbine stage with the second stage
incorporating an integral tip shroud. First-stage buckets are GTD111 with GT29+ coating,
while second-stage buckets are U500. Compressor discharge and extraction air are used
to cool the turbine wheels.
The main turbine bearings are pressure-lubricated by the lube oil supplied from the lube
oil header. The drain oil returns through passages in the bearing housing, and then into
the drain line to the oil tank.
The oil seals control the oil flow along the shaft. The seals consist of labyrinth packing of
teeth assembled at the extremities of the bearing assemblies.
Support Frame
The forward end of the gas turbine is supported by a flexible plate that is welded to the
base and bolted and doweled to the air inlet casing.
A rigid leg type support, close-fitted on a support trunnion, is provided on each side of the
turbine shell. The supports permit lateral and axial movement caused by thermal
expansion.
The bearing casing is connected to the external casing with struts. The loads are then
transferred to the baseplate by the anterior mount.
The turbine casing, which is horizontally split, contains the two-stage turbine and the
transition piece.
The exhaust casing contains an inner casing which is externally cooled by air from the
compressor 4th stage. It also supports the rear bearing casing with struts.
The mineral oil tank, which contains the lube oil for the gas turbine and driven units, is
fabricated as an integral part of the base at its forward end. The mineral oil tank is made
of carbon steel with a special internal coating.

Control System
The Mark VIe turbine control platform is the current state-of-the-art control for GE
turbines. It is designed with the flexibility to fit the entire scope of control, from the
stand alone core engine controller to the complete integrated control, protection, and
monitoring system for generator and mechanical drive applications of gas turbines.
It is also an ideal platform for integrating the balance of plant controls.

Gas feasibility
- The submitted fuel gas is suitable for Gas Turbine start-up / shut-down and normal
operation.
Gas supply conditions
- Minimum gas supply temperature should be at least 28°C above Dew Point.
Supply temperature range at TP100 for the submitted gas shall be between 0°C <-->
+50°C.
As the heavy hydrocarbons affect the dew point, in case of different heavy hydrocarbons
distribution respect to the submitted one the above fuel gas temperature range could be
modified.

RM&D Activity
Commissioning & Startup support
RMD connectivity deployment enables a comprehensive remote support during the commissioning & startup
phases.
As needed, onsite TAs can effectively leverage HQ expertise and HQ experts are allowed to reach real time and
historical data for trending and further detailed analysis. The main advantages are here below reported:
By means of RMD data transfer:
• Creation of an historical data repository.
• Reliable, automated and continuous diagnostic data collection and transfer.
• Machine monitoring from starting phases.
• Data driven troubleshooting and root cause analysis.
• Triplog information.
By accessing the HMI:
• Commissioning support and real time engineering troubleshooting for both driver and driven
equipment and relevant systems (e.g. DGS, Lube Oil).
• Trace trends with high resolution (40 ms for MkV and MkVI).
• If in the same LAN of the HMI, it is possible to access Bently Nevada racks (3500) thru the Rack
configurator and examine configuration and diagnostic alarms sent to the HMI.
• Apply a software TIL.
• Double check potential issues arisen from RMD remarks.
Operations support
Machine experts working 24 hours a day at the RM&D Center are dedicated to determine conditions of site
equipment, to help in operating the asset below the alarm levels, to identify anomalous trends and to
determine incipient failures by analyzing data acquired by the RM&D System. GE proprietary performance
evaluation programs are then used to evaluate current performance level and degradation effects during
equipment operating life.
The aim of remote monitoring service is to detect potential problems before an equipment shutdown occurs or
before certain operating phases can lead to components or system failure. If necessary, maintenance or repair
action are suggested to customer and GE site technicians quickly, thus minimizing the extent of repair and
avoiding potential collateral damages.
In general the RM&D System gathers hundreds of gas turbines and driven equipment parameters from site
devices that become available for historical and statistical analyses and trending. The long-term analysis
executed on data is mainly aimed to define degradation effects on main machine systems; the main machine
parameters are selected and plotted against time as raw or normalized value. Also design behavior is used to
determine anomalous conditions. Focus of this analysis is on data steps, threshold crossing or increase of the
values also when the measure is below alarm or trip level. The short-term analysis is mainly performed on
one-second data resolution and is used to find correlation between signals and anomalies starting point.
Equipment data used on trend analysis mainly include:
• Equipment and system trips, alarms and other significant events.
• Lube oil system pressure and temperatures.
• Compressor seal systems (i.e. pressures and leakage flows).
• Thermodynamic parameters such as pressures, temperatures and flows.
• Counters status (fired hours, starts, trips, etc.).
• Control parameters (i.e. compressor anti-surge parameters).
• Shaft radial vibrations and axial position, and casing vibration.
Performance assessment programs have been developed to provide estimation and trending of equipment
main components efficiencies and output. These tools are based on GE proprietary algorithms and provide
information about the main machine sections; the availability and details of results depend on the machine
available instrumentation.
The calculated machine performances are compared with expected values specific for each machine; the
comparison between values takes into account the analysis of historical data belonging to the specific unit
and the set of data collected from the whole installed fleet as well.
The preliminary elaboration carried out with the data validation, operating running status definition and actual
performance evaluation produces data used to fully describe the actual engine thermodynamic behavior.
As general approach, after a first period of data storage and analyses, diagnostic engineers produce and
configure (on the RMD central system) a set of diagnostic thresholds that will be used as trigger for anomalies.
A prognostic engine scanning continuously raw and normalized data will then promptly alert diagnostic
engineers about incipient failures and type of threshold that have been violated. The main recipients of any
following notification are GE project manager and site technicians.

