1.0 GENERAL. This section covers the design and construction requirements for the field
erected, welded joint fuel oil storage tanks to be furnished and erected under these
specifications.
Each tank shall be furnished and erected complete, including stairs, walkways, manholes,
gaskets, bolting materials, vents, piping connections, level gauge, and all other appurtenances
specified herein.
2.0 TYPE. The tanks shall be vertical, cylindrical, crowned bottom, aboveground,
atmospheric fuel oil storage tanks with a floating roof. The tanks shall be designed for field
erection by welding and for field surface preparation and coating.
3.0 CODES AND STANDARDS. Materials furnished under these specifications shall be
designed, constructed, and erected in accordance with API Standard 650, the requirements of
the specifications and codes referenced therein, AISC, ASTM, NEC, and other such regular
published and accepted codes except where modified or supplemented by these specifications,
and in accordance with the US Federal “Occupational Safety and Health Standards.” The
tanks shall also be in accordance with SCECO-EAST Standard, SES-S-127, “Tank Spacing-
Dikes and Drainage.”
4.0 DESIGN CRITERIA. The tanks shall be designed in accordance with the following
criteria:

less than 6 mm (1/4 inch) plus corrosion
allowance.

4.1 Wind Loads. Wind loads shall be based on SBC 1988. Basic wind speed shall be as
specified in Section 52.0100, CIVIL/STRUCTURAL SYSTEM DESIGN CRITERIA. The
use factor shall equal 1.15 and a gust velocity pressure shall be based on coastal exposure
coefficients.
4.2 Seismic Loads. Effects of seismic loads an the design of all structures shall be given full
consideration.
These loads shall be calculated as stipulated in Appendix E of API Standard 650 as regards
overturning moment, shell compression, and column restraint.
Other seismic loads shall be established in accordance with the requirements specified in
Section 51.0200, SITE DESIGN CONDITIONS.
Other seismic design considerations shall be submitted and shall be acceptable to the Owner.
5.0 MATERIALS. Materials shall be as specified herein. Materials for items not listed below
shall be the Contractor's standard materials for internal floating roof fuel oil storage tanks:
5.1 Material Reports. Certified mill test reports, covering all steel plates and structural shapes
to be used in the work, shall be furnished as evidence that such materials are new and in
compliance with the governing specifications. Copies of each such mill test report shall be
submitted to the Owner prior to fabrication of the material covered thereby.
6.0 CONSTRUCTION. Tank design and fabrication shall be in accordance with the
requirements of API Standard 650 and as specified herein.
6.2 Peripheral Seal. The floating roof shall be supplied with a resilient foam type primary
peripheral seal. A secondary seal shall be provided to protect the primary seal. The peripheral
seal shall accommodate plus or minus 100 mm (4 inches) of deviation between the floating
roof and the shell.
6.3 Grounding Shunts. Grounding shunts shall be provided between the floating roof and
shell.
6.4 Bottom. The tank bottom shall be designed to be erected on a foundation with a crown
of 25 mm in 3 meters (1 inch in 10 feet). Pads of 6 mm (1/4 inch) thick steel plate shall be
furnished, seal welded to the tank bottom, for column supports, tank appurtenances which
contact the tank bottom, and floating suction contact points.
6.5 Joint Design. Shell plate joints shall be of the double welded butt joint type with complete
fusion and penetration.
Joints in roof and bottom plates shall be of the lap welded type.
Shop welds of a rough or irregular appearance shall be ground to remove such roughness or
irregularities. Sharp metal edges existing at fillet welded joints, or other locations where field
welding will not occur, shall be ground to minimum 3 mm (1/8 inch) radius. Weld spatter shall
be removed by grinding or brushing.
6.6 Welding. The welding qualification requirements and restrictions defined in Section
60.0500, GENERAL WELDING REQUIREMENTS shall apply.
7.0 TANK APPURTENANCES. The tank appurtenances specified herein shall be furnished
and completely installed. Exterior appurtenances shall be designed for wind loads as specified
herein and in accordance with Section 51.0200, SITE DESIGN CONDITIONS. All exterior
tank appurtenances including stair supports, level gauge brackets, grounding pads, and
nameplate shall be seal welded to the tank to prevent corrosion.
7.1 Shell Manholes. Two shell manholes shall be provided on the tank. The manhole
openings shall be 1 meter (3 feet) in diameter with a cover attached by peripheral bolting. The
manholes shall be in accordance with API Standard 650.
7.3 Floating Suctions. The fuel oil storage tank shall be furnished with two floating suctions.
The design of the floating suctions shall be subject to acceptance by the Owner.
7.4 Gaskets. Two sets of permanent gaskets for all manhole covers and blind flanges shall be
furnished and shipped separately. Manholes and blind flanges shall be fitted with temporary
gaskets for use during shipment and erection. The permanent gaskets shall be shipped in
wooden boxes identified by tank name.
7.5 Piping Connections. Piping connections shall be provided as specified herein. The tanks
shall each be provided with process inlet and outlet connections as required by the design.
Level instrumentation and control connections shall be provided for each tank.
The tanks shall be electrically isolated from cathodically protected pipe by insulating flanges or
dielectric unions.
Piping connections 65 mm (2-1/2 inches) and larger in nominal size shall be flanged. Flanges
shall be raised face PN 20 (Class 150) weld neck type. Tank connections 50 mm (2 inches)
and smaller in nominal size shall be Class (3,000) thredolets or sockolets.
Each tank outlet connection of 100 mm (4 inch) nominal size and larger shall be provided with
an antivortexing device.
