INTERDEPARTMENTAL MEMORANDUM

SUBJECT: Harassment and Discrimination in the Workplace

All employees are hereby reminded of the harassment and discrimination policies of the
Hartford Police Department, and of the City of Hartford. All employees should
familiarize themselves with these policies, and immediately report instances of actual or
suspected harassment or discrimination in the workplace.

As a general summary of Hartford Police General Order 1.05 (2016), employees are
specifically reminded that:

 The Hartford Police Department prohibits harassment of and by its members in


any form.
 All members have the right to work in an environment free of all forms of
harassment.
 The Department does not condone, and will not tolerate, any harassment, and
shall take immediate action to prevent such behavior, and to remedy all reported
instances of harassment, sexual or otherwise.
 The Department is committed to its responsibility to pursue an aggressive
program to ensure that no sworn or non-sworn member of the Department is
denied fair and impartial treatment on the basis of race, sex, gender identity or
expression, age, creed, religion, sexual orientation, or national origin.

Conduct involving sexual harassment in the workplace, whether committed by


supervisors or non-supervisory personnel, is strictly prohibited.

Such conduct includes, but is not limited to:

a. Unwanted sexual flirtations, touching, advances or propositions.


b. Verbal abuse of a sexual nature.
c. Graphic or suggestive comments about an individual's dress or body.
d. Sexually degrading words to describe an individual.
e. The display of sexually suggestive objects or pictures, including nude
photographs, in the workplace.
All employees are responsible for assisting in the prevention of harassment through
actions such as, but not limited to:

a. Refraining from participation in, or encouragement of, actions that could be


perceived as harassment.
b. Reporting acts of harassment to a supervisor.
c. Encouraging any employee, who confides that they are being harassed, to
report these acts to a supervisor.

Additionally, each supervisor is required to assist employees coming to them with


complaints of harassment, including:

a. Providing guidance through the complaint process to the Internal Affairs


Division.
b. Any necessary referrals to the Employee Assistance Program.
c. Taking immediate action to protect the victim from further incidents of
harassment or discrimination.

Employees may report acts of harassment or discrimination to any supervisor within the
Department, the Office of the Chief of Police, the Internal Affairs Division, the City of
Hartford Personnel Director (860-757-9800), the Mayor’s Office, or the Equal
Employment Opportunity Commission (475 Government Center, Boston, MA 02203).

Retaliation against any employee who reports, files a complaint of, or assists in the
investigation of a complaint of harassment or discrimination is prohibited.
