Chapter 1
1.1 INTRODUCTION
The Bangladesh Inland Water Transport Authority (BIWTA) on behalf of the Government of
Bangladesh (GoB) is aiming to construct and install demarcation pillars, walkway & bank
protection, and jetty with allied works on Evicted Foreshore Land of the Rivers Buriganga,
Turag, Balu and Sitalakhya.
In this inception report, documents feedback centered on design review, approach and
methodology shared and discussed with the stakeholders and sets out how the consultation
with and with approval from BIWTA, intends to proceed with the substantive project.
1.2 PROJECT BACKGROUND
Dhaka City is encircled by Buriganga, Turag, Balu and Sitalakhya rivers. There are three (3) river
ports located on the banks of these rivers for transportation of passengers and cargoes
through inland waterways. However, the banks of these rivers are encroached by illegal
occupants, and in some cases, the sand traders and industrialists have made their business by
the banks of the rivers encroaching the foreshore land. In many cases, they even constructed
structures to run their business. As a result, the width of the rivers and navigational depth are
reducing every year. A cross-section of people has a tendency to occupy public property. The
construction of unauthorized and unplanned structures has created constraints in the flow of
water in these rivers.
Dhaka Inland River Port, the biggest one irrespective of all characteristics, is situated on the
bank of the Buriganga River which acts as a gateway to the capital city. The port limit is about
42 km covers the foreshore land of the Buriganga and the Turag rivers which extends from
Ashulia to BG Mouth, the confluence of the river Buriganga and Dhaleshwari. The inland river
port of Narayanganj, situated on the bank of the Sitalakhya, once it was renowned as the
Dandy of Bangladesh, is one of the major river ports covering the port limit of 27 km. The
other port named, Tongi Inland River Port is situated on the bank of the Turag River and serves
the city which is also an important industrial and commercial center. Its port limit of about 38
km covers the foreshore area of the river Turag and Balu between Tongi and Demra.
It is pertinent to note that there are two important decisions taken in the special meeting
chaired by Honorable Prime Minister of GoB that was held on July 27, 2018. To prevent
unauthorized encroachment, especially form the rivers Buriganga, Turag, Balu & Sitalakhya
decisions of that meeting were to construct walkway, bank protection, garden etc.
BIWTA aims to construct demarcation pillars, walkway, bank protection, and jetty with allied
works on evicted foreshore land of the rivers Buriganga, Turag, Balu, and Sitalakhya as part of
the second phase of this project. The underlying objective is to protect the foreshore lands
from illegal occupation and thereby restoring and ensuring the natural river water flow along
the aforesaid rivers. BIWTA as a tenacity to the above issue has decided to build physical
infrastructure, e.g. reinforced concrete retaining walls, guide walls, walkways, steps and/or
jetties to secure the foreshore line with permanent structures to discourage and prevent
unlawful and illegal encroachment along the river edges.
The total length of the circular water way under the purview of this project scope is 110
kilometers. The total length of the rivers is divided into three segments, i.e. Sadarghat – Ashulia
30 Kilometers, Ashulia – Tongi – Kanchpur 40 Kilometers and Kanchpur - Naraynaganj –
Sadarghat 40 Kilometers. As such the route can be identified as Sadarghat – Ashulia – Tongi –
Kanchpur – Narayanganj – Sadarghat.
The project sites are located in 4 key areas. One at Keranigonj; 6 Kilometers up and down the
stream along Siddirgonj Silo to Kumiduni to Kanchpur Bridge to Sultana Kamal Bridge in the
vicinity of Narayangonj Sadar, Bandar, Sonargaon, and Siddirgonj; Tongi area; and Uttarkhan,
Turag, Muhammadpur, Kamrangirchar, Kotowali, Mirpur in Dhaka Metropolitan Area.
After scouring through the feasibility studies and impact assessments from 1st phase of this
project, the consultant team has already surveyed the Sadarghtat to Katoali, 11 km, area as a
part of commencement of the 2nd phase. A georeferenced location of a survey map on google
earth is shown in figure 1.1.1.

