The path from the Rio+20 World Summit on Sustainable Development in 2012 to the recent passage of the new 2030 Agenda
for Sustainable Development and the Paris Climate Change Agreement has seen strong levels of commitment by world leaders
to shift to a green economy.
The priorities and concerns identified in the field of green economy during the Rio+20 World Summit on Sustainable
Development provide for historical platform for the establishment of an international entity aimed to promote the widespread
and increased adoption of green economy in the context of sustainable development and poverty eradication, and to serve as
a platform for international cooperation and knowledge-sharing between developed and developing countries.
This, in turn, stems from the understanding that green, low-emission climate-resilient solutions could help create new high
tech sectors around sustainable use of energy and water and cleaner, more sustainable cities, while at the same time reducing
risks from climate change, and food and water insecurity. As the climate crisis escalates and resource insecurity grows,
countries' hard-won achievements in poverty reduction are at risk. A green economy approach could help reduce inequalities
and bring multiple social, economic, and environmental benefits, across gender lines.
In response to the priorities and concerns identified, World Green Economy Organization (WGEO) was established in the spirit
of the emergence of a strong global role by the Dubai government. The organization is intended to help support emerging
global actions towards widespread adoption of green economy model.
Behind this ambitious set of actions is the vision of HH Sheikh Mohammed Bin Rashid Al Maktoum, Vice President and Prime
Minister of the UAE and Ruler of Dubai, to see Dubai emerge as a global hub for green economy, a global partner for
developing countries in transition to a green economy, and establishing Dubai as a global green economy capital.
To achieve this vision of WGEO serving as a global partner for developing countries in the transition to a green economy,
WGEO would tap into the potential of South-South and Triangular cooperation in balancing growth and equity on a global
scale, and in complementarity with traditional North-South cooperation model. Even in the midst of severe economic, social
and political instabilities, South-South and Triangular cooperation has continued to drive sustainable trade and financial flows
in recent years. The countries of the South are building new models of development cooperation that emphasize mutual
benefit and solidarity as well as cost-effectiveness.
In order to achieve WGEO ambitious agenda and long-term vision, the UNOSSC will support WGEO partnership mobilization
and global outreach efforts, helping to mobilize action around seven WGEO partnership platforms. UNOSSC, working in close
cooperation with other partners, will help to bridge the WGEO values to the needs and aspirations of the organization's
numerous stakeholders.
The Global Director will be responsible for day-to-day management, recruitment, and decision-making for the project in
accordance with the approved delegation of authority. The Global Director's prime responsibility is to ensure that the project
produces the results specified in the project document as well as additional results in line with the WGEO mandate and vision,
and to carry out other duties and responsibilities as may be required at the highest possible standard of quality and within the
specified constraints of time and cost.

The Global Director has the authority to run the project on a day-to-day basis under the matrixed supervision of the UNOSSC
Deputy Director for Programme and Operations and the WGEO Secretary General and on behalf of the WGEO Board within
the constraints laid down by the WGEO Board.
1. Strategic Leadership:
• Ensure effective management, programme planning and implementation, policy development support, as well as
partnership mobilization and strategic advocacy for the WGEO;
• Establish WGEO as a platform for international cooperation and knowledge-sharing between developed and developing
countries, the public and the private sectors, international organizations and all other key stakeholders, aiming to promote
implementation of green economy policies at all levels in its areas of comparative advantage and strategic niches on
Green Economy and South-South & Triangular Cooperation;
• Support the WGEO Secretary General in the development of policies, strategic frameworks and business plans of WGEO,
ensuring they are consistent with WGEO mandate and report regularly to the WGEO Board on the effectiveness and
impact of WGEO programme and operational activities;
• Provide strategic leadership to the development of operational policies and their implementation in the area of Finance,
Administration, Procurement, and Human Resources;
• Represent and promote WGEO to external audiences, as may be delegated by the WGEO Secretary General.
3. Management of Resources:
• Manage and monitor project resources (human, financial and physical) and information systems; ensuring quality,
accountability and value for money and maximizing results for the WGEO.
• Align organizational structures, personnel and assignments to WGEO strategic vision and business requirements, to
maximize accountability, efficiency and effectiveness in an evolving business environment;
• Develop annual work plans and budgets for the implementation of the Project. The annual work plan and budget shall be
submitted for approval to the WGEO Board at least 45 days prior to the start of each calendar year.
Substantive Knowledge:
• Deep knowledge and understanding of South-South cooperation and Green Economy concepts, principles, and
practice in order to identify strategic partnership opportunities.
• Extensive and established network of institutional and individual partners on SSC and Green Economy.
• Excellent presentation and negotiation skills with insightful understanding of Southern and Green Economy
perspectives.
• Strong record of resource mobilization and partnership building.
• Familiarity with UN and UNDP global policies and process for programmes and operations to properly guide
partnership building efforts and system coordination.
Communication:
• Excellent drafting ability and communication skills, both oral and written; ability to defend and explain difficult and
complex issues with respect to key decisions and positions to teams.
• Ability to simplify complex issues and communicate clearly with the general public.
• Excellent presentation skills.
Judgment/Decision-Making:
• Mature judgment and initiative.
• Proven ability to provide strategic direction and ensure an effective work structure to maximize productivity and

