Constitution and By-Laws of the Supreme Student Government

Article I: General Provision


Sec. 1 This Constitution and By- Laws shall be known as the Constitution and By- Laws of the Supreme Student Government of (name of School).
Sec. 2 For purposes of this Constitution and By-Laws, SSG refers to the Supreme Student Government of (name of the school)
Article II: Name and Domicile
Sec. 1 The name of the organization shall be known as the Supreme student Government.
Sec. 2 The office of the SSG shall be located inside the premises of the school.
Article III: Declaration of Principles and Objectives
Sec. 1 The SSG of (name of school) shall promote mutual understanding thru social, civic, intellectual, recreational and scientific programs and activities.
Sec. 2 The SSG shall have the following duties:
a. Develop love of God and Country, moral character, personal discipline, leadership and efficiency among its members;
b. Train Members for effective and efficient leadership;
c. Help the students Develop self-confidence;
d. Promote unity among leaders and the studentry;
e. Maintain school aspiration to promote quality education and academic excellence;
f. Serve and protect students’ right and welfare; and,
g. Represent the studentry in the policy making body of the school concerning students’ welfare.
Article IV: Membership
Sec. 1 All bonafide students are the members of the studentry to whom the SSG shall accountable at all times.
Article V: Rights of Students
Sec. 1 Every Student has the right to enjoy responsible freedom of speech and expression.
Sec. 2 Every Student has the right to avail of all the services offered by the SSG.
Sec. 3 Every Student has the right to conduct and participate in all School Activities.
Sec. 4 Every Student has the right to information on all the issues and matters concerning them.
Sec. 5 Every Student has the right to vote, be nominated and be elected into the office.
Sec.6 Every Student has the right to be represented in the different meetings and assemblies of the school on issues affecting the welfare of the studentry.
Sec. 7 Every Student has the right to due process.
Article VI: Duties and Obligation of Students
Sec. 1 Every Student has the responsibility to observe the Laws of the Republic of the Philippines, and the rules and regulations of the school at all times.
Sec. 2 Every Student shall pay the SSG developmental Fee as regulated and approved by appropriated DepEd issuances
Sec. 3 Every Student shall support and promote the thrusts and objectives of the SSG and the School.
Sec. 4 Every Student shall abide the SSG constitution and by –laws
.
Sec. 5 Every Student shall participate actively in all DepED recognized school activities and strive for academic excellence.
Sec. 6 Every Student shall exercise his/her rights and do his/her responsibilities as an SSG member.
Article VII: Powers and Duties of the Supreme Student Government
Sec. 1 The Supreme Student Government shall be the highest governing body of the entire studentry.
Sec. 2 The SSG shall have the following functions and responsibilities:
a. Formulate and recommend programs that will address relevant issues/concerns of the studentry;
b. Plan and Implement policies and programs designed to protect and to promote students’ rights and welfare;
c. Monitor and evaluate the student’s activities in the school and in the community.
d. Create committees necessary to address the needs of the students;
e. Make recommendations to school authorities regarding student matters, affairs, and activities;
f. Serve as the representative of the studentry in voicing their opinions, suggestions and grievances;
g. Participate in the crafting/formulation of School Improvement Plans (SIP’s);
h. Act as coordination council of all campus co-curricular organizations;
i. Have such powers and duties as the school authorities and the studentry may, from time to time, grant or delegate, consistent with stated principles, objectives and school
policies;
j. Spearhead all mandated thrust, programs and activities of the SSG, such as but not limited to anti -drug abuse, anti-smoking, brigade eskwela, Tutorial Services for challenged
learners and Environmental Program;
k. Monitor and supervise the election of the Supreme Student Government Officers for the Succeeding school years;
l. Monitor and coordinate elections of other recognized campus co-curricular organizations;
m. Recommend to the School Head the granting, renewal or revocation of accreditation of campus students organizations;
n. Turn-over financial assets, papers, documents, properties and other responsibilities to the incoming Student Government Officers, and,
o. Submit financial and accomplishment reports to the school authorities on a monthly basis. Terminal report must be submitted to the school authorities and the incoming SSG
officers during the turn-over of responsibilities.
Article VIII: Composition, Election, Qualifications and Term of Office of the SSG
Sec. 1 The officers of the SSG are the duly elected President, Vice president, Secretary, Treasurer, Auditor, Public Information Officer, Peace Officer, Year Level Chairperson if
applicable and the Year Level Representatives.
Sec. 2 The Year Level Representative/s shall be elected depending on the number of enrollees in the school pursuant to DECS Order No. 37, s. 2001.
Sec.3 The Year Level Representatives who shall get the higher number of votes among the elected Year Level Representatives in their respective year level shall serve as the
Year Level Chairperson of the year level concerned.
Sec.4 All SSG elections shall be conducted school-wide every third and/or fourth week of February annually.
Sec.5 Elections for the First Year Level Representative/s shall be conducted every 1st week of July annually.
Sec.6 The Campaign Preiod shall not be more thatn five(5) school dys prior to the SSG elections, unless otherwise stipulate in an appropriate DepED issuance.
Sec.7 Candidates for all SSg elective positions shall;
a. Be bonafied students;
b. Be of good academic standing with a general average of 85 and above with out any failing grade during the 1st to 3rdgrading period of the current school year;
c. Be of good moral character
d. Have not been subjected to any disciplinary sanction; and,
e. Have paid the SSG Development Fee and other related SSG contributions since his/her admission to the school.
Sec. 8 Once elected, all SSG Officers, except the year level Chairpersons and Representatives shall be considered resigned and ineligible from all major elective or appointive
positions in other clubs and organizations. Major elective or appointive positions shall refer to the position of President, Vice President, Secretary, Treasurer, Auditor, Public
Information Officer, Peace Officer or equivalent positions, including Editor-in-chief, Managing Editor and Associate Editor of the school Paper or Publication.
Sec. 9 No residency shall be required of the candidates for all SSG elective positions.
Sec. 10 The officers of the SSG shall hold office for one academic year.
Article IX: Duties and Functions of SSG Officers
Sec. 1 The President shall be the chief executive officer of the SSG. He/She shall have the following duties:
a. Preside over all meeting and/or may designate another officer to preside for a specific meeting;
b. Enforce this constitution, By laws and other regulations that
maybe promulgated;
c. Sign all official minutes, resolutions, correspondences, and other official papers of the SSG;
d. Represent the SSG or designate his/her representative for any external or internal affairs/functions;
e. Head the coordinating Council of Campus Co-curricular Organizations;
f. Implement SSG programs and projects;
g. Create Ad Hoc Committees, as the need arises, the chairperson or which shall be appointed by the SSG president; and,
h. Perform such functions inherent and incidental to his/her
office.

