1. Background:

Government of Madhya Pradesh has notified Road Safety Policy on 3 March 2016. In
Compliance with Pillar III of the State Road Safety Policy “Road Safety Information Database”,
it was envisaged that a Road Accident Data Management System (RADMS) will be developed
for comprehensive and accurate collection, analysis, and dissemination of accident or crash data
under the Home Department.
This Terms of Reference (ToR) is intended to serve as the basis for a contract between a qualified
and experienced firm and Madhya Pradesh Rural Road Authority (MPRRDA) for the
consultancy services and necessary Supply of hardware and software licenses to “Design,
Develop, Implement, and Maintain a Road Accident Data Management System (RADMS) for
Madhya Pradesh.”
Accurate road crash statistics are the basis for assessing road safety scenarios and for
implementing required interventions to reduce such incidents. Implementation of a reliable crash
data system is the first step towards achieving scientific road safety management. Effective black
spot improvement works cannot be implemented without a reliable and powerful crash database.
An ideal database needs to be comprehensive so as to satisfy not only the statistical requirements
but also assist in planning accident reduction measures. This Consultancy assignment shall aim
for implementing a computerized Road Accident Data Management System (RADMS) to meet
the total accident data management as per requirement of the State.
Critical tasks and activities to carry out the assignment and achieve the objectives include but
need not be limited to the following:
Task 3.1: Design, Develop and Implement of a Road Accident Data Management System
(RADMS)
Activity 3.1.1: Review of existing Accident Reporting System and software’s available
with the Home Department, PWD, MoRTH and its Subordinate
Organizations, Transport Department, Local bodies, NGOs (Red Cross
etc.) and Health & Family welfare Department of Government of Madhya
Pradesh and leading Insurance Firms- Government Sponsored Scheme.
A. Review the current road crash data available in the State to have a better
understanding of the present crash scenario.
B. Review the Accident Report Forms currently being used in different parts of the
State to record information both at the accident scene and subsequently.
C. Examine the reporting procedures and Organizational Structures for the entry
of data into the current recording system.
D. The consultant have to Design and Develop RADMS software which can meet
the optimum requirements of the Home Department as well as all other
requirements outlined in this ToR.
E. Review the current methods of analysis and information dissemination for the
purposes of statistical reporting, traffic & vehicle law enforcement and
engineering purposes.
F. Review the present status of accident database management in Health & Family
Welfare Department covering Primary Health Centers (PHC), Community
Health Center (CHC), District Hospitals, Private Hospitals, Medical Colleges
and Trauma Centers. Refer – Annexure -1 of this ToR.
G. Review birth and death register maintained in Rural Development (RD) and
Urban Development (UD) Departments to keep track of the accident victims for
a specified period after discharge from hospital.
H. Based on the Reviews, Conduct the gap analysis and submit the Gap Analysis
Report.
A. The consultant should identify and review modern accident reporting systems
used by Agencies around the world that can be considered as best practices.
Specifically include systems that would be suited to Indian conditions.
B. Review current best practices in GIS and map technologies with regard to the
needs of a State Road Accident Data Management System taking into account
institutional capacity to handle this technology.
D. The Consultant should also review ‘Crime and Criminal Tracking Network
System (CCTNS)’ used by the Police and establish linkage with it to avoid
duplication or conflict in the data generated by both the systems.
E. The system delivered should be customized in a way to meet the recent Hon.
Supreme Court Of India guidelines on Road accident data management and
identification of black spots.
The review of existing accident data collection and reporting systems and
proposed data collection and reporting processes as prescribed in 3.1.1 & 3.1.2
of this ToR shall be completed and incorporated in the inception report and shall
be got approved.
A. Consultant shall study the ground reference systems presently being followed
by the Home Department in reference to the road network of the State. Based
on best international practices and compatible to the road network covering
at least NH, SH, MDR, ODR, VR and major City/ all town roads, ,if required,
the consultant shall use existing GIS road maps, if provided by the State or
use Open Source Maps for recording accidents in the State and incorporate
in RADMS so that crash locations are captured with proper ground reference
to facilitate rescue and relief operations, crash spot related analyses and future
implementation of crash reduction measures.
C. Consultant Shall also provide the 3G/4G data services to be used by the hand
held devices for crash data collection.
D. The device shall allow data entry only after the coordinates of the accident
spot is captured and logged in by the GPS which in turn will immediately
geo-reference the spot on the map. Device should also reflect the GPS
location of nearest Police Station /Chowki, Nearest Hospital/Medical
Institution and rescue and relief vehicles.
Activity 3.1.4: Design, Develop and Implement GIS based Software for crash data collection,
analysis and reporting with necessary GIS software.