A minimum of four 300 mm (12 inch) connections shall be provided on each tank for suction
to the oil circulating pumps.
7.6 Vents. The tank shall be provided with pressure-vacuum vents and circulation vents in
accordance with API Standard 650 Appendix H and emergency relief vents in accordance with
API Standard 2000.
7.7 Pressure-Vacuum Vents. Pressure-vacuum vents shall be provided for the tank floating
roof which are capable of venting air equal to the maximum pumping rates.
7.8 Circulation Vents. Circulation vents shall be located on the shell or the floating roof seal's
highest position. Vents shall be spaced a maximum of 9.75 meters (32 feet) apart. Vents shall
be sized according to API Standard 650 Appendix H. An open vent with a weather cover and a
minimum area of 32,200 mm2 (50 square inches) shall be located at the center of the roof. All
circulation vents shall be provided with galvanized 13 mm (1/2 inch) opening screen.
Emergency vents shall consist of a Varec Figure No. 2011 breather valve (or acceptable equal)
mounted on a Varec Figure No. 5000 flame arrester (or acceptable equal).
7.10 Tank Level. Tank level measurement shall be provided using the Varec Series 2500
Automatic Tank Gauge complete with aluminum gauge head, negator motor, Type 316
stainless steel tape and cable with galvanized interconnecting pipe, Type 316 stainless steel
sheave elbows, Varec Series 2545 condensate reservoir with drain cock, and carbon steel
support brackets, or acceptable equal. A 4-20 mA signal representative of tank level shall be
transmitted to the DCIS using a Varec Series 8200 Current Output Transmitter or acceptable
equal. The transmitter shall include four spdt limit switches and its enclosure shall have a
NEMA 4 rating.
The level gauge shall be located such that the tank liquid level can be accurately indicated to
the maximum expected height of the floating roof tank and is displayed locally at eye level in
units of meters. Two identical level gauge systems shall be provided per tank.
The Contractor shall furnish all equipment and materials required for a complete installation
and shall lubricate the gauge head assembly per the manufacturer's recommendations.
7.11 Sumps. Four water drawoff sumps, each complete with 100 mm (4 inch) drawoff piping
and shutoff valve with locking device, shall be provided. The shutoff valves shall be 100 mm
(4 inch) PN 20 (Class 150) flanged gate valves of the outside screw and yoke design with
rising stem. The valves shall be constructed in accordance with ANSI B16.34 and shall be
manufactured by Crane, Powell, Newmans, or acceptable equal.
7.12 Foam Nozzles. The tank shall be provided with twelve 114 mm (4-1/2 inch) diameter
shell holes, with bolted cover plates, designed for attachment of fire protection foam chamber.
7.13 Foam Dam. The tank floating roof shall be provided with an annular foam dam 300 mm
(12 inches) high in accordance with NFPA 11, Appendix A. The foam dam shall extend at least
50 mm (2 inches) higher than the floating roof secondary peripheral seal. The dam shall be
located 300 mm (12 inches) inward from the floating roof seal. Adequate bracing shall be
provided to ensure the dam will remain vertical when filled with a foam-water solution. Drain
slots 10 mm (3/8 inch) in height shall be provided along the bottom of the foam dam. Total
drain slot area shall be 2.4 mm2 per square meter (0.04 in.2 per square foot) of foam dam area.
7.15 Grounding Pads. The tank shall be provided with four grounding pads equally spaced
around the exterior of the tank, and 150 mm (6 inches) above the bottom. Grounding pads
shall be Type 304 stainless steel and shall be welded to the tank. Pads shall be 50 mm by
90 mm by 13 mm (2 inches by 3-1/2 inches by 1/2 inch) thick and shall be drilled and tapped
to the full thickness of the pad for two cap screws. Screw hole spacing and location shall
match that of NEMA standard two-hole terminals. The contact surface shall be flat and
smooth and shall be protected during shipment and erection to maintain the contact surface
quality.
7.16 Access Provisions. Exterior stairs, landing platform, walkway, kickplates, and handrails
shall be provided as specified herein and in Section 51.0100, ARRANGEMENTS, 52.0100,
CIVIL/STRUCTURAL SYSTEM DESIGN CRITERIA, and 71.0503, MISCELLANEOUS
METALS.
7.16.1 Exterior Stairs. Exterior stairs with a top landing platform shall be provided.
The stairs shall extend from the bottom to the top of the tank and shall be of the spiral type.
Stair treads shall be bolted to structural members that are welded to the tank.
7.16.2 Platform. The platform shall consist of grating on structural supports, with
handrailings and kickplates as required by the applicable safety codes. Platform framing shall
be designed for all dead loads. The platform shall have lateral bracing as required for rigidity
and stability.
Each unit of grating shall consist of a horizontal reticulated area of short span, not to exceed
295 mm (11-3/4 inches) wide. Units shall be supported between formed side channels. Units
shall be of sizes and shapes that will fit snugly together. Arrangement of the individual pieces
shall be such that all longitudinal and transverse joints shall be continuous from adjacent
sections. The arrangement shall be acceptable to the Owner.
7.16.4 Tank Ladder. A tank ladder extending from the top of the tank to the floating tank
roof shall be provided.
7.17 Future Heaters. The tanks shall be provided with connections and other provisions
required for adding tank heaters if the plant utilizes heavy residual fuel oil in the future.
7.18 Calibration. Each tank shall be accurately calibrated by an acceptable strapping method
and certified calibration charts shall be supplied which define the relationship between depth
and content.
