innish contractor Lemminkäinen has been
ordered to pay €48 million in damages, interest
and legal expenses by the District Court of Helsinki
to reimburse local authorities after being found guilty of
acting as part of an asphalt cartel.
Six other defendants have been ordered to pay
damages  – VLT Trading, NCC Roads, Skanska Asfaltti,
SA-Capital, Rudus Asfaltti and Super Asfaltti – up to the
low single digit millions.
Lemminkäinen’s was the largest, split into damages
of €26 million, and interest and legal expenses of
approximately €22 million.
The company expects to make a loss in 2013 as a
result. However, the damages of €123 million that were
originally sought from Lemminkäinen were lowered after
claims by the Finnish Transport Agency were rejected by
the court.
The government had sought damages of €56.7 million,
but the claim was dismissed as a result of evidence that
it benefited from the cartel.
Court documents say that the National Board of Public
Roads (NBPR) and the Finnish Road Enterprise (FRE)
participated in a cartel concerning work commissioned
by the State from at least 1998. Representatives of the
BNPR were said to have been aware of the existence of
the cartel from as early as in 1994.
The BNPR was responsible for maintaining Finland’s
public roads and commissioning new work, while the
FRE was responsible for construction. This structure
was changed with the creation of the Finnish Transport
Agency at the start of 2010.
In 2009, Finland’s Supreme Administrative Court
handed down fines totalling €82.55 million to the seven
contractors after finding them guilty of operating the
nationwide asphalt cartel between 1994 and 2002.
A spokesman from Skanska said it was still in the
process of analysing how much the damages ruling
would affect it, but it did not expect it to impact the
overall 2013 group result.
Lemminkäinen said the latest claims for damages were
without foundation, while NCC also echoed this. All the
contractors were given 30 days to submit an appeal. ce

he construction sector is of strategic
importance in Europe, representing
more than 10% of GDP and over 50%
of fixed capital investment, according to
former Spanish Prime Minister José María
Aznar, speaking at November’s International
Construction Economic Forum (ICEF).
Some 200 delegates and speakers took part
in the inaugural conference, awards ceremony
and networking event.
Aznar made the keynote address at ICEF,
which took place from 20 to 22 November
in Amsterdam, the Netherlands, and was
organised by CE’s publisher KHL.
He said, “The health of the European
construction industry is the health of the
European economy. Construction is the
biggest industrial employer in Europe, with
more than 20 million direct employees and
affecting some 44 million workers Europe.”
Aznar, who was in office from 1996 to 2004,
also said he did not share view that Europe
was condemned to a long period of decline.

resources and mining at Lafarge Aggregates &
Concrete, delivered a strong speech directed
at OEMs
In a dynamic address, Zeng Guang’an,
president of Liugong Machinery, spoke about
the coming of age of China’s construction
equipment
“Europe still holds a key position in world,”
he said. “But we cannot sit back and watch
the world. Europe must recover a sense of
purpose and set out a plan of action that can
be supported across the EU.”
CONTRACTING AND MATERIALS
Speakers from the contracting and materials
side of the industry also addressed delegates.
They included Xavier Therin, vice president of
land, mineral resources and mining at Lafarge
Aggregates & Concrete, and Miguel Jurado
Fernández, general manager of contractor FCC
Construcción.
Therin delivered a robust speech directed at
equipment manufacturers. “I’d rather spend
more on a machine and have something
that is reliable and last longer, then have
something that is cheap and cheerful but will
last three years,” he said.
As Lafarge branches out more and more into
emerging markets, Therin said the cement
producer expected the same standards in the
equipment it used as in more mature markets.
“What this means for suppliers is that we
can’t use second rate equipment because it is
an emerging market,” he said, adding that this
expectation extended to the servicing and
maintenance of machines.
For his part, FCC’s Fernández said the
contractor was determined to continue to
pursue international expansion in the wake
of the bankruptcy of its Austrian subsidiary
Alpine.
“We purchased Alpine in 2007 to develop
activities in foreign countries. Alpine started
expanding very rapidly. It was risky and not
profitable and, at the end of the day, it was a
big failure. This year, in May, we decided not
to continue with the subsidiary because it was
unsustainable.
“The main mistake was a very rapid growth
in foreign markets without establishing
knowledge of countries and situations first.
We have to learn from this,” he said.
However, that is not to say the contractor is
giving up on its domestic market – far from it.
“In Spain, for sure, we are going to maintain
activity, and we are waiting for a recovery,
which we see coming in the following years.
We think that the worst has passed – the
economy is out of recession,” Fernández said.
Meanwhile, prominent figures representing
the manufacturing industry also addressed
the conference, including Zeng Guang’an,
president of Liugong Machinery.
Zeng spoke about the coming of age of
China’s construction equipment industry, and
sought to dispel some of the stereotypes that
exist about Chinese-made machines.
“There is a stereotype of low cost and
low quality in Chinese-built products, and
while this idea existed 10 years ago and was
right, today it has totally changed. There
are many misconceptions about Chinese