UCS DESIGN:
GENERAL REMARKS:
The Mark VIe/S and other UCS components are designed for using a grounded neutral supply like in the TN or TT
systems (see the picture below as example).
In case of presence of IT system, where the transformer neutral is not earthed, if phase to phase voltage is greater
than 240 Vac, a single-phase shielded isolation transformer shall be installed inside the UCS. The isolation
transformer output winding shall be bonded to the UCS PE earth bar at the time of installation.

Vendor List
Unless otherwise provided for in the Purchase Order, GE Oil & Gas reserves the right to select specific sub-
vendors for the purpose of better meeting the specific needs of the Project. All selected sub-vendors will be
duly qualified by the GE Oil & Gas Sourcing Department to ensure the highest degree of reliability and
performance.
GE Oil & Gas has and maintains a high quality global supplier base. These suppliers are subjected to rigorous
approval, qualification and surveillance processes to maintain this high level of quality.
GE Oil & Gas will make additions and deletions from time to time to the current selected suppliers in an effort
to improve quality and delivery.
More detailed information on specific suppliers can be obtained from the GE Oil & Gas representative upon
request.
Manuals
The Technical Package for Installation (TPI) is a collection of all the technical documentation required at the
site to support Installation, Commissioning & Startup of the GE OIL & GAS equipment. It is customized job by
job even though there is a standard structure.
The TPI includes the following primary components:
• Applicable Drawings.
• Applicable Procedures.
• Assembly Sequences.
• Required Tools.
• Site QCP.
• Installation & Commissioning Check Lists.
• Preservation Check Lists.
• Job Safety Cards.
The Site Quality Control Plan (ITP) defines the quality standards to be observed during site activities. It lists all
the quality verifications, the reference applicable documents (design data), the verification procedures, the
acceptance criteria, the Customer/Third Party/GE Oil & Gas Supervisor attendance rules and the certifications
to be issued at the completion of tests.
It also defines the minimum required checks to be attended, as Hold Points, by GE Oil & Gas inspectors. These
include at least:
• Positioning on foundation, alignment and installation of couplings of machines.
• Process main piping connection to machines.
• Cleaning/blowing/flushing of piping systems.
• Check of conformity with installation drawings for each system/component.
• Equipment integrity & preservation check.
• Commissioning & startup.
Installation, Commissioning and Start-up Check Lists enable the traceability of the execution of site
activities. They include, for each system and/or component, a brief description of activities, the applicable
design documents, the reference standard procedures (where applicable), and the certification to be issued, if
required. By signing it, all involved parties acknowledge the correct execution of each main step in the site
activities.
The Preservation Check List is a new document developed to have all the procedures applicable (pre-shipping
and site) to each item consolidated in a single document which also clearly identifies responsibilities (signature
from Client/GE supervisor when applicable).
Job Safety Cards are gathered from the existing dedicated EHS team and are included as an appendix.
Site Container
Definition
The Installation Site Container (the “Container”) is a “mobile” warehouse complete with a full set of incidental
consumable materials and tools. It is critical that a completely stocked Container be at hand and available for
use during the installation phase. The Container will be located on site to facilitate installation by stocking c-
class items on-site for immediate use, if necessary.
The Container will help to eliminate typical lead-time issues during installation, which may result from missing
or defective items.
The parts included in the Container are installation consumables and therefore GE Oil & Gas will not
reintegrate any part or item used during installation.
The Container will remain at the disposal of GE Oil & Gas once the installation has been completed.
In case the GE Oil & Gas scope of supply includes installation activities or supervision, GE Oil & Gas shall have
exclusive rights over both the Container and the entirety of its contents for the period up to the expiration of
the Warranty Period.
Item List
The following list is an example of materials usually found in the Container:
• Compression fittings.
• Bolts, nuts, washers and helicoils.
• Spiro-metallic gaskets.
• Tubing.
• Adhesive neoprene gaskets, VITON o-rings and rolls.
• Klinger and graphite sheets.
• Threaded rods.
• Screen meshes.
• Blind flanges and orifices.
• Isolation valves.
• Cable glands and lugs.
• Fuses and thermo-proximiters.
• Thermocouples.
• Sets of tools (riveting machine, grinder, drill, tubing cutter and bending machine, etc).
Container Arrangement
The Container is a Standard 20’ ISO Marine Container, certified R.I.N.A. with a lockable door.
• External dimensions (mm): 6058x2435x2591.
• Internal dimensions (mm): 5995x2345x2380.
It is equipped internally with shelves and workbench with drawers. The shelves are identified by letters and
numbers.