A. The crash data recording and transfer in RADMS implementation may be in
the order specified below but this need to be finalized in consultation with
Home Department / Police and other related Departments.
B. The local police will record the details of the accident on newly designed
accident report form and location of the accident will be identified with
physical/ground references or with digital map or with GPS locations or in
combination according to the availability.
C. The data collected shall be fed to the computer in the respective Police
Stations using the input module and map utility of the proposed software.
D. This will then be transferred to the main server in State Head Quarters
directly through internet or with storage medium based on the facility and
rights available.
a) The accident analysis can be carried out by the respective authorities
and other approved stakeholders by connecting to the server.
b) MIS/Report/Analysis customized formats and need based formats
shall be made available.
F. Consultant should customize the system in such a way that the data of crashes
which do not fall on the digital maps are properly accounted and captured by
the system so that crash data analysis cover all such incidents occurred in the
State.
t. The RADMS application should interface with data base system used by
the Police and their record bureau such as State Crime Records Bureau
(SCRB) and Crime and Criminal Tracking Network System (CCTNS)
and District Crime Records Bureau (DCRB) and shall be in line with
National Crime Records Bureau (NCRB) formats and requirements for
crime recording. Data captured by CCTNS is Hindi Unicode. Open data
interfaces or APIs for integration to CCTNS will be provided by MP
Police.
u. The RADMS application should interface with the data base system used
by transport department such as VAHAN and SARATHI for tracking the
vehicle registration and driving license system.
v. The application should also support open data interfaces or APIs for
third- party software/application integration.
w. Shall have inbuilt mechanism to make the system work in case of minor
network failures like power failure of device / connectivity drop. The
application should have auto save facility while using the device. It
should have offline maps incase internet connectivity drops.
x. The application should have robust security features including roles, user
groups and departments each with their own level of accesses.
y. There should be facility in the system for capturing the insurance details
of the vehicle met with accidents. The bidder should study the present
insurance system, if available and develop mode of interface with
RADMS.
z. Any future version change or upgrades, the developer introduces in the
market shall be given free of cost to GoMP during the period of services.
The RADMS should have features to record data related to trauma.
Activity 3.1.5 Community reporting module:
A. There should be ‘Community mobile App’ for the communities to report about
crashes. This will be in addition to the mobile app used by the traffic police. The
‘community mobile app’ could be used by citizens or designated community
members to report when a crash happens. This should be a simple mobile app
with easy to use features. Other background information like location, time etc.
should be automatically transferred to RADMS application for further action.
B. The alert produced from this module should also be made available to police
(Through appropriate channels identified during the course of the project) and
also to nearby Medical Institutions. The exact requirements can be detailed
during the course of the project considering existing technologies, processes and
capacities within different stakeholders
The mobile application for accident data collection should meet the
following non-functional specifications: –
i. It should work on multiple platforms
ii. Should work on all tablets, smartphones
iii. Should work with or without internet connection
iv. Should have Online and offline maps
v. Should have Audio, Video and documents capture
vi. Should have Voice memo capability
vii. Self-service device enrollment & management
viii. Compliance monitoring, reporting, alerting, and device
deprovisioning Enterprise –level security and encryption
C. The RADMS software should have a built-in module for road safety utilities with
following function-
a. Road Safety Engineering Management, Monitoring & Evaluation
b. Tablet application which works with or without internet connection for
accident data collection, synchronization, and offline data management
capability
c. Comprehensive black spot management and counter measures functionality
- From identification, studies, treatment, countermeasures, implementation
and monitoring and evaluation
d. Research based engineering countermeasure library for road safety problems
e. Safety / cost Benefit Analysis
f. Import iRAP output and view risk ratings along with accident data on GIS
map
g. Mobile Road Safety Audit and Road Safety Inspection capabilities
h. Road Safety Economic Evaluation module
j. Big data analytics tool
k. Reporting and MIS
The system should be initially Piloted within two selected Police Districts namely
INDORE and DHAR. 200 handheld devices will be deployed and 300 personnel will
be trained during Pilot period.
After establishment of the system, the consultant would provide a method of monitoring
the performance of the trial and evaluation methodology developed for application,
which will be useful for further rollout of application in other parts of the State. For
pilot testing of the RADMS, data of the concerned Police District for the past six months
shall be entered in the data base by the consultant. Consultant shall also develop a user
and training manual for the system
On completion of pilot implementation before full roll out, consultant shall organize
workshops of one day duration for about 25 participants each one in Bhopal, Indore,
Gwalior, Rewa, Jabalpur and other at a designated City in the State as a measure to
populate the system. Logistic arrangements, hall, food and other miscellaneous
expenditure required for the workshop need to be borne by the consultant.
