Re: Proposed Manufactured Home Park Program Fees

During a review of the 2009 Lorain City Health Department Cost Reports, it was determined that the Manufactured
Home Park Program has been operating at a deficit. Currently, there are eight (8) Manufactured Home Parks inspected
by the City of Lorain.
Per 3701-27-04.2 of the Ohio Administrative Code, the city or general health district shall utilize the cost methodology
specified to calculate fees for providing services for Manufactured Home Park Program. Recently, a cost methodology
study was conducted to determine the total program cost to the Lorain City Health Department. Based on the study, the
current total program cost is three thousand, nine hundred, fifty-five dollars and fifteen cents ($3955.15) per year. A copy
of the cost methodology study is available for review in the office of the Director of Environmental Health.
A health district licensing council meeting as mandated by ORC 3709.41 was held on August 12, 2010. Below is listed
the current local fees for Manufactured Home Parks based on their classification. At the licensing council meeting, it
was proposed that the local fees be increased twenty percent (20%) from the current cost.
Therefore, it is the recommendation of the Director of Environmental Health along with the Lorain City Health
Department Licensing Council that Regulation No. 988 be adopted which will establish the new local fee schedule as
stated below:

current proposed
cost 20% increase proposed cost
Number of sites
50 or less $ 201.25 $ 40.25 $ 241.50

More than 50 sites* $ 201.25 $ 40.25 $ 241.50 (+)

*These manufactured home parks shall be charged the fee determined for 50 sites or less plus $5 for each individual site
in excess of fifty (50).

The Lorain District Municipal Board of Health is required to conduct three (3) readings to adopt this proposed regulation
since there is a change in the fee schedule. The proposed fee schedule will become effective on November 17, 2010.
Please be advised that a public hearing has been scheduled for the October 20, 2010 Board of Health meeting to address
any comments or concerns from manufactured home park owners. The Board of Health meeting is scheduled to begin at
4:30 P.M. at the Lorain City Health Department, 1144 West Erie Avenue, Lorain, Ohio.
If you have any questions or concerns please contact Fleming Mosely, Director of Environmental Health, phone (440)
