1. SCOPE
This procedure describes the basis and method to be used for calculating the progress of
Engineering, Procurement, Construction, Commissioning, and Overall progress for PT PANCA
AMARA UTAMA (hereinafter referred to as OWNER) that will be prepared by PT Rekayasa
Industri (hereinafter referred as CONTRACTOR) during all Engineering, Procurement,
Construction, and Commissioning activities of Banggai Ammonia Plant Project (hereinafter
referred to as BAP PROJECT).

This procedure is not meant to circumvent or override any provisions of Contract. In-case of
any conflict between this procedure document and contract, provisions of contract shall prevail
over this document.

This procedure will be the basis for calculation of physical monthly progress.

2. BASIS OF PROGRESS MEASUREMENT

CONTRACTOR's progress measurement system is based on earned value and physical
progress measurement. To identify and to evaluate work progress of the Project, physically
measurable work objects will be selected at the lowest work level in the Work Breakdown
Structure and given an appropriate weight. In other words, work volume and consequent
weighting factors will be planned to the lowest work level.
Earned value measurement system assumptions for each dimension of work are set out
below:
2.1 General Definition of Progress
Progress is generally defined as :
Actual Work Completed
= ---------------------------------- x 100% x Weighted Value
Total Scope of Works
2.2 Engineering Progress
2.2.1 Scope of Work and Definition
The total scope of work for engineering can be expressed in term of the following
engineering documents:
