PREFACE
It imparts us immense satisfaction to bring out an updated handbook on service conditions and other
benefits available to officers in Bank of Baroda. The consistent endeavour of ALL INDIA BANK OF
BARODA OFFICERS' ASSOCIATION at the Bank level and through Indian National Bank Officers'
Congress, our parent organization at the industry level for improvement of officers' service condition
and welfare measures under the leadership of our General Secretary, Sri K.K. Nair is
unparalleled in the Bank Officers' Trade Union Movement.

Our Association having the distinction of being oldest Association of officers in the entire Banking
Industry has throughout its glorious existence of 51 years made sincere efforts to improve service
conditions of officers.

In the recent past bank with our consultation has revised transfer policy, Promotion Policy, Housing
loan limit has been revised significantly with improvement in 2nd Housing loan, rental ceilings
improved to the expected level so that no officer is out of pocket, furniture scheme is revised to suit the
needs of officers, introduced Branch Head Role perquisite. A great solace that ESCORT scheme has
been revived and implemented to help family members of deceased officer.

This book will be very much useful to enlighten our officers particularly the newly recruited officers to
know about their service conditions, Basic Pay, Dearness Allowance, Other allowances and benefits
including perquisites, New Pension Scheme, Retirement Benefits, Leave Rules, Welfare Measures,
Loan Schemes, Disciplinary matters and other rights and privileges of officers. One can refer to
provision so that they are not deprived of their rightful entitlements.

This book is published to commemorate 52nd Foundation Day of our beloved organization.

The All India Bank of Baroda Officers' Association was founded on 12th September 1964 and is
the oldest Association of officers in the entire banking industry. The Association is affiliated to Indian
National Trade Union Congress (INTUC) and in turn to the Indian National Bank Officers'
Congress (INBOC). It is an important constituent of United Forum of Bank Unions(UFBU). AIBOBOA
is recognised by the Bank as the collective negotiating organisation and is a constructive Body of
Officers committed to the twin objectives – progress and prosperity of Bank and Welfare of officers.
AIBOBOA through its momentous journey of 51 years with a brilliant record of service to members
and constructive approach to the wider issues has played a pivotal and unparalleled role on the
Bank's Business Growth. As an enlightened organization, the Association has always supported the
policies of the Government and helped the management to translate them into action. It has
invariably stood up against victimisation, exploitation and attack on the dignity of officers'
community.

Service Conditions of officers in BANK OF BARODA is governed by “BANK OF BARODA


(OFFICERS') SERVICE REGULATION 1979”

(Refer Book of Instruction volume No. 13)

Officers Employees conduct, Discipline and Appeal are regulated by BANK OF BARODA
OFFICER EMPLOYEES' (Conduct) REGULATIONS 1976 & BANK OF BARODA OFFICER
EMPLOYEES' (Discipline and Appeal) REGULATION 1976.

Our Association Central Office has handed over to officers an exclusive publication on
SALARY REVISION & REIMBURSEMENT OF MEDICAL EXPENSES FOR OFFICERS ON 25TH
May 2015.

The details of above are recorded as per circular BCC:BR:107:312 dated 26/06/2015

Fitment shall be stage to stage i.e. on corresponding stages form Ist stage onwards and the
increments shall fall on the anniversary date as usual.

Stagnation :
a) Officers in JM Grade Scale I who have moved to scale of pay for MMG Scale II in terms of
regulation 5(b) after reaching maximum of the higher scale shall be eligible for four stagnation
increments for every three completed years of service of which first two shall be Rs.1310 each
and next two Rs.1460/ each.

b) Officers in MMG/S II who have moved to scale of pay for MMG/S III in Terms of Regulation 5(b)
after reaching maximum of higher scale shall be eligible for three stagnation increments of
Rs.1460/- each for every three completed years of service and a fourth stagnation increment
of Rs 1460/- two years after receipt of third stagnation increment.

Provided that officers who have completed two years or more after receipt of the third
stagnation increment will get the fourth stagnation increment with effect from 01.05.2015.
c) Officers in substantive MMG Scale III i.e those who are recruited in or promoted to MMG scale
III shall be eligible for four stagnation increments of Rs1460/- each for every three completed
years of service and a fifth stagnation increment of Rs 1460/- two years after receipt of fourth
stagnation increment provided that the officers who have completed two years after receipt of
the fourth stagnation increment will get the fifth stagnation increment w.e.f 01.05.2015

d) Officers in SMGS-IV shall be eligible for one stagnation increment of Rs 1650/- three years
after reaching the maximum of scale w.e.f 01.05.2015

2. Dearness Allowance:

On and from 01.11.2012,, Dearness Allowance shall be payable for every rise or fall of 4 points over
4440 points in the quarterly average of the All India Average Working Class Consumer Price Index
(General) Base 1960 = 100 at 0.10 % of Pay.

3. House Rent Allowance (w.e.f 01/11/2012)

i) Major “A” Class Cities and Project Area Centres 9 % of Pay


in Group A
ii) Other places in Area I and Project Area centres 8 % of Pay
in Group B
iii) Other Places 7 % of Pay

Provided that if an officer produces a rent receipt, the House Rent Allowance payable to him / her shall
be the actual rent paid by him/her for the residential accommodation in excess over 0.75 % of pay in
the first stage of the Scale of Pay in which he / she is placed with a maximum of 150 % of the House
Rent Allowance payable as per aforesaid rates mentioned in Column II above.

Note : The claims of officer employees for House Rent Allowance linked to the cost of their ownership
accommodation shall also be restricted to 150 % of House Rent Allowances as hitherto.

4. City Compensatory Allowance (w.e.f 01.11.2012):

5. FPP: (w.e.f. 01.11.2012)

On and from 1st November 2012 FPP together with HRA shall be at the following rates and shall
remain frozen for the entire period of service.

