Information and Instructions to Candidates

Common application to seek admission to University Departments and Constituent Colleges of Anna University,
Government and Government Aided Engineering Colleges, Annamalai University and for the seats surrendered by
Self–Financing Engineering Colleges in Tamil Nadu under Unified Single Window Admission System for Indian
Nationals.
1. ALLOCATION OF SEATS IN COLLEGES
1.1 (a) Seats in B. E. & B. Tech. Degree Courses in University Departments and Constituent Colleges of
Anna University.
1.1 (b) Seats in B. E. Degree Courses in Mechanical Engineering and Civil Engineering (Tamil Medium)
in University Departments and Constituent Colleges of Anna University.
1.2 Seats in B. E. & B. Tech. Degree Courses in Government, Government Aided and Seats Surrendered
by Self-Financing Engineering Colleges affiliated to Anna University.
a) Category I

1.3 Seats in B.E. Degree Courses in Annamalai University, Chidambaram.

1.4 A candidate needs to register only one online application for all the courses/colleges/Institutions mentioned
above irrespective of the category. Candidates seeking admission under special reservation should also give their
option for Special Reservation category along with the main online application. The special reservation categories are
given in Section 5.1 and 5.2.

3. ELIGIBILITY RULES
General
Candidates satisfying the eligibility conditions given below as on the last date of submission of online application are
eligible to apply. Passing the qualifying examination or changing the religion after the last date of submission of
online application shall not be considered.
3.1 Nativity

i) Tamil Nadu candidates who have passed VIII, IX, X, XI and XII Std. from schools situated in Tamil Nadu
are eligible to apply. They need not produce Nativity Certificate for verification.

ii) Tamil Nadu native candidates who have passed any of the VIII, IX, X, XI and XII Std. or their equivalent
examination from schools situated outside Tamil Nadu can also apply. They should produce Nativity
Certificate only in electronic form/digitally signed e-Certificate at the time of original
certificates verification at TNEA Facilitation Centre (TFC).

iii) Children of Central Government Employees may also apply for admission, irrespective of their native,
provided their parents or guardians (only if both parents are not alive) have been serving in Tamil Nadu
continuously for the past FIVE YEARS at the time of submission of application. This should be
supported by producing a certificate from the employer of the parent or guardian, to that effect at the
time of original certificates verification at TFC.

iv) Children of employees in Public Sector or Government recognised Institutions who at the time of
submission of application for admission employed in Tamil Nadu continuously for the past five years
may also apply irrespective of their domicile. A certificate from the employer stating that the person is a
Permanent Employee of the Firm or Institution concerned with evidence like Income Tax return, PF
Slips, etc. and is working in Tamil Nadu continuously for the past FIVE YEARS has to be produced at
the time of original certificates verification at TFC.

v) Sons and daughters of All India service Tamil Nadu cadre officers are eligible to apply. A Self declaration
from the parent in this regard is to be produced at the time of original certificates verification.
vi) Other State candidates who have studied VIII, IX, X, XI and XII Std. in Tamil Nadu are eligible to apply.
They need not produce “Nativity Certificate”.
Note:
1. Applications without proper Nativity Certificate for Category (ii) without proper employer
certificate for categories (iii) and (iv) and without self declaration from the parent for
category (v) will not be considered.
2. Category (vi) need not produce employer certificate / nativity certificate.

3. Categories from (iii) to (vi) will be considered under “Open Competition”.

Srilankan Tamil Refugee

As per G.O. (St) No. 172 Higher Education (J2) Dept. dated: 29.06.2010 candidates who are Srilankan Tamil Refugee
studied in Tamil Nadu will be considered under open competition. They have to produce the following at the time of
original certificates verification at TFC:

(i) Identification certificate from the Head Quarters Tahsildar.


(ii) Those who have not registered in the refugee camp should produce original passport, visa and letter
registered with Police Station.

3.2 Qualifying Examinations and Eligibility


A pass in the HSC (Academic) or its equivalent with a minimum average percentage in Mathematics, Physics and Chemistry

Note:
(i) When the candidates produce grade certificates, they have to produce the actual marks also otherwise only
the minimum marks applicable to the grades in the eligible subjects (Mathematics, Physics, Chemistry and
Fourth Optional Subject) will be taken into account.
(ii) For minimum eligibility rounding of marks and normalised marks will not be considered.

3.3 Improvement marks: As per the G.O. No. 184 HE (J2) Dept. dt: 09.06.2005 and G.O. (st) No. 143 HE (J2)
Dept. dt: 06.05.2008 improvement marks obtained by the candidates including Other State candidates from 2006
onwards will not be considered.

3.4 Marine Engineering Branch


The Director General of Shipping, Ministry of Shipping, Government of India, vide Notification No. II. TR (21) 97
dated: 03.10.2002 have issued notification stating that, for Marine Engineering Degree Programme the candidate
should pass in 10+2 or equivalent examination with Physics (P), Chemistry (C), Mathematics (M) and English as
separate subject with an average of not less than 60 % in PCM. Further a minimum of 50 % in English either at
10th or 12th standard is required for all the candidates.
Other Requirements:
(i) Maximum age limit 25 years.
(ii) Minimum Height 157 cm.
(iii) Minimum Weight 48 kg.
(iv) Normal Colour vision.
Before selecting the course the candidate shall ensure that they are medically fit for the course.
The candidates will be admitted only on production of physical fitness certificate obtained from the Medical Officer
authorised by the Director General of Shipping, failing which they will lose the admission.

3.5 Mining Engineering Branch

Note to Female candidates opting for Mining Engineering course.


