2.1. INTRODUCTION
After all Novi Sad bridges were destroyed in 1999, bridges are only partly
renewed. Still a very important bridge is pontoon bridge which is a temporary
bridge and causes great problems for Danube water transport. Reconstruction
of the Sloboda Bridge is on the way, financed by European Agency for
Reconstruction. For this, key City Bridge, to be in full operation, access roads
are to be renewed to insure safe traffic. This design is part of the Project for
tunnel “Miseluk” and Access Roads to the Sloboda Bridge Rehabilitation
tender preparation.
Operational polygon is to be laid out along route of existing roads planned for
rehabilitation. On laying topographic marks, they should be on places that will
not be destroyed or damaged during works execution.
Width of surveyed zone must be in accordance with the road width on cross
sections, and relevant density of surveying has to be executed. Distance
between measured profiles should not exceed 20.00 m. All relevant spots are
to be surveyed (manholes, drainage, lighting poles etc). Damaged parts of
tunnel tubes are to be surveyed as well.
Site plan must be in appropriate computer design format and should enable
forming of plans on scales 1:250 to 1:2500.

Key plan should have all data on terrain, especially connection to existing
objects and conflict spots in the area.
Key plan should be easy for use and to consist of all data relevant to the
design.
Site plan must consists of all relevant data on curves and connecting
elements, data on polls and sub polls polygon, topographical plan and
operational polygon.
Even buildings that are not covered by this design are to be shown on site
plan.
- Terrain line,
- Change of grade,
- Level of grade,
- Data on curve elements,
- Data on pavement warping,
- Buildings under roads with relevant chainages,
- Drainage buildings that are covered with the design.
Road cross sections should be drawn for all typical solutions, with all physical
data on road profile and necessary other data.
Usual cross sections will be done for all types of roads. Cross sections should
have at least following data:

3.1. GENERAL
Works on this section first started on Bridge and after that on Tunnel. All
works were finished in autumn 1981.

No real maintenance works were done on access roads after Sloboda Bridge
destruction, so works on roads rehabilitations are to be carried out.
Beside these damages, certain damages are done on purpose, because from
time to time, parts of this road system are used for motor races.

state.

Original design documentation for roads, tunnel and bridge are studied for
defining design solution on access roads rehabilitation.
A. From 1981 till 1999 maximal traffic was between 15000 to 20000
vehicles a day. Traffic consisted of mainly individual vehicles and
only about 150 busses. Heavy traffic was not allowed and only a
few trucks were allowed on this route.
Systematic cracks
Netlike cracks
Netlike cracks are mainly with similar intensity and minimal distance
could be even only 10 cm. These cracks are result of rheological
changes and the fact that relaxation of material did not have any
influence of traffic so there was no traffic pressure to prevent
occurrence of these cracks.

For testing the actual state of asphalt core, necessary laboratory testing was
carried out, as follows:
Basic conditions for uninterrupted and secured traffic on all access roads to
Sloboda Bridge are followed during designing work. All solutions are based on
min. 5 years of exploitation period with only ordinary maintenance.
Parts of access roads constructed originally are not in use because the whole
system, as designed was not finished. Those roads are not part of this design
solution.
Because not being in use for a long period and not maintained properly,
almost all horizontal and vertical signalisation is missing. Some parts are
renewed for motor races and that was not done according to designs and
proper permissions. Interventions done for motor races could not be taken in
account because they are not in accordance with traffic security measures.

Bitumen is tested for penetration, ductility and ring and ball. Rheological changes
were find, but bearing capacity of road structure is not damaged.
It is found that systematic cracks are deeper than bitumen course all the way to
cement stabilisation course and that netlike cracks are result of temperature changes
and rheological changes in binder.
To insure maximum works from the approved budget and setting exploitation period
on 5 years resulted in following works needed to achieve this:

