BACKGROUND OF COMPANY

History and Location

Pavement Technology (M) Sdn Bhd (PTM) was established in 18th April 1995 as a
subsidiary of PPES Works (Sarawak) Sdn Bhd (PPESW) under Cahya Mata Sarawak
Berhad (CMSB) Group.

In 2009, the company was renamed to CMS Pavement Tech Sdn Bhd (CMSPT) and was
acquired by Putrajaya Perdana Berhad. CMSPT was acquired by CMSB in 2011 as a
fully owned subsidiary company.

CMSPT specialises in providing pavement and civil works covering pavement


construction, rehabilitation and maintenance and drainage works construction.
Currently, the company’s core business is as follows:

 Pavement construction
 Rehabilitation of existing pavement by cement stabilisation using the recycling
technique
 Profiling or cold-milling
 Deep patch
 Drainage and civil woks construction

CMSPT is equipped with specialised staffs that are very proficient in their field and are
supported by a fleet of specialized machineries. The core values adapted by CMSPT
while doing business are as follows:

The current location of the main office is at level 3 and 4, Lot 220, Lorong Ang Cheng Ho
9, 93100, Kuching, Sarawak, Malaysia.

Objectives of company:

To realize the vision and mission set by the company, CMSPT will:

 Provide services by optimizing available resources through the implementation of


effective project management system with a motivated, committed, and proactive
and competent team of people
 Create a value for stakeholders by consistently improving performance through
value engineering and innovation, continuously searching for new opportunities
and attracting, recruiting and retaining the best human resource
 Making an effort to be a good corporate citizen by adhering with legal
requirements and providing favourable working environment
Standard Operation Procedure

CMSPT has established, implemented and maintained a documented Quality


Management System (QMS) in accordance to ISO 9001:2000 requirements in July 2004
(CMS Pavement Tech Sdn Bhd, 2013). The QMS was updated in accordance to ISO
9001:2008 in November 2009. The company has consistently implemented and
maintained QMS to do its business to ensure smooth operation. The process of tendering
and quotation before any project up to the completion of the project are all according to
QMS

ISO 9001:2008 Quality Management System

The purpose of implementing QMS is to provide guidance for the company to make
continual improvement efforts in areas such as customer satisfaction, quality and
reliability of products, processes and services. Those responsible for product, process, or
system quality are given specific authority to:

a) Determine the sequence and interaction of the processes needed to maintain the
quality management system
b) Determine the criteria and methods needed to ensure that both the operation and
control of the processes are effective
c) Measure, monitor and analyse these processes and implement actions necessary
to meet goals and to drive continual improvement
d) Initiate actions to prevent non-conformances
e) Initiate actions to identify, record and correct problems
f) Initiate, recommend or provide solutions
g) Verify implementation of solutions
h) Control further processing, delivery, or installation of non-conformances
i) Represent the needs of the customer in internal functions in addressing ISO
9001:2008 Quality Management System International Standard

There are 3 levels in the system structure of QMS namely Quality Manual (QM),
Process Maps and the Supporting Documents (SD).

Level 1: Quality Manual

Quality Manual is a comprehensive description of all elements of the quality


management system based on ISO 9001:2008 Quality Management International
Standard structure and content. The manual is in accordance with QMS principles and
competences thus, binding the entire department concerned.

Level 2: Process Maps

Process Maps supports the QM by describing their activities, sequence of procedures and
performance criteria, forms required and work instructions in meeting requirements of
QM to ensure consistent quality contract review, design control, project management
and construction activities conducted by the company.
During the implementation of projects, quality planning will be defined in Project
Implementation (PIP) and Project Quality Plan (PQP). For every project the company is
involved in, PIP and PQP are prepared except for the following condition:

Project Duration < 2 months

Project sum less than RM 1,000,000.00

Level 3: Supporting Documents

All the SD such as contract documents, drawings, method statements and etc. are
formed by CMSB Group Human Resources Policies and Procedures Manual.
