GOVERNOR/
LIEUTENANT GOVERNOR
VOTE FOR ONE PAIR
GOVERNOR’S DUTIES: The Governor is the chief
executive officer of the state of Maryland and
appoints the heads of statewide departments and
judges to the state courts. The Governor also makes
other appointments as provided by the Maryland
Constitution or by law and proposes the annual
operating and capital budgets to the legislature.
The Governor may veto legislation passed by the
legislature.
SALARY: $150,000.
TERM: Four years, limit of two consecutive terms.
HOW ELECTED: Elected statewide as a team with
the Lt. Governor.
The LIEUTENANT GOVERNOR assists the
Governor and is elected jointly on a ballot with the
gubernatorial candidate. The Lieutenant Governor
fills the office of Governor in case of death,
resignation, or disability and carries out specific
duties assigned by the Governor.
SALARY: $125,000.

Martin O’Malley /

QUALIFICATIONS: Martin O’Malley is a fearless,
intelligent public servant who always puts people
before politics. As Governor, Martin O’Malley has
a proven record of delivering results for our small
businesses and families. And with him in office, we

RUNNING MATE’S QUALIFICATIONS: Anthony
Brown has a distinguished career in public service.
After serving our country as an army Colonel, he
was elected to the state house and served as House
Majority Whip. Now, Anthony is the highest
ranking elected official in the nation ever to have
served a tour of duty in Iraq.
ENERGY: To move forward, we must conserve our
existing resources while investing in alternative energy.
That’s why I set a goal for energy savings of 15% by
2015, implemented a tax exemption for residential
solar installations and asked the federal government
to remove barriers to off-shore wind production.
EDUCATION: Education is the key to moving
us forward and that’s why my administration has
fully funded Thornton, investing $5.7 billion this
year alone and a record $1.3 billion for school
construction. We need to build on this progress with
smart investments and reforms to keep our schools
ranked #1 in the nation.
ECONOMY: Our focus is on creating, saving
and maintaining jobs. With strategic tax cuts for
small businesses, public-private partnerships and
investments in the new economy, we will emerge
from the national recession faster than most states.
But we must continue to move forward by investing
to create jobs.
BUDGET: Working together, we have restored fiscal
responsibility, cutting $5.6 billion in spending while
maintaining our shared priorities. Our schools are
ranked #1, our Bay is recovering and our violent
crime rate is at a 35 year low. We must continue
moving forward with a smart, fiscally responsible
budget.
CHESAPEAKE: Thanks to the creation of the
Chesapeake Bay Trust Fund, innovative partnerships
with stakeholders and high waste reduction goals,
our Bay’s health is the best it’s been since 2002 and
our crab population is at a 10 year high. But more
needs to be done to restore our cherished resource.
TRANSPORTATION: Our transportation agenda
has and will continue to focus on creating jobs
and improving the quality of our life and the

environment while keeping our families safe and
secure. With the purple line, ICC and improvements
at the Port of Baltimore, we will continue to build a
system for the future.
REPUBLICAN
Robert L. Ehrlich Jr. / Mary Kane

QUALIFICATIONS: I led Maryland out of a
recession and a budget deficit once and I will do it
again. I have 3 simple priorities: more jobs, lower
taxes, and less spending. As a state lawmaker, U.S.
Congressman, and Governor, I have always believed
in being honest with the citizens I serve.
RUNNING MATE’S QUALIFICATIONS: Mary Kane
is a working mother, a small business advocate, and
a former prosecutor. As the daughter of immigrants,
she has a unique understanding of the unlimited
possibilities available to families if government
serves the interests of the people.
ENERGY: I have three goals. First, ensure that
energy supplies are affordable and reliable. Second,
diversify energy supplies so that we are less dependent
on foreign oil. Third, enact policies that encourage
local energy companies to create jobs, including in
our wind, solar, and nuclear energy sectors.
EDUCATION: As Governor, I increased public
school funds by a record $1.4 billion. As a result,
high school AP scores were 2nd best in the U.S.
and the achievement gap continued to close
among African-American & Hispanic students,
and students living in poverty. I will continue fully
funding public schools.
ECONOMY: I will treat small businesses as a
source of new jobs, not a source of new taxes. I
will repeal my opponent’s 20% sales tax hike, which
hurts low and middle income families. I will improve
Maryland’s business climate, which currently ranks
45th in the nation, according to the Tax Foundation.
BUDGET: Maryland lost sight of its spending
priorities the past 4 years. I will reprioritize how
government spends money, redirecting scarce tax
dollars into programs that work and that help the
most vulnerable in our communities. Ineffective
programs that needlessly expand government will be
reconsidered.
CHESAPEAKE: I will protect the Bay Restoration
Fund, which Governor O’Malley raided by $155
million this year by ensuring the Fund is used
for its intended purpose: reducing pollution from
wastewater plants. I will protect wildlife and work
with watermen to ensure that our oyster and crab
populations recover.
TRANSPORTATION: In my 1st year, I will restore
25% of the transportation funds Governor O’Malley
took from local governments that could have been
used to repair roads. I will demand improved service
on our troubled MARC system and invest scarce
dollars to fix deteriorating road and transit projects
statewide.