If netlike cracks are nearer than 40 cm and in cases where some parts of wearing
course are missing, wearing course must be taken off by milling and changed with
new wearing asphalt course.
On all road surfaces except for the Axle 2 that will be rebuilt, surface dressing is
designed. This will insure stabile and good traffic conditions on all sections.
Thickness of surface dressing will be between 15 and 20 mm. Areas around gully will
be treated separately. This surface dressing will not change influence of critic
temperatures during summer period.
Where existing kerb stones are damaged, they will be changed by new of same
shape, outer look and characteristics. Details for curbs changing are given on
drawings.
Where gullies and manholes are filled with soil and other materials, they will be
cleaned together with drainage pipes that connect them.
On Axle 12 heavy destruction of gutter are fount. This section will be sanated by
building new kerb stones and gutter finished in asphaltic material, over existing
gutter.
Drainage channels beside roads will only be cleaned of dust and waste materials.
In road body, drainage pipes for unique drainage system are laid. This system is in
good condition and only cleaning will be done if necessary..
Works are grouped according to the kind of works and technology applied.

Disposition of main work items is given on appropriate drawings and site plan.
Contractor will obtain all necessary documentation and approval for traffic
management during works execution.
Design consists of all necessary data and instructions for works designed. This
design is only for road rehabilitation and only for roads it is aimed for.

During work execution and during usage period, certain measures on labour
and road user’s protection and protection of equipment, materials and fuel are
to be carried out. All measures must be in accordance with relevant
regulations on this matter.
During execution of works, different kind of dangers that could cause workers
injuring or destruction of materials and equipment, could occur. By carrying
out certain measures, it is possible to minimize these threats.
Site premises must be organized prior to works execution stats with all
sanitary and technical installations. Materials must be stored according to
relevant regulations and standards. All dangerous places must be clearly
marked and plates with appropriate warning messages, and permanent
guarding is to be organized for the most dangerous places.
Plant and equipment are to have organized areas for maintenance and
revision and for minor repairs. All machinery must be technically correct and

with appropriate signals (lights and sound signals) for warning during in work.
After work finishing, all machines will be checked and parked on appropriate
and for that prepared places.
Skill level of workers must be according to complicity and kind of jobs they are
to execute. All working places must be equipped with personal protection
equipment concerning all possible incidents even concerning air and ground
pollution and all working areas must be properly ventilated. Workers that are
executing works in open areas must be equipped with proper rain and cold
protection. All workers must ware protecting helmets and marking jackets.
Transport equipment must be registrated for public roads using. All transport
must be in accordance with legal regulations on transport execution.
All self propelled vehicles on the site must move according to traffic
management plan.
On all places with fire danger, appropriate fire protection equipment will be
installed. Tools and equipment for fire protection must be marked and
accessible. Appropriate fire warning system must be established.
First aid must be organized on the site during all work execution time.
Access roads to Sloboda Bridge must be used only for the purpose they are
designed for and in accordance to relevant laws on traffic. All horizontal and
vertical signalisation must be maintained and in perfect condition. Crash
barriers must be kept in perfect conditions.

Description
The Contractor shall employ professional personnel to perform all necessary
surveying and setting out in accordance with the references points, curve
elements and co-ordinates as shown on the drawings.
Prior to beginning of works, Contractor is obliged to execute necessary
marking of all road centre lines, crossroads and building. Marking is to be
done according to the Design The Contractor shall establish all detailed
setting out and provide, establish and maintain benchmarks and a schedule of
their corresponding levels at intervals agreed with the Engineer.. During
execution of works all relevant marks are to be kept as originally set out. Any
missing data on traverse points and bench marks are to be obtained from the
local surveying authority.
Description
Before the Contractor has been given possession of site by the Employer, he
shall, through the offices of his appointed Accident Prevention Officer, lease
with the appropriate traffic police and the maintenance section of the City
Secretariat of Traffic with respect to traffic management and intended lane
closures for the purposes of the Works, providing advance notice and a copy
of the proposed traffic management plan. If there is a need for regulation of
public transport, this is to be done by traffic management plan approved traffic
authority mentioned above.
Whilst in possession of site, the Contractor shall be responsible for operation
of the approved traffic management plan, including erection of temporary
traffic warning signs, lighting, traffic cones, traffic control equipment, flagmen,
protection barriers and other measures to ensure safety for the public and
road users. Traffic management shall be in accordance with international
standards.