Sec. 2 The Vice President shall have the following duties:


a. Assist the President in all matters where his/her assistance is necessary;
b. Assume the office of the President should the position become a vacant;
c. Supervise members in planning and arranging meetings or programs of activities;
d. Head the Internal Affairs Committee and conceptualize programs and projects and plan activities with the Year Level Representatives; and,
e. Perform such other duties assigned by the SSG.
Sec. 3 The Secretary shall have the following duties:
a. Keep accurate records of the minutes and document proceedings of every meeting;
b. Keep a file of all pertinent documents and papers of the SSG and make them accessible to the studentry;
c. Call and prepare all notices of SSG meetings;
d. Head the Supreme Student Government; Secretariat; and,
e. Perform such other duties assigned by the SSG.
Sec. 4 The Treasurer shall have the following duties:
a. Keep all financial records of the SSG;
b. Serve as the disbursing officer of all the SSG’s funds;
c. Prepare the annual budget of the SSG;
d. Prepare financial reports every month, after an activity, and at the end of term;
e. Formulate pertinent financial guidelines for the organization;
f. Head the Finance Committee; and,
g. Perform such other duties assigned by the SSG.
Sec.5 The Auditor shall have the following duties:
a. Certify the legitimacy and correctness of the disbursement of funds;
b. Audit all expenditures of the SSG funds;
c. Assist the Treasurer in formulating guidelines and reports;
d. Keep and update inventory of all the SSG’s Property;
e. Act as the Assistant Head of the Finance Committee, and;
f. Perform such other duties assigned by the SSG.
Sec. 6 The Public Information Officer shall have the following duties:
a. Popularize the thrusts and objectives of the SSG;
b. Build and maintain a credible image of the SSG;
c. Take charge in the promotion of SSG projects and activities;
d. Head the publicity committee, and;
e. Perform such other duties assigned by the SSG.
Sec. 7 The Peace Officer shall have the following duties:
a. Help the Presiding officer to maintain peace and order during meetings;
b. Act as Disciplinary Officer, if needed;
c. Maintain Peace and order within the premises of the school;
d. Act as chief peace officer and over all Sgt. At arms of subordinate organizations and classes;
e. Chair the students welfare committee and appoint its members, and;
f. Perform such other duties assigned by the SSG.
Sec. 8 The Year Level Chairperson/s shall have the following duties, apart from duties enumerated in section 9:
a. Act as the year level head coordinator of all SSG programs and Projects in his/her Year level.
Sec. 9 The Year Level Representative/s shall have the following duties:
a. Represent his/her year level in all of the meeting of the SSG;
b. Serve as the grievance desk for their respective year level;
c. Conceptualize and implement programs and projects, and recommend policies for their respective year level;
d. Assist the effective implementation of the SSG’s Programs and Projects; and,
e. Perform such other duties assigned by the SSG.
Article X:Permanent Committees in the Supreme Student Government
Sec. 1 There shall be seven (7) permanent committees in the SSG, namely, the Executive Committee, Internal Affairs Committee, Secretariat, Finance Committee, Publicity
Committee, Students’ Welfare Committee and the Special Projects Committee, members of each committee in the SSG shall be appointed by the president from among the
officers of the homeroom organizations upon the recommendation of the chairperson of the committee.
Sec. 2 The Executive committee shall be headed by the President and shall act as the administrative arm of the SSG.
Sec. 3 The Internal Affairs committee shall Vice President and shall take charge of all the matters regarding the members of the SSG and their functions.
Sec. 4 The Secretariat shall be headed by the Secretary and shall be the official SSG work group.
Sec. 5 The Finance committee shall be headed by the Public Information Officer and shall be the responsible for disseminating information on matters concerning the SSG.
Sec. 6 The Students Welfare Committee shall be headed by the Peace Officer and shall look after the rights of the students and act upon their complaints.
Sec. 7 The Special Projects Committee shall be headed by a person appointed by the SSG president and shall implement Programs and Projects of anti-drug abuse, anti-
smoking, Brigada Eskwela, Reading and Tutorial Services for challenged Learners, and Environment.
Sec. 8 Other committees, permanent or ad hoc in nature may be created by the SSG as the need arises.
Article XI: Homeroom Class Organizations
Sec. 1 There shall be a homeroom class organization in every section composed of officers parallel to the organization structure of the SSG.
Sec. 2 The Homeroom class organization shall be responsible in implementing programs and projects of each class.
Sec. 3 The homeroom class organization shall assist the SSG in implementing its programs and projects.
