Gonzales and then played college football for Southeastern University.
He was the kicker on the football team acquiring the nickname,
“The Golden Toe”.

In the mid 1960’s along with a few Louisiana Chiefs, he coordinated

a meeting to reactivate the then dormant Association of Chief of
Police. After this first meeting an invitation was sent out to the other
state Chiefs to attend the first meeting of the Association in
Gonzales. He was elected President at this meeting and held that
position for several years. In this capacity he handled the lobbying
efforts for the Association and was able to make great strides in
improving law enforcement in the fields of training, education, and
supplemental pay.
He represented Louisiana on the State Association Chiefs
of Police Board which allowed him to become the right arm of the
International Association of Chiefs of Police (IACP) where he
served as Chairman of the Southern Region covering 11 states. He
also chaired a conference in New Orleans for IACP.
He served on the Governor’s Law Enforcement Commission and
the Peace Officers Standards and Training Commission.
He was instrumental in the creation of the Municipal Police
Officers Retirement System for the police of Louisiana. He was to