LIBERTARIAN
Susan J. Gaztanaga / Doug McNeil

QUALIFICATIONS: I have learned to listen to
people and lead by motivation and example. I
understand and accept the human limitations of
government and leaders. I will work to ensure that
the State performs well its necessary functions of
protecting individuals from aggression and stops
overreaching beyond that.
RUNNING MATE’S QUALIFICATIONS: Mr. McNeil is
a pre-eminent expert in Maryland electoral law and,
beyond that, understands how the State government
and its laws work. His service in the Army gives him
credibility with patriotic conservatives, while he is
also well respected in the peace movement.
ENERGY: Any regulations imposed on energy
producers should be for safety, not price control.
When corporations and individuals see that they
can save or even earn more by conserving fossil
energy and developing alternative energy sources,
Maryland’s energy future will be brighter.
EDUCATION: If there is a crisis in public K-12
education, it’s not a crisis in funding. Per pupil
spending increases every few years, while quality
continues to decline. Non- governmental providers of
educational services get better results at less cost. The
answer to the “crisis” is there – we need only look.
ECONOMY: Stop using tax payers’ money for
corporate welfare. Eliminate the state sales tax and
ease the tax and regulatory burden on Maryland’s
businesses.
BUDGET: As a short range measure, consolidate
functions among the 92 large and small agencies of
the Maryland State Government. In the long term,
cut back on everything other than infrastructure,
emergency response, and public safety.
CHESAPEAKE: Return to common law - land
owners or tenants can sue individuals or
corporations for harm done to livelihood or quality
of life. Sell the land under the Bay to private owners,
with the stipulation that anyone can cross the Bay at
will, so long as they leave it as good as they found it.
TRANSPORTATION: Open transit operations to
private competitors. Second, fund transportation
through user fees, not general funds. Third, tolls or
user fees must be used by the service that collected
them, and not diverted to other transportation
systems. This will let the money go where the
demand is greatest.
GREEN
Maria Allwine / Ken Eidel

QUALIFICATIONS: I am a long-time community
organizer, peace and justice activist and outspoken
advocate for economic justice and utility re-
regulation. I ran for State Senate in 2006, receiving

11% of the vote and for Baltimore City Council
President in 2007, receiving 17% of the vote city-
wide.
RUNNING MATE’S QUALIFICATIONS: Ken Eidel
has over 20 years exp. as owner/mgr of computer
consulting businesses, community organizer for 30
years, tireless advocate for people with disabilities,
member of Frederick County Commission on
Disabilities, Fred. City Health Comm., formerly with
Frederick City Neighborhood Advisory Council.
ENERGY: State agencies must purchase renewable
energy for government sector creating large,
profitable market for already existing technologies;
Create state sustainable energy plan; State-owned
bank will jump-start move to renewable; Reregulate
BGE; Residential Green retrofit program. No CC3,
Cogeneration.
EDUCATION: As Governor, I will not cut public
education and through increased revenue as outlined
below, will keep that pledge; Support coalitions such
as the Fair and Green Schools Initiative to reduce
disparities in facilities funding & provide jobs; Public
education must be fully funded, tuition-free K-16.
ECONOMY: Create state-owned bank funded by
tax revenues & pension contributions, making direct
loans to our communities, small businesses, partner
w/private banks, contributes % of profits to state’s
general fund; Create Green New Deal - provide
union jobs immediately using local alternative
economic models.
BUDGET: Close corp. tax loopholes, increase
corp. tax rate, end flat income tax rate, institute real
progressive tax reform increasing marginal tax rate
on higher earners; Pass Medicare For All saving
millions immediately; Time to Tax Wall Street and
Invest in Our Streets.
CHESAPEAKE: Political will, sense of urgency is the
key. Our Bay is our economy! Fully fund/staff MDE;
Move from CAFOs of all types to sustainable, small
farms; Develop programs for sustainable farming
practices, nutrient management; Strict local planning
to limit sprawl; Use steady-state model to limit
growth.
TRANSPORTATION: Inter-urban rail, light rail,
high-speed rail. New tax revenue outlined above and
shift from funding roads (like the ICC boondoggle).
Rail is the future and Maryland should be leading,
not lagging. Walkable, transit-oriented development
is critical tool to ensure success of these transit
projects
CONSTITUTION

QUALIFICATIONS: I’m a Citizen, a Veteran, and I
am directly effected by the government. I am duty
bound to improve my world. ‘The heaviest penalty
for declining to rule is to be ruled by someone
inferior to yourself’ – Plato. I will no longer penalize
myself in this manner.
RUNNING MATE’S QUALIFICATIONS: My Lt. is
qualified because he is the person that I personally
trust to do the right thing as Governor should
something ever happen to me. He will lead according
to the Constitution equally as well as I would.
ENERGY: Maryland’s choices on energy are too
limited. I would encourage ALL forms of alternative
energy.
EDUCATION: The Board of Ed. has stripped the
parents (specifically the PTA) from their former
role as the authority over their own childrens
education. The state should lower all taxes and
give the authority back to the ones who will be the
best guardians over the standards of education, the
parents.
ECONOMY: Lower taxes to all, to include
businesses. Commerce is the only thing that will
revive an economy, and people having more money
in their pockets will give them more purchasing
power.
BUDGET: A Constitutional Governor would
cut government spending by much more than
what it would cost to simply balance the budget.
Constitutional Government is not instituted to feed,
entertain and support us from cradle to grave. Doing
otherwise robs us of our freedom of choice.
CHESAPEAKE: As an Environmentalist myself,
and voluntary at that, I believe that people should
have a personal responsibility to take care of the
environment they live in for their children to inherit.
The state should lower taxes so that charity will
be possible once again to provide for those who
volunteer.
TRANSPORTATION: Roads should be maintained
at a usable level, but in these difficult economic times
families should not be made to shoulder any more
burden for projects that are not an emergency. If the
state comes out of the deficit, then options will be
considered.
UNAFFILIATED
Corrogan R. Vaughn /

COMPTROLLER
VOTE FOR ONE
DUTIES: The Comptroller is the general fiscal
officer of the state, responsible for collecting,
managing and planning for revenue to support
the state budget. The Comptroller collects and
administers the following taxes: income tax (both
personal and corporate), retail sales and use taxes,
motor vehicle fuel tax, road tax on motor carriers,
state tobacco tax, Maryland estate tax and excise
taxes on beer, wine and liquor. The Comptroller
serves on the Board of Public Works along with the

Governor and the state Treasurer, who is appointed
by the General Assembly.

their fair share and collect from those who cheat.
I’ve used my position to oppose wasteful spending
and have promoted fairness towards women and
minority-owned businesses.
IMPROVEMENTS: We can build upon cost-saving
measures to become more efficient. We need to
develop an economic vision that emphasizes
Maryland’s strengths. We also need a bipartisan
top-to-bottom review of state spending inclusive of
the private sector and we must not raise or enact new
taxes during the recession.
REPUBLICAN
William Henry Campbell