C&E Introduction
The machines proposed are designed considering the customer specifications over the applicable International standards. In spite of all our efforts to comply with the
General note on specification, there are exceptions to the specification as listed below. Please note that GE O&G complies ONLY to specifications listed below as attached to the Request for
applicable specifications Quotation (RFQ), as amended by exceptions / clarifications listed here and attached with the GE O&G proposal. GE O&G shall not be responsible for the compliance with any
other embedded specifications, even if they are called within the specifications of RFQ.
To avoid repetitive comments on the same item, if a requirement appears in more than one specification, it will be commented (when necessary) only once in one of the

The PMI procedure shall be as per GE O&G internal standard ITN 07070.01. This document
covers the requirements, practices and reporting of the inspection results. The PMI is

All valves installed on GE O&G machines are part of pre-engineered systems, strictly
related and optimized for the function of the supplied machine.
This items have a dedicated design that have been developed on the basis of well proven
field experience, in order to obtain: high reliability, optimized dimensions, reduced weight

Different and/or additional customer requirements are not applied since they may imply
redesign of the system itself and the concept and could eventually drive loss of reliability
and operability.
Piping within GE O&G supply will be designed as per ASME B31.3 and pipe fittings will be
selected according to applicable ASME and API standards.
Piping layout and design will be according to GE O&G design practice..
Material selection and design will be as per GE O&G standard practice guided by
appropriate API, ASTM and ASME standards.
Pipe supports will be provided according to ASME B31.3 and AISC standard.
As most often the customer specifcation deals with the whole plant level piping, please

by GE scope of supply.
The bolts will be hot dip galvanised and selected as per ASME B 1.1 and ASTM standrads.
Typically the MOC: A193 B7, A194 2H shall be used for the bolts. Gaskets will be choosen
according to ISO 3601-3, ASME B16.20. The flanges for process piping will be according to
ASME B16.5 standards. No special coatings (polymer, corrosion resistant paints etc) shall
be provided.

