Comparison of Tenders

Tenders will be evaluated based on scoring system, giving seventy points (70) weight
to the Technical Proposal and thirty points (30) weight to the Financial Offer as follows:

The Technical Proposal will be evaluated based on the scoring system on the following
tables, item T1 to T9 plus Fl. The tenderers score will be multiplied by 70/100 to give a
maximum score of 70.

The Financial Proposal will be scored as follows. The Tender that is determined to
be responsive to the requirements of these tender documents and which has
submitted the tender with the lowest corrected Tender Value will be given a score
of 30 points and the financial proposal from the other responsive tenderers will be
scored proportionately based on the lowest Tender Value.

Financial Points Obtained = 30 x (Lowest offer/ the Tenderer's offer)

1.1.1 Bid Price Evaluation

The tender will be awarded to the bid with the highest total Technical (70 points
maximum) plus Financial Points (30 points maximum). The Maximum possible
points will be 100%.

The Financial Proposal will be scored as follows: the lowest priced Tender will be given a perfect
score of thirty percent (30%) and the second lowest priced Tender and the rest will be
scoredproportionately based on the lowest Tender.

The Contract will be awarded to the tenderer whose Tender has the highest total score, who is
responsive to the requirements of the Tender and who satisfies the post-qualification
requirements in Paragraph 1.5.6 of the Instructions to Tenderers.