QUALIFICATIONS: Two decades of successful
senior financial executive experience in public and
private entities that were experiencing financial
distress. I was the Assistant Secretary & Chief
Financial Officer (CFO) for the U.S. Department
of Veterans Affairs, CFO for the U.S. Coast Guard,
and CFO for Amtrak.
IMPROVEMENTS: We have done an inadequate
job of enforcing our tax laws and regulations for
many years. I am skeptical that the $240 million
MITS project to enhance revenue collection and
enforcement is being adequately managed. I have
successfully implemented similar large, complex
software solutions.
ATTORNEY GENERAL
VOTE FOR ONE
DUTIES: The Attorney General represents the
State of Maryland in all legal proceedings. The
Attorney General serves as legal counsel to the
Governor, the legislature, and all State departments,
boards and most commissions.
SALARY: $125,000.
TERM: Four years, no term limit.

QUALIFICATIONS: For nearly two decades, I have
fought crime and gang violence, safeguarded our
children from Internet predators, targeted corporate
corruption, prosecuted polluters, and protected
Maryland consumers. MD Attorney General, 2006-
Present; State’s Attorney, 1998-2006; Assistant U.S.
Attorney 1992-1998.
IMPROVEMENTS: I support eliminating judicial
elections for circuit court judges. Judges selected
by a nominating commission and gubernatorial
appointment would stand for retention election,
eliminating the need to raise campaign funds and the
potential for judicial contests that turn on party, race
or gender.

CONGRESS
U.S. SENATOR
VOTE FOR ONE
DUTIES: Senators share the responsibility with
Representatives for enactment of the nation’s laws
as provided for in the U.S. Constitution. They may
also conduct investigations on issues of national
importance. The Senate is charged with ratifying
treaties established by the President and confirms
Presidential appointments of Cabinet members,
federal judges and foreign ambassadors.
SALARY: $174,000.
TERM: Six years.
HOW ELECTED: The Senate consists of 100
members, two from each state. They are elected by
the states at large and serve for 6 years. One-third
of the Senate is up for election every two years. A
Senator must be at least 30 years of age and must
have been a citizen of the United States for at least 9
years.

of Maryland in the U.S. Senate since 1986. I meet
the day-to-day needs of my constituents and the long
term needs of the nation; a leader in health care,
promoting innovation, creating opportunity and
bringing jobs in Maryland. I am seeking re-election.
BUDGET: Tough choices must be made. The
bipartisan debt commission is developing proposals
to balance the budget. In the mean time, I have
supported efforts to reduce waste, fraud and abuse in
the federal budget. I have supported the Pay as You
Go Law, which requires new spending to be offset by
spending.
FOSSIL FUELS: It is essential that we decrease our
reliance on fossil fuels. I support a sensible energy
plan that promotes alternative energy efficiency and
reduces global warming. Energy independence is
important for our national security and future job
creation. I absolutely oppose drilling off coast.
IMMIGRATION: I believe that comprehensive
immigration reform must protect our borders,
protect American jobs and not penalize those who
have played by the rules. It is important that we
adopt a sensible approach to dealing with the illegal
immigrants who are currently in the country.

EDUCATION: It is primarily a state and local issue.
I fight each year to increase funding for special
education to ensure success in school and life. I have
fought to make higher education more affordable by
increasing student aid, creating a tuition tax credit
and creating a national funding service program.
SECURITY: My goal is to be safer, stronger and
smarter. My foreign policy principles are treat
your allies with respect, deal with our enemies with
resolve and fight terrorism relentlessly. I support a
strong military. That means providing the resources,
technology and necessary training.

QUALIFICATIONS: As a commissioner and a
doctor, I have learned that listening and being
accountable is of paramount importance. As an
elected official I kept the promises I made. I am the
only U.S. Senate candidate who has actually cut
taxes, cut the budget, cut government, and increased
accountability and transparency.
BUDGET: Government waste, abuse, incompetence,
and fraud are threatening our future. I will work
to institute fiscal discipline, vote against deficit
spending and bailouts and against pork-barrel
earmarks. I support a balanced budget amendment
and increased accountability. We must lower taxes
and create jobs.
FOSSIL FUELS: We need to continue to develop
more energy sources and find innovative ways to use
less energy. We should continue to invest in wind,
solar, clean coal, biofuels, nuclear energy, as well
as oil and natural gas. This will reduce dependence
on Middle Eastern oil and create thousands of jobs
here at home.
IMMIGRATION: Safeguarding the homeland is
the federal government’s greatest responsibility and
complacency is the Nation’s greatest threat. I will
fight to ensure our Nation remains safe, free and

corporations in the election process will continue

EDUCATION: Every State Constitution mandates
that public education be provided. Perhaps the
only role the Federal government should play in
education is one of ensuring that the States provide
what they are required to provide.
SECURITY: A strong national economy with lower

support for states to build wind farms, make solar panels
less cost-prohibitive, and aggressively implement research

enforced or not enforced equally among all immigrants.
We, as a country, need to decide if we are going to enforce
immigration laws equally. If not, the laws need to go and
we go back to the days of “Give me your tired, your poor,
your huddled masses...”
CORPORATIONS/ELECTIONS: Corporations have
no role. By allowing corporations an even larger role
the United States Supreme Court has ensured that the
People do not matter. Corporations can continue to buy
candidates who best represent their interests, as opposed
to the interests of our communities and the United States.
EDUCATION: The Federal Government should not
usurp the power of the states to educate their citizens.
However, the Federal Government should be allowed to
support states’ curricula development appropriate for
producing future Americans.
SECURITY: The United States must perform its due
diligence, conduct internal independent audits, and assure
that Congress is responsible for any declarations of war.

ensure staffing to conduct adequate port inspections.