Sec. 4 The homeroom class organization shall be guided by the designated class adviser must be a part of the teaching staff of the school.
Article XII: Coordinating Council of Campus Co-Curricular Organizations
Sec. 1 The Coordinating Council shall be headed by the President of the Supreme Student Government as the chairperson.
Sec. 2 The coordinatin council shall be composed of the different Presidents of all recognized legitimate campus co-curricular organizations.
Sec. 3 The coordinating Council shall have the following functions:
a. Coordinate school wide activities, which need the participation and involvement of the whole studentry ;
b. Provide a consultative mechanics and support for the implementation of the various programs and projects of all co-curricular affairs organizations;
c. Plan programs and synchronized student activities in the campus.
d. Serve as a venue to present accomplishment reports, financial reports and such other reports of the SSG and other organizations as are necessary or required, and,
e. Set rules and standards for the collection of membership fees or contributions by recognized campus co-curricular clubs or organizations for the approval of the school head.
Sec. 4 The coordinating shall meet once every quarter or upon notice of the request of any of its members as often as the council may deem necessary.
Sec. 5 The school head shall serve as the Adviser of the coordinating Council, such as, all resolutions and agreements arrived at by the coordinating council shall be noted by
the School Principal.
Article XIII Supreme Student Government Adviser
Sec. 1 The SSG adviser shall be designated by the School Head among the three (3) teacher nominees officers through a resolution.
Sec. 2 The SSG Adviser shall have the following qualifications:
a. preferably social studies teacher department head or any competent, able and willing teacher, and,
b. with good character and reputation in the school and community.
Sec. 3 The SSG Adviser shall monitor all programs, projects activities and meetings of the SSG at all times.
Sec. 4 The Advisorship in the SSG shall be equivalent to one teaching load (DepED Order No. 43. s. 2002).
Article XIV Commission on Elections
Sec. 1 The commission on elections, wherein reffered to as the SSG Comelec, shall be established within 45 days before the day of election.
Sec. 2 The SSg Comelec shall be the only agency that will manage the electon process including the campaign.
Sec. 3 The SSG COMELEC shall be composed of 11 members represented by each year level who do not have vested interest in the election, or in any way related to any of the
candidate, and who shall select a chairpersonamong themselves.
Sec. 4 The Composition of the members shall be 3 from the first year level (incoming second year), four from the Second Year Level (incoming 3rdyear) and four from third year
(incoming 4th year)
Sec. 5 The Composition of the members of the SSG COMELEC shall be appointed by the adviser of the SSG.
Sec. 6 The SSG COMELEC shall have the following duties and responsibilities:
a. Conduct fair, honest and systematic elections;
b. Formulate an election code or modify an existing
election code if necessary subject to the approval of the school head;
c. Validate the electoral proccedings and results.
d. Accept or revoke candidacy;
e. Proclaim the new set of officers;
f. Keep all pertinent election papers/documents;
g. Decide on protest relative to the conduct and results of the elections;
h. Prepare and distribute the necessary election paraphernalia, certificate of candidacy forms and other election related materials before, during, and after the election: and;
i. Disqualify candidates who have violated any of the guidelines, which have been promulgated.
Article XV The General Assembly
Sec. 1 The General Assembly of the SSG shall be composed of all elected Homeroom Class Organization Presidents of the school.
Sec. 2 The General Assembly shall be a forum for information and consultations, which decisions shall be significantly considered.
Sec.3 The general Assembly shall convened by the President once every two months starting in the month of July and as the need arises.
Article XVI Membership to the Division, Regional and National Federation of Supreme Student Government
Sec. 1 As a duly constituted SSG, and having adopted the standard Constitutions and By-Laws, this SSG shall be, and shall remain to be, an automatic member of the Division,
Regional and National Federation of Supreme Student Governments.
Sec.2 As such this SSG shall abide by the rules and regulations issued by the proper federation consisted with the policies and guidelines of the department of education.
Article XVII Meetings and Quorums
Sec. 1 The SSG shall conduct regular meeting every first and third week of the month or as agreed upon by the officers.
Sec. 2 Special meetings of the SSG may be called upon by the President or by majority of the SSG officers.
Sec. 3 Majority of the officers of the SSG (50% + 1) shall constitute a quorum.
Sec. 4 Each officer of the SSG is entitled to only one vote.
Sec. 5 No proxy shall be allowed when voting.
Article XVIII Finance
