These guidelines stipulate that above said policy shall be alhopted by HUDA

layout plans
fulfilling the criteria proposed in the policy, such sites shati be deleted from

The Departnent earlier issued two separate polices in respect of

parameters followed for grant of CLU permission for setting up of netit
outlet/Fuel Filli:rg static,n and CNG/PNG siation. It was observed by the
Deparknent that trunk servicesin 30 me$es & 60 mebes wide green belt.are also
affecting CNG/PNG stations for which no policy was formulated. Now a
consolidatedpoliry in respectof both the caseshas beenformulated.as under:-
I' Land requirement and other par4metersfor setting up qf Compressed
Natural Gas/ Peholeumfr{atural GEsstation:-
i) Minimum size of the plot for CNG/PNG station should be 50 m x,30 m so
that two nos. of gascomPressorand upto 8 d,ispensers
can be installed at the
station. This will accommodatemofe CNG equipment and efficiently cater
to the vehicles of all sizes.However, in caseof recommend.ationfrom Gas
Distribution company regarding guitability of the site for setting up of
CNG/PI.JG station, same will be cpnsid.eredon the site areaproposedby
GasDistribution Company
ii) The canopy as well as buildings to be used for ancillary activities
like sales-
rocrm, toilets, control room etc. shall be allowed upto z metres with two
stories.
iii) Minimum distance from the buildings and outer boundaries
to the gas
storageunit/tank shall depend upon tdtal capacity of gas storage
unit. This
shall be governed by the Code of Oil Incli.rstrySafetyDirectorate-
OISDt1g
and Gancylinders Rules,2004(GCR-2004)whichare currently as
under:-

iv) The siting distance norms from the

road junction and other fuet filling
station including CNG/PI\IG station shall
be adopted as per Lrdian Road.
Congress(IRC) norms.
v) commercial use shall be permissible,
for which covered area shall not
exceed3o/oof the total permissibleground coverage
i.e, is% of the site area.
The zoning parametersother than those mentioned
above shall be sameas
applicable in caseof fuel filling station.
IJ' Land requirement and other parameters for
setting up of Fuel FiIIing
Statiors:-
i. Along National Highways:
a) For independenfpetrol pumps:
The minimum area for independent fuer filing stations
in
:the
accordance with guidelines issued by the Ministry of . Road
Transportand Highways, Govt of India shail be as forlows:
(i) On undivided carriageway : 35m x 35m

(ii) on divided carriage;uy : BSm(frontage)x 45 m

The maximum area for this categoryshall be as per the
LOI and site
plan.issued by Peboleum Companiesbut should
not be more than
3000sqm.
b) For Petrol pumps with faejlities like repairs/services shop,
ATMs
and small eating place (Dhaba/ fastfood joint):_
Minimum area : 1 acre @\aV sqm)
Maximum area : L.5acres(6020sqm)
These arcas/facihtiesshall be allowed as per ptorririorrc contained
in
LOI/site plan issuedby petroleum Companies.
c) where petrol pumps are part of multi-facility complexes:-
The
motels/restauranb, site where petrol pu'mps are part of such
multi-
facility comprexes ur the zoning reguration, the area

requiremenb for such a complex may be calculated on the
basis of
the requirements envisaged in the project as per the FAR
and
Ground coverageallowed in the rules for commercialsites.
ii. Along scheduled Roads(other than NH).and other roads:-
a) For independentpehol pumps:_
Minimum area : 1.000sqm

b) For Petrol pumps with facilities like repairs/services shop, ATMs
and smal,leating places(Dhabas/fast-foodjoint):-
Minimum area : 3000sqm
Maximum area : 1.0Acre (4047sqm)
c) Within urbaruible zone/arca-The main areashall be 20m x 20m.
iii. PermissibleHeightr
The zoning clauseprescribing the maximum permissibteheight of a
fuel filling station building shall stand amended as on 05.09.2008(since
earlier policy was issuedvid.ememo no.7/L6/2006-TICJP
d.ated05.09.2008)
as follows:
"in caseof a fuel flling gtation,the maximumpermissible
heightof
a building constructedin tlu buildablezone shall,not exceedI meters
inclusiaeof parapetand the maximumnumberof storeyswithin theheight
of I mtrs.shallnot exceed
one't.
Director, Town & Country Plarning, Haryana shall ensurethAt these
policy parametersare adhered to while dealing with the casesof grant of
change of land use permiosion for Retail Outlets/Fuel Filling Stations in
controlled areas.The restrictions of minimum distance between two Fuel
Stationsand location of Fuel Station/Petrol Pump from road intersectionas
prescribedin IRC:12!983,IRC:12-2009and insbuctions of Minisby of Road
Transportand Highways, Governmentof Lndiashall be applicable.
As far as laying of trunk servicesin greenbelts along 30 meEesor 60 mebes
wide sector road are concerned,the following shall be applicable on Retail
Outlet/Fuel Filling Station & CNG/PNG Station:-
(A) As and when the services are required to be laid, to be
augmented,/rc-Lud,the land will be made availableby the owner for
laying such services.The owner of CLU per4ission granted area
shall not objectfor laying of such services. Deparbrrentshall ensure
to seek an und.ertaking or levJr cond.ition in this regard. while

ganting the CLU permission to the effect that HUDA/Department
of Town & Country Plaruring reservesits rights for laying of such
servicesand owner shall have no claim in this regard..
(B) The Departrnent/HuDA shall keep in mind laying of water supply.
trunk services and storm water box drains including that of
pylon/f.ooturgs required for erection of .high tension electric towers
in Green Belts while examining the application for grant of CLU
permission for setting up Retail Outlet/Fuel Filling Station &
CNG/PNG Station.