Task 3.2: Improvement of road safety management using the RADMS
Activity 3.3.1: Identify training needs for short courses, field experience, workshops, formal
trainings, technical visits for all the stakeholders such as Home, Health and
Works departments etc
Activity 3.3.2: Develop strategy to strengthen the capacity of road safety using the RADMS
and make recommendations for effective institutionalization.
B. District level hands -on training for covering all the police stations
connected to accident recording for adoption of the system and data entry
procedures for about 10 people at each Police district Head Quarter need
to be given.. Necessary hall for this training will be provided by Police and
consultant shall provide training material, working lunch and refreshments
etc.
Activity 3.3.4: Consultant should also train fifty-one (51) personnel of Home Department on
exclusive system related activities, its administration and troubleshooting etc. These
personnel will be identified by the Home department and will interact with the
consultant’s team during the development and implementation stage itself.
The total duration of the services is 60 months of which 18 months would be for actual system
development/customization and piloting as per ToR, the next 6 months for roll out and last 36
months for training and operational support to the clients (Home Department, PWD and other
related Departments) . Please note that the O&M period of 36 months could be extended as
required.

The Consultant shall be provided with unfurnished office space (34 feet x 25 feet) in the
premises of PTRI. Consultant need to do furnishing as per requirement.
Details of the existing software like CCTNS shall be obtained from the police and NIC. The
main server for the RADMS will be housed in State Data Center specifically, the primary
server will be housed at PTRI/SCRB while the backup server will be hosted at the state Data
Centre. The consultant shall define and procure the Bandwidth Capacity and a type of
connectivity required between PTRI/SCRB Data Centre and the state data center. The client
shall reimburse the cost associated with this connectivity.
Permission for handling accident data for use only for the Project will be given by the SCRB.
i. The consultant shall provide three project assistants IT Professional and Two
computer literate project assistants having degree in Civil engineering and having
exposure of supporting the RADMS, for trouble shooting at the disposal of
MPRRDA/Home dept. for necessary coordination and assistance during the initial
24 months project implementation and three years of operational support. These
personnel may be required to travel to various districts on an average of 2 trips per
month for coordination with District teams. Necessary salary and other costs of these
personnel shall be borne by the consultant.
6. Final Outputs
6.1- It is expected that the following outputs will be obtained from the project:
i. Efficient accident data recording and reporting system (RADMS) tested and
implemented and handed over to the Home Department and other stake holding
Department.
ii. Any Applicable licenses should allow for continuous and non-exclusive use of the
new RADMS software to be used by Police/MPRRDA anywhere in Madhya Pradesh
State and also by MPRRDA designated government departments within Madhya
Pradesh to meet the requirements specified in this ToR and System Architecture
Design until the duration of the contract. The cost should include any upgrades of the
software during the consultancy duration period.
ii. It is expected that about 51 police District headquarters, 1 State Police head quarter
offices, 10 Road Engineering Department offices and 5 Transport Department
(Health Department & Urban Department) will use the system for editing and
analysis purposes and system shall facilitate necessary password and interface
facility for this. About 950 Police Stations will handle the basic data collection and
entry. Any future enhancements.
iii. Implementation and Phased roll-out of RADMS for all the parts in entire State
covering all the Police stations.
iii. Improved Crash Data analysis and management facilities for all parties responsible
for planning, development, and management of safe and efficient road network.
iv. Improved coverage of crash data recording.
v. Accurate crash location reporting for better black spot rectification program.
vi. Increased road safety awareness amongst highway engineers, enforcement personnel
and other stakeholders.
The review committee will comprise higher officials from Police, Transport, MPRDC,
MPPWD MPRRDA, Health &Family Welfare, Urban Departments and from other stake-
holding departments which will be finalized at the time of agreement. The PMC will provide
requisite support to the review committee and to the consultancy. This committee will meet as
and when required and give necessary technical guidance for the project and give necessary
approvals for the consultant’s outputs where ever required. Consultant output will be
considered by the Review Committee for approval within 3 weeks of submission. Team Leader
shall attend all the review committee meetings
Due to the specialist nature of the project, it should be led by specialized firms focusing on
Road Safety with good experience in implementing such system worldwide. The GoMP should
own the intellectual property (IP) of the developed software. This will enable easy
customization of the software and future support without depending on external parties. They
should have experience in road safety projects. It is anticipated that the team should at least
comprise the following with part/full time inputs:

System Specialist
Road Safety Specialist
Team Leader shall be available full time during the implementation period of 24 months.
During the operational support period he should attend the quarterly review committee meeting
and be present whenever important problems or trouble-shooting advice is needed for
MPRRDA/Home and shall attend the related issues. The consultant should place necessary IT
and Technical personals for the required software and hardware support during the 3 years of
operational and maintenance support period.