Note :
(i) FPP as indicated in “C” above shall be payable to those officer employees who are provided
with bank's accommodation.

(ii) FPP for officers eligible for HRA shall be “A” + “B” plus HRA payable on the last increment of
the relevant scale of pay..

(iii) The increment component of FPP shall rank for superannuation benefits.

(iv) only Officers who were in the service of the bank on or before 01.11.93 will be eligible for F.P.P
one year after reaching the maximum scale of pay they are placed.

6. PQP (w.e.f 01/11/12) :

(A) Officers shall be eligible for professional qualification pay as under :

(i) Those who have passed only CAIIB - Part I / JAIIB


Rs. 670/- p.m. one year after reaching top of the scale

(ii) Those who have passed both parts of CAIIB -


(a) Rs. 670/- p.m. one year after reaching top of the scale
(b) Rs. 1680/- p.m. two years after reaching top of the scale

(B) An officer employee acquiring JAIIB/CAIIB (either or both parts) qualifications after reaching
the maximum of the scale of pay, shall be granted from the date of acquiring such qualification
the first installment or PQP and the release of subsequent installments of PQP shall be with
reference to the date of release of first installment of PQP.

7. Mid Academic year transfer allowance:

W.e.f 01.06.2015 it is payable @ Rs.1100/- per month subject to other conditions.

8. Deputation Allowance:

On and from 1st June 2015, Deputation Allowance shall be at the following rates
A) An officer deputed to serve outside the bank - 7.75% of pay with a maximum of Rs4000/- p.m.
B) An officer deputed to an organization at the same place or to the training establishment of the
bank - 4% of Pay with a maximum of Rs 2000/- p.m.

9. Hill and Fuel Allowance (w.e.f. 01/11/2012):

Place Rate
a Place with an altitude of 1000 meters and above but 2% of Pay subject to a
less than 1500 meters and Mercara Town maximum of Rs 750/- p.m.
b Place with an altitude of 1500 meters and above but 2.5% of Pay subject to a
less than 3000 meters maximum of Rs 1000/-
p.m.
c Places with an altitude of 3000 meters and above 5% of Pay subject of a
maximum o Rs 2000/- p.m.

10. Special Area Allowance (w.e.f. 01/11/2012):

At places where special area allowance is payable in terms of regulation 23(ii) of Officers' Service
Regulations, 1979/1982, the said allowance shall be payable at rates as specified in Annexure V of
BCC:BR:107:312 dated 26/06/2015.

11. Project Area Allowance (01.11.2012)

Project Area Compensatory Allowance shall be payable at the following rates:


Project Areas falling in Group A - Rs 400/- p.m.
Project Areas falling in Group B - Rs 350/- p.m.
12. Split Duty Allowance (01.11.2012)

Split Duty Allowance shall be payable at Rs 200/- p.m.

13. Provident Fund (w.e.f. 01/11/2012):

(a) While the officers who are presently covered under the Bank Employees'
Pension Regulations,1995/96 shall continue to contribute 10% of the pay towards
Provident Fund and there shall be no matching contribution.
(b) Officers who are presently covered under Contributory Provident Fund Scheme who

do not opt for Pension Scheme being made available under Joint Note dated 27
April,2010 shall continue under the contributory Provident Fund Scheme as hitherto.

(c) There shall be no Provident Fund to officers joining the services of banks on or after 1st
April,2010. They shall be covered by a Defined Contributory Pension Scheme, where
the officer will contribute 10% of pay plus Dearness Allowance and the Bank of Baroda
will make a matching contribution. The scheme shall be Governed by the provisions of
the Contributory Pension Scheme as introduced for employees of Central
st
Government w.e.f. 1 January 2004 and modified from time to time.

14. Non refundable withdrawal from Provident fund :

All confirmed employees and regular member of PF Trust of the Bank who have Completed 10 years
of Service and against whom no disciplinary action has been initiated /pending as on date of
application. Purpose and quantum of non-refundable withdrawal are

15. NEW PENSION SCHEME (BCC:BR:104/6 dated 04.01.2012) :

In terms of Joint Note dated 27.04.2010 between IBA & Officers Organisations on extending
another option for pension, Officers joining the services of the Bank on or after 01.04.2010
are eligible for the Defined Contributory Pension Scheme, which is similar to the one
governed by the provisions of New Pension Scheme introduced for the employees of Central
Government w.e.f. 01.01.2004 and as modified from time to time. Hence they are not eligible
for becoming members of Bank's Provident Fund Scheme and Pension Scheme.

In view of the above, in respect of officers of the Bank who have joined the service of the Bank
on or after 01.04.2010, deduction towards New Pension Scheme at the rate of 10% of Pay
and Dearness Allowance from the salary with a matching contribution from Bank is being
made and kept separately till the New Pension Scheme is implemented and operationalised.

Indian Bank's Association has advised that Bank's may choose the Government Sector
Pension Fund Model Scheme(PFMS) as the Joint Note and signed at industry level provides
for a scheme which will be as governed by the provisions of the New Pension Scheme
introduced for Central Government Employees.

Bank has decided to implement and make New Pension Scheme (NPS) operational who have
joined the Bank's service on or after 01.04.2010 under Government Sector Model through
Bank of Baroda as Point of Presence (POP).

Accordingly, the Board of Directors has authorised the Bank to implement and make NPS
Scheme operational for employees who have joined the Bank's service on or after
01.04.2010, under Government Sector Model through Bank of Baroda as Point of
Presence(POP)

Bank has already enlisted itself as a Point of Presence (POP) in order to enable the Bank for
opening of Permanent Retirement Account and obtaining Permanent Retirement Account
Number (PRAN) for every staff member joining the Scheme. Head Office Baroda is arranging
to forward the APPLICATION FORM for SUBSCRIBER REGISTRATIION for filling the same
by the employees who have joined on or after 01.04.2010 and who are still in service. Bank
has chosen Government Sector Pension Fund Model Scheme (PFMS). Details guidelines
for submission of application form are given in the circular. Last date 31.01.2012.