Valves will be manufactured as per ASME 16.34,ASME 16.1,ASME 16.5, API 600 & API 602

Customer requirements will be evaluated during detailed engineering phase with possible

The centrifugal fans are applicable in Mist eliminator, Enclosure Ventillation, Dust
extraction, etc applications. The fans shall be supplied as per the manufacturer

standards based on GE O&G supplier specifications. Fans covered under GE O&G scope of
supply shall be designed as per AMCA and IS standards.
The Isolation philosophy is typically related to the overall plant. However, GE O&G
equipments are designed based on internal and Internaltional standards applicable to the
product. Hence, this specification will be considered only for information during the
11 Isolation Philosophy design of battery limits. The equipment supplied shall be in the form of self-standing C
package skid. The process piping needs to be connected to the skid tie-in points to start
operation. For details on Isolation purchaser to refer the P&ID attached to the Technical
Proposal.
The cleaning, pickling and pressure testing shall be carried out at the manufacturing shop
premises. The procedures can be witnessed by purchaser during the QCP test at the GE
O&G manufacturing site premises. Flushing of lines in the pre commissioning stage will be
carried out in installation site, please refer the Installation manual for further details. The
shop flushing generally follows the below steps.
1.Precleaning to remove dust chips and other contaminations which is done by hot water
jet under high pressure/Compressed air blowing/Mechanical or manual brushing,
grinding, milling and scraping
2.Degreasing is a process that removes oils, grease, and solid dirt particles from metal
12 Flushing and Cleaning of pipework surfaces. Degreasing prepares a material for finishing applications such as primers, C
paints, or bonds.
3.Water rinse is carried out with demineralised water to remove the product to be rinsed
completely. Water jets can also be used other than immersion process.
4Chemical pickling- It is a process in which the metallic surfaces are immersed in pickling
baths containing strong mineral acids, in order to remove impurities, stains, rust or scale.

6.Passivation- It is a chemical process to avoid any possible oxidation of the metal
particles with oxygen.
7.Drying- to remove the moisture from the items.
Welding preparation for piping will be as per ASME B31.3 and weld specifications will be
as per ASME IX for pressure vessels and AWS D1.1 for structures including baseplates
(with exceptions)
Welding and NDE procedures are internal documents which may be reviewed during the
QCP witness test at GE O&G manufacturing premises.

according to equivalent European Standard (e.g. EN 288-3) are
also accepted.
The structural items (e.g. aux piping supports, walkways supports etc.) will be
designed/fabricated according to applicable GE O&G standard methods.
Structural parts within the GE O&G Scope of Supply will be welded according to AWS D1.1

with no additional amendments. AISC will be followed for structural design and
fabrication along with appropriate ASTM for materials. The detailed engineering stage
shall consider the required safety considerations for the structural system.
GE O&G shall follow UBC 97 and UBC 2000 standards for design of structural supports for

equipment. The GE O&G packages are suitable for UBC 4 Zone classification.
Anchor bolts used for GE O&G packages are dimensioned according to S355J2G3, EN
10025 for material (C40). All components will be hot dip galvanized to prevent corrosion.

be provided to these bolts.

It depends upon the type of pump, seal type and API code (614/610/676) selected. Pumps
within the scope of supply are integral/optimized part of auxiliary systems and are not API

18 Lubrication, Shaft Sealing And Control Oil Systems Scope of supply section of the proposal gives the details of the Lube oil system. The P&ID C
explains the various components of the system. Any differences can be discussed during
the clarification meeting.
Compliance to ASME VIII Div. 1 will be guaranteed. Pressure Vessels installed on GE O&G
machines are part of pre-engineered systems, strictly related and optimized for the
function of the supplied machine. Dedicated design that has been developed on well