Zeng added that these kinds of
misunderstandings – that Chinese companies
produce poor quality machines, copy western
designs and provide poor or no support –
would lead western companies to ignore the
true progress of Chinese manufacturers.
INDUSTRY OUTLOOK
Comprehensive outlooks for the future of
the construction industry came from various
speakers at ICEF.
On the first day of the conference, Scott
Hazelton, director of construction and
industry at IHS Global Insight, forecast that
construction growth would pick up in the
coming years.
He said this would happen as the global
economy emerged from the current soft patch,
driven by spending in the non-residential
sector.
The following day, delegates were presented
with analysis and forecasts for global
construction equipment markets from Paul
Howard, European research analyst for Off-
Highway Research.
Howard said global sales of construction
equipment were likely to hit US$104 billion
(€76 billion) by 2017, compared to forecasted
sales for 2013 of US$93 billion (€68 billion),
driven by a sustained recovery in North
America and continued high sales volumes
in China.
Other wide ranging topics affecting the
global construction industry were also
covered by the other high profile speakers on
the programme at ICEF.
On 21 November, additional speakers
included Trevor Sturmy, head of PPPs at
HSBC in Europe and Sub-Saharan Africa, Jules
Janssen, general manager of construction
at Besix Belgium and treasurer of the EIC
(European International Contractors), and
Simon Rawlinson, partner and head of
strategic research at EC Harris/Arcadis.
He was followed by Virginie Colaiuta, partner
at Pinsent Masons, and Riwal CEO Norty Turner.

is worth US$100 million (€73.6 million) or
more, and is of international significance.
The winners of the inaugural ICEF awards were revealed at a gala dinner held on 21
November at the Hotel Okura in Amsterdam, the Netherlands, as part of the ICEF event.
The hotel is a twin tower complex that, at 355m, breaks the Guinness World Record for the
world’s tallest dedicated hotel.
It was selected from a shortlist of five, and the panel of judges said the winning JW Marriott
Marquis Hotel was an outstanding project that demonstrated a close working relationship
between the construction team and other stakeholders, without compromising safety.
Meanwhile, the winner of the construction equipment innovation award was Caterpillar,
for its 336E H hybrid excavator. The machine claims to use up to 25% less fuel compared to
standard models by capturing waste kinetic energy via hydraulic accumulators, helping it
optimise performance.
The judges said the hybrid machine was a fantastic innovation that dramatically cut costs
using tried and trusted technology, with a short pay-back period.
The winner of the construction equipment innovation award for component or sub-
system design was Liebherr for its PowerBoom technology for crawler cranes. The winning
technology increases lifting capacity by more than 50% over the standard load chart.
The judges said the PowerBoom was as an example of innovative engineering that not only
radically increased capacity and productivity, but did so in a way that was cost-effective and
flexible for the customer.

Seasonal gains
The traditional end-of-year rally was in evidence as
2013 drew to a close, and while there was some benefit
to the construction industry, the sector seems to have
reached a plateau, writes Chris Sleight

S
hare prices can often be
seen climbing towards the
end of the year, and there
is more to this than the season of
good will.
There is the obvious point that
it is in many people’s interests to
push prices higher as the year
draws to a close. It improves fund
managers’ figures for the year for
one thing.
There also tends to be money
flowing into the markets towards
the end of the year, as interest
payments are invested and other
money is locked-up in shares for
tax purposes.
And of course there are the
basic human and psychological
factors. Investors tend to be in
a good mood, and this positive
sentiment is reflected in share
prices.
This is most starkly illustrated
by the gains the Dow put on
in November and during early
December, as it broke through
the 16,000-point mark for the
first time in its history. Its gain
for the week 44 to 48 period
was 3.3%, which is good monthly
growth.
Better still in percentage terms
was the Nikkei 225, which put
on more than 10% in the same
period to finish week 48 at 15,655
points.
Although this was not a record
like the Dow – the highest the
Nikkei has reached was a now
scarcely-believable 38,916 points
in 1990 – it was the best the
index has been for six years.
The picture in Europe was
more mixed. On the positive