V. Recruitment Qualifications
Education: • Master's degree in in management, economics, business administration, international
relations or related disciolines.
Experience:
• Minimum of 10 years work experience with either UNDP, UN agencies or multilateral
bodies dealing with technical assistance programmes in the field of development.
• Minimum of 5 years work experience as a senior manager dealing with projects and
programmes and supervising staff at different levels.
- • Proven experience in generating programme and/or project results.
• Proven experience in resource mobilization from different partners and negotiating at a
global or regional levels.
• Knowledge of UNDP/UN project cycle management would be a definite advantage.
• UNDP Country Office experience would be a definite advantage .
• Knowledge/work experience in the Arab region would be a definite advantage.
• Experience in the use of word processing and data processing packages .
• Experience in the use of Internet-based communication media would be an advantage.
Language Requirements: • Fluency in English, both written and oral is required, working knowledge o! at least one

Dear Adina,
Thank you for your support to set up the Dl position for our WGEO partnership and we will
proceed promptly to the recruitment process.
In the meanwhile in order to cover the gap between now and when the selected candidate can be
on board, considering not to further delay the important deliverables planned for the project, the
UNOSSC is considering to arrange a detail assignment up to 5 months (1 Aug to 31 Dec) to
Dubai as a temporary solution. The detail assignment will cease once the recruitment finishes
and the selected candidate comes on board.

As per our preliminary consultation, we at UNOSSC are doing our best in order to deliver on our commitments with
regards to UNOSSC support to the partnership mobilization and global outreach for the World Green Economy
Organization as per the project document and financing agreement, where, among other things, the WGEO Global
Director is to be recruited to ensure that the project produces the results specified in the project document, to the
required standard of quality and within the specified constraints of time and cost.
Taking into account the timeline for the incumbent to start in Dubai, where WGEO kindly agreed to shift the deadline
from 25 July to 5 August 2018,
And considering that quality recruitment of WGEO Global Director may require some time in order to comply with all the
relevant stages of UNDP recruitment and selection framework,
UNOSSC intends, subject to the agreement on the side of WGEO to organize a detail assignment to deploy a staff
member at PS level or above (upon availability and in consultation with WGEO) in order to fill the gap in the function of
coordination of delivery of project results in the framework of the project on Partnership Mobilization and Global
Outreach Support for the World Green Economy Organization.
It is envisaged that the detail assignment would take effect as of 5 August 2018 for up to five months, until 31 December
2018 with the understanding that this detail assignment will be ceased upon successful recruitment of the full-time
WGEO Global Director.
With this message, we would like to seek your kind endorsement on WGEO agreement on the use of project resources
of the project on Partnership Mobilization and Global Outreach Support for the World Green Economy Organization in
order to cover the monthly living allowance of up to USD 8100 per month (calculated on the basis of the reduced DSA
rate for Dubai and anticipated cost of living) and the economy rate round trip ticket to Dubai.
This is also to confirm that upon receiving your kind comments and recommendations, the office will be in a position to
start the process in consultation with the Office of Human Resources.