Description
Existing roads that are designed to be completely renewed, are to be
demolished by appropriate mechanical tools, including road bed, average
depth of d=25-40 cm, of different structures. All waste materials after
demolition are to be transported to the destination approved by the Engineer.
If there is any need, this material will be reused for filling.
Description
Existing kerb stones that must be changed shall be carefully dismantled,
using manual tools and pneumatic hammers taking care to protect
neighbouring kerbs against damage. Concrete bedding shall be removed, sub
surface shall be cleaned, and debris shall be hauled to spoil. Dismantled
curbs shall be sorted, damaged ones shall be hauled to spoil as directed by
Engineer, and usable curbs shall be steel-brushed and placed with structure
vicinity, when should be placed on structure.
Description
Pavements that are to be eliminated will be demolished. Average pavement
structure depth is 20-30 cm. If pavement is made of concrete tiles, it will be
dismantled manually. All unusable materials are to be transported to approved
destination.

Where joints for widening or joining are designed, step side cutting is to be
executed (d=6-10 cm) by pneumatic hammer or by circular cutter. Cutting line
must be straight. Steps on surface are in accordance with the depth of asphalt
coats, with horizontal step of cc 10 cm for asphalt layers. All unusable
materials are to be transported to approve destination.
5.1.7. MILLING
Description
On sections where level is higher or on other places, milling of asphalt core is
to be done in depth of cc 4 cm. On these places, milling is to be done in a way
that will insure appropriate joint between old and new asphalt layer. Milled
material will be transported to approve place.
Description
All waste material and debris found in the work area, independently of this
Design, must be cleaned and transported from the area of rehabilitation.
Description
If there are any changes on designed items, Contractor is obliged to make As
Built Design. If no changes are made, Contractor will certify that original
design is as built.
Description
Damaged and deformed steel safety fence is to be dismantled and
transported to defined place in Novi Sad.

Description
Dismantling of traffic signs and posts will be done according to this design and
design on traffic signalisation. Posts are to be dismantled together with
foundations. Transport to approved places.
Description
Gully that is designed to be demolished during work execution must be
demolished according to this description. Gully grating, together with grating
frame are to be dismantled and cleaned. During gully demolition, connecting
pipes to manholes will be also dismantled. Average length of gully pipe
connections is 15.0 m. Before pipe dismantling, excavation works are to be
carried out. All waste material will be collected, loaded and transported to the
place approved by Engineer.
Description
Manhole that is designed to be demolished during work execution must be
demolished according to this description. Manhole cover, together with the
frame is to be dismantled and cleaned. Prior to manhole demolition,
excavation around manhole is to be carried out. All waste material will be
collected, loaded and transported to the place approved by Engineer.

Description
This work consists of drainage pipes demolition, no matter diameter or
material pipe is produced of. On connections with manholes that will be kept
as they are, pipe demolition is to be executed carefully so as not to demolish
the manhole. All waste material will be collected, loaded and transported to
the place approved by Engineer.
Description
Humus excavation is to be done 95% mechanically and 5% manually,
according to designed depth and width.
Dumping of humus is to be done in a way that will not allow mixing with other
kinds of soil materials, to insure possibility for reuse.
Description
This work shall comprise with all excavation in all soil determined with Design.
It could be executed only by trencher in side cuts, cuts, borrow pits and
opened areas. Bulk excavation will be done up to 80% mechanically and the
rest manually. Excavated soil is to be stored or transported to approved
location.