Progress in reducing
legislative burdens
While regulation at EU level is important and a necessity in many areas, it is
often accused of hindering businesses. FIEC examines efforts to tackle this

t the beginning of October
2013, the European
Commission presented a
new Communication introducing
some further steps to make EU
legislation better and lighter.
This Communication is part of
the more general smart regulation
approach, or Regulatory Fitness &
Performance Programme (REFIT),
from the European Commission,
initiated in 2012.
The aim is to review the entire
stock of EU legislation, in order to
identify burdens, inconsistencies,
gaps or ineffective measures, and
to make the necessary proposals
to follow up on the findings of
the review.
The completion of the EU Single
market led to the adoption of
various marketing standards. In
the case of fruits and vegetables,
for instance, the aim was to
facilitate trade on the basis of fair
competition, help producers to
meet consumer expectations and
keep unsatisfactory products off
the market.
Many rules were adopted over
the years, and by 1996 a total
of 36 fruit and vegetables were
regulated by specific marketing
standards. These, however,
were heavily criticised for being
unnecessarily complex and
leading to food waste, with
fruits and vegetables with non-
conventional shapes and sizes
being excluded from the market.

This led the Commission
to review and simplify the
existing rules. As a result of the
simplification efforts undertaken
in 2008, these marketing
standards have been brought
down to a set of 10 specific rules
in force today.
It is clear that, whereas
regulation at EU level is important
and a necessity in many areas,
it is often accused of hindering
businesses, especially SMEs, and
of interfering in citizens’ daily
lives by generating too much red
tape.
POLICY REFORMS
In response to these concerns,
the Commission initiated major
policy reforms, leading to more
than 600 initiatives since 2005,
aimed at simplifying or recasting
existing legislation and to the
withdrawal of over 5,500 legal
acts.
This, according to the
Commission, corresponded
to a reduction of 26% in the
administrative burden for
enterprises between 2007 and
2012, equivalent to savings of
€32.3 billion per year.
These initiatives included the
adoption of the Services Directive,
which has led to the elimination
of hundreds of discriminatory,
unjustified or disproportionate
national requirements hindering
the principle of free provision
of services within the Internal
Market.
It also fuelled the move towards
a fully electronic VAT invoicing
system, which will save time and
money for enterprises.
There are also other important
legislative initiatives for
simplification and burden
reduction for enterprises which
are of particular relevance for
the construction sector. These
initiatives include the revision
of the Public Procurement
Directives.
This revision included, among
others, provisions to require the
acceptance of self-declarations
for selection purposes – and only
the winning bidder will have to
submit complete evidence – as
well as a gradual transition to
e-procurement.
Companies would be able to
consult tender opportunities
online and submit their offers
electronically, which simplifies
the process and increases
transparency.
As part of this overall screening
exercise, the Commission
launched a number of so-called
fitness checks – studies on
existing legislations. Such
checks are comprehensive policy
evaluations assessing whether
the regulatory framework for
a specific policy sector is fit for
purpose.
They aim in particular to identify
excessive regulatory burdens,
overlaps, gaps, inconsistencies
and/or obsolete measures which
may have appeared over time.
Their findings serve as a basis
for drawing policy conclusions on
further legislative developments.
One of these fitness checks
covers the entire EU legislation
on Occupational Safety and
Health (OSH) – that is the
Framework Directive and its
23 related directives, which are
currently being submitted to a
full evaluation.
The conclusions of this
assessment should be available
towards the end of 2015.
While waiting for these
conclusions, the European
Commission decided not
to table for the moment new
legislative proposals which were
being prepared, such as the
ones in the fields of Muscular-
Skeletal Disorders (MSDs) and of
Respirable Crystalline Silica.

MONITORING
In future, any legislative proposal
from the European Commission
should be accompanied, together
with the implementation plan,
by an assessment containing the
objectives and the indicators for
the monitoring and evaluation of
the performance of the proposed
measure.
The Commission is also
committed to collaborating
with Member States during the
transposition phase, in order to
facilitate the exchange of best
practice.
Finally, this REFIT initiative has to
be seen as a rolling programme.
Therefore, in order to keep track
of the proposals throughout
the legislative process, the
Commission will publish an
annual REFIT scoreboard.
The aim is to monitor the content
of the amendments decided
at EU level, and the impact at
Member States level with regard
to effective simplification and
burden reduction.
The scoreboard will show cases
where the co-legislator – in other
words, the European Parliament
and the Council of Ministers –
deviates from a real simplification
proposal as submitted by the
Commission.
In addition, it will show cases
where the implementation
by the Member States adds
regulatory burden or does not
allow business to reap the full
benefits of burden reduction

held every two years in Brussels.

