Organization Description
Founded in 2004, Build Change is a non‐profit social enterprise whose mission is to save lives in
earthquakes and hurricanes. We design disaster-resistant houses and schools, train homeowners,
builders, engineers and government officials to build them, work with governments to develop and
implement building standards, partner with the private sector to improve building materials quality and
create jobs, and facilitate access to incentive-based capital for reconstruction and retrofitting by
partnering with financing institutions and government subsidy programs.

Build Change has been working in the Philippines since 2013, initially providing technical assistance and
training for post-disaster housing and school construction programs. Our core operations now focus on
pre-disaster programming to mitigate the risk of typhoons and earthquakes, including a retrofit program
for residential houses.

Background
We are seeking a dynamic Project Manager who is passionate about our goal of improving the safety of
the houses of millions of low-income Filipino families at risk from earthquakes and typhoons. The
Project Manager’s primary focus is to coordinate Build Change’s retrofit program, testing and iterating
on models to take the program to scale. The ideal candidate is not afraid to take risks and sees failure as
a learning opportunity. We are looking for a self-starter who thrives when involved in the nitty gritty of
project implementation. This is a supervisory role that works in close coordination with Build Change’s
technical (engineering) team and Housing Financing Specialist. The Project Manager reports to the
Philippines Country Director.

Responsibilities
Project Management (75%)
 Use human-centered design to develop strategies, test and iterate models to bring Build
Change’s retrofit program to scale. Explore subsidized, partially subsidized and private sector-
financed models.
 With the Country Director, develop and execute on a strategy for Build Change’s sustainability in
scaling the retrofit program.
 Coordinate with Build Change’s engineering team and Housing Financing Specialist to ensure
retrofit solutions are affordable, technically feasible and desirable for low-income families.
 Supervise Build Change’s community engagement team; assist them in setting work plans,
implementing activities and achieving results.
 Capture learnings from project activities and maintain ownership over impact monitoring and
reporting for non-technical project activities.
 Represent Build Change with project partners at all levels, including donors, government and
community stakeholders and homeowners.
 Support the project management cycle, including project planning, proposal development,
project implementation, and monitoring and evaluation for other projects as needed.
 With the Country Director, produce on-time, high quality grant and progress reports.

Fund and Partnership Development (25%)


 Work with the Philippines Country Director to build relationships with prospective partners and
clients and market Build Change’s services. As needed, support the Country Director with
research, donor cultivation and positioning, project planning and proposal writing for
unrestricted and program funding.
 Advocate for Build Change’s strategic priorities and interests with governments, multilateral
agencies, funders and partners.
 Represent Build Change in networks and meetings; attend and present at conferences and
workshops.
 Use and regularly update Salesforce and other donor databases and marketing tools.
 Work with headquarters to develop success stories, promotional videos, and other fund and
partnership development collateral.

Qualifications:
 Minimum of seven (7) years of progressively responsible project management and supervision
experience.
 Demonstrated project management experience, including proficiency using tools such as
logframes and Gantt charts.
 Demonstrated experience in community/participatory-based processes, experience with
human-centered design is a plus.
 Outstanding, outgoing interpersonal skills, high energy level, and ability to speak persuasively in
front of large and small groups.
 Understanding of the relevant government, private and non-profit sector organizations active in
the housing, schools and disaster risk reduction sectors in the Philippines is a strong plus.
 Superior professional writing, presentation, and communication skills in English and Tagalog.
 Ability to work independently, willingness to work some evenings and weekends and travel.
 No ego, drama, or pessimism; the successful candidate will be flexible, humble, patient, and
have a good sense of humor.