BRIEF SALIENT FEATURES OF THE NEW PENSION SCHEME (GOVERNMENT SECTOR


MODEL)

• The new Pension Scheme will work on defined contribution basis and will have two Tiers i.e.
Tier I & II.

• The contribution to Tier I will be mandatory for all the members of the scheme whereas
contribution to Tier II will be optional and at the discretion of the employee.

• At present Tier II Fund is not operational as the modalities of the same are yet not finalized by
the Government. All members of the scheme will be advised suitable, as and when the
modalities of Tier II Fund are finalized.

• In Tier I Fund, the members of the scheme are required to make contribution of 10% of his/her
Basic Pay and Dearness Allowance which are being deducted from their Salary and Bank is
making an equal matching contribution towards the said fund.

• Contribution in Tier I will be kept in non-withdraw able Pension Account.

• There will be a Central Record Keeping Agency.

• There will be three Pension Fund Managers namely :


a) LIC Pension Fund Limited
b) SBI Pension Fund Limited
c) UTI Retirement Solutions Limited

• The deployment of Funds will be done by NPS Trustees among LIC Pension Fund Limited,

SBI Pension Fund Limited and UTI Retirement Solutions Limited. The current allocation of
the fund is in proportion of 35%, 33%, and 32% respectively. The maximum equity exposure is
restricted to 15%.

• Employees can exit at or after 60 years of age from Tier I Fund. 40% of Pension Wealth Fund
mandatory for investment on exit. This will provide for pension for lifetime and his/her
dependent..

• To leave the scheme before 60 years of age, 80% of the Pension Wealth Fund is mandatory
for investment.

16. Medical Aid ( w.e.f. 01.11.2012)

On and from Ist Nov. 2012, reimbursement of medical expenses shall be as under:
A) Officers in JMG & MMG Scales - Rs. 8000/-p.a.
B) Officers in SMG & TEG Scales - Rs. 9050/- p.a.

17. Medical Insurance Scheme for Officers in lieu of the Existing Hospitalisation Scheme.

Details Guideline in respect of the implementation of Medical Insurance Scheme is awaited


particularly regarding lodgement of claim under this policy.

The scheme covers Employees+Spouse+Dependent children+any two of the dependent


Parents/Parents-in-law.

• No age limit for dependent children (including step children and legally adopted children).

• A child would be considered dependent if his/her monthly income does not exceed Rs.
10000/- per month;

• Widowed Daughter and dependent divorced/separated daughters, sisters including


unmarried/divorced/abandoned or separated from husband/widowed sisters and Crippled
Child shall be considered as dependent for the purpose of this policy.

• Physically challenged Brother/Sister with 40% or more disability shall also be covered as
Dependent.

• No age limits for dependent parents. Any two, i.e., either dependent parents or parents-in-law
will be covered as dependent.
• Parents would be considered dependent if their monthly income does not exceed Rs. 10000/-
per month or as revised by Indian Banks Association in due course, and wholly dependent on
the employee as defined in this scheme.

Sum Assured under this scheme is Rs. 4,00,000/- (Rupees Four Lacs).

18. Medical Check up scheme for the employees of 45 years of age and above.

check up once in 2 years in the approved diagnostic centre. Maximum amount payable for medial

24. Reimbursement of Conveyance Expenses:

All officers are entitled to get reimbursement of conveyance expenses. Reimbursement of


conveyance expenses is made to officers as per actual expenses incurred by them and so declared
while claiming reimbursement or the monthly limits as specified under the scheme whichever is lower
(Refer BCC:BR:101/57 dated 20.02.2009.

Claim can be made within 3 months from the month it become due on declaration basis. The limit to
the monetary entitlement of the officers calculated on the basis of the high octane petrol rate

may, keeping in mind the hardship involved to the officer concerned, reimburse the actual expenses
incurred on the basis that the maximum charges for transport of goods in an -8- wheeler wagon would
be 120 quintals provided the baggage is transported through approved transport operators.

36. Halting Allowance :

In terms of the guidelines from the Govt. Of India, reimbursement of maximum 15 days halting
allowance is permissible in case no residential accommodation is made available by the bank to
officer at the new place of posting.

37. Mode of Travel and Expenses on Travel ( w.e.f. 01.06.2015)

The following provisions shall apply wherever an officer is required to travel on duty:

I. An officer in JMG is entitled to travel by Ist class or AC 2 - tier sleeper by train. He may,
however, travel by air (economy class) if so permitted by competent authority, having
regard to the exigencies of business or public interest.

II. An officer in MMG is entitled to travel by Ist class or AC 2 - tier sleeper by train. He may,
however, travel by air (economy class) if the distance to be covered is more than 1000
kms. May travel for shorter distance if so permitted by competent authority.

III. An officer in Senior management is entitled to travel by AC Ist class by train or air
(economy class).

IV. The Competent Authority, having regard to the exigencies of business, may authorize
any other officer to travel by his own vehicle or by taxi or by the Bank of Baroda's
vehicle.

Vide BCC/BR/106/444 Dated 14/11/2014,TE/DA Bills, medical Bills & LTC Bills of Branch/unit heads
are to be processed and passed at HR shared services CPC & sanction for payment will be issued by
the HRCPC.

38. Joining Time on Transfer :

I. An officer shall be eligible for joining time on one occasion, not exceeding seven days,
excluding the number of days spent on travel.