As promised, please find below the calculation with relevant justifications. Please let me know if any additional
information should be provided.
Normally the reduced DSA rate - 294.00 USD per day in case of Dubai - would be used to calculate the lump sum, leading
to a total monthly lump sum of 8,820 USD
Dubai DSA*
First 60 days 392.00 USD (1,440 AED)
After 60 day 294.00 USD (1,080 AED, 75%)
Justification:
As can be seen from the above, average daily portion of monthly lump sum in New York represents a ratio of 69% of the
full DSA rate for New York, and average daily portion of monthly lump sum in Istanbul represents a ratio 58% of the full
DSA rate for Istanbul.
It might be more reasonable to adhere to the New York ratio (69%) in calculating the lump sum for Dubai given the cost
of living in Dubai is close (if not higher) than that of the cost of living in New York, as demonstrated below:
A. The average DSA rate for the first 60 days in New York equals 379.50 USO (calculated as average between rates
indicated for the first 30 days and second 30 days as per DSA circular: (410+349)/2=379.5 ), which is less then
the DSA rate for Dubai, which is 392.00 USO
B. The reduced DSA rate for New York equals 274.00 USO, which is less then the reduced DSA rate for Dubai, which
is 294.00 USO.

NOTE TO FILE ON THE CALCULATION OF LIVING COST FOR DUBAI
Edem Bakhshish, as the successful candidate for the "detail assignment" as the Global Director a.i. for
the World Green Economy Organization in Dubai, is entitled to have the reduced DSA for the period of
his assignment in Dubai, approximately 14 August 2018 -13 January 2019.
In light of the above UNOSSC will pay to Edem Bakhshish the amount of USD 8,100 per month as the
lump sum of the living allowance in Dubai during the time of the detail assignment as the Global
Director a.i. for the WGEO. The payment of USD 8,100 will be processed on every 1st week of the
month, except the 1st payment which will be for the amount of USD 16,200 covering period 14 August -
13 October 2018.

Background
The path from the Rio+20 World Summit on Sustainable Development in 2012 to the recent passage of
the new 2030 Agenda for Sustainable Development and the Paris Climate Change Agreement has seen
strong levels of commitment by world leaders to shift to a green economy.
The priorities and concerns identified in the field of green economy during the Rio+20 World Summit on
Sustainable Development provide for historical platform for the establishment of an international entity
aimed to promote the widespread and increased adoption of green economy in the context of
sustainable development and poverty eradication, and to serve as a platform for international
cooperation and knowledgesharing between developed and developing countries.
This, in turn, stems from the understanding that green, lowemission climateresilient solutions could
help create new hightech sectors around sustainable use of energy and water and cleaner, more
sustainable cities, while at the same time reducing risks from climate change, and food and water
insecurity. As the climate crisis escalates and resource insecurity grows, countries' hardwon
achievements in poverty reduction are at risk. A green economy approach could help reduce inequalities
and bring multiple social, economic, and environmental benefits, across gender lines.
In response to the priorities and concerns identified, World Green Economy Organization (WGEO) was
established in the spirit of the emergence of a strong global role by the Dubai government. The
organization is intended to help support emerging global actions towards widespread adoption of green
economy model.
Behind this ambitious set of actions is the vision of HH Sheikh Mohammed Bin Rashid Al Maktoum, Vice
President and Prime Minister of the UAE and Ruler of Dubai, to see Dubai emerge as a global hub for
green economy, a global partner for developing countries in transition to a green economy, and
establishing Dubai as a global green economy capital.
To achieve this vision of WGEO serving as a global partner for developing countries in the transition to a
green economy, WGEO would tap into the potential of SouthSouth and Triangular cooperation in
balancing growth and equity on a global scale, and in complementarity with traditional NorthSouth
cooperation model. Even in the midst of severe economic, social and political instabilities, SouthSouth
and Triangular cooperation has continued to drive sustainable trade and financial flows in recent years.

