ALUMBRA FOUNDING MANIFESTO

Mindful of our rights, especially the Right to Self-Organization, as provided for

under the Universal Declaration of Human Rights, affirmed and reiterated under the
Philippine Constitution, the Philippine Civil Service Laws, the Labor Code of the
Philippines, Executive Order No. 180, Executive Order No. 292, the International Labor
Organization (ILO) Conventions, and other Rules and Administrative Issuances, and
conscious of the urgent need to bond together and unite ourselves under the auspices of
an organization composed of dedicated men and women of firm resolve and good will in
order to promote their mental, moral, social and economic well-being, embody their
ideals and aspirations, promote their common good, enhance their efficiency and
effectiveness in public service, protect and uphold individual and collective rights, and to
foster harmonious and progressive labor-management relations, the time has come that
we, the RANK-AND-FILE Employees of the Local Government Unit of Albuera, Leyte
should, without further ado, form such an Organization for the attainment and furtherance
such noble aims and aspirations.

Therefore, we, of our own free will and accord, in response to the urgency of the
matter at hand, and in the lawful exercise of our rights, appealing to the favorable
countenance of the SUPREME LAWGIVER AND JUDGE OF THE WORLD for the
rectitude of our intentions, do hereby, conscientiously, consensually, and solemnly
publish, and declare ourselves as hereby formally organized into a Public Sector UNION
which shall henceforth be known as the ALBUERA, LEYTE UNITED MUNICIPAL
BUREAUCRACY RANK-AND-FILE’S ASSOCIATION (ALUMBRA) which shall
commit itself to the pursuit of following objectives, to wit:

a. To represent the Rank-and-file employees of the Local Government Unit of

Albuera, Leyte in collective negotiation beneficial to the members.

b. To promote the mental, moral, social, and economic well-being of all the
members.

c. To protect and uphold the individual and collective rights of all the members.

d. To foster harmonious, progressive, & transformative labor-management

relations.

e. To strive for the adoption of legislation, policies and other measures that will
promote the economic, social and general well-being of all the members in
particular, and the working class, in general.

f. To promote the enlightenment of all the members in regard to their rights and
obligations as UNION members and as employees, the present labor relations
systems, the existing Collective Negotiating Agreement (CNA) and all other
matters that directly or indirectly affect the UNION.

As such, upon satisfactory compliance of the legal requirements pertaining to

Public Sector Unionism under Philippine laws, and upon issuance of Certificates of
Registration and Accreditation by the DOLE & the Civil Service Commission,
respectively, to do all other Acts and Things which Public Sector Unions are rightfully
entitled to do.

In support hereof, with a firm reliance on the protection of DIVINE

PROVIDENCE, we mutually pledge to each other and to ALBUERA, LEYTE
UNITED MUNICIPAL BUREAUCRACY RANK-AND-FILE’S ASSOCIATION
(ALUMBRA) our Allegiance, Cooperation, and above all, our sacred Honor.

So must it be!
