1 General
Project Name: Feed-In Tariff Photovoltaic– 50 MWac Photovoltaic Power Plant Project

Project Owner: First Solar/ORASCOM

1.1 Objective
This document describes the requirements for Civil engineering, design and permitting support services
for the project named above. All designs shall be consistent with all laws and applicable standards
including, without limitation the building codes of the particular state and local government
requirements. When interfacing with public roads, or if the interface is likely to become a public road,
the access roads shall comply with guidelines for public access roads.

The civil works required includes the engineering and design for complete civil works, including but not
limited to, Construction Compound, Site Preparation, Drainage and Site Restoration required for the
effective installation, operation and maintenance of the PV Plant.

The deliverables required for this project are also listed; however, the prospective sheet list is mearly a
guide.

1.2 Related Documents (Attached)


This section lists and comments on attachments to this Scope of Work. Respondents are expected and
encouraged to reference local standards as applicable.

1.2.1 General and Technical description of Project.

1.2.2 Civil Document List (For Information Only).

1.2.3 Site Development Plan (BD Plan), latest edition.

1.2.4 Geotechnical Report (will be delivered later).

1.2.5 Preliminary Hydrologic Analysis (will be delivered later).

1.3 Definitions
Capitalized terms used but not defined herein have the meaning ascribed to such terms in the Agreement.
Agreement documentary conventions apply.

“Constructor” shall mean the OC Company selected to install the project.

“Contractor” shall mean First Solar/OC consortium.

“DC” or “dc” means direct current.

“Engineer” means Contracted Engineering Firm performing the scope of work specified herein.

“FS” means First Solar.

“OC” means Orascom.

“kV” means kilovolts.

“MW” means megawatts.

“POI” or “Point of Interconnection” means the point of interconnection which defines the location of
the physical electrical interconnection to the Transmission Provider.

“RFQ” means Request for Quotation (this document).

“Works” means all works required to construct and connect the complete PV Plant, and to operate
and maintain the PV Plant. This includes the PV array, and all associated works (civil, electrical,
structural, SCADA, etc.). Also referred to as the Project.

1.4 Quotation Terms


The Engineer shall prepare a proposal in response to this RFP at their own expense.

1.4.1 All costs shall be clearly denoted in a one-page summary bid sheet. No additional charges, tariffs, or
expenses are allowed.

1.4.2 Engineer shall provide a firm quotation for the scope of work specified herein. Quotation shall be
valid for at least 90 days following response due date.

1.4.3 The bidder shall price this scope of work on a lump sum basis per design level. Proposal shall be
priced to fullest extent practical on a fixed fee basis. Please clearly define the deliverables and
assumptions that are included in your proposal. Provide a lump sum quotation, identifying any tasks
or deliverables which are excluded or priced on time and material.

1.4.4 Clearly and completely identify any tasks or deliverables which are excluded from its scope of work.
All exclusions must be listed.

1.4.5 Any work not quantifiable with current info or of such variability that pricing becomes
impracticable, shall priced on time and material basis. This pricing shall be separated and identified
as such, with cost basis, e.g. number of labor hours and rate. Provide rate sheet for time and
material work, as may be required and determined necessary by contractor.

1.4.6 Clearly identify the professional licensing and qualifications of key personnel to be assigned to this
project.

1.4.7 Provide a current copy of professional liability, worker’s compensation, and general casualty
insurance certificates.

1.4.8 All engineering work prepared by the Engineer shall remain the property of contractor.

2 Engineer’s Scope of Services
Engineer shall provide the engineering, design, permitting support activities as described below. It shall
be the Contractor’s right to add or replace tasks as necessary.

2.1 Orientation
Engineer shall participate in an orientation phase. This is intended to synchronize the project with local
standards, install the engineer-of-record as needed, and let the Team develop a report. This list encompasses
activities that span the entire contract engagement, from orientation and design through construction and
project closeout. The following items will typically be required to accomplish this:

2.1.1 Participate in a Project Kick-Off Meeting and become familiar with the project design requirements.
And perform initial field walk downs to become familiar with the project design requirements and
equipment locations.

2.1.2 Review the Contractor provided site investigations (ex. Geotechnical Report, Hydrology Report,
etc.), basic engineering drawings, and specifications for adequacy in developing civil design and
supplement as required to deliver a complete construction package. Identify missing information, if
any, to complete the assigned scope of work. Review the Contractor provided basic engineering
drawings, calculations and specifications for technical adequacy and for compliance with the
applicable codes, standards, and regulations.

2.1.3 Rearrange/redraft the Contractor provided General Arrangement drawings under the Engineer’s title
block if required to comply with permit application submittal requirements.

2.1.4 Review vendor supplied documentation as directed by the Contractor.

2.1.5 Comply with Owner’s specifications, requirements etc. for the execution of the Plant design. Review
the “Request for Proposal” issued by the Owner.

2.1.6 Deliverables:
• Establish or Verify Field Construction Controls, Coordinate Plane, Local Field Controls
• Establish or Verify Property Boundary
• Prepare deliverable construction Documents (See Attachments)
• Review and Advise regarding local permitting and construction requirements

2.1.7 Generation and Maintenance of a Basis of Design document encompassing the specific plant design,
site requirements, local standards, Contractor specifications, and Owner specifications

2.2 Communications and Meetings
Engineer shall communicate with the Contractor and Project Team as needed in a timely manner. This
list encompasses the entire contract engagement, from orientation and design through construction and
project closeout. The following items will typically be required to accomplish this:

2.2.1 All communications, oral and written, shall be in English.

2.2.2 Participate in Periodic Conference Calls with the Contractor’s design team.

2.2.3 Engineer shall appoint a Project Manager to be the single point of contact for the project. Coordinate with
Project Engineering Manager as required.