sector, helping boost efficiency as well as reduce costs. Helen Wright

here was a time when building a road
involved laying material, compacting it
and hoping that at the end of the day it
met the client’s specifications.
The problem with that approach is the
uncertainty for the contractor throughout
the project. It’s better to know as you go
along whether the road is going to meet a

of the work.
Technology plays a central role in the
development of modern roadbuilding
equipment, and a string of new machine
control and telematics systems have been
introduced to the market in recent years. The

construction authority (LSBB) became the first
state construction authority in Germany to
test a new asphalt temperature measurement
system from Moba during a recent partial
resurfacing of the A14 near Magdeburg.
LSBB is responsible not only for the
tendering of construction projects, but also
for inspections during the construction work.
In addition to inspections of the asphalt
mix during paving, selective core samples are
taken when the project is complete. These
samples are used, among other things, to
determine compaction levels and test the
quality of the road.
The new Moba Pave-IR Scan system
measures the temperature over the entire area
during paving. Using this data, it is possible to
draw conclusions about possible weak points
in the road, according to Moba. >

system. The concrete surface was removed
on a section approximately 1km long over a
width of about 8.5m.
A new asphalt binder layer and asphalt
surface layer were then paved using the hot-
on-hot process with two pavers, travelling one
behind the other, paving the binder layer and
surface layer as compact asphalt.
The components of the Pave-IR scan
system – an infrared temperature scanner,
a GNSS antenna for precise positioning and
an on-board computer – were installed on
the paver used for the surface layer. The
temperature sensor scanned the paved
asphalt temperature every 250mm with an
accuracy of ±2oC.
Guido Schwabe, who oversees the
construction work on behalf of the LSBB, said,

the temperature on a random basis. With the

flow system is said to maximise heat transfer
through the mix by using the manufacturer’s

from the burner.
A fuel-efficient Hauck gap-fired StarJet
burner produces the dryer flame, which is
shaped to minimise asphalt cement burn-off.
This is said to result in cleaner emissions than
other parallel-flow designs.
Both stationary and portable RoadBuilder
options are available. It is claimed that the
portable plants could be installed within a few
days, featuring self-erecting silos that require
one person and under 15 minutes‘ set-up time.
The complete RoadBuilder Series includes
conveyors, silo systems, baghouse or wetwash
systems, and asphalt cement tanks. Numerous
component options – such as weigh batchers,
mineral filler systems and fuel oil tanks – are
also available.

Attention to detail
T
he winner of this year’s accolade of
World Demolition Awards Contract
of the Year was Scottish firm Hunter
Demolition, which is headquartered in Kilsyth,
just outside Glasgow.
Its entry for the Awards was for the work it
carried out at 110 Queen Street, Glasgow.
One of the judges that assessed the entries
in the Contract of the Year category in the
2013 World Demolition Awards best summed
up the winning entry from Hunter Demolition.
He said, “Hunter’s Glasgow city centre

technical challenge within the very heart of a
major urban arena.”
The site, 110 Queen Street, is in the heart of
Glasgow City Centre, and was originally built
in 1971.
The building was a former Bank of Scotland
Bank branch and main office, and had been
unoccupied for a number of years.
The seven-storey building was made up
DEMOLITION
of a concrete frame with bison floor slabs,
on the outside of which sat 8m long x 2m
wide concrete panels that were fixed to the
concrete frame of the building on each level.
There were two lift shafts, and in the basement
sat the old bank vaults.
Hunter Demolition was sub-contracted to
demolish the site by client BAM Construction.
BUILDING SURROUNDED
The building was surrounded by offices, high
end retail outlets, city centre residential living
and tourists, and was on a main bus route into
the heart of the city, with over 100 buses an
hour passing the site.
Careful and meticulous planning to take
account of the environmental impact the
project would have on the surrounding area
and those within the area was essential.
As always, health and safety was a major
issue that was again meticulously planned for.
Hunter had to ensure the safety of all of its
staff, the public and surrounding businesses
and buildings. Space around the site was at a
premium given its proximity to the buildings
and main route surrounding it.
Hunter Demolition was contracted to
demolish the existing building safely and to
remove the basement and pile caps to allow
for a new building to be constructed by the
client.
As a result of a lack of original construction
drawings, Hunter approached BAM
Construction to arrange a “soft start” to the
project. This allowed investigation works on
the building to be carried out ahead of the
official programme start date to determine
how the concrete panels had been fixed.
It also meant that it could assess how the
building was attached to the adjacent
buildings – Lomond House on Hanover Street
and Olympic House on Queen Street.
The soft start also allowed Hunter to develop
safe methods of work for the demolition of the