(1) As per Mines Act 1952, 46 (1) no woman shall, notwithstanding anything contained in any other law, be
employed –
(a) in any part of a mine which is below ground;
(b) in any mine above ground except between the hours of 6 A.M. and 7 P.M.
(2) As per Coal Mines Regulation 1957, 86 (2) no adolescent or women shall descend or ascend a shaft in a
cage or other means of conveyance unless accompanied by one or more adult males.
(3) They should satisfy the academic norms of Anna University.
4. ALLOCATION OF SEATS
4.1. Selection shall be made under seven categories namely OC, BC, BCM (BC Muslim), MBC & DNC, SC,
SCA and ST following the rule of reservation of Government of Tamil Nadu as follows.

4.2 (a) Tamil Nadu native candidates alone will be considered for communal reservation. The community recorded in
the certificate of Tamil Nadu native candidate should appear in the list of communities approved by the Government
of Tamil Nadu (Annexure – I on Page No. 17 – 23).

4.2 (b) The applicants from Tamil Nadu State should have obtained permanent community certificate (for
SC/SCA/ST/MBC & DNC, BC and BC Muslim candidates) in permanent card format / electronic form / digitally
signed e-Certificate only from the authorities given below on or before the last date prescribed for submission of
online application. Community Certificate obtained after the last date prescribed for submission of online applications
will not be considered.

4.2 (c) Community Certificate obtained from other states will not be considered for communal reservation.

4.2 (d) For communities linked with Districts (See Annexure-l) the candidates should obtain their community
certificate in the respective district except the communities mentioned in G.O. (st) No. 95 BC, MBC & Minorities
Welfare Department dt: 28.10.2009. Such of those community certificates obtained on or after 28.10.2009 will be
considered. Community certificate obtained from other than the respective district will not be considered.

4.2 (e) Candidates who have not produced the Community Certificate in the form of Permanent
Community [Card] Certificate or electronic form / digitally signed e-Certificate at the time of original
certificates verification at TFC, their application will be treated under “Open Competition (OC)”.

The candidate is further informed that in the event of such a decision, the eligibility conditions & rules prescribed for
OC will be applicable for such candidates and if such candidates do not satisfy the rules of OC, their applications are
liable to be rejected. No correspondence in this connection will be entertained.

4.2 (f) ST / SC / SCA / MBC & DNC / BC / BCM candidates are eligible for selection under Open Competition in
addition to the reservation made for them.

5. SPECIAL RESERVATION
5.1 Special Categories

The special reservation categories and the quota for these categories are given in the Table. Since the special
reservation applications are processed by separate committees, candidates should also pay Rs. 100/- for each special
reservation category at the time of Registration. Candidates are instructed to produce appropriate certificates and
supporting documents for special reservation claim at the time of Original Certificates Verification at TFCs. If
appropriate certificates and documents are not produced, their claim under such categories will not be considered.
Only Tamil Nadu Native candidates are eligible for Special reservation.

Note:
(i) Candidates claiming admission against the reservation of seats under Son’s / Daughter’s of
Ex-Servicemen Category (Sl. No. 1) should produce the certificate in the format (Certificate No. III) from an officer of
the Department of Ex-servicemen’s Welfare of Tamil Nadu not below the rank of Assistant Director of Ex-servicemen’s
Welfare of the district in which the dependent is a native. Candidates called for Certificates Verification should
also produce discharge certificates and Ex-Servicemen ID card of their parent.

(ii) Candidates seeking admission against reservation set apart for Visually Impaired, Hearing impaired (Deaf),
orthopaedically Differently Abled Persons, Autism, Multiple disabilities (Sl. Nos. 2a to 2e) should produce the certificate
from the Medical Board (minimum 3 doctors) of the District concerned certifying the nature and extent of
disability in percentage and with regard to his/her suitability for admission to Engineering Colleges specifically
mentioned under 5.2 and in the format (Certificate No. IV/V/VI/VII/VIII). Certificates obtained from an individual
Doctor will not be considered. Further, a separate medical Board for each category will examine the
candidates with reference to their certificates, at the time of Original Certificates Verification at TFC.

(iii) Candidates seeking admission against special reservation of seats under Eminent Sports Persons (Sl. No. 3)
should produce their original sports certificates along with appropriate forms as given in Annexure II at the time of
Original Certificates Verification at TFC at Anna University Campus-Chennai only.

(iv) Candidates seeking admission against seats under Special reservation categories (Sl. No. 1 to 3) should also
satisfy the eligibility rules mentioned in item No. 3. The candidates are also eligible for admission under
general counselling.

5.2 Eligibility criteria for various disabilities

A. Norms for Visual Impairment


Candidates with low vision of 40 % and above are considered as disabled, and hence eligible for claiming Engineering
Admission against Differently Abled Persons category (Certificate No. IV).

1. "Blindness" means a condition where a person has any of the following conditions, after best correction—
(i) total absence of sight; or
(ii) visual acuity less than 3/60 or less than 10/200 (Snellen) in the better eye with best possible correction; or
(ii) limitation of the field of vision subtending an angle of less than 10 degree.
2. "Low-vision" means a condition where a person has any of the following conditions, namely:—
(i) visual acuity not exceeding 6/18 or less than 20/60 up to 3/60 or up to 10/200 (Snellen) in the better eye with
best possible corrections; or
(ii) limitation of the field of vision subtending an angle of less than 40 degree up to 10 degree.
Person with impairment of vision of less than 6/18 to 6/60 with best correction in the better eye or impairment of
field in any one of the following categories:
(a) Reduction of fields less than 50 degrees, (b) Heminaopia with macular involvement, and (c) Attitudinal defect
involving lower fields categories of Visual Disability all with correction.

