CSU studes haul awards in art, culture tilts CamSur Expressway

State University (CSU)
bagged awards during the
Regional Culture and Arts
Festival sponsored by the
Bicol chapter of the Phil-
ippine Association of State
Universities and Colleges
(PASUC).
The winners of various
events were: Godfrey Evas-
co of CIT (Champion), Char-
coal Drawing; IsiahjimTo-
rillos of CoEd (Champion),
On-the-Spot Poster Making
Contest; while Janelle de
Leon of CoEd, bagged the
Second Place in the Vocal
Solo (Kundiman). Other
student-participants from
CoEd were Immaculate Ann
Gualberto, Joan Vallespin
and John Donald Alfaro.
Coaches were Jualim D.
Vela for visual arts, Prof.
Cresencia G. Arcilla for
music, and Jose Z. Tria, also
for music.
Meanwhile, students
from the university’s Col-
lege of Education won
awards during two regional
and national events held
earlier in Legazpi City and
in Baguio City, respective-
ly.
Maria Charlene A. Can-
tar, dean of the College of
Education, reported that
in the 2nd Regional Pre-
Service Teachers’ Competi-
tion held at Bicol Univer-
sity in Legazpi City, the
CSU made it with Gener
E. Alberto winning second
place in the Micro Demo
Teaching in English (Sec-
ondary); Joey H. Laurente,
second place in the micro
demo teaching in Filipino
(elementary); and Lorraine
Burce, third place in the mi-
cro demo teaching in math-
ematics (elementary); while
Ryan Anthony S. Bruce and
Shane Manlangit got the
crowns respectively, as Mr.
and Ms Pre-Service Teach-
ers 2018-Bicolandia.
CSU also nailed major
prizes during the 2018 Phil-
ippine Luzon Association
of Campus Student Advis-
ers and the Philippine Asso-
ciation of Campus Student
Leaders (PACSL) held at
Daraga, Albay were Ryan
Anthony S. Bruce, a BSE
English Major student of
CoEd, won the PACSL
2018 title during the event.

LEGAZPI CITY -- The
Department of Public Works
and Highways (DPWH) Bi-
col regional office has recently
started the construction of the
Camarines Sur expressway
that is part of the national high-
way in the province.
DPWH-Bicol Regional
Director, Engineer Vergilio
Eduarte, said in an interview
on Wednesday that his office
started last Nov. 26 the imple-
mentation of the San Fernando
to Pili segment of the main
thoroughfare.
The project has a total of
15 kilometers of road concret-

ing with an initial allocation of
PHP792.163 million from the
national government, funded
under the General Appropria-
tions Act of 2018.
Eduarte noted that the civil
works of the project involve
the four-lane road with bicycle
lanes as well as sidewalk with
waterways structures includ-
ing farm crossing overpass
structures, access roads, drain-
age and slope protection struc-
tures, rest bays and express-
way safety features.
The project would serve as
an alternate route of motorists
going to the southern and east-
ern municipalities of Cama-

Last week, House Senior Deputy
Minority leader Rep. Lito Atienza rejected
the bill proposing the creation of a
separate Department of Culture, calling
it an “expensive bureaucracy.”
Atienza instead proposed that the
present Department of Education be
expanded to cover once again culture
and sports.
As former Mayor of Manila, Atienza,
who finished architecture, ordered the
demolition of the Jai Alai building along
Taft Avenue, the last example of Art Deco
designed by the same architect who
designed the Los Angeles Airport in the
United States.
In the same week that Atienza was
swinging the wrecking ball on Senate
Bill 1528 sponsored by Senator Chiz
Escudero which creates a separate
Department of Culture; Catriona Gray,
a Fil-Australian beauty captured the
world’s imagination when she was
crowned Miss Universe 2018.
Gray, a total beauty and brain package,
was helped no end by her rootedness in
her own culture. She donned a gown
recalling the legendary Ibong Adarna, as
well as the fiery lava of Mayon volcano
in her Albay home.

OFW REMITTANCE HIT S2.75B:
Cash sent by Filipino migrant workers
grew significantly in October 2018, re-
covering from the previous month’s
dismal expansion. On Monday, BSP
reported an 8.7% growth in the volume
of cash remittances coursed through
banks by OFWs. This amounts to a
value of about $2.727B during October
alone- the second-largest monthly re-
mittance total for the year 2018.
The remittance flows are, by history,
largely swayed by seasonality as more
dollars are sent back home to finance
certain needs like enrolment before
midyear and expenses for the holidays.
The remittance level in October 2018
was larger than the $2.237B in Septem-
ber and $2.275B in the previous year.
The expansion of 8.7% was also a re-
covery from the 2.3% seen in the previ-
ous month. BSP said the top countries
with increases were the USA, Canada
and Taiwan.
BSP: PAYMENTS SYSTEM: The
BSP lauded the signing into law of the
National Payment Systems Act (NPSA),
saying the country’s payment systems
development agenda added to the sta-
bility and efficiency of the monetary and

said the NPSA- which places the BSP
as regulator of the payments system is
expected to bring about more competi-
tion, greater efficiency and foster digital
innovations for payments product and