 DEMOLITION
The highly constrained nature of the city
centre site meant meticulous planning
First, the concrete panels were removed
using cranes, with lifting pins having to be
specially made to incorporate the weight of
the panels, and the angle and location of the
existing lifting holes.
This was a new initiative that relied on
design and reverse engineering in order to
remove the panels in a way that increased
the safety of the operatives involved. They
were removed to plan without any incident.
The removal of these panels was said to be an
entirely new concept.
With the concrete panels removed, Hunter
carried out the safe demolition of the building
using a 40m high reach machine. There was
support from a Cat 345 with an extended
boom to remove the main parts of the
building while leaving the end sections that
tied into the adjoining buildings.
Once down to ground level, the material
from the demolition was then processed on
site and set aside for crushing to 6f2 grade at
a later date.
In total, Hunter removed 2,822.5 tonnes of
6f2, 1.9 tonnes of timber, 5,338.8 tonnes of
concrete and 929.3 tonnes of miscellaneous
scrap – all of which will be processed for
recycling.

The two ends that tied into the neighbouring
properties were then demolished using a
mixture of mechanical and hand demolition,
as a 250mm cavity was found between the
buildings during the original investigation
works.
EVENINGS AND SUNDAYS
Because of the location and the close
proximity of pedestrians and vehicles, Hunter
carried out some of the demolition works
during the evenings and on Sundays.
This part of the work involved localised
footpath and road closures. It was carried out
working very closely with the local council’s
roads department, local bus companies,
surrounding businesses and residents, to
allow the corner sections that were located
close to the normally live footpaths and roads
to be taken down.
Asbestos removal and internal soft stripping
works had been undertaken by others before
the demolition work started. However, once
work was underway and Hunter was three
weeks into the programme, asbestos was
discovered.
Work within this area stopped immediately
until testing could be carried out. While this
testing was being undertaken, and rather
than stop work completely, the methodology
was changed in agreement with the client.
The team moved to another area to start
demolition there, which allowed the
contractor to stay within programme.
With the above ground demolition complete,
Hunter started to remove the material from
within the basement, and to break out the
basement walls and the walls to the vaults.
Crushing of demolition rubble started and,
while this was ongoing, removing the pile
caps began.
Dust suppression on the site is crucial
– here both a cannon and the machine
itself are ensuring the minimum of dust is
generated by the demolition work
With all the basement removal works
complete Hunter Demolition backfilled and
compacted 6f2 material in 300mm layers up
to the existing ground level ready for piling
works by the client to begin.
Customer care was a large factor in this
project and complaints of varying types
arrived daily. The Chair of the Local Community
Group, who was acting as spokesperson for
the Community, delivered a few complaints
that were handled immediately. He also
delivered a number of compliments regarding
“the site management being spot on” and the
appearance on the site.
The site was also visited by Glasgow City
Council’s Environmental Health Department
on a few occasions.
To ensure there was no danger or impact
to surrounding buildings, movement and
vibration monitoring was ongoing in a
number of buildings around the site.
This helped to alleviate concerns from
various businesses and residents who were
concerned about possible impact on the
stability of their building. The monitoring
levels were always below the British standard,
and as a goodwill gesture to these businesses
and residents, Hunter introduced a quiet hour
each day to allow them to conduct sensitive
business, and this proved to be a success.
The site was also under the Considerate
Contractors Scheme and was visited by an
auditor to conduct an assessment. The site
scored 42 out of 50 (the first for a BAM site)
and special recognition was given to the dust
suppression system that was in force.
Gordon Topham, Considerate Contractors
Scheme Auditor, said, “The introduction of a
snow-making machine adapted to project an
atomised water mist over the full demolition
area trapped any dust created by the works
and brought it effectively to the ground.
He added, “If this system was adopted on all
demolition sites, a considerable improvement
would be seen across the industry in the air
quality on demolition sites.” ce >

