Curriculum Development in the Philippines

Basic Education (R.A. No. 10533 or the “Enhanced Basic Education Law”)
- Section 5: The DepED shall formulate the design and details of the enhanced basic
education curriculum.
- Works with:
- CHED, to craft harmonized basic and tertiary curricula for the global
competitiveness of Filipino graduates
- CHED and TESDA, to ensure college readiness and to avoid remedial and
duplication of basic education subjects
- Consultations with:
- DOLE, PRC, private and public school associations, national student
organizations, national teacher organizations, parents-teachers associations and
the chambers of commerce on matters affecting stakeholders -- to achieve an
effective enhanced basic education curriculum
- Standards and principles in developing the enhanced basic ed curriculum:
- Learner-centered, inclusive and developmentally-appropriate;
- Relevant, responsive and research-based;
- Culture-sensitive;
- Contextualized and global;
- Use pedagogical approaches that are constructivist, inquiry based, reflective,
collaborative and integrative;
- Adhere to the principles and framework of Mother Tongue-Based Multilingual
Education (MTB-MLE);
- Use the spiral progression to ensure mastery of knowledge and skills; and
- Flexible enough to enable and allow schools to localize, indigenize and enhance
the curriculum based on their educational and social contexts.
- Curriculum Consultative Committee, to oversee the review and evaluation of the
curriculum, may recommend refinements to DepEd

THE DEVELOPMENT OF K TO 12 CURRICULUM

Step/Phase Brief Description

1. Curriculum Review · This phase began with the review of the Basic
Education Curriculum (BEC). Two research studies were
commissioned for this endeavor. The SEAMEO-Innotech
and the University of Melbourne conducted curriculum
comparison studies to aid the development of the K to 12
framework.

2. Coding of the · This provided a mechanism to ensure the continuity of

Higher Education (R.A. 7722 or the “Higher Education Act of 1994”)
- Section 12: The CHED shall reconstitute and/or organize technical panels for different
disciplines/program areas. They shall assist the Commission in setting standards and in
program and institution monitoring and evaluation. The technical panels shall be
composed of senior specialists or academicians to be appointed by the Commission.
- Roles:
- Develop plans, policies, standards, guidelines, rules and regulations for HEIs
- Evaluate compliance of HEIs with minimum program standards
- Formulate guidelines and criteria for COEs and CODs
- Develop monitoring and evaluation instruments
- Organization structure

- Technical panel: Discipline-based groups composed of technical committee


chairpersons; term: 1 year
- Technical committee: Program areas found under each technical panel
discipline; term: 2 years for new members, 1 year for renewal
- Creation of a TP/TC

- The Commission en banc decides which fields require TPs and TCs
- In the case of emerging fields: Closest existing field will recommend the
establishment of a new TP, for approval by the Commission en banc

- How members are selected


- Open call for nominations to garner members from academe and industry
- Invitations sent to heads of:
- HEIs: SUCs, autonomous/deregulated private HEIs, COEs/CODs
- Professional orgs, NGOs, business/industrial establishments
- Criteria
- Recommended by head of an association/agency and HEIs
- Involved in HEIs with proven track record and excellent performance in
program implementation
- Willing to work with CHED to share expertise
- Known to have integrity and credibility in his/her profession
- PRC requested to nominate a representative from each Professional Board
- Acceptance: The Commission en Banc decides on the nomination
