Confined Space Entry Recue Plan

1. Definitions

1.1 Confined Space:


Any enclosed or substantially enclosed space which is not designed to be normally occupied, and which
could potentially contain hazardous levels of gases/vapors, or could contain other hazards (e.g.
engulfment, potential exposure to radiation sources).

1.2 Confined Space Entry:


Bodily entering a Confined Space and includes putting one's head or torso into an open manway.

3. Goals

The purpose of this document is to provide precise guidance on how to handle any situation where
rescue from a confined space arises.

It gives a detailed account on the personnel required for any work requiring a confined space entry, the
roles and responsibilities of each, as well as the sequence of steps required when carrying out a
confined space rescue operation.

4. Personnel Required:

1) Safety Watch (SWP)


2) Certified Confined Space Rescue Personnel (CCSRP) minimum 2 CCSRP for each person entering
confined space
3) Terminal Supervisor (TS)

5. Roles and responsibilities:

5.1 Terminal Supervisor:


- Ensures complete conformity to the rescue plan
- Ensures all necessary equipment is present, and fit for use before the job begins
- Communicates with paramedics or other emergency teams if required
5.2 Safety Watch:
- Identifies emergency situations and initiates rescue plan
- Communicates with TS on ongoing events and emergencies
- Halts work being done in the area in case of emergency and evacuates area of uninvolved
personnel
- Ensures access and egress routes are clear of obstacles
5.3 Certified Confined Space Rescue Personnel:
- Remain present on site and set to carry out rescue plan at any time
- Carry out SWP’s orders to aid, remove, and transport person requiring rescue from the
confined space to the designated safe area

9. General Guidelines:

- Work area must allow for clear and constant verbal and visual communication among workers
inside the confined space and the safety watch at all times.
- Rescue equipment must be inspected and tested before starting work.
- For each person entering the confined space, there must be at least 2 CCSRPs present.
- Access routes, egress points, and safe area must be clearly identified and documented on the
terminal’s layout accompanying the WCP documents.

10. Terminal’s Designated Safe Areas


10. Rescue Plan Sequence

10.1 Case 1: single person requiring rescue:

1. Safety watch activates air horn and communicates with TS regarding the event, who in turn
notifies paramedics or emergency teams (as needed).
2. All uninvolved personnel evacuate the area.
3. CCSRPs enter the confined space to aid and remove the person requiring rescue.
4. CCSRPs carry the person requiring rescue towards the designated safe area.
5. TS ensures the rescued person receives the required aid as needed.

10.2 Case 2: multiple persons requiring rescue:

1. Safety watch activates air horn and communicates with TS regarding the event, who in turn
notifies paramedics or emergency teams (as needed).
2. All uninvolved personnel evacuate the area.
3. CCSRPs (wearing full breathing apparatus) enter the confined space to tend to the persons
requiring the rescue, 2 CCSRPs for each person.
4. CCSRPs transport their respective rescued persons towards the designated safe area.
5. TS ensures all rescued persons receive the required aid as needed.

10.3 Case 3: confined space rescue during an ESD situation:

In case a person is present in a confined space and requires rescue while an ESD situation arises in
the terminal:

- Site evacuation takes place as per ERP, but TS ensures CCSRPs are present at the confined space
to initiate rescue plan.
- CCRPs transport the person requiring rescue towards the terminal’s assembly point.