European success
In addition to the Contract of the Year, six other
World Demolition Awards went to Europe
C
oleman & Company picked up the
Industrial Demolition Award for a
project that involved the demolition
of four gas holders spread over three sites in
Liverpool and nearby St Helens in the North
West of England.
During the course of the work, the company
had to overcome several unexpected
challenges that made the work infinitely
more complex and involved.
The Keltbray team won the 2013 Urban
Demolition Award, which went to this
company for its involvement with Project
Nova Victoria, working in a complex confined
environment in Westminster, London.
The work it carried out was within
exceptionally constrained boundaries, thanks
to heavy commuter and tourist traffic – both
vehicle and pedestrian. This was combined
with technical challenges of significant
concurrent working and major demolition of

This included the deconstruction and storage
of a Grade II listed building, and working in the
City of Westminster was a major challenge.
Micor won the 2013 Civils Demolition
Award for the work the company carried out
on behalf of the UK’s Ministry of Defence
to remove the Upper Harbour Ammunition
Facility (UHAF) outside the port of Gosport,
Hampshire, on the UK’s south coast.
The UHAF was formerly used to load
munitions onto warships but has since been
replaced by a more modern facility close by.
It was located 20 minutes offshore in a water
depth of 11m. This and security requirements,
tidal and visibility issues posed a major
challenge.
SAFETY TRAINING
Erith was deemed the winner of the 2013
Safety & Training Award for its robust safety
and training programmes.
In a year in which the company was involved
in an average of 12 contracts at any given
time, Erith workers collectively accumulated
689,000 hours without a lost time incident.
That brings Erith Group’s cumulative total of
man hours worked without a single lost time
incident to 1.5 million man hours.

The 2013 Recycling & Environmental
Award went to Danish company J Jensen.
The company was recognised for a system it has
developed to handle highly dangerous PCB
waste that arises from its demolition activities.
Instead of sandblasting, the company’s
system uses a jet that blows tiny sponges to
dust off surfaces.
When using this method, the spread of
contaminated material is minimised and
the amount of hazardous waste is reduced
significantly compared to sandblasting. The
sponges are cleaned in a closed system, which
makes sure there will be no harmful dust.
This year’s Manufacturers’ Innovation
Award was shared between two companies –
Kocurek Excavators and Volvo UK.
The two were recognised for the
development of a well-thought through
design modification that addresses the
problem of access to and egress from raised/
high cabs – a notorious cause of slips and
trips accidents on sites.

to clamber over the machine’s structure to
gain access to the working environment
by allowing entry to the excavator’s cab at
ground level, ready to be raised to the driving
position simply and easily by a rocker switch

Road traffic challenge
Tramlines, pedestrian pathways and a busy road
contributed to the problems for a Swiss project
T
he key challenges for a recent
demolition project in a main street in
Geneva, Switzerland, were a tramline,
pedestrian pathways and road traffic.
Construction and demolition company
HTP was contracted to demolish former
governmental offices at the front of the busy
Rue du Stand.
The demolition was set to create about
2,000m3 of material, with some 900m3 of this
to be crushed on site and reused for site
preparation and construction of the new
building. The remainder had to be taken away
for recycling, with only a small percentage
going to waste.
The Volvo EC480HR D-Series claims to be
unusual in the high reach demolition sector
as it is Stage IIIB compliant, meeting the
emissions requirements without having to be
fitted with an additional exhaust gas filtration
system.
Volvo said that HTP had ordered the high
reach machine before even seeing the finished
product.
JCBs for university project
One of Northern Ireland’s leading demolition
contractors has been using a fleet of JCB
demolition excavators at a high-profile Belfast
project.
McCormack Demolition is currently using
JCB models at the new University of Ulster
Belfast Campus development – a £250m (€299
million) project at York Street adjacent to and
opposite the existing Belfast campus building.
The dismantling of existing buildings will

Yves Huguenin, founder and managing
director of HTP, said, “When we made the
decision to invest in the Volvo EC480D HR, it
didn’t actually exist. The engine was new in
terms of emissions, and the hydraulics had
been optimised, so we felt it was a good
machine for us and the right size.
“Now we have the machine on site, and I am
delighted with our decision.”
Noise restrictions mean HTP can only work
from 7am to 7pm with a one-hour shutdown
from 12pm to 1pm – but this is said to be less
of an issue with the Volvo high reach unit,
which is quieter than breaker machines.
Thierry Truffat, site manager for HTP, said,
“There is a protective screen for the operator
along the front of the four-storey building, but
this is only for small fragments and dust and
certainly wouldn’t keep out any large-scale
debris.
“This is a highly-controlled demolition
process, which requires precision and great
care. The machine enables us to conduct a
safe deconstruction with real efficiency and
high productivity.”
HTP began by taking out the windows,
electrical cabling and insulation. During this
phase it also had to deal with some asbestos
contamination, which required special
attention.