2.2.4 Use contractor designated document management system to issue technical documentation.

2.2.5 Engineer shall allow a minimum of 5 business days for each review by the Contractor.

2.2.6 Project Meetings will be held as deemed appropriate by contractor.

2.2.7 Engineer shall develop, issue and maintain a Look-Ahead and Document List with the latest drawing
titles, revision numbers and document issue dates for its deliverables. The attached Document List is a
preliminary document that estimates the number of drawings required. Notwithstanding the number of
drawings, Engineer’s scope of work shall encompass development of documentation to cover its scope of
work.

2.2.8 Review the relevant Minutes of Minutes, RFIs etc. issued by Owner or Owner’s Engineer that impact the
quality and design requirements of the Plant

2.2.9 Represent constructor on technical matters, as required and requested, at meetings with Owner or
Owner’s Engineer.

2.2.10 Engineer shall be available to answer questions concerning technical aspects of the civil works when
requested by Contractor. The Engineer shall be available for consultation with Constructor and Owners
personnel both by telephone and in person at places designated by Constructor. When requested by
Contractor, the Engineer will attend pre-bid and pre-construction meetings, make site visits as necessary
to review specific construction issues, check Constructor proposed plan deviations/ field fixes and assist
Contractor with a recommended course of actions.

2.2.11 Engineer shall prepare monthly progress reports to monitor project costs and schedule.

2.2.12 Project Documentation and Communications shall be in English; however, the Engineer should anticipate
that some translation from the local language will be necessary from time to time.

2.3 Engineering Phase Deliverables

2.3.1 Engineer shall prepare a Site Civil Design Planet and detailed engineering including, but not limited to, the
following (See the Site Civil Engineering Specification for Typical Drawings):
• Cover Sheet;
• General Notes, Abbreviations & Legend;
• Overall Site Plan(s);
• Grading and Drainage Plan(s);
• Sediment and Erosion Control Plan(s);
• Fence Plan& Gate (s);
• Traffic Control Plan(s);
• Ring & Access Road Design Plans(s);
• Landscape Plan(s); and
• Site Detail Sheet(s).

2.3.2 Engineer shall prepare a suite of design sketches including, but not limited to, the following:
• Earthwork Bulk Cut and Fill Analysis;
• Truck Turning Sketch;
• Cultural and Environmental Constraints Sketch; and
• Site Slopes Sketch.

2.3.3 Perform civil calculations and Basis of Design work required for permitting or as directed by the
Contractor, which may include but not be limited to:
• A Basis of Design Document;
• Hydrologic and Hydraulic Design Calculations;
• A drainage design report to contain all design calculations and studies, including but not limited to:
Geotechnical soil investigation and parameters selected for design; Design storms; On and off-site
contributory drainage area maps; Points of analysis with pre and post development surface flows for
design storm(s); and Conclusions;
• Bulk Earthwork Specifications;
• Bill of Materials / Quantity take-offs; and
• Construction bid packages.

2.3.4 The following list includes, but is not limited to, the minimum required “Issued for Construction” (IFC)
drawings and documents that shall be produced for the final design:
• Move on Plans,
• Site Plan Drawings,
• Civil Engineering including roads and grading as required,
• Inverters , Transformers and PVCS switchgear mat foundation,
• O&M and SCC building (including control building – prayer room - …etc. ),
• Bill of Materials, and
• Engineer shall maintain the Document List with the latest drawing titles, revision numbers and
document issue dates as customary in the execution of turnkey projects.

2.3.5 Prepare and issue permit application packages, as required, to obtain construction permits for
the Project. After contract award, Engineer shall develop a permitting matrix that identifies each

type of permit required, submittal requirements for the permit, and identifies approval time frame from
application submittal.

2.3.6 Issue a final set of design documents for Owner’s Review and Acceptance. The documents shall include,
but not limited, to specifications including: General and Special Conditions specific to this project with
considerations to structural plans, sections, details, general arrangement, weight estimate, and logistics
of the project, and drawings including: Physical, civil, electrical one lines, wiring, elementary, schematic,
and conduit drawings Construction Specifications shall also include Quality Control procedures, all testing
requirements, measures, samples, etc.

2.3.7 Submit electronic (PDF and AutoCAD) files to Contractor as requested.

2.4 Construction Phase Services

2.4.1 Answer Request for information (RFI) received from equipment suppliers and Constructor.

2.4.2 Provide permit expediting services as required to obtain construction permits.

2.4.3 Attend factory acceptance tests as requested by contractor (Engineer will be compensated on
“time and material” basis for this activity using rate structure in his contract).

2.4.4 Provide site supervision services, as required, by the local authorities to comply with the local permit
requirements including field engineering support during installation and testing (preparation, review,
and approval of engineering design changes). The Engineer shall ensure any design changes proposed by
constructor will not have an adverse influence on the performance of the photovoltaic system.

2.4.5 Compile a Turnover Package consisting of the following documents: picture of equipment
nameplate, equipment specifications, Vendor O&M Manuals, Vendor Drawings, QA/QC
Construction Checklists, Factory and Functional Test Results.

2.4.6 Upon construction completion, the Engineer shall prepare ‘As-built” CAD drawings based on field
mark-ups. Record Drawings based on as-built drawings submitted by the Constructor showing all
areas and items constructed differently than shown on design documents. In addition, Engineer
shall provide a letter certifying compliance of Record/As-Built drawings with applicable codes and
standards.