B. Norms for Hearing Impairment
Candidates with hearing ability of 40 db and above only in the better ear with speech discrimination score of 50 %
and above are considered disabled and hence eligible for claiming Engineering Admissions against Differently Abled
Persons category (Certificate No. V).
1. "Deaf" means persons having 70 DB hearing loss in speech frequencies in both ears.
2. "Hard of hearing" means person having 60 DB to 70 DB hearing loss in speech frequencies in both ears.
C. Norms for Locomotor Disability
Candidates with permanent physical impairment of 40 % and above are considered as disabled. The candidates with
Locomotor disability including cerebral palsy, leprosy cured, dwarfism, acid attack victims and muscular dystrophy of
the following types are eligible for claiming Engineering Admission against Differently Abled Persons category
(Certificate No. VI).
1. Locomotor disability (a person's inability to execute distinctive activities associated with movement of self and
objects resulting from affliction of musculoskeletal or nervous system or both).
(i) Independent in ambulance with or without calipers but without walking aids. (ii) Good Standing Balance without
calipers but without any support. (iii) Hand Function with normal limit without any aid. (iv) Good control over bladder
& bowel. (v) Disease must be non progressive.

2. “Leprosy cured person" means a person who has been cured of leprosy but is suffering from—
(i) loss of sensation in hands or feet as well as loss of sensation and paresis in the eye and eye-lid but with no
manifest deformity;
(ii) manifest deformity and paresis but having sufficient mobility in their hands and feet to enable them to engage
in normal economic activity;
(iii) extreme physical deformity as well as advanced age which prevents him/her from undertaking any gainful
occupation, and the expression "leprosy cured" shall be construed accordingly;

3. "Cerebral palsy" means a Group of non-progressive neurological condition affecting body movements and
muscle coordination, caused by damage to one or more specific areas of the brain, usually occurring before, during
or shortly after birth;

4. "Dwarfism" means a medical or genetic condition resulting in an adult height of 4 feet 10 inches
(147 centimeters) or less;

5. "Muscular dystrophy" means a group of hereditary genetic muscle disease that weakens the muscles that move
the human body and persons with multiple dystrophy have incorrect and missing information in their genes, which
prevents them from making the proteins they need for healthy muscles. It is characterised by progressive skeletal
muscle weakness, defects in muscle proteins, and the death of muscle cells and tissue;

6. "Acid attack victims" means a person disfigured due to violent assaults by throwing of acid or similar corrosive
substance.

D. Norms for Autism, Intellectual Disability, Specific Learning Disability and Mental Illness

Candidates with permanent physical impairment of 40 % and above are considered as disabled. The candidates with
Autism, Intellectual Disability, Specific Learning Disability and Mental Illness of the following types are eligible for
claiming Engineering Admission against Differently Abled Persons category (Certificate No. VII).

1. "Speech and language disability" means a permanent disability arising out of conditions such as laryngectomy
or aphasia affecting one or more components of speech and language due to organic or neurological causes.

2. Intellectual disability, a condition characterized by significant limitation both in intellectual functioning


(reasoning, learning, problem solving) and in adaptive behaviour which covers a range of every day, social and
practical skills, including—
(i) "specific learning disabilities" means a heterogeneous group of conditions wherein there is a deficit in
processing language, spoken or written, that may manifest itself as a difficulty to comprehend, speak, read,
write, spell, or to do mathematical calculations and includes such conditions as perceptual disabilities,
dyslexia, dysgraphia, dyscalculia, dyspraxia and developmental aphasia;
(ii) "autism spectrum disorder" means a neuro-developmental condition typically appearing in the first three years
of life that significantly affects a person's ability to communicate, understand relationships and relate to
others, and is frequently associated with unusual or stereotypical rituals or behaviours.

3. Mental behaviour — "mental illness" means a substantial disorder of thinking, mood, perception, orientation or
memory that grossly impairs judgment, behaviour, capacity to recognize reality or ability to meet the ordinary
demands of life, but does not include retardation which is a condition of arrested or incomplete development of mind
of a person, specially characterized by sub normality of intelligence.

4. Disability caused due to—


(i) chronic neurological conditions, such as—
(a) "multiple sclerosis" means an inflammatory, nervous system disease in which the myelin sheaths around
the axons of nerve cells of the brain and spinal cord are damaged, leading to demyelization and
affecting the ability of nerve cells in the brain and spinal cord to communicate with each other;
(b) "Parkinson’s disease" means a progressive disease of the nervous system marked by tremor, muscular
rigidity, and slow, imprecise movement, chiefly affecting middle-aged and elderly people associated with
degeneration of the basal ganglia of the brain and a deficiency of the neurotransmitter dopamine.
(ii) Blood disorder—
(a) "hemophilia" means an inheritable disease, usually affecting only male but transmitted by women to
their male children, characterized by loss or impairment of the normal clotting ability of blood so that a
minor would may result in fatal bleeding;
(b) "Thalassemia" means a group of inherited disorders characterized by reduced or absent amounts of
hemoglobin.
(c) "sickle cell disease" means a hemolytic disorder characterized by chronic anemia, painful events, and
various complications due to associated tissue and organ damage; "hemolytic" refers to the destruction
of the cell membrane of red blood cells resulting in the release of hemoglobin.

E. Norms for Multiple Disabilities

Candidates with multiple disabilities with permanent physical impairment of 40 % and above are considered as
disabled and they are eligible for claiming Engineering Admission against Differently Abled Persons category
(Certificate No. VIII).
Multiple Disabilities (more than one of the above specified disabilities) including deaf blindness which means a
condition in which a person may have combination of hearing and visual impairments causing severe communication,
developmental, and educational problems.