machine, the team was able to made up for
lost time. ce

Existing elevated rail decking in the
Netherlands presented demolition
problems for the contractor BAM Civiel
in making ready for joining it to a newly-
constructed concrete deck and new twin-
rail track.
However, hydrodemolition specialist
Aqua Demolition Services (ADS) said it
was able to solve this when exposing the
steel cables to allow inspection before
connecting the new elevated concrete
deck and rail tracks in Amsterdam.
Fabricated some 20 years ago in
readiness for future expansion, the old
reinforced concrete deck – above the
busy A10 highway through the southern
suburbs of south Amsterdam – included
two post-tensioned cables.
After removing a balustrade/end wall
at one end of the old deck, using a
conventional concrete wire saw, it was
necessary to remove the deck concrete to
expose the rebar for reinstalling to the new
adjoining deck.
However, a bigger problem was exposing
the post-tensioned cables for inspection
and recasing in new concrete, without any
damage whatsoever to the steel cables
and rebar.
ADS provided the solution with
hydrodemolition techniques using
two Aquajet Systems Aqua Cutter 710V
evolution robots.
ADS director Arjan de Waard said,
“Without using the Aqua Cutters, possibly
the only other solution would have been
to use hand lances – taking eight to ten
operators at least two weeks to clear all the
specified concrete safely.
“Using Aquajet’s hydrodemolition
techniques allowed us to complete the
job inside one and a half days including
set up times.”

capability with the internal single frequency
antenna for use in GIS (geographic
information system) and navigation
applications. Adding the external antenna
and connecting a GRS-1 rover to a local GNSS
network, or Topcon Magnet Relay, is said to
offer centimetre accuracy RTK performance.
Magnet Relay allows a mobile base receiver
to host up to 10 rovers through the Magnet
Enterprise cloud.

the GR-5 receiver with Vanguard technology,
which it said was designed to optimise

Kähkönen, “We see good

fter nearly a full year of planning,
Metso is set to split into two in a
partial demerger which will see
the automation, mining and construction
elements separated from the pulp, paper and
power divisions.
Metso’s CEO, Matti Kähkönen, explained that
the automation, mining and construction part
of the business would continue under the
Metso name, although at the moment they are
referring to it as “new Metso” to differentiate it
from the rest, which will use the Valmet name.
From 2 January, 2014, Valmet will be listed
on the Helsinki, Finland, stock exchange under
the same ownership structure as Metso.
Kähkönen said, “We came to the conclusion
that it was an obvious, natural point in time,
and that we would be better off going ahead
as two different companies.”
The current Metso was established in 1999.
Kähkönen said that during those 14 years, its
growth had been developed organically.
“But also a very important part of the
development has been the acquisitions during
those years, and an important part of the
mining/construction development took place
when we bought a company called Svedala
from Sweden. That was the platform for mining
and construction, even though we already had
a crushing and screening operation called
Nordberg, and then we built on that.”
DEMERGER APPROVED
An Extraordinary General Meeting on 1
October this year approved the Metso
demerger.
“The purpose of this demerger,” said
Kähkönen, “is how to accelerate the growth
and the development of both companies by
having more focused management, starting
with the board of directors. Now there will be
two boards of directors, and they can focus on
their respective industries.
“It will mean that we will go deeper into
construction, mining and automation, and
to look at the opportunities within those
customer industries even more actively.”