It is our understanding that the initial master plan has already been prepared for the entire
route as designated in the DPP. Our responsibility would be to review the DPP, master plan,
feasibility studies and schematic design drawings for planning, architectural, structural and
electro-mechanical point of view and the constructability. The review will include comments
on possible alterations for improvement from a master plan level, followed by architectural
and structural detailed drawings including electro-mechanical solutions with detailed drawings.
The consultant will issue good for construction (GFCs) drawings for inclusion in the tender
documents.
Preparation of detail cost estimate, Standard Tender Document (STD), BoQ for each
package as per DPP;
The consultancy services envisage alignment of the walkway in the site, selection of landing
facilities with road linkage, review of the design of walkway, bank protection, quay wall,
reinforced concrete jetty, spuds, steps boundary wall as per site condition;
Fixation of reinforced concrete jetty/ reinforced concrete steps for loading /unloading of
the vessel;
Verify the survey and design, updating of design and working drawings, verification of
contractors’ detailed construction environmental health and safety (EHS) plans as per the
EMP;
Review and approve contractor’s quality management plan, work program, method
statements, material sources, manpower and equipment deployment, construction EHS
plans etc.;
Ensure the works in strict compliance with the design and specification, issue non-
compliance notification, if required;
Prepare standard formats for recording site records and reporting purpose
Review and finalize the design/ drawing as per site requirement as well as preparation of
new drawing;
Inspect and supervise the day to day operations and activities to ensure the quality of
material and workmanship;
Review the progress and resources including key personnel, work plan, materials, and their
sources;
Review and approve quality assurance plan, conduct the tests to ensure quality of works;
Conduct regular site meetings to discuss issues and problems affecting the progress, keep
minutes and report the employer accordingly;
Ensure that all activities and sites including spoil disposal, quarry, borrow, material
crushing, material stockpiling, compaction etc. are operated and reinstated according to
the IEE/ESIA, EMP and contractors’ detailed construction EHS plan requirements;

2.1 INITIATION OF STUDY
The work was started after a meeting held in the office of the Chief Engineer, BIWTA,
participated by the Executive Engineer (P&D) on behalf of BIWTA and Architect Abu Anas Faisal
(Authorized Representative of Consultant), Team Leader Dr. Ahmadul Hassan, Dr. Md. Monjur
Hossain (Structural Engineer), Abdullah Al Hossain Chowdhury (QCE), Babul Akter (Land
Record Specialist), Md. Salem (Procurement Specialist), Mohammad Rakibur Rahman (RE), Dr.
M. Hussainuzzman (ES), Md. Tarique Saifullah (Electrical Engineer), Mohammad Sayedur
Rahman (Plumbing Engineer), Md. Liakat Ali (Site Engineer-1).
The Project Director depicted the project objectives to enable all relevant team members about
the works to be done as per TOR adequately. Some suggestions have been given to the
followings (1) Detail survey of the portion of the subject river, (2) Boundary Pillar
measurements & effectiveness as per design, (3) Walkway, (4) Landing facilities, (5)
Development of Eco-park locations etc.

2.2 STUDY TEAM
The Study Team comprised of Engineers, Architect, Designer, Land Record Experts, and
Environmentalist etc. who have been engaged from the consortium of Consultant. The key
personnel of the Team is Structural Engineer, Architect, Procurement Specialist,
Environment Specialist, Land Record Specialist, Electrical & Plumbing Engineers & Site
Engineers etc.

2.4 FIELD VISIT & RECONNAISSANCE SURVEY
A team composed of engineers, architect, land record experts and BIWTA official visited
the Sadarghat to Babubazar Bridge Location on January 30th, 2019. The team took the GPS
reading of the six jetty locations along the Hasanbad to Katoali portion and studied the area.

2.5 OBSERVATIONS
The consultant team after reviewing the documents and field visit made some observations
based on information, design, and implementation for each component of the project.
All existing pillars are in the high land area but the base of the pillar is below road
level.
Low land area is located around 5~7m down from road level. For low land
demarcation pillars, proper design consideration must be given for visibility during
monsoon.
Jetty:
A moot issue regarding access road found in “Aliganj Khelar Matth” location.
Health & safety measures must be considered in design as some locations there is
an ongoing practice of hazardous material.
Existing walkways are not continuous throughout the surveyed area. In some
locations, the existing walkways are damaged due to soil subsidence.
Walkway cum jetty may be possible in some locations. However, detail design
considerations are needed.
Chapter 3
3.1 TECHNICAL APPROACH AND METHODOLOGY
Following the Terms of Reference (TOR), the whole scope of works can be kept into the main
two activities (Figure 1.1). To perform the assignment efficiently, these two activities have been
sub-divided into some activities as shown in the schematic diagram in Figure 1.2. All the
activities have the related tasks of work which have been listed in Table 1.1. A link between
tasks and the TOR Requirements also has been shown in the figure below.

Initial Feasibility Study report will be reviewed in detailed and its technical feasibility and
economic viability in relation to project cost will be verified. However, the standards which are
to be taken into consideration of the design are outlined in the Table.

Chapter 4
4.1 WORK PROGRAM
As stipulated in the TOR, the consulting services will be implemented within 36 months as
shown in Table 4.3. Accordingly, the consultancy services have been divided into four distinct
phases and have translated the TOR into a feasible, deliverable working plan as presented in
the Work Schedule. From the Work Schedule, the assignment of experts has been prepared.
The summary of the main activities of the whole assignment, content, and duration, phasing
and interrelations and report delivery dates are shown in the following Figure and Table. The
final Work Plan will be finalized after consultation with the client to produce the optimum plan
in order to ensure timely execution of the project within the budget.