Description
This work consists of filling of soil material from cuts or from borrows pits,
spreading, moisturizing or drying, planning compacting and control. Filling is
to be executed according to designed cross sections, levels and inclinations
with allowed tolerance of 5 cm. Filling is to be done in 30 cm layers, with
inclination for water evacuation. Compacting with vibrate equipment and
rollers, to designed density. Control of density with testing round plate d=30
cm, with min. density Ms=25 MN/m2.
5.2.4. SUBGRADE
Description
With the subject road, subbase shall be considered surface that will be
exposed after pavement structure removal, on location where proposed with
Design, and with levels as designed, i.e. the subbase shall be the surface
over which gravel shall be placed up to the subgrade level, and pavement
structure construction afterwards, as proposed with Design. This item shall
include soil grading in conformity with designed levels and slopes, and soil
compaction as to achieve the required density.
Levels will be measured by 4 m long rod and allowed tolerance is +, - 2 cm.
Compacting to designed density of Ms min=25k MN/m2 will be checked with
test plate d=30 cm.
Description
This work covers humusing of flat and inclined areas and shoulders in 15 – 30
cm layers. Humusing is to be done with humus previously excavated and kept
separately. During refilling, dry humus is to be treated with water. After filling,
levelling and smooth compacting are necessary. If there is not enough humus

Description
Surplus soil materials after finishing works must be loaded and transported to
destinations not farer than those from bill of quantities. This item covers
loading, transport and levelling on approved place.
Description
Surplus of humus and other soil materials will be transported to City depot
and und handed over for future use
Description
This work covers delivery and building in of stone materials in base course.
Works could begin only after bed layer (subbase) is stabilized, levelled and
accepted by Engineer. Materials for base course must be: natural gravel
crashed stone, mixture of natural and crashed stone and multi fraction
materials. All mentioned materials must fulfil certain conditions on mechanical
characteristics, grain size characteristics, bearing and other conditions in
accordance with relevant standards.

Description
This work consists of material supplying, grained mixture for stabilization
prepare, lying out in layers according to design and curing. Work is to be done
according to relevant domestic standards: JUS.U.B1.010, JUS.U.B1.012,
JUS.U.B1.016, JUS.U.B1.024, JUS.B.B8.042, JUS.U.B1.030, JUS.U.B1.048,
JUS.U.B1.050, JUS.B.C1.010, JUS.B.C1.011, and JUS.U.E9.024. Stone
aggregate, hydraulic binder, water, quality control, preliminary tests and mix
formula and control during work execution must all be according to regulation
for this kind of works. Concerning thickness, evenness and level all must be
as designed. Compressive strength after 7 days must be min. 2.5-5.5 MN/m2,
and after 28 days 3.0-6.5 MN/m2.
Description
Upper bituminous course (BNS) pavement course made of stone mixture,
rock flour and bitumen as a binder. According to grain dimensions this course
is determined as BNS 22, BNS 32 and BNS 45.
According to the kind of used material it could be:
- BNS A, crashed screened stone according to JUS-U.B.B3.100 (stone
gravel), with rock flour if necessary;

- BNS B, crashed screened stone with min. three fractions and max. grain of
45 mm , with rock flour if necessary;
- BNS C, virgin crashed stone material corrected with screened stone or
virgin grained material with adding min. 30% stone mixture of over 4 mm and
up to 45 mm, with sand or rock flour if necessary;
- BNS D, virgin gravel material with max. diameter of 45 mm, with correction
of sand or rock flour.
Stone material, sand and rock flour must fulfil conditions from relevant JUS
standard. No organic materials are allowed. Granulometric composition of
mixture must be in accordance with granulometric curves from the Standard.
For binder bitumen BIT 60 and BIT 90 are to be used. Exact percentage of
bitumen is to be checked by tests, but it should be between 3,3-5,2%
depending of type of mixture.
Before beginning of works all necessary laboratory tests are to be done and
all materials must be of characteristics according to JUS.U.E9.020. Mixing of
this course shall be in an approved type batch mixing plant or pug mill. Mixed
materials shall be transported to the Site in tight vehicles, constructed so as to
prevent loss or undue segregation of materials after loading. Course shall be
spread and finished using approved type self-contained, power-propelled
pavers or motor graders. Rollers shall be self-propelled. Sampling and testing
shall confirm with the relevant requirements of JUS Standards.
All layers will be executed in designed thickness and designed crossfalls.
Control testing of asphalt mixture is to be executed on each 1500 T produced:
percentage of bitumen, granulometric composition, stability, relation between
stability and deformation, volume of pores and level of filling pores with
bitumen. Control testing of executed course is to be executed on each 2.000
m2 of course: quantity of pores, level of compaction and thickness of course.
Description
Wearing course is built of crashed rock mixture, rock flour and bitumen as a
binder. According to nominal dimensions of grain, there are: AB 4, AB 8, AB
11, AB 16 and AB 22 (asphaltic concrete).
According to granulometric composition, asphaltic concretes are defined as:
- Wearing course of wider granulometric composition of stones: AB4 - AB16
- Wearing course of narrowed granulometric composition of stones: AB11s -
AB22s
Stone material, sand and rock flour must fulfil conditions from relevant JUS
standard. For roads with heavy traffic load, rock material must be of eruptive