6. MODE OF SELECTION

(a) (i) ADMISSION TO GENERAL CATEGORY


The selection of candidates will be based on the marks obtained in the prescribed subjects reduced to 200
(Mathematics – 100, Physics + Chemistry – 100) in the qualifying examination.
(ii) Normalisation of Marks and Inter-se Merit
As per Tamil Nadu Acts No.3 of 2007, dt: 05.03.2007 and G.O. (Ms) No.77 HE (J2) Dept, dt: 05.04.2007, the marks
obtained by the students in the relevant subjects in the qualifying examination conducted by various Boards or
Authority shall be equated with the marks obtained by the students in the same subjects in the qualifying
examination conducted by the State Board of Tamil Nadu by adopting the method of normalisation.
(e.g.) If the highest mark secured by the student of State Board of Tamil Nadu in Physics is 100 and the highest mark
secured by a student of any other Board in the same subject is 90 both the highest marks will be considered to be
equal to 100. If a student of the other Board secures 60 marks in Physics when the first mark in Physics in the same
Board is 90, 60 marks will be considered to be equal to 66.66 marks as arrived below.

After normalisation of marks in the relevant subjects in the qualifying examination conducted by different Boards, the
qualified students shall be merged into a common merit list.

In the case of candidates who have qualified from National Boards namely CBSE and ISCE, the highest mark
obtained in the relevant subject by the candidates at the National Level alone will be taken into consideration for
normalisation.
The Other Boards will be requested to furnish the maximum marks scored in the relevant subjects. In case, such
marks are not available before the preparation of rank, the maximum marks scored in that Board will be considered
as 100 %.

For minimum eligibility, normalised marks will not be considered.


A merit list will be prepared based on the total mark of 200. In cases where more than one candidate have got the
same marks in the common merit list, the inter-se-merit among such candidates shall be determined in the order of
priority as specified below.
(1) Percentage of marks in Mathematics, (2) Percentage of marks in Physics, (3) Percentage of marks in the Fourth
optional subject, (4) Date of Birth (elder will be given preference) & (5) Random number assigned (higher value will
be given preference).

The overall rank and Communitywise rank lists will be published in Anna University website
https://www.tnea.ac.in. Separate announcement will not be given in Newspapers. The college and the branch will
be provisionally allotted through online counselling only, as per their choice, based on their overall rank and
community rank.

(iii) Admission under Special Reservation Categories

Candidates who are applying for seats under special reservation categories as in Sl. No. 1, 2 and 3 (Refer section 5.1)
should satisfy the rules stipulated for admission. Allocation of these Special Reservation seats will be followed as per
communal reservation.

Selection for Sl. No. 1 Son’s / Daughter’s of Ex-Servicemen and Sl. No. 2 Persons with benchmark disabilities will be
based on the ranking as given in 6(a) (i) and (ii).

Selection for Sl. No. 3 Eminent Sports Persons will be based on the total marks obtained for achievements in Sports
as per Annexure II.

If any vacancy arises it will be reverted to the general counselling in the respective communities.

(b) ADMISSION OF VOCATIONAL STREAM CANDIDATES

100 seats in Category I and 4 % of seats surrendered in Category II have been set apart vide G.O. (Ms.) No. 290 HE
(J2) Dept. dt: 21.08.2007 for the HSC (vocational stream) candidates. The academic marks in the prescribed subjects
will be reduced to 200 (Related subject 100 marks, vocational subject including theory and practical 100 marks). Seats
are not reserved in University Departments and University Colleges. Selection will be made following the Communal
reservation. Ranking and counselling will be separate for vocational candidates.
5 % Vocational seats in Category I and II, are reserved for Differently Abled Persons category. These seats are
apportioned as 1 % for Blindness and low vision, 1 % for Deaf and hard hearing, 1 % for Locomotor disability
including cerebral palsy, leprosy cured, dwarfism, acid attack victims and muscular dystrophy, 1 % for Autism,
intellectual disability, specific learning disability and mental illness and 1 % for Multiple disabilities.

(c) ADMISSION TO SANDWICH COURSES

Sandwich courses in Mechanical Engineering, Electrical and Electronics Engineering and Production Engineering are
offered at PSG College of Technology under self-financing scheme. The duration of the course is 5 Years.
It comprises of practical training in the mornings and class work in the evenings. There will be an additional fee
payable towards practical training and it will be intimated by the Principal of the college at the time of admission.

7. TUITION FEE CONCESSION

7.1 First Graduate Tuition Fee Concession

In the G.O. (st) No. 85 Higher Education (J2) Department dated: 16.04.2010, the Government have ordered to grant
tuition fee concession to the candidates who are to be the first graduate in a family, those who are attending
counselling and joined in professional courses in Government / Aided and Self-Financing Engineering Colleges. They
have to submit the following:

Certificate obtained from Head Quarters Deputy Tahsildar in the format prescribed in G.O. Electronic
form/digitally signed e-Certificate only will be accepted which necessarily should include name of applicant’s
father, mother, father’s father, father’s mother, mother’s father, mother’s mother, brother (s) and sister (s) and joint
declaration by himself and parent/guardian in the prescribed format.

If the applicant’s Brother or Sister has already availed First Graduate Tuition Fee concession for
studying Professional Courses, then the applicant is not eligible for such concession.

7.2 AICTE Tuition Fee Waiver (TFW) Scheme


This scheme is applicable in Self-Financing Engineering Colleges and Self-Supporting courses in Government Aided
Engineering Colleges only. AICTE Tuition fee waiver scheme is applicable for B.E. / B.Tech. courses only. Seats up to a
maximum of 5 percent of sanctioned intake per course may be available under the scheme. Tuition fee waiver under
First Graduate scheme is provided by Government whereas, AICTE TFW scheme is provided by the Management of
the Institution. Sons and daughters of parents whose annual income is less than Rs. 4.50 lakhs from all sources shall
only be eligible under this scheme.

All other fees except tuition fee will have to be paid by the candidate under both (7.1) & (7.2). Beneficiary student
admitted under AICTE TFW scheme will not be allowed to change Institution / course under any circumstances.