II. An officer may be permitted to avail joining time in maximum two installments provided
he avails the same within 12 months from the date of his reporting to the new place of
posting and the total joining time does not exceed 7 days. On both the occasion the
joining time should be for the purpose of shifting family / goods and other incidental
activities connected with shifting / transfer and not any other purpose.

III. Officer is eligible for diem allowance for the period of days spent on travel when he is
reporting for the first time to the new place of posting.

IV. No joining time is admissible when an officer on transfer does not shift their residence
to the new place of posting. Refer to circular CO/BR/95/145 dated 21.04.2003.

39. Leave Travel Concession (w.e.f. 01.06.2015)

During each block of 4 years an officer shall be eligible for leave travel concession for travel to his
place of domicile once in each block of two years. Alternatively, he may travel in one block of two years
to his place of domicile and in another block of two years to any place in India by the shortest route.

I. The mode and class by which an officer may avail LTC shall be same as the officer is
normally entitled to travel on transfer and other terms and conditions subject to which
the LTC may be availed of by an officer, shall be as decided by the Board from time to
time. Provided that w.e.f. 01.05.2010 an officer in JMG/S I while availing LTC will be
entitled to travel by air in the lowest fare of economy class in which case the
reimbursement will be the actual fare or the fare applicable to AC 1st Class fare by train
for the distance traveled whichever is less. The same rules shall apply when an officer
in MMG/S II and MMG/S III while availing LTC where the distance is less than 1000
kms.

BCC:BR:106/326 dated 27/08/2014-Availment of leave travel concession(LTC) by


officers.

II. LTC encashment -- An officer by exercising option any time during a 4 year block or
two year block surrender and encash his LTC (other than travel to place of domicile)
upon which he shall be entitled to receive an amount equivalent to 100% of the eligible
fare for the class of travel by train to which he is entitled up to a distance of 4500 kms
(one way) to and fro journey total 9000 kms for officers in JMG Scale I and MMG Scale
II & III and 5500 kms (one way) to and fro journey total 11000 kms for SMG IV and
above. For encashment of LTC facility the entitled class of travel by train by officers in
JMG and MMG may be taken as AC II Tier sleeper.

III. An officer in Senior Management or Top Executive Grade is entitled to travel by AC Ist
class by train or by Air (economy class).

IV. The facility of encashment of privilege leave while availing of Leave Fare Concession
is also available while encashing the facility of LFC/LTC.

V. Definition of family: For the purpose of LTC concession “Family” of an officer shall
mean an officer's spouse, wholly dependent unmarried children (including dependent
step children and legally adopted children), physically challenged brother/sister with
40% or more disability, and wholly dependent parents ordinarily residing with and
wholly dependent on the officer.

The term wholly dependent child/parent shall mean such member of family having a
monthly income not exceeding of Rs. 10000/ p.m.If the income of one of the parents
exceeds Rs.10000/- p.m. or the aggregate income of both the parents exceeds
Rs.10000/- p.m, both the parents shall not be considered as wholly dependent on the
officer.

VI. Please note that LTC for travel to the place of domicile (Home Town) is not
encashable. Railway grant concessional fare to Senior Citizens of 60 year of age and
above, hence encashment will be considered on the basis of concessional fare only.

VII. If an officer eligible to travel by air on LTC traveled by Air) economy class), the
economy air fare should be taken into account for reckoning the entitlement,
irrespective of the fact whether the airline allowed any complimentary facility,
including visit to an overseas place, within the economy class fare. However, on
traveling by apex /concessional fare, which is normally less than the economy fare,
the eligibility would be actual fare.(Refer Circular No.BCC:BR:101/133 dated
05.05.2009).

VIII. Overseas travel is not allowed to be undertaken by eligible officers while


availing LTC facility.For details Refer BCC:BR:106/133 dt 01/04/2014.

40. Festival Advance to officers :

A confirmed officer is eligible for Festival advance up to one month emoluments or maximum
Rs.30000/- in one calendar year w.e.f 28.01.2009. Refer BCC/BR/10/38 dated 04.02.2009.

51. Silver Salver Scheme :

On completion of 25 years of service bank of Baroda provides Silver Salver to the staff on immediate
succeeding Bank of Baroda's Foundation day to the value of Rs.2500/-

52. Leave :

An officer is eligible for the following kinds of leave, subject to the grant of such leave being
determined by the exigencies of service :

1. CASUAL LEAVE

• Eligibility 12 days with full emoluments in a year

• May be availed not more than 4 days at a time

• Casual leave not availed of in any year may be availed as sick leave in the following year with
full pay. It is not necessary that the unavailed casual leave is to be prefixed or suffixed to sick
leave.

• On and from 01.04.1997, Casual leave not availed of in any year may be suffixed or prefixed to
sick leave in the following three years. Further w.e.f. 04.07.2001, an officer can avail
unavailed casual leave not exceeding a day on grounds of sickness, without production of
Medical Certificate.

II. PRIVILEGE LEAVE

• For every 11 days of service on duty, an officer is eligible for one day privilege leave.

• No privilege leave may be availed of before completion of 11 months of service on duty.

• Full emoluments are paid during the privilege leave period.

• W.e.f. 01.06.2015 privilege leave may be accumulated up to not more than 270 days except
where leave has been applied for and it has been refused by the competent authority.

• An officer desiring to avail of privilege leave shall ordinarily give not less than 15 days' notice of
his intention to avail of such leave.

III. SICK LEAVE

• W.e.f. 01.01.1990 an officer is eligible for 30 days of sick leave for each completed year of
service subject to a maximum of 18 months during the entire service.

• Accumulation is allowed upto 540 days during the entire service.

• Sick leave can be availed only on production of medical certificate acceptable to Bank.
Fitness certificate is required for resumption of duty after sick leave.