Sec. 1 The SSG’s funds shall be classified into Trust Funds and Special Funds. Trust Funds shall consist of the SSG developmental Fee, the amount of which shall be regulated
by the SSG in consultation and with the approval of the School Head but in no case shall it exceed the limit set by the Department of education in an appropriate official issuance.
The special funds are funds that come from donations, sponsorship, fund-raising projects or any amount derived from legitimate sources.
Sec. 2 All recipient of money’s from all sources shall be evidenced by acknowledgement receipts.
Sec. 3 A monthly report on the receipts and/or collections made duly signed by the treasurer and the president and noted by the SSG adviser shall be posted on the SSG bulletin
board and submitted to the school head.
Sec. 4 The SSG shall deposit all funds received and collected immediately to a reputable bank under the account of the SSG President and Treasurer,
Sec. 5 The Organization may accept cash donations from any member or any public or private person or institution, as long as it will not affect or compromise the integrity of the
SSG.
Sec. 6 The SSG may undertake fund-raising activities to subsidized its projects or activities.
Sec. 7 The SSG shall enjoy the freedom to determine its priorities in the disbursement of its funds, provided that it shall be actually, directly, and exclusively used to support
and/or finance the SSG programs, projects and activities.
Sec. 8 All disbursements and bank withdrawals shall be made in accordance with the programs, projects and activities of the SSG as embodied in the yearly action plan duly
approved by the school head.
Sec. 9 The SSG President and the treasurer shall be the signatory of all disbursement funds and bank withdrawals in the SSG. All funds disbursement and bank withdrawals
must be accompanied with an SSG resolution duly noted by the SSG Adviser and all expenses. Supported by the official receipts, The School Head shall be provided a copy of
all resolutions relative to the disbursement made.
Sec. 10 The SSG, through the Treasurer and the Auditor, shall promulgate financial guidelines for proper financial management.
Sec. 11 At the end of every activity, the SSG shall liquidate expenses before another disbursement or bank withdrawal shall be authorized. Funds of the SSG shall be audited at
the end of the term of the SSG and at the end of every activity.
Sec. 12 Financial Statements shall be posted in the SSG Bulletin
Board every month, printed in every issue of the school paper, and furnished the School Head.
Article XIX Impeachment, Resignation and Vacancies
Sec. 1 The officers of the SSG may be impeached on the following grounds:
a. Culpable violations of the Constitution and By-laws;
b. Gross misconduct, violence to person in authority, negligence, and disloyalty to the cause of SSG and the School;
c. Non-attendance in the both regular and special meetings for 3 times without valid cause; and,
d. Abuse or misuse of power and authority.
Sec. 2 Two-thirds vote of the General Assembly shall be final. However, the officer charged shall be informed 20 days prior to his/her impeachment case proceedings, of the
charge/charges against the accused the opportunity to be heard with or without a counsel in his/her defense.
Sec. 4 Resignation of an elected officer shall be in writing and shall take effect 5 days after the approval of the majority of the SSG officers.
Sec. 5 Resignation of an appointed officer shall be in writing and shall take effect immediately after the approval of the appointing committee.
Sec. 6 Any vacancy in any of the positions for the reason of death, resignation, impeachment, shall be filled, subject to the recommendation of the SSG.
Sec. 7 Any vacancy in the SSG, except the position of the President, shall be filled within ten school days from the day the position is rendered or considered vacant, by
appointment of the President from among the qualified members of the SSG. Immediately upon appointment, the appointee shall serve the remaining period.
Sec. 8 The SSG COMELEC shall certify as the vacancy occurring in the SSG and the SSG adviser shall certify the fact of appointment of the vacant position.
Article XX Amendments
Sec. 1 The Constitution and By- Laws may be amended or modified in full or part once every 3 years from its official issuance through a DepED order or memorandum
Sec. 2 The school SSG, Division and/or Regional Federations of student Government may propose amendments. Such proposal shall be carried through a resolution duly signed
and concurred in by a majority vote of the School SSG officers, the Division or Regional Federations officers concerned voting separately.
Sec. 3 Proposed amendments shall be transmitted to the DepED – CSCA at least one month before the holding of the NLTSGO or any National conference/events organized for
the purpose, where the same shall be submitted for consultation, discuss and deliberation.
Sec. 4 Amendments to this Constitution and By-Laws shall take effect immediately upon approval of the Secretary of the Department of Education.