CHAPTER J
Quality
PURPOSE
This document (Quality Control Plan) summarizes the Tests and Inspections done within the manufacturing stages of the GE O&G Nuovo Pignone Products(s) in subject
with an associated certificate according to EN 10204. Site Tests/Activities (if any) are not in the scope of this QCP.
Define the quality documentation to be given to GE O&G Nuovo Pignone Customer (or his Contractor Company/EPC) as Manufacturer Data Report (MDR). MDR
Format (covers, index and contents), will be issued in according to GENP procedure MFG-WI-033.
List of test associated documentation (Reference Doc., Procedure and Acceptance).
Define the Customer Inspector(s) level of participation associated to each testing (Review, Observed, Witness). See also following “Inspection Activities” section.
Pages on this Quality Control Plan are identified through description/nomenclature of the component(s). This description/nomenclature conforms as much as possible to
API Standards definitions.
This Quality Control Plan will be sent for Customer approval via Vendor Document Register (VDR).
It is understood that all Quality, Design, Manufacturing, Installation and Service activities will withstand on an ISO 9001 Quality Management System.
In case of conflict, following order of precedence shall be considered (first listed will lead):
Since this Quality Control Plan lists both GE O&G Nuovo Pignone standard tests and inspections as well as project specific ones, it is GE O&G Nuovo Pignone responsibility
to issue the Quality Control Plan taking account of this. This issue will be officially discussed and shared with Customer at Pre Inspection Meeting and/or via VDR (Vendor
Document register). A preliminary copy of this document can be supplied to Customer before PIM (when PIM is scheduled).
Note that in case a dedicated Quality Control Plan for a sub item is issued (typically for Electric Main drivers, Main Gear Box, etc.), at Pre Inspection Meeting it will be also
agreed how to integrate this Quality Control Plan and the Sub Item Quality Control Plan(s).
According to contractual documentation (including M.o.M.), each test will specify the level of participation of following parties:

Review “R”:
Observed “O”:
Purchaser is notified of the timing of the inspection or test and the inspection or test is performed as scheduled, regardless of whether the Purchaser or his
representative is present
Witnessed “W”:
Purchaser is notified of the timing of the inspection or test and a hold is placed on the inspection or test until the Purchaser or his representative is in attendance. In case
of non-attendance of Purchaser or his representative, a formal notification shall be notified (in written) to GE O&G Nuovo Pignone by Purchaser or his representative.
Approval “A”
QCP test may be integrated with the “A” tag. This is the Purchaser approval request of the quality documentation in subject that has to be done before the relevant
manufacturing stages begin.
REMOTE WITNESSING
For some running tests and rotor balancing tests, when available and upon agreement, on-line (using internet connection) Customer remote witnessing of testing can be
considered substitutive of Inspector(s) physical presence.
CERTIFICATION
In the Manufacturer Data Report (MDR) will be contained all certificates listed in the column “Cert. Type” of this document. Each test will be associated with a certification
according to EN 10204 ed.2004 (ITN07771 is the equivalent Nuovo Pignone document used for the extents of this Quality Control Plan). According to ITN07771, type of
certificates can be:
REFERENCE DOCUMENTATION
If not otherwise agreed, all NP/GE referenced documentation called out in this Quality Control Plan, when not part of VDR, cannot be disclosed in any form because of
Intellectual Propriety (ref. To NP/GE “Technical Documents Security” OTR-EN-11-F-PLANT-02). This referenced documentation include: procedures, documents for
acceptance criteria and all others documents in this Quality Control Plan.
In order to allow Customers to be aware of the contents of this referenced documentation, consider the following scenarios:
All certificate originate from this Quality Control Plan, has to contain the actual / positive reference to the relevant documentation (including its revision) that has been
used for the test itself.
When/if capital spare parts are supplied within the Scope of Supply, it is understood that these spares will have the same level of inspections than the main parts (unless
not applicable).
Where string test(s) is applicable, consider that, due to its specific nature, the availability of Customer Inspector(s) shall cover all necessary time to complete the test
(typically 7 consecutive days for 24 hours/day).
In this case, after receiving the string test advance notification request, before Customer Inspector(s) booking arrangement will be done (travel ticketing and hotel
reservation), Customer shall ask Nuovo Pignone for an additional confirmation.
When a test, which is listed in this Quality Control Plan, will origin a non-conformance, if no more stringent clauses are agreed into the Contract (including M.o.M.(s)),
following policies will apply:
MFG-WI-015 “Management of nonconformities in manufacturing phase” (this includes “Std. Repair Cycles”)
ITM01200 “Customer notification about the occurred non-conformance (for Gas Turbines)”

GE O&G Nuovo Pignone Engineering has consolidated standard repair procedures to be used by manufacturing to perform repair(s) without prior engineering approval.

The certificates originated by this Quality Control Plan shall be in English language.
The certificates originated by this Quality Control Plan shall use the S.I. (International System of Units according to ISO/IEC 80000)