CORPORATIONS/ELECTIONS: In light of the
Citizens’ United court ruling, we must update our
laws to include common sense safeguards that
allow individuals to express their rights without
giving corporations, particularly foreign-owned
corporations, to unduly influence our elections. In
doing so, we must ensure we are not infringing on
Americans’ First Amendment rights.
EDUCATION: As the father of 5 children, I believe
investing in education is the key to our continued
prosperity. To improve our schools, we must work
together to recruit and retain high quality educators
in Maryland. I will continue to advocate for
adequate and equitable funding for education as a
shared responsibility among local, state and federal
government.
SECURITY: As a member of the Armed Services
Committee, our nation’s security is one of my top

severely punish white-collar crimes that finance

military outposts around the world. End the “War
on Drugs.” Abandon fascistic Homeland Security

BUDGET: We must reduce spending and increase
revenues. Based on my experience in the Pentagon,
I would focus on reforming the Defense Acquisition
Process, which is extremely inefficient. I support
rolling back the tax cuts for persons earning over
$200,000. We can balance our budget; we did it 10
years ago.
FOSSIL FUELS: We need a portfolio of alternative
energy options. I support research to improve
options for wind, solar, geothermal, and bio-fuels;
and increased conservation. I support geo-thermal
heating and cooling for federal buildings. The Sixth
District should be a leader in bio-fuels research, as
we have the technology and the farmland.
IMMIGRATION: Rather than change the law, we
should enforce the existing law. Policies which are
not enforced are useless. We should enforce the law
which fines employers for hiring undocumented
workers. Unless we shut off the magnet which
is attracting illegal immigrants, we will not be
successful dealing with this problem.
CORPORATIONS/ELECTIONS: None. Special
interests already play too large a role in elections.
Considering the “Citizens United” case, I would
restrict corporations from interfering with
electoral politics, by changing the law authorizing
corporations. Persons have constitutional rights
to free speech, but corporations only exist due to
legislation, which can be changed.
EDUCATION: Education is vital to maintaining our
competitiveness in a global economy. No Child Left
Behind has failed. Standardized tests are not a good
measure of education. Cutting funding to failing
schools will not improve them. I support Individual

students, not by school.
SECURITY: We are engaged primarily in a “Battle
of Ideas”. As a combat veteran, I can tell you that

incentives for conservation and energy efficiency and
we need to be careful that biofuels do not reduce

IMMIGRATION: We all should be proud that
America is the most welcoming nation in the
world but we need to enforce our existing laws and
adequately protect our boarders. I am opposed to
amnesty. Also, I am a member of the Congressional
Immigration Reform Caucus which seeks solutions
to illegal immigration.
CORPORATIONS/ELECTIONS: Corporations
should not be treated differently than any other
organization, such as a union. I believe that the
critical issue is freedom of speech; the Congress
should not decide the conditions under which it may
be exercised. Corporations like other groups and
individuals have campaign contribution limits.
EDUCATION: I believe that the role of the federal
government is limited to ensuring that no citizen is
barred from the public school systems. However, the
decision relating to and the administration of public
education should be done on the community level by
parents, teachers, local and state government.
SECURITY: We must reduce our national debt
to strengthen our economy and national defense.
As already stated, I support the only serious
comprehensive entitlement reform bill. As a senior
member of the House Armed Services committee, I
have proposed and passed programs to maintain our
nation’s military superiority.

of fossil fuels. As fossil fuel becomes hard to get the
price will go up and money will flow to other energy
forms research and development. Remove all drilling
bans as well as all tax credits and supports from the

IMMIGRATION: The simple solution to
immigration is to remove visa quotas. Allow all that
want to come here legally do so. There would be no
reason to come here illegally when you can easily get
a visa. Hispanics sneak in because there is a 10 year
wait for a visa.

or corporation should be allowed to spend what
ever they want on any election or candidate but the
amount they spend must also be fully disclosed.
EDUCATION: The federal government should stay
out of public education. That is the role of the local
community. School Principles and School Boards
should have more responsibility with money which
means more accountability. Charter schools and
vouchers are two means of accountability.
SECURITY: The Current military is one of the finest
in history. To maintain that cutting edge military
we must avoid nation building and less micro-
management of the budget by congress.

have the right to vote, not corporations. Corporate
interests can conflict with that of individual voters.
Also, a corporate entity or union should never
coerce an individual from voting.
EDUCATION: The Constitution does not
enumerate a role of the federal government to
regulate education. It is best left to state and local
governments to manage the school systems, as “one
size does not fit all.”
SECURITY: In the long and short term, we need
to make sure that our borders are secure; that our
military is well-funded; that they are not stretched
across the globe in undeclared wars; and that our
military bases here in the U.S. are well-staffed in
state of the art facilities.

investing in renewable energy.
IMMIGRATION: I support comprehensive
immigration reform to better secure our boarders,
protect workers against abuse, limit the downward
pressure on wages and unify families. We must act
both realistically and humanely toward the millions
of undocumented workers and their families who
currently are within the U.S.
CORPORATIONS/ELECTIONS: I voted for the
successful House passage of the Democracy is
Strengthened by Casting Light on Spending in
Elections Act [DISCLOSE] Act [H.R. 5175] which
seeks to limit corporate spending on elections by
requiring disclosure of political advertising funding.
EDUCATION: The federal government should fully
fund its education mandates (like ESEA and IDEA),
providing the resources that will allow our teachers
to properly educate every child. We must adequately
educate every child.
SECURITY: I strongly support the Obama
Administration’s efforts to stop nuclear proliferation.