The NPSA will foster a level playing

Farrmers in at least three
towns of this province are
expected to have higher
yield next cropping season
with the installation of so-
lar-powered irrigation sys-
tem funded by the Depart-
ment of Agriculture (DA).
DA Secretary Manuel
Pinol personally inspected
such sun-powered system in
Libmanan, Camarines Sur
on Wednesday accompanied
by local officials and per-
sonnel from the National Ir-
rigation Administration.
Speaking before farmers
from the 2nd District of Ca-
marines Sur, Pinol said that
while there are many irrigat-
ed rice lands in the province,
there are also wide areas of
rice lands without irrigation.
He explained that this is
the reason the DA thought of
solar powered irrigation sys-
tem which are now similarly
installed in Sipocot and San
Fernando towns.
DA spokesperson in Bi-
col Emily Bordado said that
the department has initially
focused the implementation
of the project in Camarines
Sur because it has more rice
land areas compared to other
provinces in the region and
as much as twenty hectares
can be serviced by one unit
of the irrigation system.
During the visit, Pinol
distributed rice seedlings,
fertilizers and boats for
some fishermen beneficia-
ries.

My Story, My SM: The Backstory
On the Road with SM
My Story, My SM takes us on
the road once again with inspiring
stories from Luzon. And after vis-
its up north, to the Central Plains
of Luzon, and provinces of Cavite
and Rizal, we take a longer route to
the provinces of Pangasinan, Tar-
lac, Nueva Ecija and Camarines
Sur.
These are stories from cus-
tomers, business partners, and
prominent personalities from cit-
ies where SM has malls and serves
the community. Along with their
stories, we will get to know more
about our country’s rich history,
diverse culture, and its many tal-
ented and inspiring people who
have brought much honor to the
Philippines.
Our first stop takes us to Ro-
sales, Pangasinan, a junction town
for travelers to different parts of
the province, and to northern Lu-
zon. Although originally an agri-
cultural town, it is now considered
on the crossroads of urbanization.
Now the site of an SM mall, its
economy is considered one of the
best in Pangasinan.
Here, we are privileged to meet
National Artist F. Sionil José, the
most widely read Filipino writer in
the English language whose novels
and stories have been translated
into 28 languages.
José looms large in the global
literary scene, and what is con-
sidered his greatest work is the
five-volume Rosales Saga, which
is an ode to his hometown. The
Rosales Saga – Po-on, The Pre-
tenders, My Brother My Execu-
tioner, Mass and Tree – covers
one hundred years of Philippine
history, from the execution of the
three priests, Gomez, Burgos and
Zamora in 1872 to the declaration
of Martial Law in 1972. Beyond
being a master storyteller, he ac-
tively participates in cultural ini-
tiatives including those of SM.
We will then proceed to Tarlac,
the most multicultural of Central
Luzon provinces with four dis-
tinct groups – the Kapampangans,
Ilocanos, Pangasinenses and Taga-
logs – who share life in the prov-
ince.
Every March, the province of
Tarlac celebrates the Kanlungan
ng Lahi Festival, which show-
cases its diverse cultures and tra-
ditions through beauty contests,
food festivals, sports fests, a na-
tional painting contest and a Grand
Parade. This festival was initiated
by the province’s very own Gover-
nor Susan A. Yap, who is working
to make Tarlac an economically
sound and peaceful province with
SM as a partner in providing eco-
nomic opportunities and crafting
cultural programs.
Our journey then takes us to
Nueva Ecija, the largest province
in Central Luzon and the Rice
Bowl of the Philippines. With the
influx of migrants from the Ilo-
cos Region and Pampanga, Nueva
Ecija has become a melting pot of
cultures and traditions that make
Novo Ecijanos unique.
The urbanization of the prov-
ince has given Novo Ecijanos
more opportunities to be produc-
tive. These opportunities prompt-
ed Herminio and Edna Gonzales to
start Edna’s Cakeland, which is to-
day considered the premier home-
grown bakeshop in Nueva Ecija.
We will meet their daughter Anna
Margarita Gonzales, Edna’s Cake-
land CEO, who will share with us
how the family business contin-
ues to grow with locations in SM
Megacenter Cabanatuan and soon
SM City Cabanatuan.
This week’s journey makes a
final stop in Naga City in Cama-
rines Sur. As one of the first Span-
ish settlements in the 15th century,
Naga City has a rich historical and
religious tradition, as seen in its
churches and the Peñafrancia Fes-
tival. Today, Naga is known as the
“Heart of Bicol”, and is the com-
mercial, financial, educational,
religious and cultural center of the
Bicol region.

Reflections
When we think of Mary, the Mother of Jesus, perhaps we
think of her as a quiet, mild, docile, submissive woman. This
is the woman to whom the angel Gabriel appeared, saying
that she was going to give birth to a baby who would be
called ”Son of the Most High. What was Mary‘s response
to all this? She said, ”I am the Lord‘s servant. May it be to
me as you have said.” In Luke‘s narrative, Mary challenges
the angel‘s message on the level of realism: ”What do you
mean I‘m going to give birth? I‘m not married and I‘m still a
virgin.” And in the entire account with the Angel, Mary never
falters. She‘s resigned, but remains courageous. Three
months after Mary had her encounter with the angel Gabriel,
she went to visit her relation Elizabeth. By that time she had
had time to think about what was happening to her. And so,
sings the Magnificat as an expression of God‘s powerful and
liberating presence in her life. The content of the poem is full
