SECTION 1: TECHNICAL DESCRIPTION


AND TECHNICAL CONDITIONS
1.0. General data

Laws, technical regulations, norms, standards and recommendations, respected in this


design are as follows:

1. Code on technical standards for electro energetic plants, nominal voltage over 1000 V,
“Pravilnik o tehničkim normativima za elektroenergetska postrojenja nazivnog napona iznad
1000 V” (Sl. list SFRJ br. 4/74).

This design is on MV 20kV cable that connections three transformer station in the
area of Sloboda Bridge and Axcess roads to it: Alibegovac, Miseluk and Most. All
three transformer stations serve for power supplying for public lighting for mentioned
area and for tunnel ventialtion and other consumers connected to them. Route of the
cable is defined in original designs and it will be followed. From TS Alibegovac it is
laid paralell to cables for public lighting. Inside tunnel, cable is laid in concrete cable
channel. From tunnel exit on, route is paralell to cables for tunnel lighting and public
lighting. Through the Bridge cable is laid on existing or renewed cable girders. From
the Bridge on, cable is laid in ground ditch till TS Most. Type of 20kV cable is XHE-
49A, 3x(1x150)mm 2

1.1. Description of cable


From existing TS "Alibegovac” 20 kV cable will be renewed using cable type XHE-49A
3x(1x150)mm2 to reconstructed TS ”Miseluk”, and from this TS to TS ”Most”. On most of
cable section, cable is laid in the ground parallel to cables for public lighting for access
roads to Sloboda Bridge on Right river Danube side. To minimize possibility for connection,
between those two cables a row ob bricks is laid in the ground. Through Tunnel, cable is
laid in concrete cable channel. Cable route through the Bridge is covered by the Bridge
design – cable girders are to be used. Lying of this cable should request tight coordination
with Bridge Reconstruction Project.

1.2. Cable laying under public areas

Cable laying is designed to be on existing route in excavated ditch of 0.8m depth. After
laying, cable is to be covered with fine soil or sand in 20 cm layers with mechanical or
manual tapping. After this, ditch will be covered with upper layer of surrounding soil to:
a) existing ground level if it is grass area and
b) to the bottom level of other constructions (structures) if cable is crossing it or if it is under
it.

If refilling is to be done by excavated soil, it could be done in two ways as follows:

1 With excavated soil in 20 cm layers with tamping. Tamping is to be done with hand
. tampers and upper layers by mechanical tamper.
Tamping is to be done until:
a) 100% from natural density of excavated ground
b) modulus of compressibility of final layer must be min 2.5 kN/cm 2 .
2 After refilling with natural soil in one layer of 20 cm (this is necessary because of
. heating and cooling of the cable), ditch could be covered with sand till level beneath
other structure. This job should be done professionally and with care.

If refilling is to be done with sand, rest of soil is to be transported to the place defined by the
employer, but the distance should be shorter than 2 km.

1.3. Crossing with roads


If during execution, road structure is demolished, road rebuilding is to be done by
authorized contractor specialized for this kind of works. For roads crossing, appropriate
pipes for cables are to be laid first. After cable inserting, ends of pipe are to be properly
sealed. Ends of cable pipes must be marked on standard way, by cable marks on concrete
foundations.

1.4. 20 kV cable ends in TS


Cable ends are designed to be formed in transformer stations. In HV cells in TS "Miseluk”,
“Alibegovac” and “Most” cable ends are to be formed for inner mounting. Ends will be
formed as mono pole and material is similar to that produced by “Raychem”. Forming of
cable ends must be done strictly according to manufacturer instruction.

1.5. Cable earthing


Earthing of 20 kV cable type: XHE-49A, 3x(1x150)mm 2 is to be executed in a way that layer
for electric protection around cable Cu-tape or Cu-wire is to be connected to protection
earthing on all three transformer stations connected with this cable. It is important to ensure
galvanic unity of electric protection for every phase wire in the cable.
Electric protection is to be checked for every wire during cable checking.

1.6. Checking cable on thermo tension

Most dangerous thermo tension could occur in case of short connection on cable beginning.
As equipment in TS 110/20kV, are designed for max. Power of short connection of 500
MVA on 20 kV side, cables will be checked for thermo tension for the same power. Relevant
current of short connection is 14.45 kA.
According to data on selected cable, this cable could stand this current for more than 0.2
sec, on which time protection is designed.