BUDGET: We must cut government spending,

FOSSIL FUELS: The ultimate goal is sustainable
energy solutions. I’m against Cap and Trade and any
resultant carbon tax. We must put Americans to work
extracting our own natural resources thereby growing
our economy to financial solvency and encouraging
the private sector to develop clean energy technology
without Government hindrance or subsidies.
IMMIGRATION: If you enter our country without
following our rules of immigration then you are
subject to the full extent of our laws. That being said
immigration is one of the most valued assets of our
Nation. Our policies should protect the sanctity of
citizenship and promote a nation welcoming many.
CORPORATIONS/ELECTIONS: If limitations or
regulations are put on corporations the same should
be applicable to unions, law firms, foundations,
etc. (equal application). Full disclosures for all are
reasonable. Public sector unions should be banned
from any election influences either directly or
indirectly. They are indirectly spending private sector
tax payer money.
EDUCATION: Control over education should be
the responsibility of State and Local Boards. Local
Boards should have the ultimate power of policy and
decision. Push for more school vouchers and school
choice. This will force public schools to enhance

TRANSPORTATION: Keeping roads safe and in
good repair. Ongoing redesign and reconstruction
alteration of traffic bottleneck areas is urgently
needed. Funding should come from the
Transportation Trust Fund. The Governor should be
prohibited from siphoning off and borrowing Trust
Fund dollars. I will continue to oppose such action.
BUSINESS TAXES: Lowering the 8.75% corporate
tax and other taxes that burden business expansion
and chase jobs away. Maryland is one of the five
bottom ranked states for business unfriendliness.
Part of the problem is that most legislators lack
business sense and financial literacy.
SAFETY NET SERVICES: I will continue to fight
against new or higher taxes. Government must
live within its means, as Maryland families do.
To balance the budget, the Administration has
borrowed from a special account used to collect
income tax payments. It has borrowed $700 million
over the past two years.
EDUCATION: Maryland generously funds
education K-12. State aid to education has increased
$5.2 billion from 2002 to 2009. Throwing money at
education hasn’t produced positive results. Maryland
children can receive a passing score on the state
assessment test, but score below basic or failing on
the federal assessment test.
ENERGY: Maryland’s limit of importing only
30% of our energy needs from out-of-state must be
increased. Maryland’s energy needs are being starved
by limiting our ability to import energy. In addition,
we must increase our capacity for producing energy
effectively and efficiently.

Norman R. Stone Jr.
QUALIFICATIONS: As a veteran legislator, I
understand my constituents and their priorities, and
I know how to get results for them in Annapolis. My
experience is critical as we emerge from the deepest
recession since the Great Depression, and as we
continue to solve difficult problems with our state
budget.
PRIORITIES: My top priority is protecting children
from violence and abuse. I helped pass tough measures
to protect kids from sexual predators, including Megan’s
Law and Jessica’s Law. I am committed to keeping the tax
burden on working class families low. Finally, I support
fully funding public education.
TRANSPORTATION: Eastern Baltimore County’s aging
infrastructure suffered in this year’s harsh winter. We
must repair and maintain our existing roads, including
resurfacing major thoroughfares and filling potholes. The
best way to pay for these projects is by protecting our
Transportation Trust Fund.
BUSINESS TAXES: In 2007 I voted against raising the
corporate income tax and the sales tax because I am
concerned about the impact of these taxes on our business
climate. Our economy will grow when local businesses
start hiring. One of the best ways to stimulate hiring is by
keeping our business taxes reasonable.
SAFETY NET SERVICES: The most common proposal
is to raise alcohol taxes to fund services for the
disabled. While making deep cuts to the budget,
we provided a 10% increase for DDA programs in
Baltimore County this term. I support increasing
spending for these programs as the economy recovers.
EDUCATION: We fully funded our public
schools during the worst recession since the Great
Depression. We cut $5.7 billion to balance our
budget, but we protected education from cuts, and
we made record investments in school construction.
I will continue to protect our state’s investment in
public education.
ENERGY: I co-sponsored a bill to re-regulate
electric companies because re-regulation will control
costs for the consumer and help us meet our long
term energy needs. We must also create incentives,

including tax credits, for consumers to use renewable
energy, including solar power.

owners who want to expand should have reduced taxes
during a grace period. Start up small business will be
assisted with MD Funds and tax reductions. Entrepreneur
classes to be taught at community colleges to inspire
skilled and talented citizens.
SAFETY NET SERVICES: Before increasing any tax,
a extensive study of the services discussed. Taxing
another service or product to fund unrelated sources
is questionable. Taxing gasoline to fund roads and
driver safety makes sense. If the tax on alcohol
supported alcohol abuse or education, I would
support it.
EDUCATION: The cost share must be shared
with state government. Local governments cannot
authorize salary increases without funds to support
the pension system. Local governments must ensure
that they have calculated all add on costs in the
future. The creation of a State Lottery game for
Education.
ENERGY: Make efforts to tie into energy grid and
create alternative energy sources to keep up with the
demand. Wind and nuclear must be addressed.

QUALIFICATIONS: I am a life-long resident of
the district. I have raised a family, and continue
to operate a family business that has been in the
district for more than 60 years. Finally, I have almost
20 years of experience in the Maryland House of

SAFETY NET SERVICES: I do not favor ‘sin taxes’,
historically, increases in these taxes to fund programs

revenue stream shrinks while the program funding
remains the same. In a budget crisis, the State needs
to tighten its belt and cut back during this period.
EDUCATION: Education is one of our top
priorities; however, we can’t spend money we
don’t have. School systems need to look for non-
instructional areas that can be cut. School boards
have developed bureaucracies that are very top
heavy. State funding must focus on maximizing
instruction, not enhancing bureaucracy.
ENERGY: I believe we need to continue to search
for and develop affordable, renewable energy sources.

maximize our return on investment in our schools.

and areas that may be expendable- a true solution
will require both.

in promoting renewable energy as well as energy
conservation. Failing to do so will only increase our
state and country’s dependence on foreign fossil
fuels - not only a real problem for the environment,
but also for our country’s economic and national
security.