Description
Longitudinal and transverse cracks wider than 15 mm are to be repaired
before building asphalt courses. Engineer will mark all cracks that are to be
treated according to this procedure. Existing asphalt course is to be taken off
by appropriate technology in width of min. 0.50 m , to depth of wearing upper
course 4 - 5 cm (5 cm on main roads and 4 cm on other). Waste material is to
be loaded and transported. After detailed cleaning with compressed hot air, all
cracks will be treated by joint filler. Before asphalt course laying, this area is to
be sprayed with emulsion according to JUS U.M3.24 in quantity of min. 300
g/m². After this wearing course could be built by AB16s.

Description
Netlike and other cracks opened <15 mm must be prepared before laying new
asphalt courses.
Engineer will mark all cracks that are to be treated according to this
procedure.
Cleaning of cracks wider than 5 mm will be done by washing with water under
pressure and with compressed hot air (T>300°C) pressure min. 5 bar.
After cleaning, crack area must be sprayed with polymer modified bitumen
emulsion PMB 60. Emulsion is to be prepared according to JUS U.M3.024
(1997).
Description
Before new wearing course (surface dressing), pot holes will be repaired.
Engineer will mark all pot holes to be treated according to this procedure.
After marking, vertical rectangle cut cc. 30 cm from the hole edge is to be
done. Depth of cutting is determined by the depth of every hole and depth of
destruction. After detailed cleaning with compressed air, bitumen emulsion is
sprayed. Emulsion must be according to JUS U.M3 024 and to be equally
sprayed in quantity of min. 300 gr/m². Only after this, works on new asphalt
courses could be resumed.
All waste material is to be collected, loaded and transported according to
Engineer's instructions.
Description
Before works on surface dressing, existing road surface is to be prepared:
repair of damaged places, pot holes, transverse and longitudinal cracks,
netlike cracks and individual small cracks.
First surface spraying with binder emulsion quantity of min. 1.4 - 1.9 kg/m²
Laying of aggregate with fractions 4/8 mm in quantity of 10 - 12 kg/m²

Device for spraying binder emulsion with tank, heaters, control valves, pump
and processor for process controlling. This equipment is self-propelled.
Device for gritting with hopper, transport belt from hopper to grittier, and
possibility for controlled dosage part, computer controlled.
Self propelled cleaner with steel rotating brush.
Pneumatic-tired roller for courses rolling.
Description
Damaged terrazzo finished kerb stones will be changed with new of same
quality and outer dimensions. Work shall consists of demolition of damaged
kerb stones with concrete bed, casting of new concrete bed with concrete
Class MB20 and joint sealing mixture repair of damaged asphalt surface. All
works will be executed according to details from this design. Sealing of 1 cm
joints will be by cement mortar 1:3. Levelling and fixing of kerb stones will be
according to the design. Kerb stones must be concrete Class MB40 and with
appropriate attests. Usable will be only that with no visible damages.