The countries of the South are building new models of development cooperation that emphasize mutual

In order to achieve WGEO ambitious agenda and longterm vision, the UNOSSC will support WGEO
partnership mobilization and global outreach efforts, helping to mobilize action around seven WGEO
partnership platforms. UNOSSC, working in close cooperation with other partners, will help to bridge the
WGEO values to the needs and aspirations of the organization’s numerous stakeholders.
The Global Director will be responsible for daytoday management, recruitment, and decisionmaking
for the project in accordance with the approved delegation of authority. The Global Director's prime
responsibility is to ensure that the project produces the results specified in the project document as well
as additional results in line with the WGEO mandate and vision, and to carry out other duties and
responsibilities as may be required at the highest possible standard of quality and within the specified
constraints of time and cost.
Duties and Responsibilities
The Global Director has the authority to run the project on a daytoday basis under the matrixed
supervision of the UNOSSC Deputy Director for Programme and Operations and the WGEO Secretary
General and on behalf of the WGEO Board within the constraints laid down by the WGEO Board.

1. Strategic Leadership:
Ensure effective management, programme planning and implementation, policy development
support, as well as partnership mobilization and strategic advocacy for the WGEO;
Establish WGEO as a platform for international cooperation and knowledgesharing between
developed and developing countries, the public and the private sectors, international
organizations and all other key stakeholders, aiming to promote implementation of green
economy policies at all levels in its areas of comparative advantage and strategic niches on
Green Economy and SouthSouth & Triangular Cooperation;
Support the WGEO Secretary General in the development of policies, strategic frameworks and
business plans of WGEO, ensuring they are consistent with WGEO mandate and report
regularly to the WGEO Board on the effectiveness and impact of WGEO programme and
operational activities;
Provide strategic leadership to the development of operational policies and their implementation
in the area of Finance, Administration, Procurement, and Human Resources;
Represent and promote WGEO to external audiences, as may be delegated by the WGEO
Secretary General.
2. Oversight of Partnership Mobilization, Advisory Services and Knowledge Management:
Lead highlevel policy engagement that is relevant to the coordination role of WGEO in all
aspects related to the promotion of Green Economy at global, regional and national levels, as
well as policy advocacy and programme development efforts;
Engage and mobilize partners and resource mobilization to support the implementation of
WGEO mandate and vision. Lead the partnership building and strengthening of relationships
with Green Economy national focal points as well as other stakeholders working on Green
Economy issues on the basis of seven partnership platforms developed by WGEO;
Support development of new WGEO service lines that build on WGEO’s comparative
advantages and strategic niche.
Engage potential member states, promote the WGEO agenda and help achieve the
transformation of WGEO into a fullyfledged international organization.
3. Management of Resources:
Manage and monitor project resources (human, financial and physical) and information systems;
ensuring quality, accountability and value for money and maximizing results for the WGEO.
Align organizational structures, personnel and assignments to WGEO strategic vision and
business requirements, to maximize accountability, efficiency and effectiveness in an evolving
business environment;
Develop annual work plans and budgets for the implementation of the Project. The annual work
plan and budget shall be submitted for approval to the WGEO Board at least 45 days prior to the
start of each calendar year.

4. Oversight & Technical Leadership to WGEO Programming:
Lead the promotion and optimization of effective Green Economy approaches and models at
global, regional, and national levels, including through SouthSouth & Triangular Cooperation
and in alignment with Practicespecific and other CrossPractice priorities and substantive
contributions of various UN agencies, Funds and Programmes;
Provide on demand advisory support to implementation of Green Economy initiatives, including
those with SouthSouth & Triangular Cooperation components;
Contribute to and support conceptualization, formulation, establishment and roll
out/implementation of innovative Green Economy (pilot) initiatives, programmes and projects,
Centers of Excellence
Supervise and assess work in progress to ensure delivery of results according to key
performance indicators (KPI), overall WGEO mandate and objectives;
Provide intellectual leadership and technical guidance and timely take decisions to meet
objectives;
Lead the stocktaking on successful Green Economy development practices at the global,
regional and national levels, coordinate production of analysis of such best practices, lessons
learnt and promote networks comprising various stakeholders with a view to strengthen the use
of Green Economy model and tools. Facilitate knowledge sharing and learning by drawing
lessons learnt and making best practices available to partners;
Undertake strategic promotion (marketing and showcasing) of Green Economy development and
business solutions, best practices and lessons learned building on the seven partnership
platforms adopted by WGEO.
5. Representational Functions and Responsibilities:
Represent the WGEO team as required by the WGEO Secretary General;
Fulfill any corporate representational tasks as requested by the WGEO Secretary General;

Education:

Minimum of 5 years work experience as a senior manager dealing with projects and