7.3 Post Matric Scholarship

In the G.O. (st) No. 6 Adi Dravidar and Tribal Welfare (AD3) Department dated 09.01.2012, G.O. (st) No. 92 Adi
Dravidar and Tribal Welfare (AD3) Department dated 11.09.2012 and G.O. (st) No. 16 Adi Dravidar and Tribal
Welfare (AD3) Department dated 24.02.2014, the Government have ordered to grant Post Matric Scholarship to
SC/SCA/ST candidates, whose parental annual income is less than Rs. 2,50,000/- and for SC/SCA converted
Christians annual income less than Rs. 2,00,000/- from all the sources shall only be eligible. The eligible candidates
have to submit income certificate obtained from appropriate authorities and get the Post Matric Scholarship from the
colleges where they get admitted.

8. Procedure for Registration of Application
A Candidate seeking admission to first year B.E/ B. Tech degree courses under unified Single Window Admission
System [TNEA 2018] should apply online for the registration of his candidature on the web site
www.annauniv.edu/tnea2018 from anywhere. For the convenience of candidates TNEA Facilitation Centers (TFC)
have been established in selected cities. Candidates can use the facilities available in TFCs. The candidate who
satisfies the eligibility conditions as given in Section 3 of Information and Instructions to Candidates has to register
his/her name by providing a username and password. The candidate has to remember his/her username and
password for further login and fill-up the application. The candidates must be ready with details such as

The candidate has to fill up the details in the application form. The candidate can give their preference of TFC for
Certificates Verification. If a particular TFC is overloaded the nearest TFC will be allotted. The entered details can be
viewed using the login information. The applicant can edit his/her information if necessary. Verify the entries made
and if all the details are found correct then submit the on-line application on or before the last date. Applicants will
be provided with a PDF document on successful registration of application through TNEA Application Processing
System. The applicants should take a printout of the same and has to be submitted with recent passport
size photo affixed at the place printed during original Certificates Verification at the TFC on the
specified date. An E-call letter which contains the date, time and address of the TFC for original Certificate
Verification will be generated and shall be made available in TNEA portal. An E-mail and SMS will also be sent to the
registered candidate.

9. Original Certificates Verification at TNEA Facilitation Centre (TFC)


The registered candidates will be informed about their original certificates verification date, time and venue (Name of
the TFC). The candidate has to report to the TNEA Facilitation Centre on the date and time noted in their e-call letter
for original certificates verification along with the signed copy of the registered application with a photo

affixed on it. (PDF obtained after successful registration of application) along with the following
original certificates and their photocopies for certificates verification.

* The certificate verification for candidates who applied for seats under Eminent sports persons
category will be held only at the TFC - Anna University Campus, Chennai.

10. Online Choice: Filling and Confirmation (Online Counselling)


A) Preparation of Merit list: A merit list will be prepared based on the marks obtained in the relevant
subjects, namely, Maths, Physics and Chemistry which will be reduced to 200 (Maths – 100, Physics – 50
and Chemistry – 50). The overall rank is prepared based on the merit list with the defined procedure for
tie-break (Refer Section. 6 of Information and Instructions to candidates). The overall rank and community
rank will be published in the official TNEA Web portal (https://www.annauniv.edu/tnea2018 or
https://tnea.ac.in). A week is reserved for addressing applicants’ grievances after the publication of the
rank. In case of grievances, applicants can contact the office of the Secretary, TNEA at Anna University,
Chennai 600 025.
B) Counselling: The applicants will be grouped based on their rank and each group of applicants will be
allowed to participate in counselling according to their turn. TNEA 2018 will have five rounds of counselling.
The applicant has to login into the TNEA portal by using his/her user ID and Password (same as that used
at the time of registration) for performing various activities in a particular round. The procedure for each
round of counselling is as follows:
1) Publication of eligible applicants: The list of eligible applicants for a particular round will be
published in the TNEA portal.
2) Payment: Applicants should pay an initial deposit of Rs. 5000/- for general category and Rs. 1000/- for
SC / SCA / ST candidates belonging to Tamil Nadu, through online mode of payment (Net Banking /
Credit Card / Debit Card) by using the TNEA portal, according to the payment schedule of the round.
 Applicant can participate in the counselling only after the successful payment of the initial
deposit. Hence applicant are advised to make the payment well in advance of the scheduled
time.
3) Adding Choices: After successful completion of payment, those applicants in the current round can
add choices to their list (in order of preference) to be considered for allotment by using the TNEA
portal.

▪ Three days are provided to enter choices from the commencement of round (24 hours for first two
days and up to 5.00 P.M. on the third day).
▪ A choice refers to a branch in a college.
▪ The order of preference is the applicant’s priority of choices for allotment of seats ordered from the
most preferred to the least preferred. For example, Choice number 1 will be considered the most
preferred choice for allotment. If Choice number 1 could not be allotted based on the rank, Choice
2, 3, 4 and so on (strictly in that order) will be considered for allotment.
▪ The TNEA portal has provisions to add choices in multiple ways to the list in the order of
preference (for more information visit TNEA portal). Applicants are advised to save the choices
made at regular intervals.
▪ A format sheet for Choice Preparation is available in the TNEA portal and can be downloaded by
the applicants from the TNEA portal. Using this Sheet, they can prepare the choice list from their
respective homes. They are advised to be ready with the filled-in Choice Preparation Sheet before
logging into TNEA portal for choice entry.
▪ The applicant should prepare the Choice Preparation Sheet by referring to multiple sources like:
 Information about colleges which is available in the booklet provided to applicants during the
verification of original certificates at TFC.
 Checking the vacancy position from TNEA portals.
 Checking previous years’ minimum cut-off with respect to the applicant’s preferred choice
using the TNEA portal.
 Enquiring about and gathering first-hand information about the applicant’s preferred choice
from different sources.
 Various other information like NBA, NAAC, etc.

