Download the IBM Rational ClearCase installation media, refer to technote 4012293:

The download is in a compressed format, and after extracting the installation media, there
is a siteprep.exe and setup.exe.

Generally, you can use siteprep.exe to create a release area to install all clients to a
standard.

When installing a server, you can use siteprep.exe to create a release area, or use
setup.exe to install ClearCase directly on the host.

The following is a mock step through for installing ClearCase 7.0 on Windows.

1. Download and extract the ClearCase media, C901JML.zip:

2. Double-click setup.exe and the IBM Rational ClearCase LaunchPad will appear, click
Install IBM Rational ClearCase to proceed:
3. The IBM Rational Setup Wizard window will appear > click Next to proceed:

4. The Deployment Method window will appear > select Desktop installation from CD
image > click Next to proceed:
5. The Client/Server window will appear > select Install server and client software >
click Next to proceed:

6. The Rational ClearCase setup window will appear > click Next to proceed:
7. The setup window for computing space requirements will appear, click Next (when it
is enabled) to proceed:
