PREPARATORY ACADEMY INITIAL CONTRACT PROPOSALS

Note: SDEA reserves the right to add, modify or delete any or all proposals throughout the course of
negotiations with Gompers Preparatory Academy (GPA). The following proposals are made without prejudice
or precedent.

1. Recognition

GPA recognizes SDEA as the exclusive representative of the bargaining unit members and reserves
bargaining unit work for unit members only.

2. Wages

Teachers will be compensated based on a fair and objective salary schedule that includes salary credit
based on objective criteria (such as education and years of experience). Rates of pay for additional
assignments (e.g. summer school, club advisor) will be established.

3. Benefits

The employer and union shall negotiate fair benefits packages including but not limited to medical benefits,
dental benefits and vision benefits.

4. Hours of Employment and Work Year

There will be established a clear on-site workday schedule, including reporting and dismissal times,
adequate preparation time, and adequate student supervision. The number of days in the standard work
year will be established.

5. Class Size and Caseloads

In order to ensure safe and effective working and learning conditions for all unit members and students,
minimum staffing levels, class size limitations and caseloads will be established for each grade
level/department and program.

6. Special Education

Adequate supports will be provided for educators supporting students with Individualized Education
Programs (IEPs) to ensure an effective educational environment for all students and compliance with all
applicable laws.

7. Safety and Student Discipline

All classrooms and learning environments shall be safe and sanitary. The process for the development of
safety and student discipline policies will be established, and will include educator input.

8. Evaluation

There will be established a fair evaluation procedure that includes elements such as timelines, frequency of
evaluation, clear and objective evaluation criteria, classroom observation procedures, mentorship/peer
support, and remediation plans.

Fair procedures for the handling of unit members’ personnel files and complaints regarding unit members
shall be established.

9. Employee Discipline/Dismissal

Discipline and dismissal of bargaining unit members shall conform to the principles of just cause and
progressive discipline.

10. Employment Status

There will be a fair probationary period for new bargaining unit members.

11. General Conditions of Employment

The union and employer will negotiate fair procedures regarding employee attendance, leaves, supplies,
shared decision-making policies, and other general conditions of employment.

12. Negotiation Procedure

A procedure and timelines will be established future contract negotiations.

13. Association Rights/Union Business

The Association shall have the right to access school facilities during non-work time for union purposes,
and shall have access to mailboxes, email, phone and a union bulletin board for communication related to
union activities.

Unit members shall have reasonable leave for union business.

14. Organizational Security/Dues Deductions

The Association shall have the right of payroll deduction for the collection of Association dues.

15. Grievance Procedure

There will be a fair grievance procedure to resolve differences over the contract at the lowest possible
level. The grievance procedure will include binding arbitration by a neutral arbitrator if differences cannot
be resolved at earlier steps.

16. Assignability

This agreement is assignable.

17. Term

The term of the Agreement shall be up to three years and shall remain in effect until a successor agreement
is negotiated.