1.7. Execution of works


During execution of work, it is important to follow existing cable route and all remarks in this
design and on drawings. Dept for cable laying is 0,8m for regulated terrain. Cross section of
cable ditch must be clean and with no hard stones on bottom. Avoid tension of cable during
laying.
It is forbidden to execute cable laying on outside temperatures lower than -10 oC. Minimal
radius for bending must be bigger than 9x(D+d), where: D-cable diameter and d – diameter
of conductor.
In this case manual laying is adopted. Yielding cable on ground must be by using rollers. On
all places where cable is changing direction, hand holding of cable must be used. Laying of
the cable must be snake like in the ground ditch. Higher quantity of cable because of snake
shape is calculated in the bill of quantities. On inserting cable in pipes, this must be done by
pushing and not by pulling. Helping cable could be used only as a driver. Before complete
refilling, cable route is to be marked with signal tape 0,4 m beneath of ground level.
After refilling, ground must be in state as it was before excavation and route is to be marked
with internal marks of KB.OZ type. During execution, all elements must be free of any
current, no matter if it is high or low voltage. All materials to be used must be carefully
checked before use.

1.8. Laying out cable route


Special plates with engraved name of feeder, number and cross of conductors and voltage
must be placed on all cable ends.
In case of “opening” of the cable, plate is to be placed on middle phase conductor. Cable
marks for over ground marking are placed on concrete foundations, in accordance with kind
of terrain, and they mark route and all specific places on route.
Polyvinyl warning red tape with warning text “PAŽNJA” - ELEKTROKABEL (WARNING –
ELECTROCABLE) must be used for cable route underground marking. This tape is to be
laid 40 cm under actual terrain level. Starting and ending spot of this tape laying are places
where cable is entering or exiting ground.
In cable ditch 40 cm width one tape, and in wider ditch two or more on distance of min 25
cm and max 40 cm must be laid.

1.9. Material transport


Transport of electro materials needed for execution of this detailed design is to be executed
with motor vehicles and all costs must be included in item costs respectively.

During excavation, special care is to be taken concerning possible underground installations


of different kinds that may be present without previously knowing according to infrastructure
plan documentation.

SECTION 2: ANNEX ON LABOUR PROTECTION

2.1. Cable function

This cable serves for electric transport to the places of consumption and consists of all parts
needed for this function to be fulfilled. Those other parts are: conductors, earthing, cable
heads, connections and other cable equipment.

2.1. Dangers that could occur during exploitation period


and preventing measures

2.1.1. Preventing unauthorized persons approach

Cables in ground ditch are after laying and refilling, practically unreachable. On open
places, on buildings etc. cable is laid in protective pipes on secured height so there is no
possibility for direct contact.

2.1.2. Dangers on entering cable channels

Where cable is laid in cable channel, that channel must be covered with appropriate covers
preventing unauthorized person from entering (route in the tunnel).

Excavating in cable ditch area is only allowed when there is a need for intervention and that
must be only with skilled personnel and supervision.

2.1.3. Contact with parts under voltage

During exploitation period, need for intervention could occur. All intervention on cable could
be done under following conditions:
- no current in the cable,
- preventing contact of the cable with other parts under voltage,
- good work preparation and

- needed protecting equipment must be used.

Every of mentioned items is described in local “list of directions for secured work on electro
energetic objects in exploitation” (“Zbirka uputstava za bezbedan rad na elektroenergetskim
objektima u eksploataciji”) published by local electro distributor - Elektrovojvodina.

All cable ends must be formed in appropriate way and these ends must be in cable
cabinets, or LV and HV assembly blocks.

2.2. Dangers in case of average


2.2.1. Danger from high voltage impact

On occasion of underground short circuit in MV cables there is possibility for transfer of high
voltage out of short circuit spot. By this design, Cu cable coat is connected with TS earthing
on both cable ends. As those earthlings are designed according to relevant regulations, it
could be concluded that there is no danger from danger on high voltage impact.

2.2.2. Dangers from current arc

Electric arc could occur as a result of broken insulation of cable itself. Measures against this
are in choosing appropriate cable and other cable equipment. If electric arc occurs, no other
dangers could occur except power failure. If cable is in opened channels, fire could start. It
should be treated with CO2 fire extinguishers.

2.3. DECLARATION ON LABOUR PROTECTION

By this declaration we declare that this detailed design is in accordance with all relevant
laws, codes and regulations relevant for this kind of installations.