PARENTS-TEACHERS ASSOCIATION

CONSTITUTION AND BY-LAWS

PREAMBLE

We, the parents and teachers of the DIADI REGION High School (DRHS), invoking the aid and guidance of God, the Almighty, have organized ourselves into an association with
the principle of volunteerism in order to attain our common goals, promote the general welfare and secure unto ourselves at all times efficient and honest participation,
support and cooperation in socio-educational affairs, subscribing and upholding the constitution of the Republic of the Philippines, all its laws and its duly constituted
authorities, do hereby ordain and promulgate this constitution and by-laws.

ARTICLE I

NAME, DOMICILE AND SEAL

Section 1. NAME The organization shall be known as Diadi Region High School Parents-Teachers Association herein
referred as DRHS PTA.

Section 2. DOMICILE The principal office of the association shall be at Diadi Region High School (CRSHS), Villamarzo, Cordon, Isabela
Section 3. SEAL The seal of the association shall be in such form and design as the Board of Directors may prescribed.

ARTICLE II

Declaration of Principles

Section 1. We believe that DRHS PTA is the coordinating body of the parents and teachers of Diadi Region High School.

Section 2. We believe that the growth, progress and welfare of our children/students of this educational institution depend upon the
unity, cooperation and active participation and harmonious relationship of the parents, teachers and school administration.
Section 3. The organization shall promote volunteerism and altruism in all its functions and affairs.

Article iii

Jurisdiction

Section 1. The DRHS PTA shall have jurisdiction to undertake high school related activities in and outside the campus and as agreed
upon with the school administration.

Article iV

OBJECTIVES

Section 1. To promote and work for the interest and welfare of the students who are enrolled in the Diadi Region High
School including the educational, social and physical well-being of all.

Section 2. To provide venue whereby parents and teachers could air their grievances and opinions.

Section 3. To promote harmonious relationship with the school administration and the community.

Section 4. To bring to the attention of the school administration every perceived violation of school rules and regulations that may be
committed by the students or teachers for appropriate disciplinary action.

Section 5. The DRHS PTA may assist in the promotion and supervision of the activities that the school may undertake.

SECTION 6. To provide a forum for the discussion of issues and their solutions related to the total school program and to ensure the
full cooperation of parents in the efficient implementation of such program.

SECTION 7. To provide mechanisms to ensure proper coordination with the members of the community.

SECTION 8. Shall adhere to all existing policies and implementing guidelines issued or hereinafter may be issued by the department of
education.
SECTION 9. To serve as a support group and as a significant partner of the school whose relationship shall be defined by cooperative
and open dialogue to promote the welfare of the students.

Article v

Membership, RIGHTS AND DUTIES

SECTION 1. Membership in DRHS-PTA is limited to parents, or in their absence the guardian of duly enrolled students, and teachers.

SECTION 2. A guardian is hereby defined as any of the following:

A. An individual authorized by the biological parent/s to whom the care and custody of the student has been entrusted;

B. A relative of the student within the fourth degree of consanguinity or affinity provided that said relative has the care
and custody over the child;

C. An individual appointed by a competent court as the legal guardian of the student;

D. In case of an orphan, the individual/institution who has the care and custody of the student.

SECTION 3. A member-teacher refers to homeroom advisers, subject teachers, and non-teaching personnel.

Section 4. Rights and privileges of members. Every member shall have the following rights and privileges:

1. To exercise the right to vote on all matters relating to the affairs of the organization.

2. Be periodically informed of the financial status of the organization, including relevant information affecting the
members thereof.

3. To be eligible to any elective and appointive position of the organization, provided not to extend the term limit, if
ever.

4. To examine all records or books of the organization during business hours.


Section 5. Duties of members. A member shall have the following duties:

1. To obey and comply with the constitution and by-laws of the organization, and other rules and regulations as may be
promulgated by the board of directors.

2. To extend assistance and full cooperation in all undertakings and activities of the school, especially the Brigada
Eskwela or school maintenance week which is scheduled every month of May. All parents are required to support said
program by way of sharing skills / expertise, in kind donations, thereby making the school ready for the opening of
classes.

3. To safeguard the general interest of its members.

4. To attend all meetings that may be called for by the executive board.

Article VI

Homeroom PTA OFFICERS

Section 1. Within fifteen (15) days from the start of the school year the homeroom adviser and the parents/guardians shall
organize the homeroom PTA with the approval of the School Head.

SECTION 2. The homeroom adviser shall have direct supervision over the conduct of election of the homeroom PTA officers,
which election shall be by viva voce.

SECTION 3. The homeroom PTA officers, namely: president, vice president, secretary, treasurer and auditor, business manager,
PIO and two (2) peace officers shall be elected from among the parent-members by a majority of those present during
the election.

SECTION 4. In case of a tie among two (2) or more candidates, a run-off election shall be immediately held only among the
candidates involved in the tie until the tie is resolved. If the tie can not be resolved through a run-off election, the
same shall be done by drawing of lots.
SECTION 5. The homeroom PTA officers shall cause the turn-over of any project they have completed to the School
Administrator.

SECTION 6. The homeroom PTA officers shall furnish a list of proposed and completed projects to the Board of Directors for
confirmation.

ARTICLE VII

BOARD OF DIRECTORS AND OFFICERS

(SCHOOL PTA OFFICERS)

SECTION 1. The election of the members of the Board of Directors (BOD) of the school PTA from among the elected homeroom
presidents and homeroom advisers shall be held within thirty (30) days from the start of the school year.

SECTION 2. The election of the executive officers of the school PTA from among the BOD members shall be on the same day of
their election to the BOD.

SECTION 3. The Board Of Directors (BOD) shall be composed of fifteen (15) members who shall elect from among themselves the
association’s executive officers; namely: president, vice-president, secretary, treasurer, auditor, business manager,
PIO and two (2) peace officers, who shall oversee the day-to-day activities of the association.

