K-12 Physical Education Curriculum Adoption Report

EXECUTIVE SUMMARY

Purpose of Report: To provide the School Board information regarding the K-12
physical education curriculum review and recommend curriculum adoption for the
2019-20 school year.

After 18 months and the input and study of dozens of parents, community
members, teacher, and administrators, the Sioux Falls School District is proposing the
approval of an updated K-12 Physical Education curriculum.
The Physical Education Curriculum study began in the fall of 2017 with the initial
meeting of the Steering Committee. Elementary, middle school, and high school
committees worked under the guidelines and directives of the Steering Committee to
develop curriculum that meets the South Dakota Standards for K-12 Physical Education
(SDSPE), and best practices in physical education.
The curriculum includes accommodations and modifications for students with
disabilities, including Fundamentals of Fitness and Movement classes at the District’s
RISE buildings and adapted physical education (APE) provided within all K-12 buildings
to ensure all students have an equal opportunity to participate in physical education.
The curriculum at the elementary, middle school, and high school levels focus on
preparing each student to engage in a lifetime of fitness and live a health-conscious
lifestyle.

Report

Purpose of Report: To provide to the School Board information regarding the K-12
physical education curriculum review and recommend curriculum adoption for
implementation in the 2019-20 school year.

District Priority Area: Student Outcomes


Priority Statement 1: SFSD will provide rigorous, effective, and engaging curriculum
and instruction for all students to emphasize growth and reduce the achievement gap.
Annual Objective SI 1.9.4: Identify physical education curriculum delivery model and
assessment options.

Explanation:
The physical education curriculum study began in the fall of 2017 as the K-12 steering
committee (teachers, administrators, parents and community members) reviewed the
current program standards, the South Dakota Standards for K-12 Physical Education
(SDSPE), and best practices in physical education. The steering committee established
the K-12 Physical Education Curriculum Philosophy and Goals to guide the study:

K-12 Physical Education Curriculum Philosophy


Physical education is an integral part of a student’s comprehensive, well-rounded
education program. The physical education program will engage students in
fitness and motor skill development to promote an active and healthy lifestyle.
Communicating with families and engaging community organizations to reinforce
the importance of physical activity both in and away from school will encourage
students to expand, enhance and continue healthy activities throughout their
lifetime.

The goal of physical education is to develop individuals who are knowledgeable


in the areas of health and fitness and who demonstrate the age-appropriate skills
and confidence necessary to enjoy a lifetime of healthful physical activity.

Students will:

1. Demonstrate motor skills and movement patterns to perform a variety of


physical activities.
2. Understand movement concepts, principles and tactics as they apply to
the learning and performance of physical activities.
3. Utilize appropriate motor skills, tactics and movement concepts/principles
while participating regularly in physical activity.
4. Achieve and maintain a health enhancing level of physical fitness.
5. Demonstrate responsible personal and social behavior in physical activity
settings.

6. Choose physical activity for health, enjoyment, challenge, self-expression
and/or social interaction.

Mission Statement:
To educate and prepare each student to engage in a lifetime of fitness.

Curriculum review committees were formed for the elementary, middle school and high
school levels. The curriculum review committees included teachers and administrators
from each grade level or department including representation from Special Services.
These committees developed grade level/course outlines including essential skills and
content aligned to State standards, designed core curriculum maps, and evaluated
instructional resources. The core curriculum map includes standards, essential skills
and content, key vocabulary terms, assessments, significant learning tasks, a pacing
guide, and a list of approved resources.

Elementary Physical Education


The elementary physical education curriculum was extensively revised in the 2012
adoption. The elementary committee moved the curriculum into the District’s current
format and ensured that all activities and skills align with the SDSPE.

Middle School Physical Education


The middle school physical education curriculum will decrease the emphasis on team
sports and move to a focus on personal fitness. Teachers will work with students to
build an understanding of how the choices they make in their daily activities impact their
fitness development. Students will establish a personal fitness program focused on
appropriate and achievable goals.

High School Physical Education


High school curriculum committees focused on creating course outlines and pacing
guides to increase uniformity between schools so that students who transfer from one
building to another during the year will be able to seamlessly drop into the same class at
their new school. The high school curriculum is designed to extend the personal fitness
program students developed in middle school, forming a logical continuum where
students learn skills for fitness in elementary school, building on those skills in middle
school, and using those skills as they select courses in high school to implement their
personal fitness program.

Physical Education – Students with Disabilities


The SFSD provides equal access opportunities for students with disabilities to
participate in physical education (PE) to meet their individual needs. All students with
disabilities receive instruction based on the State physical education standards with
accommodations and, for some, modifications if noted on their IEPs. A small
percentage of students’ needs are determined by IEP teams to require a smaller, more
supported setting with a modified curriculum for them to participate safely in physical
education activities. Fundamentals of Fitness and Movement classes are offered within
buildings with RISE programs to meet this need.

Adapted physical education (APE) is provided within all K-12 buildings for students with
gross motor delays who require specially designed instruction to participate in physical
education activities. Students needing APE are served in a variety of settings including
the general education classroom, small group, and one-to-one settings.

For students to engage and participate in all aspects of PE in the least restrictive
environment, adaptations or modifications to the curriculum, tasks, equipment, and/or
environment may be necessary. Curricular resources for teachers offer guidance in
planning and implementing lessons that ensure inclusion. Inclusive and accessible
practices for students with disabilities require PE teachers to consider accommodations
and modifications to standard equipment, rules, instruction, and environments. The
committee’s proposed equipment and print resources enable students with disabilities to
access the curriculum in their least restrictive setting. The print resources offer guidance
and recommendations for the planning and implementation of lessons and activities for
students with diverse and unique needs within a variety of settings.

The APE and Fundamentals of Fitness and Movement curriculum proposal was
developed by a diverse team including general education and adaptive PE teachers,
special education teachers and supervisors, PE and special education coaches, a
physical therapist, an occupational therapist, and an assistive technology integrationist.

Costs: The cost of the Physical Education curriculum materials will be approved in the
FY20 budget.

Committee Participation:
The K-12 steering committee consisted of three elementary teachers, three middle
school teachers, three high school teachers, one special services teacher, one ELL
teacher, three principals, six parents, three community members, and six
administrators. The steering committee met six times between October 2017 and
December 2018. The committee will meet again February 28.

The Elementary Committee consisted of five teachers who met eleven times and will
continue to meet throughout the 2019-20 school year.

The Middle School Committee consisted of seven teachers who met eleven times and
will continue to meet throughout the 2019-20 school year.

The High School Committee consisted of three teachers who met eleven times and will
continue to meet throughout the 2019-20 school year.

The special services subcommittee consisted of a general PE teacher from each level,
two of which teach Fundamentals of Fitness and Movement, a MS and HS special
education teacher, a physical therapist, occupational therapist, a special education
instructional coach, the related services coordinator and the K-12 special education
admin intern. The special education assistive tech/autism integration specialist acted as
a consult. The committee met three times during the fall of 2018 to discuss curriculum
and equipment needs.

Summary: Materials are available through March 11 for review by all stakeholders at
the Instructional Planning Center.