• During the sick leave period an officer shall be eligible to receive one half of the full
emoluments.

• Full emoluments may be paid during the sick leave period after debiting twice the number of
such leave period if the officer requests so.

• The sick leave credited and earned upto appointed date under terms and conditions of service
obtaining in the Bank prior to the appointed date shall be protected notwithstanding that such
accumulated sick leave may exceed the ceiling of 360 days.

• Unavailed Casual Leave as Sick Leave : Regulation 32(i)

Casual leave not availed off in any year may be suffixed or prefixed to sick leave in the following three
years. The availment of such unavailed casual leave in the following years is permitted on medical
grounds not exceeding a day without production of medical certificate.

IV. ADDITIONAL SICK LEAVE :

W.e.f. 01.01.1989 additional sick leave at the rate of one month for each year of service in excess of
24 years of service subject of maximum of three months of additional sick leave is allowed to an officer
who has put in a service of 24 years. For this purpose, service means the service spent on duty as well
as on leave including loss of pay. The benefit of commutation of additional sick leave on full pay and
allowances is allowed on or after 29.06.1999 in terms of Regulation 35.

V. MATERNITY LEAVE (w.e.f. 01.05.2010)

(a) Maternity leave, which shall be on substantive pay, shall be granted to a female
employee for a period not exceeding 6 months on any one occasion and 12 months
during the entire period of her service.

(b) Within the overall period of 12 months, leave may also be granted in case of
miscarriage/abortion/MTP

(c) Within the overall period of 12 months, leave may also be granted in case of
hysterectomy up to a maximum of 45 days.

VI. PATERNITY LEAVE ( w.e.f 01.06.2015)

A male officer employee with less than two surviving children is eligible for -15- days paternity leave
during his wife's confinement. This leave may be combined with any kind of leave except casual
leave. This leave shall be applied upto 15 days before or upto -6- months from the date of delivery of
the child.

EXTRA-ORDINARY LEAVE ;

During entire period of service an officer shall be eligible for 360 days extraordinary leave on loss of
pay. Such leave may not be availed of except for sufficient reasons on more than 90 days at a time. It
should be duly sanctioned by the Competent Authority.

The Board may in very special cases grant leave on loss of pay upto a total period of 720 days.

VIII. SPECIAL CASUAL LEAVE AND SPECIAL LEAVE

As per Government guidelines special casual leave and special leave are granted to officers by the
Board.

LAPSE OF LEAVE

All leave shall lapse on the death of an officer or if he ceases to be in the service of the Bank.

Emoluments on account of the accumulated privilege leave at the time of death of an officer shall be
payable to his legal heirs.

An officer who retires from the Bank's service is permitted to encash his privilege leave accumulation
at the rate of last emoluments drawn.

RECALL FOR DUTY

Competent Authority may recall an officer on leave to duty wherever the Bank deems fit to do so. An
officer recalled for duty is eligible for actual expenses incurred for himself and his family members for
the onward and return journey for coming back to the station.

FURNISHING LEAVE ADDRESS

An officer who has been sanctioned leave and leaves his place of duty shall furnish the address at
which he can be contacted while out of station.

54. Sanction of Leave and Permission to go abroad and issue of “No Objection Certificate”

55. Compensatory Leave :

A. In case of working on exigencies officers may be sanctioned Compensatory Leave


subject to sanction by an executive. Reference BCC/BR/97/352 dated 14.12.2005.

B. Reimbursement of Incidental Out of Pocket Expenses to Officers:

Reimbursement of Incidental Out of Pocket Expenses to Officers who are required to attend

56. Scheme for grant of Sabbatical Leave to Employees:

The Bank introduced Sabbtical leave and issued circular No. BCC: BR: 98/113 dated 02.05.2006 for
sabbatical leave to employees. The scheme is kept under abeyance with immediate effect vide
circular No.BCC: BR: 101/54 dated 10.02.2009.

Scheme for grant of Sabbatical Leave to Women employees :

Presently Bank has introduced scheme for grant of Sabbatical Leave to Women employees of the
Bank for purposes like medical grounds, care of family members, higher studies, visiting spouse etc-
Refer to circular No BCC:BR:104/132 dated 19/04/2012.

Eligibility-All full time confirmed staff members(both Award staff and Officers)working in India with
minimum 5 years of service in the Bank shall be eligible to apply for Sabbatical leave.

Sabbatical leave before completion of 5yrs of service shall be sanctioned to confirmed women
employees only in exceptional circumstances by the Authority next above the leave Sanctioning
Authority.

Mandatory Leave Policy for staff members :

All employees who have not availed leave, are required to avail Mandatory Leave for a period of
minimum -10-days continuously in the remaining period during the year. Please refer to Circular No
BCC :BR:107:179 dated 21/04/2015

57. PROMOTION POLICY FOR OFFICERS : Our Association Central Office has handed

The promotion Policy for officers, Ban's Board has approved the proposed amendments and

reviewed the Promotion Policy at the meeting held on 29 January, 2015. Bank has circulated the
details through Circular No. BCC:BR:107/53 dated 03.02.2015.

The government of India vide Circular No. F.No. 4/11/1/2011-R dated 14th March, 2012 has issued
guidelines for eligibility and methods of promotions in Public Sector Banks.

Cut off date for eligibility:

The cut off date for determining eligibility as well as completed years of service will be as on 1st of April
of the financial year (April-March) in which vacancies arise.

RURAL/SEMI URBAN SERVICE – PROMOTION FROM SCALE I TO II AND SCALE II TO III.

1. There shall be mandatory requirement of having completed two years of continuous service in
rural areas for promotion from Scale I to II, and a total of three years in rural/semi urban areas,
including the rural service in Scale I, for promotion from Scale II to III.