Description
Damaged concrete, terrazzo finished kerb tiles 40/50/24 will be changed by
new of the same dimensions. Work shall consists of demolition of damaged
kerb tiles with concrete bed, casting of new concrete bed with concrete Class
MB20 and joint sealing mixture repair of damaged asphalt surface. All works
will be executed according to details from this design. Sealing of 1 cm joints
will be by cement mortar 1:3. Levelling and fixing of kerb tiles will be
according to the design. Kerb tiles must be concrete Class MB 40 and with
appropriate attests. Usable will be only that with no visible damages.
Description
All damaged concrete tiles 40/40/4 cm will be changed by new of the same
dimensions. Work shall consist of demolition of damaged tiles with concrete
bed, casting of new concrete bed with concrete Class MB20. Tiles will be
produced of concrete Class MB 30 with terrazzo finish of all visible sides.
Description
Tiles 40/40/4 cm are to be laid according to design specifications.
Construction will be on concrete Class MB 20 layer. Description of tiles as per
5.3.11.

Description
This work shall comprise construction of elevated curbs 18/24 and 12/18,
terrazzo finished. Curbs will be laid on concrete Class MB 20 bedding,
according to design details. Sealing of 1 cm joints will be by cement mortar
1:3. Levelling and fixing of kerb stones will be according to the design. Kerb
stones must be concrete Class MB40 and with appropriate attests. Usable will
be only that with no visible damages.
5.4. PAVEMENTS
Description
Pavements will be constructed according to details from this design and works
will consist of following:
Blinding layer15.0 cm
Bituminised rock aggregate course 7.0 cm
Wearing course 3.0 cm
Edge terrazzo tiles 40x40x4 on concrete bed Class MB 20
Prefabricated drainage channel on concrete bed, Class MB 20
5.5. DRAINAGE
Description
This item of work includes excavations for drainage ditches according to
detailed drawings from Design or Engineer's instructions in all soil categories.
This work also includes temporally disposal of excavated material near ditch,
placing and grading of that material or hauling of that material to disposal with
disposal arrangement. All Excavation areas must be plain and with designed

Description
All existing drainage manholes and gullies that are or will not be levelled after
road rehabilitation are to be levelled. This will be done by using iron frames of
appropriate height (10-20 cm), with demolition and rebuilding concrete frame
bed.
Description
On manholes where covers are missing or where iron frames are demolished,
new frames with covers. Manhole frames and covers must be of identical
dimensions as existing ones.
Description
On gullies where iron grid is missing or grid frame is damaged, new grid or
frame and grid will be mounted. Gully grids and frames must be of identical
dimensions as existing ones.

Measurement and payment
Measurement and payment will be per renewed gully, material and work
included.

Description
Renewal of road side gutters is to be executed according to details from
Design. Renewal of gutters will be done on places where levelling is not
according to design and where concrete gutters are destructed. Gutter
renewal consists of cleaning of surface, laying of new kerb stones 18/24 cm
and laying of asphalt concrete layer over cleaned and prepared surface of
gutter. Before asphalt works, existing cleaned concrete surface will be

During execution of tunnel reconstruction works, temporary drainage system
will be established. Place for drainage will be defined by the Engineer,
depending on the situation after tunnel bulk excavation. Work consists of
drainage ditch excavation, laying of pipes or laying of pipes on the ground
surface. During work execution, pumping of water is to be possible. For
temporary drainage system, light PVC pipes will be used; diameter up to 400
mm. Pipe usage is to be approved by the Engineer. Pipe connecting
according to designed details. Temporary drainage system will be tested
before use. If pipes are to be underground, material for refilling must be with
no stones or sharp materials.

Existing steel crash barriers (safety fences) are to be changed according to
Bridge Reconstruction Project. As this part is still not designed by the
Contractor for Reconstruction Project, All technical details concerning type
and anchoring system are to be taken over from the Reconstruction Design.

Description
Pedestrian fences on Sloboda Bridge and on viaduct will be cleaned and
painted 2 times by anticorrosive paint and 2 times by oil metal paint. Cleaning

Minor deformations are to be repaired.

On the right river side, pedestrian fences on approach ramps and on main
bridge construction, suffered some demolition that could not be repaired, but
these parts of fences are to be renewed. Fence sections to be renewed will be
defined by the Engineer and are to be renewed according to original
dimensions and shape. Mounted fence is to be cleaned and painted in the
same way as described for fence repainting. Dismantling of existing fence
must be executed carefully to prevent damages on other fence sections.
