II. Background and Rationale

Violence against women and family and their children (VAWC) refers to any act
of gender based violence that results in, or is likely to result in physical , sexual or
psychological harm and suffering to women and children, including threats of such
acts, coercion or arbitrary deprivation of liberty, whether occurring in public or in
private life.
Upon receiving the guidelines in Monitoring the Functionality of Violence
Against Women and (VAWC) Desk in every Barangay as per DILG Memorandum
Circular No. 2017-114 dated August 30, 2017, that in every Barangay they should
establish and provide intervention that will raise the consciousness of the public in
recognizing the perpetrators to justice and making a long term plan to prevent
violence in all forms.

III. Project Description


The Punong Barangay shall assign an area within the barangay hall for the
VAWC desk. He shall provide for the necessary furniture and fixtures such as but not
limited to, table, chairs, log book for record keeping of cases and other supplies for
recording and documenting and monitoring VAW cases received. Likewise, the
Punong Barangay shall ensure confidentiality of the case and privacy and safety of
the victim survivor. The Punong Barangay shall assign a VAWC desk person who is
trained in gender sensitive of handling of cases. There shall also be an allocated
budget for the training of the desk person, she will undergo basic gender sensitivity
training and orientation on anti-VAWC laws.

IV. Project Goal and Objectives

 To respond immediately to gender-based violence cases brought to the barangay as


specified in the RA 9262
 To record the number of gender-based violence handled by the Barangay and submit
quarterly report on all cases of VAWC to the DILG City Field Office and the City Social
Welfare Development Office (CSWDO);
 Keep VAWC case records confidential and secured, and ensure that only authorized
personnel can access it;
 Assist victims of VAWC in securing Barangay Protection Order (BPO) and acces
necessary services;
 Develop the barangay gender-responsive plan in addressing gender based violence,
including support services, capacity building and attend training programs
I. Expected Output of the Project

The expected output for this project is that there would be available help for
women and children who needs advise, comfort and immediate response on cases
brought in our barangay. This is to also intended to provide women and children
concerning their welfare and monitoring tool in assessing the functionality of
Barangay VAW desk in accordance to DILG Memorandum Circular No. 2017-114
and City Ordinance 6-S-2017 an Ordinance requiring all Barangay to establish
Violence Against Women and their Children desk

II. Background and Rationale

There are 8 Sanggunian Members, 5 Barangay Office Staff, 10 Barangay Health


Workers, 11 Lupon members and 25 members of Barangay Tanod and investigator,
wherein there are 40 men and 20 women.The complication of Barangay Staff is they
need to ex e r c i s e t h e i r a d m i n i s t r a t i v e s u p e r v i s i o n o v e r t h e
c o n c i l i a t i o n p a n e l s b y s e e i n g t o i t t h a t t h e y have the necessary supplies
and forms required f o r d i s c h a r g i n g t h e i r d u t i e s a n d t h a t t h e y
perform their functions efficiently, effectively and fairly.
These days, most appointed barangay official are somehow unaware of this
procedures. Some of the members might know how to go through the stated process
but some of them may not. Having an understanding and information of this might
help each member to be aware of the gains of being educated.

III. Project Description

The project is training of Barangay Staff so that they have the knowledge to
understand their duties and responsibilities. The Sangguniang Barangay will find a
way in addressing and working out ways of successfully building synergy for quality
service and elimination of gender differences.

IV. Project Goal and Objectives

 To Develop new learning among the 60 Barangay Staffs and review existing
standard operating procedures (SOP); in addressing problems in the
community.
 Understand the vision and mission of our Barangay.
 Clarify the roles of men and women, tasks and relationships within the work
place.

V. Expected Output of the Project


After implementing this project, both Barangay Staff and the Sangguniang
Pambarangay, will now be gender sensitive among men and women, not only for the
purpose of enhancing competence and efficiency, but also to promote cooperation,
interaction and harmonious relationship in the work place;. Everyone will be
mentioned if they gain knowledge with regards of collecting data through the creation
of monthly report and proposal concerning the GAD planning and implementing.
The Php 40,000.00 (Forty Thousand Pesos) allotted budget is deemed sufficient
for the workshop and training The project reinforces the empowerment of
Barangay Staff to resolve the needs of the community in fairly and speedily matter.
This is a significant part of Barangays function to promote peace and harmonious
relationships among community members.