2. For the normal/seniority channel, officers who have put in more than the aforesaid service in
rural areas will get an advantage of further relaxation of 50%.Weightage in minimum
experience for each additional completed year service while assessing their eligibility.

Exemption/Relaxations – Rural/Semi-urban service: Officers (including Promotee Officers) recruited


under Physically Challenged Category will be exempted from rural/semi-urban posting.

EXPOSURE REQUIREMENT : PROMOTION FROM SCALE IV TO V AND FROM SCALE AND


SCALE VI TO VII

BRANCH HEAD : For being eligible for promotion to SMG/S-V, the candidates should have
Branch Head exposure for at least THREE years. For this purpose, exposure as Head of
SMELF, RLF, CSO, RBO, CBO, LDM, RMs of Regional Rural bank and Branch Head at Overseas
Territories will be included under this criteria.

ADMINISTRATIVE OFFICE : For being promoted to TEG/S-VII, the officer should have worked
as Regional/Zonal Head or must have worked, in MMG/S-III to SMG/S-V, in the Regional/Zonal
Office/Head Office/Baroda Corporate Centre for TWO years. For this purpose, exposure
Baroda Apex Academy and other Baroda Academies, Call Centres, Zonal Inspection Centres,
Regional rural Banks, BSVS, Cheque Truncation Cells & Overseas Officers will be included as

experience of Administrative Office. Further, the experience as Chairman of Regional Rural
Banks/Associate Bank, Managing Directors of Subsidiaries and Overseas Territory Heads
would be treated as equivalent to experience as Regional/Zonal Head.

i) For promotion from Scale III to IV and IV to V,it will be mandatory to pass an examination for
Computer literacy and Computer Knowledge.

iii) It shall be mandatory to have a Group Discussion to assess Communication, Conceptual and
leadership capabilities for promotion to Scale IV and V.

i) In case of punishment under Minor Penalty ,No rigour of punishment is prescribed for the
purpose of promotion. However wherever punishment of “withholding of promotion” under
Regulation 4 © of BoB Officer Employees'( Discipline & Appeal) Regulations,1976 is
imposed, the period ordered by the Disciplinary Authority for withholding the promotion shall
be the rigour period. By this Officer concerned shall not be considered eligible for promotion
exercise during the relevant 12 months as on the cut-off date,i.e 1st of April every year.

ii) In case an Officer is imposed with the punishment of major penalty under Regulation 4 ( f) of
BOB Officer Employees'( Discipline & Appeal) Regulations,1976,the rigour of punishment for
the purpose of promotion shall be one year from the date of the punishment. By this Officer
concerned shall not be considered eligible for promotion exercise during the relevant 12

months as on the cut-off date,i.e 1 of April every year

iii) In case an Officer is imposed with the punishment of reduction in Grade or post under
Regulation 4 ( g) of BOB Officer Employees'( Discipline & Appeal) Regulations,1976, the
rigour of punishment for the purpose of promotion shall be two years from the date of the
punishment. By this Officer concerned shall not be considered eligible for promotion exercise

during the relevant 12 months as on the cut-off date,i.e 1 of April every year.

58. Assets Liability Return (Submission is Mandatory)

Submission of Assets and Liabilities Statement as on March every year is mandatory to be


submitted by all officers latest by 30th June of every year under Regulation 20 of Bank Of Baroda
Officers Employees (Conduct) Regulations 1976.

CARE : Non submission will be treated as Misconduct.


All Officers are required to submit their return of Assets & Liabilities Statement through HRnes-HRMS
w.e.f 31/03/2014 & a hard copy of the statement filed in HRnes-HRMS duly signed by the respective
officer employee should be to Regional office. Vide circular No-BCC/BR/106/106 14/03/2014.

Inclusion of Lokpal Bill (BCC:BR:107:202 Dated 02/05/2015)

Declaration of Assets and liabilities by public servants under section 44 of the lokpal and lokayuktas
Act,2013 has been implemented. Presently bank has informed by circular No BCC/BR/107/404
Dated 24/08/2015 that the annual return as on 31/03/2015, which was initially required to be filed by
31/07/2015, has now been extended to 15/10/2015.

Ex: 10 years = 10 months pay, 15 years =15 months pay, 20yrs./30yrs.= 15 months pay.

32 yrs = 15 +1/2+1/2= 16 months pay.

Service of 6 months and above will be reckoned as one year cannot be forfeited even in case of
dismissals. But if any loss to the bank on account of misconduct, it can be recovered. Employee has
right to receive Gratuity under the Act or under any award/settlement which is higher.

60. Encashment of Privilege leave on retirement :

When an officer retires/expired while in service, he shall be eligible to be paid a sum equivalent to the
emoluments of any period, not exceeding 240 days, of privilege leave that he/she had
accumulated/credit as on date of retirement/death.

Officers' Service Regulations-Encashment of PL to Officers-HRA Component-Clarification-Vide-
BCC:BR:105/281 Dated 06/07/2013

In terms of Regulation 44(ii) of OSR , encashment of PL on LTC is calculated reckoning all the
emoluments payable for the month during which the availment of LTC commences. The same
analogy be applied while computing encashment of leave on retirement / death in terms of Regulation
38.However ,Officers who are provided with residential accommodation , a notional HRA will be
included.

61. Additional Retirement Benefit :

An officer who was in Bank's service as on 01.07.1979, on retirement/voluntary retirement will get –6-
months emoluments as additional retirement benefit if he has rendered at least –25- years of service.

62. Pre-mature Retirement of Officer:

The Bank can consider per-mature retirement of an officer under Reg.19(1) of BOBOSR, 1979. The
guidelines were given in circular BCC:BR:98/243 dated 29.08.2006. The process has been reviewed
by the Board of Directors and new guidelines are issued vide circular no. BCC: BR: 102/354 dated 28th
December, 2010.