SAFETY NET SERVICES: The recession ripped a
gaping hole in Maryland’s safety net. Taxes on beer
and wine have not been raised since 1972 and liquor
taxes have been flat for two generations. I support
restructuring these taxes and using the proceeds
to repair the net by restoring funds for vulnerable
population.
EDUCATION: Maryland must share more of
the growing costs of K-12 education with local
government by jurisdictions assuming responsibility
for the retirement costs of future teachers in their
system. This shift will be gradual and of lessening
burden as our economy recovers, jobs return and
BRAC comes into play.
ENERGY: Maryland must make a long-time
commitment to conservation education; continue
investing in wind and solar power while providing
tax incentives to encourage private investment.
New power plants are needed to meet demand and
technologically advanced plants fueled by manure
and solid waste supported.

increase in any taxes. I believe government should be

EDUCATION: The major issue facing K-12
education is Teacher Pensions. The state is looking
to pass funding over to the counties due to non-
uniform salaries across the state. I believe the state
still needs to pay the pension on a base uniform
salary across the state. The counties will then pay
amount over base.
ENERGY: I support a program on the eastern shore
that is referred to as Fibro-Shore. This is a plan to
turn chicken waste into renewable green energy.

headquarters like Northrup Grumman. Increased
jobs and prosperity will bring in higher tax revenues
to government.
SAFETY NET SERVICES: Lower liquor costs attract
out-of-state consumers bringing higher sales and
profits. Maryland’s total taxes are too high now.
Focus should be on cutting taxes to increase business
activity, jobs, which in turn will bring in more tax
revenue to the state and counties.
EDUCATION: Our education system should
become more local. Parents should have more
influence. Education should be more back to basics
of reading, writing, math, science and history as
opposed to political correctness fads. There is no
funding crisis in education. There is a bureaucracy
crisis.
ENERGY: Maryland relies too much on out-
of-state sources for electricity. Its electrical grid
needs upgrading. The state should push for a
third nuclear power plant, and look to plentiful
natural gas. Forcing consumers to pay higher prices
through cap and trade and stealth fines on utilities
is not good.

approach to increasing access to reliable public

BUSINESS TAXES: The adequacy of corporate taxes
has been recently debated. Some believe revenues
would increase if the law required “combined
reporting”. A commission studying the issue will
complete its report in December 2010. I am not
convinced the tax structure should change but am
waiting for the study results.

 SAFETY NET SERVICES: There have been very
few reductions in budgets that impact vulnerable
populations. However, there has been no growth
in funding to accommodate the increase in those
populations and their service needs. We must give
serious consideration to an increase in alcohol taxes
but the increased revenues should not be dedicated.
EDUCATION: State aid K-12 education has not
been reduced. “Maintenance of effort” requires
counties to fund education at prior year levels in
order to receive increased state funding. I believe
during this economic crisis we should consider
allowing counties to request a waiver of this
requirement upon demonstration of economic
distress.
ENERGY: The State must pursue a balanced
approach to its energy policy to ensure adequate
capacity at reasonable rates. Incentivizes for the
development of renewable energy and support for
energy efficiency and demand reduction programs
should remain key elements of the State’s energy
policy.

investments in our infrastructure that will encourage
the use of regional public transit between residential
and employment centers and encourage local
alternatives to vehicular traffic. Job growth and
development should be centered around areas with
existing infrastructure.
LAW ENFORCEMENT: I support speed cameras
in school zones. Expanding their use should be
evaluated on a street by street basis based on
quantifiable trends in vehicular speed, proximity
to town centers and recreational facilities where
pedestrian activity is prevalent or accident rates are
high.
DEVELOPMENT: I believe in revitalizing mature
neighborhoods and business corridors, establishing
community pocket parks and increasing quality
of life in order to reduce development pressure in
rural areas. Zoning regulations could do more to
build consensus within communities impacted by
revitalization projects.
EDUCATION: I believe in a hybrid system where the
school board would be partially elected. This way
parents feel they have accountability for decisions
made about the most important aspect of their
children’s lives which without jeopardizing stability.

development and suburban sprawl. Our focus
should be on increasing quality of life and access

property by Stevenson University are two issues of

complex issue. I believe that Baltimore County will
have to work closely with our state representatives to
improve current transportation choices and also to
provide additional transportation opportunities.

Maintaining the URDL is critical for our district’s
future. Maintaining the URDL boundaries
is necessary to protect our water and sewer
infrastructure. Our aging mains are not equipped to
handle an expansion of the URDL.

space in our communities is critical to maintaining
the quality of life in Baltimore County. I have
followed the Western County Bicycle and Pedestrian
Plan study that is currently underway. Our current
development process needs revision to include larger

urban areas should be given tax credits if they agree
to donate a small portion of their property to the
County for open space.

PRIORITIES: 1. Fiscal Responsibility - Jim Smith is
leaving the county is terrific shape even during these
recessionary times. However, this needs to continue
when considering economic forecasts for the

important functions of local government.
TRANSPORTATION: How appealing is it to stand
in the rain and wait for a bus, or be dropped off on
the side of a busy road with no sidewalk, shoulder
or lighting (see Warren Rd in Cockeysville as an
example)? I would first seek to improve the quality
of existing transit, at a minimum, and then look to
its expansion.
LAW ENFORCEMENT: Critics say it is merely a
‘revenue grab’, but the bottom line is that we are
not suppose to speed, and so long as it is fineable
only without effecting driving records, than I am not

opposed to it. Besides, it may just save a few lives
along the way.
DEVELOPMENT: The 3rd district is unique in that
it is comprised of so much more open land and
agriculture than the rest of the county. I certainly
lean strongly toward preservation in this area.
Redevelopment is appealing if done responsibly to
uphold or improve the integrity of the existing area.
EDUCATION: Baltimore County has some of
the best schools in the country. One of the biggest
responsibilities of the local government is the
selection of Board members. If the elected council
members and executive have done a poor job in
their selections, then there is a process to remove our
leaders.
URBAN RURAL DEMARCATION LINE (URDL): As a
possible representative of the 3rd district, I would
represent my constituents’ desire which to date is
overwhelmingly against moving the URDL any
further north than it already exists. Should there be
an argument that changes this overwhelming view,
than I would be open to consider a change.
ENVIRONMENT/COMMUNITY DESIGN: As a co-
founder of a business that encourages improved
health, I am always eager to seek ways for greater
participation in exercise. However, such zeal does, in
reality, have budget contraints. If I am successful in
rooting out government waste, than yes, that could
free up additional funds.