4) Locking Choices: After adding their choices, applicants should lock their choices before 5.00 pm on
the third day from the commencement of the counselling round.

 Applicants shall verify the choice list and reorder their order of preferences, if necessary and
ensure that their choice list is in proper order before locking them. Once the choices are
locked, the applicant cannot add to / modify the list.

 Applicants’ choice list can be rearranged and modified in many ways through the TNEA portal.
(For more information, visit TNEA portal.)

 After locking the choices, a PDF document containing the list of choices locked by the
applicant will be sent to the applicant’s registered email with the generated integrity code. The
integrity code is to prevent any further modification to the applicant’s choice list that has been
submitted.

 If applicants fail to lock their choices within the stipulated time, the system itself will lock the
choices.

◦ The applicant’s list, as available at the time of locking, will be considered for allotment on
the basis of rank and the order of applicant’s preferences.

◦ If no choices were added by the applicant at the time of locking, the applicant shall opt to
participate in the next round of counselling, if further round(s) of counselling has/have
been scheduled. Otherwise he/she has to quit counselling.
5) Tentative Allotment: After the locking of choices by the applicants, the system will, tentatively, allot
the choice based on rank and the applicant’s order of preferences. The same can be viewed the
following day after locking the choices by the applicants through their login.
6) Submission of Allotment Options: After the tentative allotment, the applicant shall either confirm
or decline or reject the allotment. The allotment option is given to get the applicant’s decision on the
tentative allotment. The different allotment options that can be exercised by the applicant are:

 If the choice of an applicant is allotted tentatively, the applicant can exercise the following options:
a) Confirm the tentatively allotted choice

b) Confirm the tentatively allotted choice with upward movement
◦ Upward Movement: If a higher order preferred choice is available during the final
allotment, it will be allotted by rank to an applicant who had opted for upward movement
without any further confirmation.
◦ The above option is not applicable if the tentatively allotted choice happens to be the first
preferred choice of the applicant.
c) Decline the tentatively allotted choice and opt for upward movement
◦ If a choice is allotted in case of upward movement without any further confirmation, that
choice will be allotted to the applicant. Otherwise, the applicant becomes automatically
eligible for the next round of counselling, if there are further rounds of counselling.
◦ The above option is not applicable if the tentatively allotted choice happens to be the first
preferred choice of the applicant.

d) Decline the tentatively allotted choice and opt to participate in the next round of counselling as
per the next round’s vacancy position
◦ The above option is not applicable if no further rounds of counselling are available.

e) Quit Counselling

 If none of the applicant’s choice could be tentatively allotted on the basis of rank, the applicant can
exercise the following options:

a) Opt for upward movement


◦ if a choice is allotted in upward movement, it will be allotted to the applicant without any
further confirmation. Otherwise, the applicant becomes automatically eligible for the next
round of counselling, if there are further rounds of counselling.

b) Opt to participate in the next round of counselling as per the next round’s vacancy position
◦ The above option is not applicable if there are no further rounds of counselling.

c) Quit Counselling
▪ Applicants who fail to submit the allotment option within the stipulated time have to forgo the
tentatively allotted seat if any seat has been allotted tentatively. Such applicants’ tentatively
allotted choices will be subsequently allotted to those applicants who appear for that particular
round on the basis of rank. The applicants who fail to submit their allotment option are eligible to
participate in the next round of counselling. But if there are no further rounds of counselling, the
applicant has to quit the counselling.
7) Final Allotment: After submission of allotment options, the final allotment will be done by the system
based on rank and the applicant’s allotment options that have been submitted. The final allotment
order can be viewed and downloaded by the applicants through their login in the TNEA Web portal.
C) Admission: After the final allotment, the applicant has to report to the respective college for admission on
or before the last date specified in the provisional allotment order. The applicant shall remit the remaining
fee (deducting the initial deposit paid to TNEA) at the time of admission in the college. In case the applicant
failed to join before the last date specified, he/she has to forfeit the seat and cannot claim his/her seat
later. The provisional allotment made to him/her will be automatically cancelled.
D) If a candidate forfeit the allotment or candidate who could not get any allotment in this counselling process
can claim refund of the initial deposit from TNEA. The refund will be made according to the TNEA
procedure.

Counselling for (i) Eminent sports persons, (ii) Differently abled persons, (iii) Sons and daughters
of Ex-service men, (iv) Vocational candidates and (v) Supplementary Counselling and counselling
for vacant seats of SCA after completion of general Counselling will be held in person only at
Anna University Campus, Chennai. Applicants must ensure that all online counselling activities
like making payment, adding choices, locking choices, tentative allotment, submission of
allotment option and final allotment are performed at the official TNEA Web portals
(https://www.annauniv.edu or https://www.tnea.ac.in) only.

DEFINITIONS

“Ex-Serviceman” is a person who has served in any rank (whether as a combatant or as non combatant ) in the
Armed Forces of the Union, including the Armed Forces of the Former Indian States (but excluding the Assam
Rifles, Defence Security Corps, General Reserve Engineering Force, Lok Sahayak Sena and Territorial Army) for
a continuous period of not less than six months after attestation and has been released, otherwise than at his
own request or by way of dismissal or discharge on account of misconduct or inefficiency, or has been
transferred to the reserve pending such release, or has to serve for not more than six months for completing
the period of service requisite for becoming entitled to be released or transferred to the reserve or, has been

ALLOTMENT OF SEATS FOR CANDIDATES UNDER QUOTA FOR EMINENT SPORTS PERSONS
1. The purpose of this quota is to recognise and give weightage to the sports eminence of the candidates and
hence marks for sports achievements alone will be considered in ranking the candidates. The candidates are
expected to continue their good performance in sports, even after admission.
2. The candidate shall submit all the sports certificates along with participation certificates and relevant
forms issued by Association / Federation concerned, but only one highest achievement in a tournament
(among the International, National, State, Divisional and District) in an academic year in the sports disciplines
listed in Table VIII will be considered for awarding marks.
3. Selection of the candidate will be based on the marks obtained by the candidate strictly following the
guidelines, given in the tables.