SECTION 4. Parent-members shall comprise two-thirds (2/3) and teacher-members one-third (1/3) of the Board of Directors.

SECTION 5. A teacher-member cannot hold any position in the PTA except as a member of the Board of Directors or as secretary.

SECTION 6. The School Head shall not serve as a member of the Board of Directors but as adviser to the PTA.

SECTION 7. The term of office of the Board Of Directors and its officers shall be one (1) year from the date of election or until a
new set of BOD has been elected and qualified.

SECTION 8. In case of vacancy in the Board Of Directors as a result of expulsion, resignation or death, the vacancy shall be filled,
for the unexpired term of the office, by a majority vote of the Board of Directors from among the presidents of
homeroom PTA’s in a special meeting called for such purpose.

SECTION 9. The immediate past president shall automatically become an ex-officio member, provided he /she has a child
enrolled during the school year at CRSHS.

SECTION10. Powers and duties of the Board of Directors. The Board of Directors shall have the following duties and powers:
a. They shall have the general charge in the formulation and implementation of policies, rules and guidelines of the
organization.
b. They shall create committees as exigency arises.
c. They shall formulate, promulgate and approved plans, programs and adopt resolution toward the attainment of the
principles and objectives of the organization.
d. They shall acquire, receive, hold and administer properties in the name of the DIADI REGION High School.
e. To coordinate with school officials in all DRHS-PTA activities.
f. The BOD shall turn-over any completed project initiated by the general PTA to the School Administrator.

SECTION 11. The president. The president shall have the following duties and powers:
a. Shall coordinate with school officials in all DRHS PTA activities.
b. Shall exercise general supervision and control in the management of the affairs of the organization.
c. Shall preside at all meetings of the officers, Board Of Directors and general assembly.
d. Shall be primarily responsible for the implementation of the policies, plans and programs adopted by the Board Of
Directors.
e. Shall be the official spokesman and representative of the DRHS-PTA on matters requiring coordination with school
officials.
f. Shall sign contracts, documents, and other papers as may be authorized by the Board Of Directors.
g. Shall represent the organization in all its official functions and activities.
h. Shall exercise such powers and performs such duties inherent to his position as may be delegated by the board.

SECTION 12. The Vice President. The Vice President shall have the following duties and powers.
a. Shall automatically succeed in case of permanent vacancy in the office of the president.
b. Shall take the place of the president in case of temporary absence and performs the powers and duties inherent to
the office of the president.
c. Shall exercise such powers and performs such duties inherent to his position as may be delegated by the president
and/or the Board of Directors.
SECTION 13. The Secretary. The Secretary shall have the following duties and responsibilities:
a. Shall coordinate all activities of the organization with officers.
b. Shall give or cause to be given all notices and announcements required to update the members of all activities of
the organization
c. Shall act as the official keeper of all documents, minutes and other records.
d. Shall sign/countersign contracts, documents and other papers as may be authorized by the board and affix seal to
any instrument requiring the same.
e. Shall maintain the member’s register and in-charge of the bulletin board at the principal office of the organization.
f. Shall perform such other duties and responsibilities as may be assigned by the president of the board.

SECTION 14. The Treasurer. The Treasurer shall have the following duties and responsibilities.
a. Shall collect, receive and issue receipts for all money, contributions and donations to the organization.
b. Shall be the custodian of all properties, funds and accounts of the organization and keep records pertaining
thereto.
c. Shall be at all times have a true, correct and detailed statement of his / her receipts and expenditures and of the
assets of the organization.
d. Shall control and handle all funds of the organization, and shall deposit same in a reputable bank designated by the
board.
e. Shall make disbursements only in amounts and in cases duly appropriated and provided for by the board, which shall
always bear the approval of the president.
f. Shall submit to the president and the board of directors quarterly reports of the properties, funds, accounts and
financial standing of the organization duly certified by the auditor, or such time as may be required by the president
or the board.
g. Shall cause the turn-over of all financial records, inventories, official receipts and other pertinent documents
during the transition of officers.
h. Shall perform such other duties and responsibilities as may be assigned by the president or the board.

SECTION 15. The Auditor. The Auditor shall have the following duties and responsibilities:
a. Shall make a detailed and periodic audit of all the properties, funds and accounts of the organization and at the
same time make appropriate suggestions and recommendations to the board.
b. Shall submit audit report to the board after the examination and validation of the treasurer’s report.
c. Shall perform such other duties and responsibilities as may be assigned by the president or the board.
SECTION 16. The Public Information Officer. The Public Information Officer shall have the following duties and responsibilities:
a. Shall take charge in disseminating information concerning plans, programs and activities of the organization.
b. Shall be responsible for the preparation of press releases.
c. Shall be responsible in fostering good relationship with the school administration.
d. Shall perform such other duties and responsibilities as may be assigned by the president of the board.

SECTION 17. The Business Manager. The Business Manager shall have the following duties and responsibilities:
a. Shall discharge the function of transacting business for the DRHS-PTA.
b. Shall make canvass on purchases for the DRHS-PTA.
c. Shall perform such other duties and responsibilities as may be assigned by the president or the board.