PRIORITIES: In the short term, we need to
guide Baltimore County out of the recession
without raising taxes. In the long term, we need
to reform county government and invest in school
modernization and transportation. Our county’s
potential is limited by aging schools and roads that
are paralyzed by gridlock.
TRANSPORTATION: I’ve worked for 14 years
in the transportation industry, serving for four
years as Chief of Staff at the state transportation
department. I strongly support funding for transit
that makes sense, such as the Towson Shuttle, the
County Ride program for seniors, and more reliable
MARC train service.
LAW ENFORCEMENT: I prefer other strategies,
such as traffic calming, a stronger police presence,
and more thoughtful development policies. As a
former President of the Perry Hall Improvement
Association and as a transportation professional,
I believe these approaches have greater consensus
among the public.
DEVELOPMENT: The county should give developers
flexibility to creatively renovate commercial areas
such as Towson Commons and the Perry Hall
Square Shopping Center. In older areas, we should
support redevelopment if the design is attractive,
friendly to pedestrians, and integrated with the rest
of the community.
EDUCATION: For eight years, I have worked to
reduce school overcrowding, a problem that affects
communities from Towson to Perry Hall. Based
on that experience, I strongly support an elected,
nonpartisan School Board. Voters should pick
their School Board members, not the governor of
Maryland.

Since 1967, the Urban Rural Demarcation Line
has prevented sprawl from consuming Baltimore
County’s rural communities. The county cannot
afford to subsidize the cost of infrastructure beyond

background in the transportation industry will be
an asset on the County Council. First, we need to
focus on connecting older neighborhoods that lack

necessary tool that prosecutors need. The decision
to file a Death Penalty Notice is made on a case-by-
case basis. I examine the facts in each case against
the law and determine if the case warrants the death
penalty.
JUVENILE JUSTICE: While new and innovative
counseling programs show promise in treating
juvenile offenders, I believe detention needs to
remain an option. Some non-violent juveniles
may be eligible for home detention with proper
safeguards like electronic monitoring and close
agency supervision.

for a ten-year term on their record (yes or no for

program.
JUDICIAL SYSTEM NEEDS: Our judicial system
continues to need improvements in information
technology to ease the burden on litigants and the
courts and to expedite the resolution of disputes. We
also need to expand mediation programs to reduce
the cost, time, and stress involved in trials and
appeals.
LEGAL NEEDS: We can improve access to justice
in Maryland by making reduced-fees and free
legal services more available, as well as expanding
alternative means to resolve disputes. In addition, we
need to improve our technology so that the Court’s
forms, rules, and decisions are more available to
litigants.

JUDICIAL SYSTEM NEEDS: Resources. In Baltimore
City we desperately need a new criminal court
building. Our Court fairs much better but there are
always unmet needs. The most important thing is to
be able to attract dedicated, bright, public servants
to our court system.
LEGAL NEEDS: The organized bar has always
responded well to requests for pro bono assistance,
e.g., in the mortgage foreclosure debacle recently.
Many courts have established collateral services to
assist pro se litigants in presenting their claims and
have expanded interpretation services for non-
English speaking people. These are positive steps.
Alexander Wright Jr.
QUALIFICATIONS: Before my appointment, I
served as a Circuit Court Judge, District Court
Judge, partner in a major law firm, Assistant
Attorney General, and Assistant Public Defender. I
have 35+ years of combined judicial and litigation
experience.
JUDICIAL SYSTEM NEEDS: A recent Gallup poll
determined that 76% of Americans have trust
and confidence in the judicial branch. In order to
maintain that trust and confidence in Maryland,
judges must work to make the system accessible and
make sure that its decisions conform to the law.
LEGAL NEEDS: We must increase public awareness
of the need for expanded access to justice and legal
assistance to all residents through communication
campaigns, education, workshops, and other
activities. Also, we must increase support for self-
represented litigants through the development of
judicial bench books, self-help centers, online forms,
and clinics.
STATE BALLOT REFERENDUM
AND QUESTIONS
QUESTION 1: MARYLAND CONSTITUTIONAL
CONVENTION
Should a constitutional convention be called for
the purpose of changing the Maryland Constitution?
Senate Bill 26, Chapter 9 of the 2010 Session
- Under Article XIV, Section 2 of the Maryland
Constitution the General Assembly is required
to ask the voters every 20 years whether a
constitutional convention should be called for the
purpose of altering the Maryland Constitution.
What happens if this passes? According to our
current constitution, if on November 2nd a majority
of voters vote for a constitutional convention,
at the General Assembly’s next session it must
pass legislation defining the general structure/
organization of the constitutional convention and
how the delegates would be elected. It would then
be the role of the delegates to draft a new Maryland
Constitution to be placed before the voters for
adoption or rejection.
PROS: The present constitution was written
in 1867 and has been amended multiple times.
It is considerably longer than the average state
constitution and nearly twice as long as the United
States Constitution and gets more unwieldy as each
amendment is proposed and adopted. Some believe
that some of the amendments adopted over the years
do more than just prescribe the basic framework for
the system of government and should be removed.
Major improvements to the structure of state
government are more likely to be achieved though
a constitutional convention than by amendments
proposed by legislators who are elected through the
political process.
CONS: There is no particular need for a state