4. (a) For International Tournaments:


Category-I : Olympics, World Cup, Commonwealth Games and Asian games (Games organised in 4 years
frequency by the International Olympic Committee).
Category – II : A minimum of six countries must have participated for International tournaments which are not
covered under Category I and such tournaments should have been approved by Indian
Olympics Association (IOA), Sports Authority of India (SAI) and Ministry of Youth Affairs and
Sports (MYAS), Government of India.
Open or Invitational or Memorial or any indifferent nomenclature or title of tournaments or
Championships at International level, not approved by any of the above authority will not be
considered for marks.
1. Participation or achievement in International tournaments will be considered only with
earlier achievements at National and State level tournaments. Direct participation in
any International or National tournaments will not be considered for award of marks.
2. The highest achievement in only one annual regular tournament, officially conducted in a regular
manner by the member National Olympic Committee (NOCs) authorised by the International
Olympic Committee (IOC) or International Sports Federations affiliated to the IOC will be considered
for award of marks. The players / sports persons representing the Country in such tournaments
through Indian Olympic Association (IOA) or respective National Sports Federations recognised by
the Ministry of Youth Affairs and Sports, Government of India or IOA will be considered for award of
marks in each year.
3. Only tournaments officially recognised by the Indian Olympic Association / respective official
National Federations will be considered for the award of marks (for each year) from
01.06.2014 to Last date of submission of application (01.06.2014 to 31.05.2015,
01.06.2015 to 31.05.2016, 01.06.2016 to 31.05.2017 and 01.06.2017 to Last date of
submission of application).
4. Certificates of Participation or Achievements in tournaments, submitted along with
Form I alone are eligible for marks indicated in Table (I) above (should be submitted
before the last date for submission of application).
5. Players who participated in any of the categories I and II, in Table (I) should produce
the copies of the following:-
(a) VISA, Immigration entry in passport, clearance from Ministry of Youth Affairs and
Sports (Government of India),Indian Olympic Association and respective National
Sports Federations including BCCI.
(b) The fixture, draw, schedule of events, players’ accreditation, National Medal, Merit,
Diploma, Participation certificate and Form – I issued by the respective National Sports
Federation and certificates signed and issued in the prescribed format by the President
or Secretary General of the National Olympic Committee of the Organising Country and
International Federation.

(b) For National Tournaments
1. National tournaments should have been officially be recognised as the regular annual championship /
tournament by MYAS or IOA or SAI or SDAT or respective official National Sports Federation will be
considered (for each year) for the award of marks.
2. Marks will not be awarded for selection trials and coaching camps.
3. Tournaments conducted by the Federations which are not recognised by the IOA or MYAS, TNOA or SDAT
at National level for a particular period will not be considered for award of marks.
4. Candidates must have participated at Zonal, District, Divisional, National, and International in a particular
Game/Sport in the same hierarchical order as per the existing norms applicable for a particular
Game/Sports.
(c) For State Tournaments
1. State level tournaments should officially be recognised as the regular annual championship or tournament
by respective official State Association or SAI or SDAT will be considered (for each year) for the award of
marks.
2. Marks will not be awarded for selection trials and coaching camps.
3. Any tournaments conducted by the Association which are de-recognised by the TNOA or SDAT at State level
for a particular period will not be considered for award of marks.

(d) For CBSE/KV Schools Sports Achievements


1. The number of KV and CBSE Schools, when compared to State Board Schools in Tamil Nadu, is very less.
Hence, the cluster level achievements are not considered.
2. The candidates participated in the tournament conducted by CBSE and KV Schools, at Regional / South
Zone are equated to Divisional Level Achievements, and the National Level Achievements are equated to State
Level of State Board Schools.

5. General Conditions
1. For consideration of candidates seeking admission under the category of eminent sports person, he / she
should enclose all the attested photocopies of participation certificates and the relevant forms issued by
the competent sports authorities. The application along with all the sports certificates / relevant
forms / documents as given in 4(a) 5, should be submitted in person at office of the Secretary
(TNEA), Anna University, Chennai. Applications received through post will not be considered.
2. Participation / achievements in each academic year from 01.06.2014 to last date of submission of
application (01.06.2014 to 31.05.2015, 01.06.2015 to 31.05.2016, 01.06.2016 to 31.05.2017 and
01.06.2017 to last date of submission of application) in sports / games shown in the list alone will be
considered for the award of marks. National or State Level Championships or Tournaments conducted by
Sports Federations or Associations recognised by MYAS or IOA or SDAT or TNOA alone will be considered
for the award of marks. (Recognition of State Associations / National Federations should be relevant to
the year concerned).
3. Relevant attested copies of certificates issued by the competent authorities as detailed below are to be
submitted along with the application before the last date for receiving the applications.