1. To review the officers in SMG/S IV and above for premature retirement under Reg.19 (1) of
BOBOSR, 1979, once in service period, upon completing 30 years of service or reaching 55
years age, which ever is earlier, instead of reviewing every year.

2. To continue the review of the officers in JMG/S I to MMG/S III for premature retirement under
Reg.19 (1) of BOBOSR, 1979, once in service period, upon completing 30 years of service or
reaching 55 years age, which ever is earlier.

63. Scheme for Compassionate Appointment or payment of Ex-gratia financial Relief to


dependents of deceased employees on Compassionate Grounds.
Government of India has advised through IBA to revise the existing Scheme for
appointment on compassionate grounds in our Bank applicable w.e.f. 05.08.2014.
The scheme for compassionate appointment or payment of ex-gratia financial relief
will be applicable to a dependent family member of a permanent employee of the Bank
who:

a) Dies while in service (including death by suicide)

b) Is retired on medical grounds due to incapacitation.


The revised scheme is effective from 05.08.2014 and all the cases of death/retirement
on medical grounds occurring w.e.f. 05.08.2014 shall be covered under the ambit of
this revised scheme.

Compassionate recruitment may be granted to the dependent of such employees who
dies/medically retires, before reaching the age of 50 years, subject to meeting income
and other eligibility criteria that are specified.

Ex-gratia financial relief may be granted to the dependent of such employees who
dies/medically retires after reaching the age of 50 years, subject to meeting income
and other criteria that are specified.

INCOME ELIGIBILITY

The compassionate recruitment of financial relief is to be granted only if the monthly income
of the family from all sources is less than 60% of the last drawn monthly salary (net of taxes) of
the employees.

The ex-gratia amount payable to officer is Rs. 8.00 lacs maximum.

64. Issuance of Service Certificates to Retired Employees:

On receipt of application from the retired employee along with the photograph, the Competent
Authority prescribed in the circular No CO/BR/92/40 dated 21.03.2000 may issue such Service
Certificate cum Identity Card to employees who have retired on super annuation or have opted for any
type of voluntary retirement from the Bank's services. For details refer to HO/BR/94/157 dated
13.08.2002 and HO:BR:100/180 dated 24.06.2008.

Reducing the stipulated period for taking up commercial employment by Retired employees:

(2) Every officer employee who is incharge of workplace shall take appropriate steps to

69. DISCIPLINARY MATTERS

Officers' conduct and disciplinary matters are governed by BANK OF BARODA OFFICER
EMPLOYEES' (CONDUCT) REGULATIONS, 1976 & BANK OF BARODA OFFICER EMPLOYEES'
(DISCIPLINE AND APPEAL) REGULATIONS, 1976.

Officers working in the pay scale from JMG/S-I to MMG/S-III in the matter of Vigilance & Non-
Vigilance cases Disciplinary Authority is concerned Zonal Head (not lower than the rank of Deputy
General Manager), Appellate Authority is Executive Director and Reviewing Authority is CMD.

AUTHORITY TO INSTITUTE DISCIPLINARY PROCEEDING AND IMPOSE PENALTIES

(1) The Chairman cum Managing Director or any other authority empowered by him by general or
special order may institute or direct the Disciplinary Authority to institute disciplinary
proceedings against an officer employee of the bank.

(2) The disciplinary authority may himself institute disciplinary proceedings.

(3) The disciplinary authority or any authority higher than it, may impose any of the penalties
specified in regulation 4 on any officer employee.

APPEAL

(i) An officer employee may appeal against order imposing upon him any of the penalties
specified in regulation 4 or against the order of suspension referred to in regulation 12. The
appeal shall lie to the Appellate Authority.
(ii) An appeal shall be preferred within 45 days from the date of receipt of the order appealed
against. The appeal shall be addressed to the Appellate Authority and submitted to the
authority whose order is appealed against. The authority whose order is appealed against

shall forward the appeal together with its comments and the records of the case to the
Appellate Authority.

REVIEW : The Reviewing Authority may at any time within six months of the date of the final
order, either on his own motion or otherwise review the said order, when any new material or
evidence which could not be produced or was not available at the time of passing the order
under review and which has the effect of changing the nature of the case, has come or has
been brought to his notice and pass such orders thereon as it may deem fit.

Amendment in schedule of Disciplinary Authorities of Bank Vide BCC:BR:106:135 Dated


11/04/2014-Amendment in schedule of Disciplinary Authorities under Bank of Baroda Officer
Employees'(Discipline & Appeal) Regulations 1976, it has been decided to delegate the powers of
Disciplinary Authority. In case of all Officers in MMG/S-III ,which were earlier with Deputy Zonal Head
not below the rank of Dy General Manager in the scale of TEG/S-VI to Zonal Heads not below the
rank of General Manager s in the scale of TEG/S-VII. The powers of Disciplinary authority in respect
of Officers in SMG/S-IV in India, which was with General Manager(HRM) , is now delegated to all
Zonal Heads not below the rank of General Managers in the Scale of TEG/S-VII to whom they are
either reporting, or working under their jurisdiction. The powers of Disciplinary Authority in case of all
Officers in SMG/S-IV, posted at overseas territories, which was hitherto with General Manager(HRM)
shall be delegated to General Manager (International Operations) in the scale of TEG/S-VII who is the
controlling authority for them.

According to the revised Disciplinary Authority for Scale III & IV Officers in India working in the Zones
& either reporting or functioning under the jurisdiction of the Zonal Head /General Manager & for
officers in Scale IV working at Overseas territories shall be as under.