He said, “In many cases, our customers need
to see better production and better services,
and more cost competitive solutions from
their point of view – otherwise this type of
deal doesn’t make any sense.”
He described the demerger as being a case
of long-term value creation.
“Because infrastructure building will take
place for years to come, we see good potential
in all of those businesses to go forward. It was
a fairly natural split in a way.”
Looking at new Metso, Kähkönen said,
“Construction is an important part, though
of course mining is a little more than half
our revenues. Construction is about 30% –
but construction and mining are related very
strongly to each other in terms of technology.”
For construction customers, Metso offers
mainly crushing and screening equipment.
Kähkönen said, “We are everywhere in
the world when it comes to mining and
construction. For construction, Europe and
North America have been, and still are, the
main markets – if I remember correctly, 70 to
80% of our construction volume. Europe is a
little bigger than North America.”
He said that while Europe and North America
had been fairly flat since 2008/9, there had
been bright spots elsewhere such as Brazil,
which has been benefiting from the Olympics
and the football World Cup.
He admitted that Metso had not been a big
player in the Chinese construction market.
“It’s more like a sort of mid-market,” he
said. “We are strong in the upper end of the
market, but last year we made an acquisition,
a company called Shaorui, which is only for the
mid-market construction business in China.”
Metso has also established a partnership
with Liugong to produce mobile crushers for
the Chinese market. “This mobile market is
very developed in Europe and North America,”
said Kähkönen. “It’s not developed very much
in China, but it is getting to the point where
the mobile crusher market is beginning to
develop in China as well. It is for that reason
we established the relationship with Liugong."
INTERVIEW
Liugong itself has been increasing its
footprint in Europe.
“Right now we are focusing purely on this
joint venture for the Chinese market. It remains
to see how it develops.”
He added that there might come a time to
consider a tie-up with Liugong in Europe,
and that there could be other opportunities
outside China too.
INDIAN MARKET
Elsewhere in the world, Metso claimed a
strong position in the fast-growing Indian
market. Indeed, the manufacturer has been
developing its own factories there since the
1990s.
Kähkönen said, “In construction, you need
to be local because a big part of our business
comes from local contractors, so it might
be within one country or one region. This
sales and service network is important from a
construction point of view.
“It goes for Europe, as well,” he added. “We
have a strong footfall traditionally in Europe,
so we have main manufacturing units in
Finland and in France.”
He said the factories in Finland and France
were sufficient. “We can serve the European
need and also some other areas. We are in
China, have a strong foothold in India and
manufacture in Brazil.”
He said, “We see there is more and more
need for intelligent machines, embedding
intelligence into the machines or then
building up to intelligent services or processes
to improve our customers’ productivity and
their operating costs.”
“The whole organisation should get more
focused,” said Kähkönen. “It will lead to better
services and products for our customers, and
also mean that we are reacting more quickly
when there is something happening in the
marketplace, so that the flow of information
will be fast within the company.
“This will be how we can truly help our
customers do better business, improve their
processes and increase their productivity.” ce

Infrastructure 2013 Conference,
organised annually by software
company Bentley Systems.
The conference this year was
held in London, UK, and featured

at Chêne-Bourg in the
suburbs of Geneva, Switzerland,
will not – by the time the first
residents have moved in by late
2014 – appear any different from
the many others surrounding it.
If unremarkable in appearance,
what does single it out as
something a bit different is the
technique used to shore up
the deep excavation during
construction – a set of 16
hydraulic shoring struts in two
layers stretching across the 26m
wide site.
These massive struts – 0.61m
in diameter on the bottom layer
and 0.51m on the top – support
the 12m deep excavation over

site bounded on one side by a
busy road and on one of its long
edges by an existing apartment
building. It is so cramped, in fact,
that the project offices have to be
cantilevered over the excavation.
So Implenia decided to try
out hydraulic struts, a system
that it first saw at a foundations
exhibition in Piacenza, Italy,

to allow for lowering of formwork
and other building materials.
The struts were installed two
at a time by Implenia, starting
in mid-June, while earthworks
contractor HTP used a long-reach

as much as with the steel frame.
And for the client, [there is a cost
saving because] we don’t need
to use vertical support beams
for a steel frame, and don’t need
reinforcement of the concrete
base slab.”

Redesigned ADTs and

RDTs from Caterpillar
Caterpillar has redesigned its C-Series off-highway articulated dump
trucks (ADTs) and has also added new features to its 770G and 772G
rigid dump trucks (RDTs).
On the ADT side, the manufacturer‘s 725C (featuring rated payload
capacity of 23.6 tonnes), 730C and 730C EJ ejector model (both
rated at 28 tonnes) now feature new engines with more power,
advanced transmission control, enhanced operator amenities,
new serviceability features, and, for the 730C and 730C EJ models,
automatic traction control.
As far as the engines are concerned, Caterpillar said the 725C’s

All engines are available in one of three emissions compliancy
bands – either US Tier 2/EU Stage II, Tier 3/Stage IIIA or Tier 4 Final/
Stage IV.
For the rigid haulers, 770G (36.3 tonne payload) and 772G (47.1
tonne payload) models also feature new engines available in these
three emissions compliancy bands. The 770G has a 356kW engine
and the 772G has a 410kW engine, both of which feature economy
and adaptive economy modes.
The revamped ADTs and RDTs also feature Caterpillar’s new
transmission control system – Advanced Productivity Electronic
Control Strategy. This is said to provide a number of benefits,
including improved shift quality, faster acceleration, better speed
on grade and faster cycle times.