4. These Certificates are not valid unless signed personally in ink by the authorities mentioned above.
5. Open or Invitational or Memorial or any indifferent nomenclature or title of tournaments or Championships at
District or State or National or International level will not be considered for marks.
6. District or Inter-District Championship means the championships conducted by the respective recognised District
or State Sports Association for a Revenue District or Revenue Districts in the State of Tamil Nadu.
7. Direct participation or achievement at any level without participating in the qualifying level competitions such as
District or State or National or direct selection conducted by District or State Sports Association or National
Sports Federation to represent the District or State or National or International tournaments or championships
will not be considered for award of marks.
8. For International achievements in Tennis, marks for Gold, Silver and Bronze will be awarded to players who are
ranked first, second and third respectively in the ATP or WTA rankings of International Tennis Federation for
awarding participation marks for the top 5 ranked players will be considered from the ATP or WTA list published
by the International Tennis Federation. Necessary document and proof should be enclosed by the candidate.
For National or State level achievement in Tennis, marks for Gold, Silver and Bronze will be awarded to players
who are ranked first, second and third respectively in the AITA or TNTA at National or State. For awarding
participation mark the top 5 ranked players will be considered from the list published by AITA or TNTA at
National or State level based on the ranking. Necessary document and proof should be enclosed by the
candidate.
9. Certificates should be in printed form and necessary Form – I and II should be in prescribed
format. (Certificates or forms issued in letter pads will be invalid).
10. All other sport disciplines in which ranking is the criteria for assessment of achievement, rules indicated in item 8
above will be applicable for the award of marks.
11. For Cricket, the annual official Championships or tournaments conducted within the country under the auspices
of TNCA or BCCI at District or State or National Level alone will be taken into consideration for that year.
12. Multiple events in a particular sport must be standardised events and in accordance with the events organised by

the approved International Federations. Events newly created and not in accordance with the requirement will
not be considered for award of marks.
13. Participation or achievements of candidates with nativity of Tamil Nadu who represented Tamil
Nadu alone are eligible for marks under National Category.
14. Only Tamil Nadu candidates are eligible to apply for admission under Sports Quota and only the
KVS and CBSE schools within Tamil Nadu are eligible for marks.
15. A Common Committee for Engineering and Medicine constituted for this purpose will rank the candidates based
on the marks assigned to the certificates enclosed along with the application. Candidates with a minimum sports
mark of 5 and above alone will be considered for ranking.
16. All the achievement certificates are to be supported necessarily by the relevant participation
certificates and appropriate forms.
17. No further enclosures or certificates will be entertained after the last date for submission of
completed application, in person.
18. Highest achievement or participation certificates obtained by candidate at different levels such as District or
State or National or International in each year along with earlier achievements should be enclosed without fail.
(A candidate shall enclose copy of all eligible certificates for scrutiny).
19. Candidates in proportion to the available seats will be called to appear before the Common Committee for
Engineering or Medicine for verification of the Originals, followed by counselling after ranking.
20. If any candidate fails to produce the requisite Original Certificates or Forms, his / her place will be allotted to the
candidate next in rank and so on. The consequential vacancy at the end of the rank list will be filled up from
among the additional candidates according to their ranks.
21. All the highest level of participation or achievement should be supported by earlier achievements at all levels of
competition.
22. Short listed candidates will be called for counselling based on their rank and branches and colleges will be
allotted according to their choices from the number of seats reserved under sports quota based. Sports quota
counselling will be held before the commencement of general counselling.
23. Candidates securing admissions under Eminent Sports Persons quota should sign an undertaking at the time of
receiving allotment order assuring participation in sports activities in the college preferred by them.
24. Legal action would be taken on parents and candidates for furnishing bogus documents. They should ensure
that the certificates obtained are from competent authorities.
25. A candidate can utilise the Sports Quota only once for Engineering or Medicine.

JOINT DECLARATION BY THE CANDIDATE AND PARENT / GUARDIAN

It should be submitted at the time of admission)

I hereby solemnly and sincerely affirm

1. That the Statements made and information furnished in my son’s / daughter’s / ward’s application and also
in all the enclosures there to submitted by him/her are true. Should it however be found that any
information furnished therein is untrue in material particulars, I realise that I am liable to criminal
prosecution and I also agree to the forfeiture of his/her seat in the Institution.

2. That my son / daughter / ward would confirm strictly to all the rules and regulations in force now or which
may be introduced in the Institution hereafter and that I realise that breach of discipline and rules on my
son’s/daughter’s/Ward’s part would entail summarily forfeiture of his/her seat in the institution.

3. That I am aware that if my son /daughter / ward does not put in a minimum percentage of attendance
prescribed by the University during the year in theory, drawing and practical classes separately, my son
/daughter / ward will not be permitted for the University Examination.

4. That I am aware that the curriculum for the various courses is not rigid and that my son /daughter /ward
will follow the syllabi for the various courses in force at the time of his/her admission and that any revision
or modification made in the syllabi during the course of his/her study in the Institution will be binding on
him/her.

5. That I am aware that if my son /daughter /ward does not get a minimum of 50 per cent of marks in the day
to day valuation of his/her work and progress he/she will not be permitted for the University Examination.

6. That in case of my son’s/daughter’s/ward’s progress in studies is uniformly poor in the Institution his/her
studies are liable to be terminated by the issue of Transfer Certificate.

7. That in case my son/daughter/ward becomes a scholarship holder or enjoy educational concessions like
half-fee, or full-fee etc., and does not show special progress, the scholarships or educational concessions
are liable to be cancelled and that if my son’s/daughter’s/ward’s conduct and character are not good these
will be cancelled.

8. That my son/daughter/ward is aware that breach of discipline and rules or bad conduct in the N.C.C. or
extra-curricular activities will also entail summarily forfeiture of seat in the Institution, in addition to such
other proceedings that may be taken against him/her.

9. That I am aware that if my son/daughter/ward is admitted in the hostel he/she will strictly abide by the
rules and regulations in force in the hostel and that any breach of discipline or rules or any unruly conduct
or undesirable activities will be summarily dealt with by forfeiture of seat both in the hostel and in the
institution in addition to such other proceedings that may be taken against him/her.

10. That I am fully aware, as per the directions of the Hon’ble Supreme Court of India and Tamil Nadu
Prohibition of Ragging Act 1997, Ragging is an offence, as is banned in the Institutions and anyone
indulging in ragging is liable to be punished such as expulsion from the Institution and / or rigorous
imprisonment upto 3 years, and / or fine upto ` 25,000/-