71. Introduction of Annual Performance Appraisal Report as per guidelines of


Government of India:

Govt. of India, MOF has advised all Banks to adopt the revised Annual Performance Appraisal Report
( APAR) for different categories of Officers with a view to bring in uniformity in the in the performance
assessment of officers at various levels with regard to evaluation of different parameters and marking
systems. Bank has approved the same & using the system since end term assessment for the year
2011-12.

For details refer to circular No. BCC:BR:104:129 dated 16/04/2012 Employee Performance
Management : Launch of Online PMS module for Officers-“GO LIVE” for the Goal Setting Phase foe
assessment year 2013-14.

Bank in collaboration with our system integrator, HP has now configured the APAR system in online
mode, which is now available through the Bank's HRNES system. This Online Employee
performance management system is fully applicable from the current year i.e 2013-14.

Once the different Reporting authorities review the performance of the reviewee (for period
not less than 90days) on separate forms , the simple average of the marks allotted by the two
Reporting authorities need to be calculated & placed before the Reviewing & accepting
authority.

72. Scheme for legal & Financial Support :( Circular No.BCC:BR:101/370 dated 12.12.2009)

Draft formulated by IBA to extend legal and financial support to officers of Banks against whom
motivated false complaint has been made by people/agencies outside the Bank of Baroda, has been
approved by the Board of Directors.

Objective : To enable officer to initiate legal action against outsiders/private parties who with a
malafide intention make baseless allegation, pass derogatory remarks, lodge motivated complaints
on matters arising out of bonafide execution of Bank's work. The scheme shall not be applicable in
case of complaint/allegation made by an employee of the Bank of Baroda.

Applicability : This scheme shall cover all officers in the regular rolls of the Bank including officers
who are on deputation to joint ventures, subsidiaries and other institutions and officers retired from
the Bank of Baroda.

For retired officers, the scheme will be applicable only in respect of bonafide execution of bank work
while in service.

73. Obtaining Passport by Executives/officers ( BCC:BR:103/63 dated 11.06.2011)

As per the extant guidelines, only those officers who get selected for overseas posting are reimbursed
expenses for obtaining passport.

74. Personal Accident Insurance Policy for a period 12 months :

Bank has Introduced in the year 2011 Personal Accident Insurance Policy, which has been renewed
for further period of 12 months from 01.12.2014 to 30.11.2015 with the National insurance Co Ltd
Coverage for Directors/employees on 24x7 basis for death and total permanent disability (TPD),
WORLD WIDE COVERAGE. Coverage available –

75. Enhancing product knowledge among Officers

In knowledge Management portal bank has uploaded e-learning material & Steps to access the
same are mentioned as per BCC/BR/106/65 -25/02/14. All the Scale-I & Scale–II officers are
required to make use of this e-learning.Module.Officers will be required to take on-line test for this
module in OLM.For details refer to Circular No. BCC/BR/106/65 Dt 25/02/2014.

76. PERFORMANCE LINKED INCENTIVE FOR EMPLOYEES

Bank has come out with various performance linked incentive schemes for its Employees. This
scheme is a comprehensive scheme covering various types of incentives and all categories. It covers
all types of units and employees under its ambit through group incentives as well as leadership roles
in the Bank like GMs/DGMs and also the business leaders of the units which become eligible for
incentives under the group incentives qualify for role based incentives on account of leadership role
exhibited by them in their Unit/function's performance and additional responsibilities undertaken by
them. For details refer to Circular no.BCC:BR:106/131 dt 01-04-2014.

Presently Bank has initiated the exercise for payment of incentives to eligible employees in terms of
the above scheme for the year 2013-14 with modifications vide circular No BCC:BR:107:174 dated
14/04/2015.

80. SCHEMES MANAGED BY THE ASSOCIATION:

1. Employees Scheme Of Contribution Of Rupees Ten ( ESCORT ) :

“The greater consolation for the loss of the dead is found in the thinking of the living left behind”. With
this noble philosophy our association has introduced this scheme w.e.f. 01.01.95. Under the scheme
every participating officer is called upon to contribute Rupees 10/- when an officer dies while in
service. Members can participate in the scheme by submission of irrevocable Letter of authority
which authorizes the bank for necessary deduction from salary.

Vide BCC:BR:105:408 19/09/2013, Bank has started providing administrative support for Scheme
for Voluntary contribution towards compensation to the family of an officer who dies in harness by
facilitating recovery of contribution from each officer who wish to become member of the scheme. A
link ESCORT scheme has been opened in HRnes-HRMS. Officer desirous of joining the scheme can
submit their irrevocable option for subscription on this page. Any option exercised in HRMS-HRnes
upto the date of integration of data from HRMS to payroll can be implemented in the same month in
payroll.

2. All India Bank of Baroda Officers Welfare Fund ( AIBOBOWF ) :

Our Association has launched a Welfare Fund in the year 1986 with the objective of undertaking
welfare measures for the officers and their family members who joins the scheme with a one time
membership fee of Rs. 1000/- (Rupees One thousand). It is named as “ALL INDIA BANK OF
BARODA OFFICERS' WELFARE FUND”. It undertakes following activities .

I. Financial help of Rs. 30000/- to the family of the officer who dies while in service.

II. Merit award of Rs. 500/- to children of members who secure highest percentage of marks in
S.S.C, H.S.C., Graduation and Post-Graduation including Engineering and Medicine in the
annual examination. Each zone is given 18 awards, SSC - 6, HSC - 6 and Degree – 6.

III. After retirement benefits in the form of 50% of members' own contribution.

IV. Establishment of Holiday home at Daman-Inaugurated on 14/04/2014.Refer to General


Secretary 'circular No 12 of 2014 dated 15/04/2014.

V. Association have plans to enlarge scope of the activities such as providing relief measures to
members who are victims of natural calamities, establishment of Holiday Home etc.
