Consultancy services to Design, Develop, Implement and Maintain “Road

Accident Data Management System” for Madhya Pradesh
Terms of Reference (ToR)

1. Background:

rd
Government of Madhya Pradesh has notified Road Safety Policy on 3 March 2016. In
Compliance with Pillar III of the State Road Safety Policy “Road Safety Information Database”,
it was envisaged that a Road Accident Data Management System (RADMS) will be developed
for comprehensive and accurate collection, analysis, and dissemination of accident or crash data
under the Home Department.

This Terms of Reference (ToR) is intended to serve as the basis for a contract between a qualified
and experienced firm and Madhya Pradesh Rural Road Authority (MPRRDA) for the
consultancy services and necessary Supply of hardware and software licenses to “Design,
Develop, Implement, and Maintain a Road Accident Data Management System (RADMS) for
Madhya Pradesh.”

Accurate road crash statistics are the basis for assessing road safety scenarios and for
implementing required interventions to reduce such incidents. Implementation of a reliable crash
data system is the first step towards achieving scientific road safety management. Effective black
spot improvement works cannot be implemented without a reliable and powerful crash database.
An ideal database needs to be comprehensive so as to satisfy not only the statistical requirements
but also assist in planning accident reduction measures. This Consultancy assignment shall aim
for implementing a computerized Road Accident Data Management System (RADMS) to meet
the total accident data management as per requirement of the State.

2. Objective of the Project:

A. To Design, Develop, Implement and maintain a web based GIS enabled computerized
software system for accident recording, storage, analysis and dissemination.
B. To develop mobile Apps for use by traffic police and community member for accident
reporting and integration with the proposed system.
C. To integrate proposed system with existing third party system/software.
D. To assist in the establishment of a centralized Accident Data Management Cell (ADMC).
E. Analyze the collected data, generate reports and build a Decision Support system (DSS).
F. To provide three years Operational and Maintenance support after operational acceptance
and full rollout of the system in the State
G. To conduct training for the Home, Health/Medical education, Transport Departments and
Road Engineers and other stake holders and establish an on-going stakeholder-driven
training program for sustainability of RADMS.
3. Scope of Services:

B. Review current best practices in GIS and map technologies with regard to the
needs of a State Road Accident Data Management System taking into account
institutional capacity to handle this technology.

C. Develop or recommend new processes, if required, which considers, in total,

the reporting process and report form, methodologies for the efficient and
accurate entry of data and the development of information generated for clearly
identified purposes. Design of any new process should be done in such a way
that it should be able to integrate with the existing system and shall be in
conformity with National Crime Records Bureau (NCRB) and Ministry of Road
Transport and Highways (MoRTH) guidelines in respect of consistency in the
procedure for crash data collection and analysis.

D. The Consultant should also review ‘Crime and Criminal Tracking Network
System (CCTNS)’ used by the Police and establish linkage with it to avoid
duplication or conflict in the data generated by both the systems.

E. The system delivered should be customized in a way to meet the recent Hon.
Supreme Court Of India guidelines on Road accident data management and
identification of black spots.

The review of existing accident data collection and reporting systems and
proposed data collection and reporting processes as prescribed in 3.1.1 & 3.1.2
of this ToR shall be completed and incorporated in the inception report and shall
be got approved.

Activity 3.1.3: Ground referencing system for accident recording

A. Consultant shall study the ground reference systems presently being followed
by the Home Department in reference to the road network of the State. Based
on best international practices and compatible to the road network covering
at least NH, SH, MDR, ODR, VR and major City/ all town roads, ,if required,
the consultant shall use existing GIS road maps, if provided by the State or
use Open Source Maps for recording accidents in the State and incorporate
in RADMS so that crash locations are captured with proper ground reference
to facilitate rescue and relief operations, crash spot related analyses and future
implementation of crash reduction measures.

B. The consultant shall procure and supply approximately 2000 nos of

customized handheld devices for easy, accurate and on the spot data
capturing. The operation system (OS) and all applications/programs used in
the hand-held device should be easy to operate and navigable. The device
should be self-contained, upgradable and capable of having following
features:

institutions, and location of rescue and relief vehicle.

C. Consultant Shall also provide the 3G/4G data services to be used by the hand
held devices for crash data collection.

D. The device shall allow data entry only after the coordinates of the accident
spot is captured and logged in by the GPS which in turn will immediately
geo-reference the spot on the map. Device should also reflect the GPS
location of nearest Police Station /Chowki, Nearest Hospital/Medical
Institution and rescue and relief vehicles.

E. Photographs and video footages of the accident scene shall be made

mandatory for uploading.

Activity 3.1.4: Design, Develop and Implement GIS based Software for crash data collection,
analysis and reporting with necessary GIS software.
A. The crash data recording and transfer in RADMS implementation may be in
the order specified below but this need to be finalized in consultation with
Home Department / Police and other related Departments.

B. The local police will record the details of the accident on newly designed
accident report form and location of the accident will be identified with
physical/ground references or with digital map or with GPS locations or in
combination according to the availability.
C. The data collected shall be fed to the computer in the respective Police
Stations using the input module and map utility of the proposed software.
D. This will then be transferred to the main server in State Head Quarters
directly through internet or with storage medium based on the facility and
rights available.
a) The accident analysis can be carried out by the respective authorities
and other approved stakeholders by connecting to the server.
b) MIS/Report/Analysis customized formats and need based formats
shall be made available.

E. The database is to be built as a Geographic Information System (GIS) to

enable users to plot the accidents on digital maps. The Consultant should use
GIS maps if provided by the state or open source maps like Open Street Map.
At the initial stage of implementation, the available maps may not be highly
accurate in nature and hence the system shall be designed taking into account
this factor. Maps of different scales need to be brought to a uniform scale and
the base maps need to be projected to a common projection system.
Consultant need to work further on these maps to the extent necessary to
make it usable in the RADMS implementation. RADMS should have facility
for map import for updating of the digital map whenever more accurate maps
are available.

F. Consultant should customize the system in such a way that the data of crashes
which do not fall on the digital maps are properly accounted and captured by
the system so that crash data analysis cover all such incidents occurred in the
State.

G. It is expected that at the initial period of implementation all the Police

Stations recording accidents may not have GPS equipment to record
latitude and longitude, hence the consultant need to design the system
in such a way that RADMS could be operational for both situations
of with physical/ground references & punching the locations on the
digital map or with GPS in future.

a sorting/query expression to retrieve all crash records within a
user-defined distance. Once the specified crash records are
retrieved, it should plot all crashes for the selected area on map,
produce reports, perform further queries, etc.
iii. Strip/Corridor Analysis
For strip or corridor analysis, the Software should first zoom the
map to a suitable scale. Then, use mouse to drag and click repeated
and over-lapping circles and/or rectangles to cover a desired strip
or corridor on the map. Once the desired strip or corridor has been
selected on the map, the Software will retrieve all crash records
within the selected area. Plots can thus be made for all crashes for
the selected area on map, produce reports, perform further queries,
etc.
iv. The software should interact and extract data on crash victims from
state health system database being developed. Analysis of collision
and injury types in various crashes involving different vehicles and
the treatment and its outcome depending on hospitals with different