SECTION18. The Peace Officer. The Peace Officer shall have the following duties and responsibilities:
a. Shall secure peaceful and orderly deliberations during meetings and conferences of the officers and members of the
organization.
b. Shall moderate peaceful negotiations on conflicts from among the officers and members of the organization.
c. Shall conduct investigation and submit report on any matters involving the security, immorality and misconduct of
the officer/s and member/s of the organization as directed by the president or by the board.

ARTICLE VIII

STANDING COMMITTEES

SECTION 1. To ensure smooth inter-fraternal relationship and efficiency in handling specific project activities of the organization
and in order to realize the objective of the constitution, the following seven (7) standing committees are hereby
created. Each committee shall be composed of least three (3) members – the chairman and two (2) members to
discharge its function effectively. The chairman of the board has the power to appoint the chairman and members of
each committee. these committees are the following:

A. Committee on Finance - responsible to the sourcing out fund needed for the implementation of approved
project/s and program/s.Shall monitor allocations / disbursement of funds within budget limits.

B. Committee on Programs and Projects - responsible for the adoption and implementation of programs, projects and
activities that will promote and protect the general welfare of the members.

c. Audit Committee - shall be responsible for the monitoring and supervision of implemented projects in accordance
to its approved plans and specifications and with-in the time frame.

d. Election Committee – (please refer to article x).

e. Grievance Committee - shall investigate internal association disputes.It shall assist in the presentation and
settlements of the organization’s grievance with school administration subject to pertinent provisions of existing
civil service laws.

f. Ways And Means Committee – to source-out solutions, resources and logistics in any project as called for.

g. Committee On External And Community Affairs – shall be responsible in coordinating with LGU’s, NGO’s and other
institutions for the benefit of the school.

SECTION 2. The heads of the committees shall preferably come from the Board Of Directors, homeroom presidents and
homeroom advisers.

ARTICLE IX

GENERAL ASSEMBLY, MEETINGS AND QUORUM

SECTION 1. The general assembly shall be composed of all parents of enrolled students, Board of Directors and officers of the
PTA, school head, homeroom advisers, subject-teachers, and non-teaching personnel of the Diadi Region High School
High School.

SECTION 2. The general assembly shall be convened by the PTA Board of Directors immediately after the PTA has been organized.

SECTION 3. The general assembly shall be convened as may be necessary but in no case less than twice a year. The board shall
coordinate with the school head as to time, venue and other details of the general assembly.

SECTION 4. The general assembly may invite or consult with other members of the community such as local government officials
and civic organizations to solicit their support or active participation in the school activities.

SECTION 5. The General Assembly Meeting shall be held annually on the 4th Saturday after the opening of classes;

SECTION 6. Special General Assembly Meeting shall be called upon resolution passed by the Board of Directors or upon written
request signed by at least three (3) members of the Board of Directors or by Majority of the parents;

SECTION 7. The CRSHS PTA officers and Board of Directors shall have a regular monthly meeting every last Sunday of the month;

SECTION 8. Majority of the members shall constitute a quorum.

ARTICLE X

ELECTION COMMITTEE

SECTION 1. At the start of every school year, the school head shall immediately create and convene a six (6) Member Election
Committee (ELECOM) for the homeroom and school PTA’s by designating the following:

A. Two (2) teachers one of whom shall be the chairperson and the latter shall vote only in case of a tie; and
B. Four (4) parent-members

SECTION 2. The ELECOM shall have over-all supervision over the conduct of the elections of the homeroom PTA’s and direct
supervision over the conduct of elections of the BOD of the school PTA and officers.

SECTION 3. The ELECOM may promulgate and issue additional guidelines relative to the conduct of elections that are not
inconsistent with this and other existing guidelines or which may hereafter be issued.

Article XI

Finances

SECTION 1. Cognizant of the need of the organization for adequate funds to sustain its operations, the PTA may collect voluntary
financial contributions from members and outside sources to enable it to fund and sustain its operation and the
implementation of its programs and projects exclusively for the benefit of the students and the school. The PTA’s
programs and projects shall be in line with the School Improvement Plan (SIP).

SECTION 2. The collections of funds by the PTA shall be subject to the following conditions:
A. The contributions should be reasonable amount as may be determined by the Board Of Directors.
B. Non-payment of contributions by the parent-member shall not be a basis for non-admission or non-issuance of
clearance(s) to the child / student.
C. The contributions shall be collected by the PTA treasurer on a per parent-member basis regardless of the number of
their children in school.
D. No collection of PTA contributions shall be done during the enrollment period, and
E. No teacher or any school personnel shall be involved in such collection activities.

SECTION 3. All collections of contributions or proceeds of fund raising activities shall be deposited in a refutable banking
institution as determined by the Board Of Directors.

SECTION 4. The PTA treasurer or a duly authorized representative shall undertake the collection and shall issue
receipts/acknowledgement receipts.

SECTION 5. In no case shall any school official or personnel be entrusted with the safekeeping and disbursement of collections
made by the PTA.

SECTION 6. All disbursements of funds shall be in accordance with generally accepted accounting and auditing rules and
regulations.

SECTION 7. All disbursements shall be accompanied by appropriate resolutions indicating thereof the purposes for which such
disbursements are made.

