For common cells, when this parameter is set to ON, the maximum
number of neighboring cell frequencies in 2GBA2 is (31 – Number of
neighboring LTE cell frequencies).
This parameter is used to calculate the RSRP threshold for the target cell
when a priority-based decision to perform GSM to E-UTRAN cell
reselection is made. The values of this parameter correspond to the
following decibel values:
0: –140 dBm
1: –138 dBm
2: –136 dBm
30: –80 dBm
31: –78 dBm
If the signal value of a measured LTE cell is greater than the value of this
parameter and the priority of neighboring LTE cells is greater than that of
neighboring GSM cells, GSM-to-LTE reselection is initiated. The step is 2
dB.
Period during which the measured signal value must meet the cell
reselection condition when a priority-based decision to perform GSM to
UTRAN (or E-UTRAN) cell reselection is made. The values of this
parameter correspond to the following time values:
0: 5s
1: 10s
2: 15s
3: 20s

Parameter Description

Whether to enable blind handovers for CSFB

Indicates the RSCP threshold for event B1, which is used in CS fallback to
UTRAN. A UE sends a measurement report related to event B1 to the
eNodeB when the RSCP in at least one UTRAN cell exceeds this
threshold and other triggering conditions are met.

Indicates the time-to-trigger for event B1 that is used in CS fallback to


UTRAN. When detecting that the signal quality in at least one UTRAN
cell meets the entering condition, the UE does not send a measurement
report to the eNodeB immediately. Instead, the UE sends a report only
when the signal quality continuously meets the entering condition during
the time-to-trigger. This parameter helps decrease the number of
occasionally triggered event reports, the average number of handovers,
and the number of wrong handovers, and thus helps to prevent
unnecessary handovers.

The advantage of the periodical reporting mode is that it can be


used for repeated handover re-attempts on the same cell when
the handover fails, and that the subsequent algorithms can be
flexibly developed. In addition, the UE needs not to be informed
when the parameters are changed. The drawback of periodical
reporting is that it requires large amount of signaling and
increases the load on the air interface and for signaling
processing. The advantage of event-triggered reporting is that
the signaling transmission and processing load are saved.
Comparing the signal quality between intra-frequency and inter-
frequency handovers, the ping-pong effect in handover is
prevented to some extent. The drawback of event-triggered
reporting is that the event is reported only once and cannot be
changed to periodical reporting.