constitution to mirror the federal constitution in
form or length. A constitutional convention is a long
and expensive process and should not be undertaken
unless the voters feel the need for a fundamental
change in state government. There is no guarantee
that the delegates would not be elected by special
interest groups and the likelihood that voters will
accept, in totality, a new constitution could render
the whole process a waste of resources. Amendments
proposed by legislators and approved by voters are a
more practical way to achieve reform.
A vote FOR the referendum would result in a
Constitutional Convention being convened by the
state legislature to write a new state constitution.
A vote AGAINST the referendum would result
in the status quo in which the state would continue
operating under the existing constitution.
QUESTION 2: CONSTITUTIONAL AMENDMENT
- TRIAL BY JURY
Authorizing the enactment of legislation to limit
the right to a jury trial in a civil proceeding to those
proceedings in which the amount in controversy
exceeds $15,000.
Amending Maryland Declaration of Rights
– Articles 5(a) and 23 - Under Articles 5 and 23
of the Maryland Declaration of Rights, a party in
a civil proceeding has a right to a jury trial where
the amount in controversy exceeds $10,000. In
cases where the amount in controversy does not
exceed this threshold amount, a judge, rather than
a jury, determines the verdict. The constitutional
amendment would increase the amount-in-
controversy limitation by providing that a party
may not demand a jury trial in a civil proceeding
unless the amount in controversy exceeds $15,000,
excluding attorney’s fees if attorney’s fees are
recoverable in the proceeding.
BACKGROUND: Currently civil cases may be heard
by the District Court where only a judge presides
as long as the amount in dispute does not exceed
$30,000. If the plaintiff files the case in the District
Court and the amount in controversy exceeds
$10,000, a defendant may demand a jury trial and
the case must be transferred to the Circuit Court.
The threshold for the right to demand a jury trial
was changed to $5,000 in 1992, and then to $10,000
in 1998. During the 2010 session of the General
Assembly, both chambers of the Legislature passed
Senate Bill 119 by a three-fifths majority. This bill
proposed to amend the constitution to say that
a defendant in a civil proceeding would not have
the right to demand a jury trial unless the amount
in controversy is more than $15,000 (excluding
attorney’s fees if those fees may be reimbursed as a
result of the decision.).
What happens if this passes? If a majority of
voters vote for the constitutional amendment, the
threshold for demanding a jury trial would increase
to $15,000.
PROS: If this passes, the state could save the time
!
and expense involved in providing a jury trial for
civil proceedings where the amount in dispute is
between $10,000 and $15,000.
CONS: Defendants in cases where the amount
in controversy is between $10,000 and $15,000,
excluding attorney fees, would lose the right to
demand a jury hear the case.
A vote FOR the Constitutional Amendment
would raise the amount of damages entitling one to
a trial by jury to $15,000.
A vote AGAINST the Constitutional Amendment
would retain the amount of damages entitling a trial
by jury at $10,000.
QUESTION 3: CONSTITUTIONAL AMENDMENT
- BALTIMORE CITY JUDGE OF THE ORPHANS’ COURT
Requires judges of the Orphans’ Court in
Baltimore City to be members in good standing of
the Maryland Bar who are admitted to practice law
in Maryland.
House Bill 417, Chapter 481 of the 2010
Legislative Session (Amending Article IV, Section
40 of the Maryland Constitution) - Under the
Maryland Constitution, the voters of each county
and Baltimore City elect three judges to the
Orphans’ Court of their respective jurisdictions, with
the exception of Montgomery and Harford counties,
where circuit court judges sit as the Orphans’
Court. The judges must be citizens of the State and
residents, for the preceding 12 months, in the city or
county in which they are elected. The constitutional
amendment would add an additional eligibility
requirement for judges of the Orphans’ Court in
Baltimore City, requiring them to be members
in good standing of the Maryland Bar who are
admitted to practice law in Maryland.
BACKGROUND: Orphans’ Court judges hear all
contested matters regarding a decedent’s estate,
including validity of wills and legal questions
involving transfers of property. The Orphans’
Court also supervises estates that are probated
judicially; approves accounts, awards of personal
representatives’ commissions, and attorney’s fees
in all estates; and has concurrent jurisdiction with
the circuit courts in the guardianship of minors
and their property. Although many Orphans’ Court
judges are attorneys, they are not required to be
lawyers or members of the State bar.
What happens if this passes? If a majority of
voters statewide, as well as a majority of voters
in Baltimore City, vote for this Constitutional
amendment, the additional requirement of being in
good standing in the Maryland Bar and admitted
to practice law in Maryland will be applied to all
Orphans’ Court Judges in Baltimore City.
PROS: Baltimore City Orphans’ Court Judges
are the only such judges who serve in full-time
positions, and they would be best prepared to carry
out their duties if all individuals who seek this office
are required to be fully trained and credentialed as
attorneys in Maryland.

court. Even though those who are elected to serve
in this capacity in Baltimore City are almost always
lawyers, passage of this law would change a tradition

Judges to be credentialed as attorneys in Maryland.
A vote AGAINST the Constitutional Amendment
would result in the status quo and not require

QUESTION A: Section 801 of the Charter of
Baltimore County is amended to provide: “The
county council is further authorized to provide
by law a system of binding arbitration by a
neutral arbitrator to resolve disputes concerning
wages, hours and other terms and conditions
of employment arising out of the negotiation
of a collective bargaining agreement with the
certified exclusive representatives of the remaining
represented Baltimore County Merit System
Employees.” Any law so enacted shall prohibit
strikes or work stoppages by Baltimore County
Merit System Employees.
BACKGROUND: In November 2002, voters
approved an amendment to Article VIII, Section 801
of the Baltimore County Charter. It authorized the
County Council to provide for a system of binding
arbitration in the event that an impasse is reached
in contract negotiations with Baltimore County
Police Officers and Baltimore County Professional
Fire Fighters and Paramedics, who are Merit System
employees. The County Council created a system for
binding arbitration in 2003.
The proposed Charter amendment on the
November 2010 ballot would further amend Section
801 to authorize the County Council to create a
system of binding arbitration for additional Merit
System employees who are represented by a union.
NOTE: Section 801 of the Charter, which
established the Merit System, designates nine groups
of employees who are “exempt service” employees.
They include elected officials, employees of the
department of education and all employees covered
by the state merit system and others. The proposed
Charter amendment does not apply to exempt
service employees.
QUESTION B: AN ORDINANCE to authorize
and empower Baltimore County, Maryland to
borrow $104,528,000 for school projects to be
undertaken in the ensuing fiscal years starting July
1, 2011 pursuant to Sections 705(a) and 718 of the
Baltimore County Charter. (Bill 38-10)
QUESTION C: AN ORDINANCE to authorize and
empower Baltimore County, Maryland to borrow
$5,000,000 for parks, preservation and greenways
projects to be undertaken in the ensuing fiscal years

borrow $68,112,500 for public works purposes, for
the class of projects which includes, among other

705(a) and 718 of the Baltimore County Charter.