SECTION 8. No cash advances shall be allowed without valid liquidation of previous cash advances.

SECTION 9. The books of accounts and other financial records of the PTA shall be made available for inspection by the school
head and / or the division PTA affairs committee at any time.

SECTION10. An annual financial statement signed jointly by the PTA president, treasurer and auditor shall be submitted to the
school head not later than thirty (30) days after the last day of classes. Such financial statement shall be audited by an
external and independent auditor, posted in the PTA bulletin board, and presented to the general assembly during the
next school year.

SECTION 11. The pta shall submit to the school head not later than November 30, a mid-school year financial statement report
ending October 30 duly audited and signed by the members of the PTA’s audit committee.

ARTICLE XII

IMPEACHMENT

Section 1. Any official of the CRSHSPTA and Board Of Directors may be impeached by a vote of 2/3 of the general assembly called
for such purpose by the president or majority of the board on the following grounds, to wit:

1. Disloyal acts against the constitution.

2. Malicious attacks against the organization and its officers and members.

3. Misappropriation of organization funds.

4. Negligence of duties and responsibilities.

5. Willful violation of this constitution and by-laws or rules, regulations, measures, resolutions and decisions of the
organization.

6. Three (3) successive unexcused absences.

Section 2. The following procedures shall govern impeachment proceedings:

1. Impeachment proceedings shall be initiated by a formal petition or resolution signed by at least 5% of all bonafide
members of the organization addressed to the president. a confirmation of impeachment shall require a majority vote
of all members. in all cases, the officer subject to impeachment shall be given the opportunity to be heard.

2. The president shall convene a general membership meeting to consider the impeachment of an elective officer or
group of officers.

3. In case the president is the object of the impeachment, he/she shall convene the general assembly within ten (10)
days from receipt of the formal petition. The general assembly shall designate any member, not an officer, to preside
the impeachment proceedings.

4. Officer/s against whom impeachment proceedings had been filed shall be given opportunity to defend themselves
before any impeachment vote is finally taken.

5. A majority vote of bonafide members present constituting a quorum shall be sufficient to give due course on
impeachment proceedings.

6. The decision of the general membership in the impeachment proceedings shall be final and executory.

Article XIIi

Amendments and ratification

Section 1. Any amendment to or revision of this constitution and by-laws may be proposed by the board of directors upon a vote
of 2/3 of its members.

SECTION 2. Any amendment hereof which may be adopted by the board shall be ratified by a vote of 2/3 of general membership
within thirty (30) days after its adoption.

SECTION 3. No amendment/s to this constitution may be proposed within the period of two (2) years after its ratification except
section 5.2 of article v.

SECTION 4. Copies, thereof must be distributed to members at least three (3) days prior to the date of the assembly wherein
such amendments shall be submitted for approval.

ARTICLE xIv

EFFECTIVITY
Section 1. This constitution and by-laws shall take effect immediately upon ratification and adoption by 2/3 of the general
membership of the organization.

ARTICLE XV

TRANSITORY PROVISION

After the ratification and adoption of this constitution and by-laws, the incumbent officers and board of directors shall hold office until their
successors shall have been duly elected, proclaimed and qualified.

Amendments to Deped Order No. 77, S. 2009 [Guidelines for the Conduct of Elections of the Parents-Teachers Associations (PTAS) at the School Level and Their Federations]

1. Items la and 20 of DepEd Order No. 77, s. 2009 are to be amended and are stated as follows:

WHEREAS, Items la and 20 of DepEd Order No. 77, s. 2009 provide:


“1. Pursuant to DepEd Order No. 54, s. 2009 on the Revised Guidelines Governing Parents-Teachers Associations (PTAs) at the School Level, the following shall be observed by public
elementary and secondary schools every school year:
a. The organization of Homeroom PTAs and election of their officers from among the parents/guardians shall be held within fifteen (15) days from the start of the school year;”
“20. Immediate dissemination of this Memorandum is desired.”
WHEREAS, guardians, as defined in DepEd Order No. 54, s. 2009, are generally allowed to become members of the Homeroom and School PTAs;
WHEREAS, it is necessary to classify guardians for purposes of their officership in the Homeroom PTAs and the School Level PTAs to establish their genuine authority and responsibility pursuant
to their role as substitute parents of schoolchildren in accordance with law;
WHEREAS, only court-appointed guardians provide competent evidence of guardianship with genuine and ascertainable authority and responsibility to function as substitute parents of their
student-wards;
WHEREAS, there is also a need to amend Item 20 of DepEd Order No. 77, s. 2009 to conform to the nature of this issuance;
WHEREFORE, the same Items la and 20 of DepED Order No. 77, s. 2009 are hereby amended and shall read as follows:
“1. Pursuant to DepEd Order No. 54, s. 2009 on the Revised Guidelines Governing Parents-Teachers Associations (PTAs) at the School Level, the following shall be observed by
public elementary and secondary schools every school year:
a. The organization of Homeroom PTAs and election of their officers from among the parents/court-appointed guardians of duly enrolled students shall be held within fifteen (15)
days from the start of the school year;”
“20. Wide dissemination of and strict compliance with this Order is directed. ”

2. Immediate dissemination and strict implementation of this Order is directed.
